A Study of Policy on the Win-Win Strategy of the Department for the Largest Local Administration Innovation (지방행정혁신 확산을 위한 부서간의 협력증진에 관한 정책적 연구)

  • The purpose of this paper is to find an appropriate policy for local government innovation step by step. In order to accomplish this purpose, we considered the characteristics and situation of Gumi city. Specifically, we analyzed the win-win strategy of the department for the largest local administration innovation. Finally, we found that the chief executive's leadership and other strategies such as the adjustment of the innovation propulsion system are key factors. Also, Managing the resistance to change appeared during the process of local administrative innovation is important . The failure of the policy for local government innovation is caused by the failure to manage the resistance Thus for government innovation to succeed, correct informal ion provision, comprehensive participation of public officials and effect ive management of resistance is necessary.

  • As the volume of South Korean trading increased, the pressure from the international community on South Korea to perform export control system for strategic items (ECS) increased as well. However, the South Korean government has been giving a tepid response toward the ECS, due to lack of the knowledge on psychological reactance of firms. This paper investigates the structural relationships between environmental factors and the attitude toward the ECS, and the adoption of the ECS. The author discuss the implications of the findings in this article which are useful for the government to find strategic policy direction.

Changes in Rural Kitchens: Factors Affecting Variations of Kitchen Spaces (농촌주택의 부엌공간 변화에 따른 유형에 영향을 미치는 요인에 관한 연구)

  • This study has been a study on changes seen in rural kitchens and factors affecting the modernization of agrarian kitchen space. The major findings were as follows: 1) The physical changes in kitchen design were carried out rapidly after 1977. This period coincided directly with the period in which kitchen improvement projects were fostered by the Sae Ma-Eul UNDONG 2) The study showed the macro factors contributing to changes in kitchen space to be government policy and industrialization. The study showed the micro factors influening kitchen space changes to be classified along socio-demographic lines and family lifestyle. 3) The factors affecting the degree of satisfaction with kitchens have been divided into socio-demographic and lifestyle characteristics. The level of education achieved by the husband was the most significant among socio-demographic characteristics. Most important among lifestyle characteristics were the cooking fuel used during the slack farm season, eating habits, heating fuel and eating space respectively. The results of this study have some implications in terms of government housing policy. Policymakers should be aware of suitable kitchen spaces to rural households in order to meet their housing needs and expectations.

Global Comparison of the Factors Promoting E-Government (전자정부 활성화 요인의 글로벌 비교)

  • Many countries have developed e-governments, but their current statuses differ by country, as demonstrated in the United Nations E-Government Survey. This study focuses on what factors cause these differences. Specifically, it analyzes economic and organizational factors, both of which have not yet been sufficiently considered. Through quantitative and qualitative analyses, the results show that GDP growth and the days required to start a business are important factors, while fiscal balance does not appear to affect e-government development as much. In addition, the existence of allocated ministries or departments that belong to a president or prime minister are also important for e-government progression.

Achieving Local Residents' Support for Tourism Development through Community Satisfaction and Government Trust

  • The purposes of the study are (1) to explore relationships amongst attitudes to positive/negative tourism impacts, community satisfaction, government trust, and support for tourism development and (2) to provide practical implications for policy makers how they can gain residents' support by increasing community satisfaction and government trust, which are resulted from attitudes to tourism impacts. A questionnaire is self-administered to local residents using a systematic sampling method in Ninh Hai Commune, Hoa Lu District, Ninh Binh Province, Vietnam. The results indicate community satisfaction and government trust are core factors of support for tourism development. The study highlights that to attain community satisfaction and government trust, the policy makers should especially increase positive socio-cultural and environmental impacts and minimize negative economic impacts on the community simultaneously.

A Study on Policy Making Process of the National Basic Livelihood Institution : Focused on Enactment of National Basic Livelihood Act (국민기초생활보장법 제정과정에 관한 연구)

  • This study aims to identify the enactment factors of the National Basic Livelihood Institution in context of policy making process by using Kingdon's policy Stream Model. The findings of this study can be summarized as follows. First, an economic crisis has worsened social problems, and the president Kim Dae-jung recognized these problems as serious and worried about social confusion and polarization. Second, NGOs as like People's Solidarity for Participatory Democracy put efforts into enacting the Act. Also, the president Kim's government faced a series of political crisis and needed political solution including foundation of a new party, which considered social welfare most important. Third, the PSPD designed the Act. But the alternatives of related government ministries were not selected. In conclusion, the National Basic Livelihood Institution was enacted by the combination of these three factors stream. Especially the political stream was strongest.

The Effects of Prosocial PR Appeals on Policy Acceptance: a case of Environmental Policy (친사회성 정책홍보 메시지의 소구유형이 정책수용에 미치는 영향)

  • The objective of this study is to find out whether policy acceptance(attitude formation and intention of action) is affected by the message appeals(rational vs. emotional) when policy PR messages emphasize prosociality, and by various factors such as trust in government, involvement, and demographic factors as moderating variables. Although message appeals does not show any difference by itself, interaction effect is observed between trust in government and message appeals; the rational appeal is more effective to those with low trust in government while the emotional appeal is more effective to those with high trust. No other interaction effect is founded but involvement, gender, and age group show important main effect in policy acceptance; high-involvement group and female group are more favorable in attitude toward prosocial policy and behavior intention compare to the each of counterparts, whereas older group is more favorable in behavior intention.

  • This is a case study to analyze the role of technology licensing or transfer office (TLO) as factors of success for the spin-off from government research lab. The case company is a research lab startup, which is a joint venture through technology investment by a government research lab or university in the designated R&D parks and cash investment by the partner company. The case company listed on the stock market in 2015 reaching a market capitalization of US$ 1.2 billion. We confirm the success factors of startups pointed out in many studies: original technology, good understanding of core technology and production technology, technological competitiveness in the market. However, there is an important factor not well discussed in the previous studies, the role of TLO. TLO guided the company ownership, management, technology, and solved problems that pause business itself. The case became the sample of research lab startup and technology investment in Korea.

Success Factors of Student Startups in Korea: From Employment Measures to Market Success

  • The Korean government has focused on universities or colleges as the main targets of its startup policy since the 2010s. However, the performance is not so good, with a low survival rate. The purpose of this study is to examine the factors that underpin the success of student startups. First, through a review of the literature, this study compared the success factors of student startups with those of venture startups, which means the general startup sector, as well as youth startups, also a focus of startup policy targeting youngsters outside universities or colleges. Second, we analyzed case studies of startup companies connected University H. The literature review showed that the main target of student startups is the employment of university students. There is a lack of studies on success factors; existing studies only emphasize the entrepreneurship of students. The results of case studies showed several factors of success similar to those of general venture startups: founders, business model and resources including team, and mentoring.
