This study aims to find the causal relationship between the effects of apartment inhabitants' life management and administrative management on housing satisfaction. The study results are as follows. Firstly, life management showed to have a positive effect on life satisfaction. In other words, the better the management of public order and facilities, the higher the satisfaction of housing satisfaction. Thus, the principal agent of management needs to increase inhabitants' housing satisfaction through education and training on developing life management techniques. Secondly, administrative management showed to have a positive effect on life satisfaction. Thus, the more accurate the completion documents and management transfer process necessary for administrative management, the higher the cost-cutting effects of accounting, construction, and service contracts, the more transparent the resident agreement process in accordance with management policies, the more transparent the election process of building representatives and resident representatives, and the higher the effects of energy saving, the higher the housing satisfaction of inhabitants. This revealed that the principal agent of management needs to increase housing satisfaction through education and training on developing administrative management techniques because the level of administrative management had a positive effect on housing satisfaction. As a result, in order to create reliability between inhabitants and the principal agents of management, the transparency of administrative management such as document disclosure must be ensured, thus improving the housing satisfaction of inhabitants.
Main purpose of this study is to provide some basic data necessary to research, education, and policy to cultivate professional talents, by investigating what competencies needed to hospital administrative staffs and managers in performing their jobs in the global age. A survey was conducted through self-administered questionnaires for hospital administrative staffs and managers including first-line hands-on workers who were working in 77 hospitals located in Busan, Keongnam, Ulsan areas in South Korea. Major results are as follows: (a) The analysis for the competencies needed to hospital administrative staffs and managers in order to perform successfully their jobs revealed that interpersonal competency, knowledge of management skills in healthcare field, understanding ability for healthcare, in that order of importance, had significant influence on performing their jobs. (b) Regarding the analysis for the detailed competencies necessary to hospital administrative staffs and managers in order to perform successfully their jobs revealed that problem-solving ability, sense of responsibility, positive attitude, leadership, in that order of importance, had significant influence on performing them. This study suggests that universities opened courses related to health care management should newly open a subject 'problem-solving ability in health care' to link with health care field and their curriculums are necessary to change over to practice-oriented curriculum system.

This study aims to establish administrative boundaries by utilizing digitalized old topographical map. Various problems have arisen due to unclear administrative boundaries. For example, there are various problems such as conflict amongst residents to occupy a larger area, unnecessary waste of administrative power, and difficulty in collecting various data for administrative units (farm area, statistical data, spatial analysis, living ara analysis). Therefore, in this study, an experimental study was conducted to establish administrative boundaries by using an old topographical map containing information on villages before administrative reform in 1914. As a result, the boundaries of towns, towns and villages were largely consistent. In order to divide the administrative boundaries based on the legal district boundaries, the administrative boundaries were established by referring to the contents of village introduction and natural boundaries (roads, rivers, mountain ranges, etc.) provided in towns and villages. However, there was a limit in establishing a precise boundary as it was not possible to secure a high-quality digitalized old topographical map.
Sevaral problems of administrative area sysem in Korea have been brought up for a long time. Because its frame has remained since Chosun and Japanese colonial period in spite of changing local administrative environment in accordance with rapid industrialization and urbanization. Recent reform of city (Shi)- county (Gun) integration is derived from this argument. But problems which permeate deeply overall system cannot be solved by partial reorganization of Shi-Gun. They may be rationalized only through the reform of the whole system. The aims of this study are to analyze problems of administrative area system entirelr and to discuss the direction of its reform from that point of view. Major problems of administrative area system are summed up into the followings. Firstly, it is found that administrative hierarchies are too many levels. Contemporary administrative hierarchical structure is 4 levels: regional autonomous government (Tukpyolshi, Jik'halshi, Do), local autonomous government (Shi, Gun), two leveis of auxiliary administrative area (Up, Myun and Ri). These hierarchies were established in late period of Chosun which transportation was undeveloped and residential activity space was confined. But today developing transportion and expanding sphere of life don't need administrative hierarchical structurl with many levels. Besides developing administrative technology reduces administrative space by degrees. Many levels of contemporary administrative hierarchical structure are main factor of administrative inefficency, discording with settlement system. Second problem is that Tukpyolshi and Jik'halshi - cities under direct control of the central government as metropolitan area - underbounded cities. Underbounded city discomforts residential life and increases external elects of local pulic services. Especially this problem is Seoul, Pusan and Daegu. Third problem is that Do-areas are mostly two larger in integrating into single sphere of life. In fact each of them consistes of two or three sphere of life. Fourth Problem is metropolitan government system that central city is seperated from complementary area, i.e. Do. It brings about weakening the economic force of Do. Fifth problem is that several cities divided single sphere of life. It is main factor of finantial inefficency and facing difficult regional administration. Finally necessity of rural parish (Myun.) is diminished gradually with higher order center oriented activty of rural residents. First of all administrative area system should corresponds with substantial sphere of life in order to solve these problems. Followings are some key directions this study proposes on the reform of administrative area system from that standpoint. 1. Principles of reorgnization -- integration of central dty with complementary area. -- correspondence of administrative hierarchical structure with settlement system. -- correspondence of boundary of administrative area with sphere of life. 2. Reform strategy -- Jik'halshi is integrated with Do and is under the contol of Do. -- Small Seoul shi (city) which have special functions as captal is demarcated in Seoul tukpyolshi and 22 autonomous distrcts of Seoul tukpyolshi is integrated into 3-4 cities. -- Neighboring cities (Shies) in single sphere of life are intrgrated into single city (Shj). -- Myun and Ri are abolished in rural region and new unit of local administrative area on the basis of lowest order sphere of life into which 3-4 Ries are integrated replaces them.
Social solidarity, equity in financing, and efficiency in administration have been core issues in the development of Korean health insurance reformation since 1988. This study is to investigate the trend of administrative cost in Korean National Health Insurance from various aspects. For the analysis of administrative cost, the expenditures of each insurance society and the National Health Insurance Corporation are divided into 4 items of (1) insurance benefit, (2) administrative cost, (3) an agency provision accounts, (4) other expenses, and then they are reorganized. The analyses based on 5 types of the health insurance administrative cost showed that efficiency in administration has been improved generally. We, however, should consider qualitative aspects such as customer's satisfaction with health insurance administration, prompt service, control of unjust expenditure (unjust claims), and provision of medical service including health consultation in assessing efficiency of administration. And, in order to connect the administrative costs of health insurance with efficiency, we need to give a fundamentally new definition, which can contain elaborateness of expenditure in details including the structure and evaluation method of administrative costs. It may be necessary to develop new indicators or analyzing methods hereafter.
Current Administrative Death investigation system is have many problems. Almost local governor don't exercise about administrative death investigation authority. Thus, prosecutors have to many decisions about judicial death investigation authority. Consequently, these vicious cycle is repeated. There is not clear regulations about scope for judicial death investigation. Discussed in this paper improve the Administrative Death investigation system are as follows : First, the uniform act of death investigation is have to legislated. Second, the scope for death investigation is clearly legalized. Medical examiner is must administrative death investigation according to the law. Also prosecutor can order to judicial autopsy to medic examiner. Third, Administrative Death investigation rules should be clarified. Introduce a Medical Examiner System Korean Administrative Death Investigation system centered on prosecutor and judicature who are not a specialist in pathology or forensic medicine. Lacking in professional understanding cause less accuracy of Administrative Death Investigation. To overcome limitations and problems of our Administrative Death Investigation system is suggested to introduce a Medical Examiner system.

Objectives: This study aims to identify and solve problems in the consistency, procedural justification, effectiveness, and other matters concerning approaches to occupational safety and health legislation, administrative rules, and administrative guidelines. Methods: In this study of policy on the industrial safety and health law of Korea, problems were raised based on important information on the approach to occupational safety and health legislation and administrative guidelines such as notices, ordinances, and instructions, as well as on their interpretation and operation standards. Secondly, based on the identified problems in the occupational safety and health law policy, core practical methods to present improvement directions for occupational safety health policy in Korea were sought. Results: It is absolutely necessary to actively promote the infrastructure for occupational safety and health by developing and disseminating notices, guidelines, and manuals that act as contact points between laws and the field in various ways at the administrative institution level. In addition to sanctions, efforts to systematically guide and promote complex professional matters must be supported. Efforts should be made to strengthen administrative expertise so that administrative authorities can secure professional authority and fully enforce legal policies according to the purpose of legislation. In order to ensure the effectiveness of occupational safety and health law policies, it is necessary to shift the focus of the legal policy toward confirming and guiding substantial compliance with legal standards. Conclusions: As a result of the above efforts, when reliable occupational safety and health law policy is implemented, the understanding and acceptance of the legal policy for the administrative object will be increased, and the safety and health management of the enterprise will be maximized to its full extent.
This study discusses the definition, determination and use of Imminent & Substantial Endangerment (ISE) included in the United States environmental laws. ISE is a contamination situation and statutory authority that state and federal governments issue an administrative order to responsible parties for clean-up. ISE is appeared in all kinds of official government documents such as administrative oders on consent, judicial consent degrees, and unilateral administrative order. In order to invoke ISE authority, the governments should have evidence of each of the following elements; 1) a possible ISE 2) because of actual or threatened release 3) of a hazardous substance 4) from a facility. The determination of ISE relies on detail scientific evidence and documentation in order to demonstrate the existence of conditions that may present an ISE. However, any official protocol or procedure has not been found for determining an ISE, although an ISE order documentation format is suggested by U.S. EPA.
PURPOSES : Traffic situation of Seoul City is different each administrative district. because each administrative district population, average travel speed, etc are different. thus, regionally differentiated policy is necessary. METHODS : In this study, first, it is to implement the cluster analysis using the traffic factor of twenty-five administrative districts in Seoul, categorize it into the cluster and understand the properties. second, related factors of speed were derived. and method to increase the speed was investigated. we choose the eleven traffic factors such as the number of traffic accident cases, total length, speed, the number of cross section, the number of cross section per km, the rate of roads, registered cars, population attending office and school, population density, area. RESULTS : In the results, first, we could categorize the Seoul-City administrative district into three clusters. in order to find Factors associated with speed a simple regression analysis was performed. and the number of intersections per km is closely related to the speed. CONCLUSIONS : Through this study, transportation policies reflecting local traffic-related characteristics are required.
Purpose: The purpose of this study was to evaluate administrative efficiency of the Korean university and to identify the factors which may affect on the efficiency of universities. In addition, last purpose of this study was to compare correlation among administrative, research and education model. Methods: The collected data through Higher Education in Korea were analysed using DEA (Data Envelopment Analysis). Furthermore, in order to provide the better accurate results by removing the bias of the results, this paper implements Bootstrap DEA. It also analyzed the causes of efficiency by Tobit Regression after setting the dependent variable as a proposed efficiency score and compared correlation analysis results between other models. Results: The results of this study are as follows; First, the Korean universities showed low administrative efficiencies. Second, efficiency of national universities are higher than it of private universities. Finally, the administrative and research education model have statistically significant correlation. However, usually many Korean universities focus their resources on education performance such as employment and rates to attract new students than research performances. Conclusion: This study shows that the administrative efficiency positively affects both research and educational efficiency. Approximately 70% of the Korean universities needs to improve their administrative efficiencies and to pay attention to enhance their poor services, low-level performances.
