Free flap transplantation demands meticulous microsurgical technique to cover the exposed vital structures which is important to restore and maintain functions of the extremities. From July 1992 through December 2000, 99 patients were received reconstructive microsurgery in the upper and lower extremity at Department of Orthopedic Surgery, Chonbuk National University Hospital. The most common cause in the upper extremity was industrial accident, 8 cases of total 15 cases and in the lower extremity was traffic accident, 66 cases of total 84 cases. The most commonly involved site was thumb and finger, 8 cases of total 15 cases and in the lower extremity was leg, 65 cases of total 84 cases. In upper extremity, the wrap around free flap was carried out in 4 cases(4.0%), first dorsal metatarsal artery flap and lateral arm flap were 3 cases(3.0%) each in 15 cases and in lower extremity, latissimus dorsi myocutaneous flap were 23 cases(23.2%), gracilis 20cases(20.2%), and rectus abdominis muscle flap 18(18.2%) in 84 cases. Overall 89 cases(89.9%) of 99 cases were survived and maintained and revealed good cosmetic results.

In order for the analysis of effect in the respective preventive measures which is being carried out by a small & medium sized company against any potential accident, this research relates to the followings: We investigated the situation of an accident occurred in the company in which his obligation of selecting a safety manager is exempted, in accordance with the industrial safety & healthcare & enforcement ordinance, enforcement rule. We investigated the situation of an accident occurred in the company which entrusted the specialized organization with his own safety control notwithstanding it is free from an obligation to have any safety manager for aiming at the comparison and analysis of the outcome. The economic and preventive effect of industrial accident has been compared and analyzed in order to strengthen the obligation of selecting a safety manager.

In spite of a tendency automatizing manaufacturing processes, since power presses are highly repetitive at high speeds, they have still been using to a large extent in many industries. More often than not, press workers have to make decisions whether work materials are located well or not, they should rearrange them or not, and their bodies would be safe or not. If the decision would be wrong, of course, they cause severe damages to human workers so that many workers haven't been willing to work with them. However, with the help of computer technologies, it would be possible to aid the press workers' decisions, and to allow or prohibit them from inserting their hands between slide rams and dies. Thus, this research was aimed to evaluate and analyze possibilities of applying Image Processing Techniques for prevention of press accidents. Through a series of procedures including Capturing work sites and material, Image Enhancement, Contouring, and Edge Finding, work characteristics were obtained and analyzed. The results showed that there were somewhat differences in image characteristics between accident-induced work scenes and accident-free ones. Consequently, if the image analyses are well carried out in real time, they would give a successful help to human press workers.

Therefore all the company try to prevent occupational accident using system safety program in order to increase productivity Korean industries have been tend to depending upon historical information to control risk. The ability for tissue transfer based on microvascular anastomosis has created a revolution in microsurgical free tissue transplantation. The advantages of cutaneous flaps are that they are soft, durable and provide a good cosmetic reconstruction and muscle flaps have a more vigorous blood supply and a longer, larger vascular pedicle than cutaneous flaps. From June 1992 through May 1997, 68 patients had received reconstructive microsurgery in the lower extremity at Department of Orthopedic Surgery, Chonbuk National University Hospital. The results were as follows. 1. The age distribution was from 15 years of age to 67 and male were 59 cases and female 9 cases. 2. The most common cause was traffic accident(54 cases, 79.4%) and followed chronic osteomyelitis(9 cases, 13.2%), industrial accident(3 cases, 4.4%), burn(1 case, 1.5%) and farm injury(1 case, 1.5%). 3. Latissimus dorsi myocutaneous flap were 25 cases(36.8%), rectus abdominis muscle flap 21 cases(30.9%), gracilis muscle flap 10 cases(14.7%), dorsalis pedis flap 9 cases(13.2%), groin 2(2.9%) and vascularized iliac osteocutaneous flap 1(1.5%). 4. 61 cases(89.7%) of 68 cases were survived and the exposed vital tissues and bones were covered and revealed good cosmetic results.

The Judgement on a certain maritime accident accompany with punishment or recommendation to the examinee who was connected with that accident. It also gives quite a consequence to the Civil Trial relating with the maritime accident. In the Maritime Safety Tribunal System, the examinees can get assistance from Maritime Counselor. As it requires a lot of costs, it should be limited by economic condition of the examinees. In this Paper, with the consideration of the several kinds of Free Counsel System, Free Counsel System for Maritime Safety Tribunal was studied. The proposals are as follows; 1. To introduce the Mandatory Counselling and Court-designated Counselor System. The costs to be paid by government. 2. The same as above but the counselor to be designated among the staffs of the maritime organizations, then the costs to be paid by the organization which they belonged. 3. To establish Maritime Safety Tribunal Association which performs Monetary Assistance same as Korean Legal Aid Corporation.

According to a study on the accident patterns of older people in 2006 by Korea Consumer Agency (CISS), the number of accidents of the elderly at home reached 486, and the figure has increased every year. As Korea is about to enter into the aged society, it is important to investigate the factors that cause an accident in the welfare facilities for the aged and establish the barrier-free construction standards. The accident influence factors include facility environmental, physical functional, socio demographic and socio psychological factors. In terms of the verification tools, there are Facility Evaluation Index, FIM, MMSE-K and General Feature. In terms of analysis method, in addition, there are real number, percentage, t-test, ANOVA and logistic regression. In conclusion, this paper attempts to reveal correlations among the accident influence factors using the Facility Evaluation Standards (115 items in total) for facility environmental factor, FIM (3 items) for physical functional factor, MMSE-K (6 items) for socio psychological factor and questionnaire (5 items) for socio demographic factor.

Telematics services include automatic location tracking for emergency rescue, which is available for use in case of a car accident due to falling off roadways. This paper presents a simulation study on how far a car will fall before it hits the ground if it drops off of a roadway due to an accident or a natural disaster. The greatest horizontal distance the falling car can travel is presented in this paper, based on the assumption that air resistance as well as the direction and degree of acceleration due to gravity is negligible. This paper also presents the depth of the dent caused by the car sinking into the ground, the time it took for the car to fall free, and the velocity at which it travelled and horizontal distance it traveled. In this paper, the damage done to cars that crash into the ground and the dangers thereof are graphically represented.

Small & medium sized company is the most efficient way of management to prevent my accident in the area of industry. Employees are more than 30 to less than 50 persons and which is liable for securing a safety manager on site, is gradually seen on the surface. Even a small company is nothing less than a dead zone from a safety since it's free from his obligation of employing a safety manager. Let us now think about the effective measures against a industrial accident by collecting, reviewing a variety of preventive measures, which is being carried out for preventing an industrial accident happening in a small company, and comparing, analyzing the effect according to the respective measures. Through this research, it's expected to contribute to both the development of small & medium sized company and our national economy with the improvement of a company's competitiveness and the accumulation a technical background by way of prevention from occurring industrial accident in a small & medium sized company, in accordance with an friendly environment of work room to protect the employee from leaving his job.
