Although the frequency of use for community facilities in rural villages is growing as well as the importance of the facilities for urban-rural exchange is being highlighted, study on spatial location-analysis of the facilities for such multi-purpose is not so much. This study aims to find the spatial distribution forms of community facilities in rural villages such as community center and rural-pocket park through location-analysis, in order to provide available data for selecting location in the future. As the study area, Sojeong-myeon, Sejong Special City was selected. This study conducted GIS analysis for criteria of the location-evaluation model developed in this study. This study introduced the concept of time-distance for accessibility analysis. This paper also used linear-consecutive scoring method(LCSM) as a scoring method of criteria and Analytic Hierarchy Process(AHP) method for weighting values of criteria. The application results showed that the new model can generate the intensity of community facilities according to spatial distribution and accessibility from cities to the facilities.

웹의 역할이 커져가고 있는 정보화 사회에서 장애인을 위한 웹 접근성의 중요도 또한 커져가고 있다. 본 논문에서는 장애인 관련 웹 사이트들의 접근성 실태를 알아보고자 학교 웹 사이트들과 비교 분석하여 보았다. 웹 접근성 평가 실험 결과 장애인 관련 웹 사이트들의 접근성이 일반 학교의 웹 접근성보다 낮게 평가 되었다. 본 연구 결과는 일반 웹 사이트들에 비하여 장애인 관련 웹 사이트들의 웹 접근성 향상 노력이 더욱 필요함을 보여준다.

페이스북과 같은 모바일 SNS는 모든 사용자들이 시간과 장소에 구애받지 않고 타인과 협력하고 정보를 공유하기 위한 앱으로 유명하다. 그러나 일반인외에도 앱을 사용하는데 어려움을 가지고 있는 장애인과 고령자가 사용하기에 적절한 인터페이스를 제공하고 있는지에 대한 실태를 확인하기 위해 모바일 앱 접근성을 평가할 필요가 있다. 모바일 앱 접근성은 인지적, 신체적 특징에 상관없이 모든 사람에게 동등하게 모바일 애플리케이션에 대한 기회를 제공하고 있는가를 나타내는 지표이다. 이에 본 논문에서는 행정안전부에서 고시한 '모바일 애플리케이션 접근성 지침'과 한국정보화진흥원의 '모바일 애플리케이션(안드로이드) 접근성 점검 매뉴얼 (v1.0)'을 기반으로 페이스북과 카카오톡인 모바일 SNS의 모바일 앱 접근성을 평가하여, 모바일 앱 접근성 준수 현황을 파악하고, 개선방향을 제안하고자 한다.

According to the increase of rural experience, that is important in satisfying needs of green tourism and vitalizing rural economy to use closed school in rural area as experience facility. For using closed school as experience facility, political and institutional assistants are needed in effective equipments and stable operation based on multi-perspective approach and analysis. In this study, we try to evaluate green-tourism accessibility of rural experience facility remodeled from closed school considering regional population and spatial characteristics. In evaluating process, gravity potential model are adapted with considering group size of customer and distance-friction coefficient. Distance-friction coefficient is a function of user restriction which depend on possible activity in each experience facility. Green tourism accessibility of experience facility is calculated with summation of accessibility to each region, and we analyzed it as a group by closed school type and location with application in Chungcheongnam-do. We found a correlation between green tourism accessibility of rural closed school and their income.

Today the realization of a welfare society is urgently needed as growing of economy. To promptly meet the needs of the times, the ratio of a matriculation of the physically disabled is getting higher, stretching opportunities of a higher education. But, the walk environment in university educational facilities is still insufficient because of the indifference to the education of the physically disabled. The purpose of this research is to suggest the direction to improve the walk environment for all users through evaluation of the accessibility of the walk environment in university educational facilities, and the scope of the research is the internal and external walk environment of university educational facilities. The first step of the research is preparatory study review to extract the elements of the accessibility of the Universal Design Principles. And then, we evaluate the accessibility of university educational facilities through the site visits. The results of this research are as following: 1) The internal and external walk environment of university educational facilities needs more physical improvement for keeping accessibility. 2) We need to provide consistent guidances from the external sidewalks to main entrances, slopes, staircases, elevators, and corridors. 3) The walk environment of university educational facilities needs to maintain continuously.

The purpose of this study is to develop an index for evaluating the function of a new motorway using the travel distance frequency distribution (TLFD) calculated using the vehicle travel route big data, and to overcome the limitations of the evaluation through the existing traffic volume. The mobility evaluation index of motorways was developed by applying it to the TLFD data table in 2019. The smaller the value of the mobility evaluation index of the link is calculated, the more it is a link with mainly short-distance travel, and the higher the value of the mobility evaluation index, the more it means a link with mainly long-distance travel. The accessibility evaluation index was calculated through the result of the mobility evaluation index of all motorways developed, and all motorways were grouped into three groups using K-means clustering. Group A was found to exist inside a large city and consisted of motorways with many short-distance traffic, Group B was investigated as acting as an arterial between groups, and Group C was classified as a motorway consisting mainly of long-distance traffic connecting large cities and large cities. This study is significant in developing a new motorway function evaluation index that can overcome the limitations of motorway function evaluation through the existing traffic volume. It is expected that this study can be a reasonable comprehensive indicator in the operation and planning process of motorways.

This study considered the most crucial elements in websites as web usability and web accessibility. The web usability signified the empirical satisfaction of ordinary users on websites and how much they used the relevant websites conveniently and accurately, while the web accessibility signified the technical support that could have an easy access to web contents and the principles of cognitive aspects, by considering the users such as those who have been alienated from information. Even if the people were given lots of beneficial information, the websites would be useless if their usability and accessibility were not considered. It would be necessary to reduce the information gap by letting any users (the physically challenged, the elderly, etc.) give an access to every information without any professional abilities and to provide the efficient websites corresponding to the embodiment goal of e-government through rapidity and accuracy of contents and the feedback for systematic structure and people's demand.

본 연구는 정부 및 공공기관의 보건 관련 웹 사이트들의 웹 접근성을 한국형 지침에 따라 평가하여 장애인이나 노령자들과 같은 정보이용 소외집단들이 겪을 수 있는 문제점들을 파악하고자 하였다. 본 연구에서는 총 27개의 보건 관련 웹 사이트의 접근성을 자동평가 및 전문가 평가를 수행하여 측정하였다. 두 단계의 평가를 실시한 결과를 종합해 볼 때, 국립병원이나 국립재활원 등과 같은 의료기관들은 웹 접근성 오류가 거의 없는 것으로 나타났으며, 그 외에도 건강보험심사평가원, 보건복지부, 보건사업진흥원, 식품의약품안전처, 그리고, 한국의료분쟁 조정중재원 등은 웹 접근성 준수율이 매우 높았다. 그러나 전문가 평가를 실시한 결과, 자동평가에서는 오류가 없는 것으로 나타났던 적절한 대체텍스트의 제공이 매우 미흡한 것으로 나타났으며, 텍스트 콘텐츠의 명도 대비가 표준에 미치지 않아 전맹자나 저시력자들의 웹 접근성을 지원하기 힘든 것으로 평가되었다. 그 외에도 기본언어표시와 마크업 오류 등 정확한 정보의 전달을 어렵게 하는 문제들이 나타났고, 반복영역 건너뛰기, 콘텐츠 선형화, 그리고 키보드 사용보장을 준수하지 않는 문제들이 발견되어 시각장애뿐 아니라 인지장애 내지 운동장애가 있는 이용자에게는 웹 접근성을 심각하게 방해하는 요소가 될 수 있는 것으로 파악되었다. 본 연구는 국내 연구로서는 처음으로 정부 및 공공기관의 보건관련 웹 사이트들의 접근성을 한국형 지침에 따라 평가했다. 또한, 이러한 웹 사이트들을 대상으로 자동 평가로 측정하기 어려운 웹 접근성의 정도와 상세한 내용 분석을 포괄하는 전문가 평가를 수행했다는 점에서 웹 접근성 연구 분야에 기여했다고 볼 수 있다.

본 논문은 애플리케이션 접근성 지침 개선 방안 연구를 위해 우리나라에서 많이 사용하고 있는 모바일 온라인 쇼핑 애플리케이션 8개에 대한 수동평가를 실시하고 그 결과를 바탕으로 모바일 애플리케이션 접근성 지침 개선방안을 제시하는 것이다. 모바일 온라인 쇼핑 애플리케이션 18개 검사항목에 대하여 전문가 조사결과 대체 텍스트 준수 등 13개 항목은 준수율이 낮은 것으로 나타났으며, 응답시간 조절 등 5개 항목은 준수하거나 해당사항이 없는 것으로 나타났다. 현재 모바일 애플리케이션 접근성 지침 중에서 해당사항이 없거나 의미가 없는 검사항목은 삭제하고 추가로 논리적인 순서 제공, 서식작성 등 필요한 검사항목을 추가하는 개선방안과 모바일 애플리케이션 접근성 의무화 추진 및 개발자 등이 쉽게 접근성 항목을 준수할 수 있도록 개발 가이드 개발 및 보급, 정보격차해소 사업 등에 대한 정부의 적극적인 노력이 필요하다.

2009년부터 공공기관, 교육기관, 의료기관, 복지시설의 국내 웹 접근성 의무화를 시작하여 2015년까지 문화예술, 법인까지 단계적으로 의무화 적용을 계획하고 있다. 본 연구에서는 국내 언론사(방송사, 종합일간지, 스포츠신문, 인터넷신문) 사이트의 웹 접근성 평가를 통하여, 국내 언론사들이 어느 정도 웹 사이트 접근성을 준수하고 있는지를 KWA-H 4.3 자동평가도구에서 제공하는 6개 자동점검 지침으로 평가하고, 통계적인 측면에서 분석해 보았다. 비모수적 분석인 크루스칼-왈리스(Kruskal-Wallis) 검정 결과, 기본언어 명시 항목의 경우 방송사> 인터넷신문> 종합일간지> 스포츠신문 순으로 높은 준수율(p값=0.041)을 보였으며, 레이블 제공 항목에 대해서는 스포츠신문> 방송사> 종합일간지> 인터넷신문 순으로 준수율(p값=0.015)이 나타났다.
