한국(韓國)의 학교보건(學校保健) 관리체계(管理體系) 및 관리현황(管理現況) 연구(硏究) -학교보건(學校保健) 정책(政策)을 중심으로- (Management and Administrative System of School Health in Korea -School Health Policy-)

  • At the central level, civil servants concerned with school health were interviewed in order to research the national administrative system of school health. At the level of county, the ledgers concerned at the education office and the schools was reviewed, and the person concerned at them was interviewed, in order to research the present state of local school health management. The policy proposition to improve the administrative system of school health in Korea is as follows. 1) The formal school health activities in districts should be actualized with the funds and the manpower made through realizing local autonomy system. 2) The funds of health center should be able to be used for school health. 3) The important activities of school health that can be actualized without a lot of funds should be chosen and be actualized above all. 4) The formal or informal system among school, health center, and hospital should properly be made. 5) The health engineer of education office or the board of education should be related to health center at school health activities. 6) For the long run, the teacher of health education should teach the subject of health at school. The proposition to improve the management of school health at the level of education office or the board of education is as follows. 1) The formal and informal relation among health center, hospital, and the board of education should be strenthened at the technical and administrative sides. 2) Health center should train the nurse-teachers of school and the health engineers of education office or the board of education. 3) The autonomous health budget of each school should properly be made. 4) The compulsory health budget should properly be made in school education budget. 5) The formal or informal training Course for the nurse-teachers should be practical. The proposition to improve the management of school health at the level of school is as follows. 1) The equipment of nursing room should be used properly, so that the function of nursing room should be revitalized. 2) Nursing room should not be used with other function except nursing function. 3) Oral cavity should be tested when pupils and students undergo physical checkup. 4) The interval of physical checkup at each school should be more than 2 days. And then the pupils and students with abnormal health should be referred to hospital etc.. 5) The misappropriation of the allowance of school doctor should be protected.

신도시지역 행정구역개편에 대한 연구 (A Study on the Reorganization of Administrative Districts in New Town)

  • 본 연구에서는 C시 사례를 중심으로 행정구역 개편에 대한 사례를 살펴보고 우리나라 행정구역 개편에 있어서의 시사점을 밝혀보고자 한다. 연구대상 기업도시지역에는 2개의 면단위 지역과 1개의 읍지역으로 구성이 되어 있다. 그렇다면 과연 이들 지역은 신도시라는 거대한 메가폴리스로 하나의 행정구역으로 통합하는 것이 옳은 것인가 ? 아니면 그대로 분리하는 것이 옳은 것인가 ? 이러한 질문을 가지고 본 연구는 시작되었다. 본연구에서는 행정구역 개편과 관련된 이론들에 대한 문헌연구를 하고, 해당 신도시 지역의 관련 이슈들을 살펴보았다. 이를 통해 행정구역 개편을 추진함에 있어 고려해야 할 정책적 시사점을 다음과 같이 제시하였다. 첫째, 다양한 이해관계자들의 협조와 이해가 필요하다. 둘째, 통합 시 통합의 목표 및 비전을 제시해야 한다. 셋째, 통합 전 충분한 검토가 필요하다. 넷째, 공동체를 존중하는 것이 중요하다. 다섯째, 이해관계 집단의 양보와 조정이 필요하다. 여섯째, 행정구역 개편과정은 절대적으로 민주적이고 공정해야 한다.

  • The importance of Fundamental Geographical Information Framework for Digital City (FGFDC) is analysed, it provides all city agencies and units with uniform geographic references. Six kind of data are chosen as the core data sets of a FGDC, a web-based distributed mechanism is constructed to promote data sharing among different agencies. Elementary functional requirements of FGDC are analyzed, so that it can serve as a common distributed urban GIS. A practical FGFDC is developed for Yangzhou Development Administrative Region, and an 3D visualization system is developed within this framework.

표준화행정기구의 변천과정 및 개선방안 (The Changes of Standardization Administrative Organization and Improvement Plan)

  • This thesis introduce the organization system and office regulation of standardization administrative organization for the change of times, also suggest improvement plan for its effective management. The main improvement plan refer to the standardization administrative organization\`s work, this thesis suggest, 1. Readjustment of national standardization system and effective reorganization for standards information organization. 2. For industrial standards system, the korea industrial standards should be maintained uniform system, So decentralized korea industrial standard at government ,must be unified and maintained to unique policy for its effective improvement. 3. To strengthen with international standards organization, a institutional device, budget funds, and expert should be backed up. 4. For training and education of expert, Refer to the performance of one\`s duty, the proper expert should be chosen and posted. Also, systematic training and education system for expert must be developed, So they can be on duty continuously, Finally, this thesis suggest that the necessity of systematic and unique policy must be established for high position at international area. Since the limitation of data, the future research will be performed for budget funds and personnel setup.

지방행정체계 개편에 따른 농촌지도조직의 대응방안 연구 (A Study on the Countermeasures of Agricultural Extension Service Agencies by Reorganization of Local Administrative System)

  • There is a wide range of agreement for reorganization of administrative units. It is expected that regionalization of city governments and city-county consolidation would contribute to enhance efficiency of extension services and weaken citizen accessibility, responsiveness, and participation. Therefore, it is suggested that branch office of extension center should be provided to the isolated rural areas in order to maintain the appropriate level of services. Also, the relationship and linkage between the national/regional government and local extension centers should be reshaped by making current linkage system such as monthly Provincial Meeting and central-local association more effective. Establishment of agricultural database of each local region is needed to strengthen local extension center's role. Finally, extension service agency needs to consider to expand its function from the traditional extension services to a variety of 'rural issues.'

19세기 영남지역 중기(重記)를 통해 본 지방관아의 조직과 기록물 연구 (Organizations and Records of Local Government Office in the 19th Century Through an Analysis on the Transition Documents in Yeongnam Region)

  • 조선시대 지방관아는 지역을 다스리기 위한 행정 업무를 수행하기 위해서 공간과 조직 사람이 필수적으로 존재하였고, 행정 업무의 결과를 통해 지방관아의 기록물이 생산되고 관리 보관되었다. 지방관아의 건물과 공간은 첫째, 수령의 통치와 생활공간, 둘째, 관속들의 행정업무 공간, 셋째, 창고 공간으로 구분할 수 있고, 관속의 규모 측면에서도 대규모 기관이었기 때문에 조직구조도 복잡한 형태를 띠고 있었다. 관아의 조직은 크게 육방임과 기타 색임으로 구분하여 호장(戶長) 이방(吏房) 호방(戶房) 형방(刑房) 병방(兵房) 예방(禮房) 공방(工房)의 육방임 업무와 생산 기록물을 살펴보았고, 기타 색임의 업무를 살펴보았다. 또한 세기 영남지역 중기(重記)에 기재되어 있는 물목명 가운데 기록물류를 추출하여 지방관아에서 조직별로 관리하였던 기록물류를 크게 절목(節目), 안(案), 대장(大帳), 완문(完文), 등록(謄錄) 등의 유형으로 구분하여 살펴보았다.

곡류분말 처리가 고추장의 물성학적 특성에 미치는 영향 (Effects of Cereal Powders on Rheological Properties in Kochujang)

  • 고추장의 사용 및 유통과정 중 품질상의 문제점은 일반적으로 흐름성, 물 분리현상 및 암갈색으로의 색상변화 등이 대표적이다. 이러한 고추장에서의 문제점을 해결하기 위한 방안의 하나로 RP, GRP 및 G'RP, G'GRP를 적용해 보았다. 고추장에서 흐름성에 직접적인 영향을 미치는 인자는 물엿인 것으로 밝혀졌다. 즉, 물엿의 배합비율이 높을수록 흐름성이 좋았으며, 상대적으로 물엿함량을 낮출수록 흐름성이 떨어지고 점도가 강화되는 특성을 보였다. 곡류 분말 중 특히 호화분말의 처리에 따라 고추장에서의 물 분리현상을 효과적으로 억제할 수 있었는데, 특히 G'GRP의 처리효과가 우수하였다. 그 적정 처리량은 $0.5\~1.0\%(w/w)$ 수준이었으며, 그 이상의 처리로 인하여 지속적인 상승효과는 없었다. 유통 중 발생하는 변색현상과 곡류 분말 처리에 따른 억제효과는 기대하기 어려웠다.

19세기 동래부(東萊府)의 관사영선(官舍營繕)에 관한 연구(硏究) (A study on the construction of government office in Dongnaebu at 19c)

  • This study is on the construction of government office of Dongnaebu through researching the construction reports and historical documents in 19century. Especially it focuses on the local construction system and operation for the government office. Main contents of the study are 1) Scope and process of construction, 2) Architectural administration and official notes, 3) Organization of participants and the feature, 4) Felling trees and transport, 5) Monetary of construction The results are summarized as follows. 1) Repair office customary were the courtesy new provincial man. Government building were inspected and repaired periodically. 2) Administrative system of construction have been operated. There are official notes which are about application, permition and order, concerned works such as logging at the bongsan, means of transport, paying wages and progressing works. 3) Organization of construction was made up of an officer and sangnee to supervise and supply. 4) Due to financial difficulty, local government reserved and appropriated funds with moneylending for building office.

커뮤니티센터 모델 개발을 위한 동사무소 시솔 및 프로그램 분석 (Public Service Facilities and Programs of District (Dong) Office as a Community Center)

  • The purpose of this paper is to analyze the service facilities and activity programs of district(Dong) office so as to develope a model of a service integrated community center Various research methods were used for this study: Field research and interviews with the managers have been done in four offices during July and August, 2000. The facilities and programs of twenty district((Dong) offices were analyzed and ninety visitors of two district(Dong) offices were surveyed. The results showed that most visitors crime to the district(Dong) office for administrative services associated with the registration for citizenships. Visitors of district(Dong) office with activity programs were more Likely to factor to the service integrated community center than were those without. The size and kinds of facilities among district(Dong) office centers were varied and contrained by the size of the building but the activity programs were very similar and mainly arts and crafts, sports, music, and health for young housewives. Several implications from the results were suggested to the model of a service integrated community center.

  • 행정청을 상대로 소송을 제기하려는 경우 민사소송으로 할 것인지, 행정소송으로 할 것인지를 정해야 한다. 소송의 종류가 정해져야 어느 법원에 소송을 제기할 것인지를 판단할 수 있다. 우리나라는 공법상의 법률관계를 대상으로 하는 것은 행정소송, 사법상의 법률관계를 대상으로 하는 것은 민사소송으로 그 구별이 명확한 것처럼 보이지만 공법상의 당사자소송과 민사소송은 공.사법의 구별에 관하여 주체설을 취하지 않는 한 구별이 쉽지 않다. 소송실무나 판례는 '당해 소송물이 공법상의 법률관계에 속하는 것인지, 사법상의 법률관계에 속하는 것인지를 구별기준으로 하여 일명 소송물설을 취하고 있어 그 구별은 늘 어려운 과제이다. 행정소송법에 직무관할지정관련 조항을 신설하여 '소송사건이 행정소송인지 민사소송인지 여부가 문제된 경우에는 대법원이 관계된 법원 또는 당사자의 신청에 따라 결정으로 관할법원을 지정한다.' 라고 규정한다면 하급심으로서도 부담을 줄이고 당사자들은 신속한 재판을 받을 권리를 보장받게 되고, 소송대리인들로서도 형식적인 절차로 인한 소모적 고뇌로부터 해방될 수 있다고 생각한다.
