A Study on The Prevention of Accidents and Foreign Workers

  • Purpose: It is necessary to establish more systematic and efficient accident prevention measures in relation to the promotion of safety activities to prevent safety accidents of foreign workers at construction sites, especially as safety accidents of foreign workers continue to occur among industrial accidents occurring at domestic construction sites. In this study, I would like to suggest ways to respond to legal issues related to the recruitment of foreign workers and ways to promote safety management that can effectively reduce industrial accidents through various safety management measures. Research design, data and methodology: In order to establish systematic safety management measures for foreign workers, in-depth research was attempted by collecting and analyzing various data such as the current status of domestic industrial accidents, employment status of foreign workers, and disaster statistics. Results: In addition, I intend to establish and present a more systematic safety management plan by conducting various analysis and feasibility review such as risk assessment education in terms of accident prevention for foreign workers. Conclusions: By establishing and presenting more systematic management measures, such as foreign employment, employment by occupation, and on-site education, this safety management system can effectively prevent accidents for foreign workers and is expected to contribute to the prevention of accidents at domestic construction sites for both construction companies and construction officials.

An analysis of th cause of passenger ship accident -from the perspestive of policy non-compliance (여객선사고의 원인분석 -정책불응의 관점을 중심으로)

  • As passenger ship accidents so frequently have occurred, crisis consciousness is highly aroused in Korean society. Although bombastic policy guidlines were suggested in accordance with every passenger ship accident, there remains a still high possibility of such an accident reoccurring because passenger ship accidents occur from the perspective of non-compliance. The research objective of this study is to government's safety regulatory policies. Data for the analysis was collected from literature review. A Case study related to passenger ship accident is adopted for the analysis. The research methods utilized in this study consist of extensive quantitative analysis of 138 passenger ship accidents which had happened over last 10 years from 1984 to 1993 in Korea and a qualitative analysis of the passenger ship accident of the Seohae Ferry in October 1993. The results of the quantitive analysis on the 138 passenger ship accidents are as follows; Seeing the accidents yearly, the accidents which occurred by policy non-compliance are still exist, only somewhat reduced as years gone by. Seeing the accidents from the perspective of types of accident, fire accidents and death and injury accidents had more non-compliance factors than contact accidents and one-side collision accidents, etc. had. Seeing the accidents from the perspectives of types of passenger ship, large ships like car ferries and general passenger ship accidents had more non-compliance factors than any other kinds of ships had. Seeing the accidents from the perspectives of tons of passenger ships, large ships weighing more than 1, 000 tons and small ships weighing less than 50tons contained a lots of non-compliance factors. The results of the qualitative analysis of the passenger ship accident of the Seohae Ferry in Octovber 1993 are as follows; From the viewpoint of the human factor, there were non-compliance to the recruiting of required number of qualified crew members and non-compliance to the rule which prohibited them from leaving port in bad weather and high wave conditions. From the viewpoint of the ship factor, there were defects in the ship. So we might say that there was non-compliance which was aroused from the lacks of technical skills. From the viewpoint of the administrative factor, there were many non-compliance factors such as sailor education, shipping management, rescue, safety equipment. From the viewpoint of the passenger factor, there were passengers' threats which compelled the crews to leave the port under bad weather conditions. In conclusion, the principal non-compliances factors are passenger ship company did not follow safety rules such as shipping the permitted number of passengers, loading permitted tons of freight and fastening freights properly and recruiting required number of qualified crew. In order to reduce accidents, firstly we should find out the causes which play key roles in passenger ship companies' non-compliance to the government's safety regulations. Secondly we should tackle the causes.

Analysis of Death Accidents of Hazardous and Dangerous Works defined in Regulation for Employment Restriction and Special Education for Safety and Health (유해·위험작업의 취업제한에 관한 규칙 및 특별안전보건교육 대상작업의 사망재해 분석에 관한 연구)

  • With the changes of industrial structure, contents and types in hazardous and dangerous works have been changed considerably. However, the hazardous and dangerous works by defined "Regulation for the hazardous and dangerous work employment restriction" and "Special education for safety and health"have not been amended over twenty years. This study aimed to identify the recent trends of the works by analyzing the death accidents cases from 2004 to 2013 and to present the management methods about future hazardous and dangerous works. The results showed that amount of 1,972 cases among 11,513 death accidents were equivalent to the works presented by "Regulation for the hazardous and dangerous work employment restriction". The amount of death accidents in 'Work of using construction equipment following construction machinery management act' was biggest among the death accidents cases and that of 'Work of handling pressure vessels following high-pressure gas safety control act' didn't show up. For the works in "Special education for safety and health"amount of 1,650 death accidents cases were equivalent. The amount of death accidents in 'Work involving a crane with a capacity of 1 ton or more or work which is carried out with a crane or hoist with a capacity of less than 1 ton in a workplace having at least 5 such machines' presented by "Special education for safety and health"was biggest. Also, death accidents case didn't occurred in three works presented by "Special education for safety and health". It was analyzed that works with low death accidents cases should be needed to study thoroughly the whole disaster research involving nonfatal accidents. Unions, Health and Safety Committees, and Workplace Accidents in the Korean Manufacturing Sector

  • Background: Despite the declining trend of workplace accidents in Republic of Korea, its level is still quite high compared with that in other developed countries. Factors that are responsible for high workplace accidents have not been well documented in Republic of Korea. The main purpose of this paper is to estimate the effects of unions and health and safety committees on workplace accidents in Korean manufacturing firms. We also allow for the interactions between unions and health and safety committees in the analysis. The results obtained in this paper will not only contribute to the literature in this field, but might also be useful for employers and worker representatives who are trying to find an effective way to reduce workplace accidents. Methods: This paper utilizes the 2012 Occupational Safety and Health Trend Survey data, which is a unique data set providing information on workplace injuries and illness as well as other characteristics of participatory firms, representative of the manufacturing industry in Republic of Korea. Results: In estimating the effects of unions and health and safety committees, we build a negative binomial regression model in which the interactions between unions and health and safety committees are permissible in reducing workplace accidents. Conclusion: Health and safety committees were found to reduce the incidence of accidents whereas unionized establishments have higher incidence of accidents than nonunionized establishments. We also found that health and safety committees can more effectively reduce accidents in nonunionized establishments. By contrast, nonexclusive joint committees can more effectively reduce accidents in unionized establishments.

The Effects of Individual Accidents and Neighborhood Environmental Characteristics on the Severity of Pedestrian Traffic Accidents in Seoul (개별 사고특성 및 근린환경 특성이 서울시 보행자 교통사고 심각도에 미치는 영향)

  • Korea's transportation paradigm is shifting from a vehicle-oriented transportation plan to a pedestrian-friendly environment that emphasizes walking safety. However, the level of pedestrian traffic accidents in Korea is still high and serious. The purpose of this study is to investigate factors affecting the severity of pedestrians traffic accidents using the multilevel logistic regression model based on 2015-2017 pedestrian accidents data provided by the Traffic Accident Analysis System(TAAS). The main results of the multilevel logistic regression model showed that 89% of pedestrian traffic accidents in Seoul were explained by individual characteristics such as drivers and pedestrians, and 11% were explained by neighborhood environmental characteristics. The results are as follows : In the individual characteristics such as pedestrians and drivers, the older the pedestrians and the drivers, the higher the traffic accident severity. The severity of traffic accidents was high when the pedestrians were female and the drivers were male. In the case of accident types, traffic accidents were more serious in the cases of heavy vehicles, inclement weather, and occurring at intersections and crosswalks. The results of the neighborhood environmental characteristics are as follows. The intersection density and the crosswalk density tended to reduce the severity of traffic accidents. On the other hand, the traffic light density and the school zones were founded to related to the higher level of traffic accident severity. This study suggests that both individual and neighborhood environmental characteristics should be considered together to prevent and reduce the severity of pedestrian traffic accidents.

A Study on the Link between the Serious Accidents Punishment Act and the Enterprise Disaster Management Standard: Focused on the Serious Industrial Accidents (중대재해처벌법과 재해경감활동관리체계 연계방안 연구 - 중대산업재해 중심)

  • Purpose: This study is intended to confirm the business disruptive risk in the Serious Accidents, and propose a plan to comply with the Serious Accidents Punishment Act through the Disaster Mitigation Activity Management System. Method: Through literature review and case studies, the requirements and characteristics of each of the Serious Accidents Punishment Act, the Disaster Mitigation Activity Management System, and ISO 45001 were compared and analyzed, and implications were derived. Result: The business disruption and financial adverse effects caused by industrial accidents were identified. Based on this and by using the Disaster Mitigation Activity Management System, measures to link the documentation requirements of the the Serious Accidents Punishment Act to the Disaster Mitigation Activity Management System, and to manage the implementation records of the Serious Accidents Punishment Act's duty were derived. Conclusion: When establishing and operating the Disaster Mitigation Activity Management System, it can not only comply with the Serious Accidents Punishment Act but also contribute to maintaining business continuity and ESG management through the prevention of various disasters and the minimization of secondary damage, etc.

Classification of Characteristics in Two-Wheeler Accidents Using Clustering Techniques (클러스터링 기법을 이용한 이륜차 사고의 특징 분류)

  • The demand for two-wheelers has increased in recent years, driven by the growing delivery culture, which has also led to a rise in the number of two-wheelers. Although two-wheelers are economically efficient in congested traffic conditions, reckless driving and ambiguous traffic laws for two-wheelers have turned two-wheeler accidents into a significant social issue. Given the high fatality rate associated with two-wheelers, the severity and risk of two-wheeler accidents are considerable. It is, therefore, crucial to thoroughly understand the characteristics of two-wheeler accidents by analyzing their attributes. In this study, the characteristics of two-wheeled vehicle accidents were categorized using the K-prototypes algorithm, based on data from two-wheeled vehicle accidents. As a result, the accidents were divided into four clusters according to their characteristics. Each cluster showed distinct traits in terms of the roads where accidents occurred, the major laws violated, the types of accidents, and the times of accident occurrences. By tailoring enforcement methods and regulations to the specific characteristics of each type of accident, we can reduce the incidence of accidents involving two-wheelers in metropolitan areas, thereby enhancing road safety. Furthermore, by applying machine learning techniques to urban transportation and safety, this study adds to the body of related literature.

A Study on the Roadmap Design for Electrical Safety Technology (전기안전기술 로드맵 설계 연구)

  • A roadmap for Electrical Safety Technology has been designed based on the study that has been contributed by the specialists, professors and researchers in electral safety field. The roadmap is divided into five major fields including, for instance, the electrical fire accidents roadmap. The other four roadmaps are for electrical shock accidents, electrical facilities accidents, electrical safety policies and electrical safety culture-education, respectively. Each roadmap has a purpose, a scope, and a technical characteristic. Following the roadmaps can result in significant reduction of electrical fire accidents, electrical shock accident victims and so forth. The result can also be utilized in guiding the planning and development of the future electrical safety technology.

Analysis of Injury Characteristics of Elderly Workers in Small Manufacturing Factory (소규모 사업장의 고령자 재해특성에 대한 분석)

  • Korea is becoming an aged society as well developed country. Accident rates of elderly workers are increased. When elderly workers injured, elderly workers are more likely to die as a result, and they take longer to recover than young workers. Thus the cost to industry per individual accident gets higher for elderly workers. If information on the occupational accidents of elderly workers could be collected and analyzed for the purpose of preventing occupational accidents, we would be able to get rid of accidents of elderly workers. The accidents of elderly workers in small manufacturing factories were considered in this study. 97 accidents, which occurred in 1995-1998, were investigated. These accidents were analyzed in terms of sex, work period, cause of accident and form of accident. The accidents of elderly workers in small manufacturing factories are numerous and are often serious and worthy of greater attention than they have received. Successful strategies for accident prevention depend on effective analysis.

A Study on Development of Forecasting Model for Traffic Accident in Korea (한국의 교통사고예측모형 개발에 관한 연구)

  • This study aims to develop a traffic accident forecasting model using the data, which are based on the past accidents in Korea. The regression analysis was used in conjuction with the variables of the traffic accidents and social behaviours. The objectives of this study are as follows; 1. The number of behicles has given a strong affect to increase the traffic accidents in Korea since a factor of vehicles has shown 86% over of total accidents. 2. The forecasting model regarding the traffic accidents, deaths and injuries, which was formulated for this study, proved to be useful in light of the results of the regression diagnostics. 3. It is expected that the traffic accidents in Korea in 1991 may take place as follows on condition that the traffic environment would worsen ; 274,000 cases of accidents with 13,600 deaths and 367,000 injuries, in 1994, 451,000 cases with 24,900 deaths and 71,500 injuries respectively.
