The early studies indicated that the firm with monopoly power is likely to engage in X-inefficiency such as a managerial slack. The reflection of the X-inefficiency theory has led to the issue that the public sector may be more inefficient than the private sector. In Korea like other many countries the electricity gas water service which can be considered as natural monopoly have been provided mostly by the public sector. In order to provide the empirical evidence to the argument that the public sector may be more inefficient than the private sector this paper estimated the four types of Solow residual which is called the total factor productivity in the electricity gas water service industry with the associated empirical model and compared its productivity with one in the manufacturing industry. The empirical results do not support the argument that the public sector may be more inefficient or less productive than the private sector.

Objective : The authors report the microsurgical anterolateral tunnel approach for the treatment of the cervical disc diseases and its postoperative surgical results. Methods : All surgical procedures followed the method of classical microsurgical anterior discectomy. Small tunnel(7-8mm) was made on the disc space reaching to the posterior longitudinal ligament. The disc materials and bony spurs were removed through this tunnel. Thirty-one patients of cervical disc herniation(24 cases with pure disc herniation, 7 cases with combined cervical spondylosis) were evaluated on the symptoms, conformation in plain X-ray, C-T, and MRI. The follow up time was over 2 years. Results : Postoperatively the result(following the out come scale) was excellent and good in Twenty-nine patients. One with fair result showed remnant disc particle and spur and another one is combined with cord contusion. One patient with lesion in C 3-4 space and two cervicothoracic junction showed excellent result. Two patients with osteoporosis also showed good results. Cervical spine curvature and disc space height were not changed on the plain X-ray and MRI in all patients. Twenty-nine patients were discharged within 3 days after surgery without any postoperative complications. Conclusions : The microsurgical anterolateral tunnel approach could be indicated for the treatment of patients with cervical disc diseases and with difficulty in achieving interbody fusion(the higher cervical level and cervicothoracic junction, osteoporosis etc.).

MicroRNAs (MiRNAs) play important roles in coordinating a variety of cellular processes and abnormal expression has been linked to the occurrence of several cancers. The miRNA miR-451 is downregulated in colorectal carcinoma (CRC) cells, suggested by several research groups including our own. In this study, synthetic miR-451 mimics were transfected into the SW620 human CRC cell line using Lipofectamine 2000 and expression of miR-451 was analyzed by real time PCR, while expression of CAB39, LKB1, AMPK, AKT, PI3K and Bcl2 was analyzed by Western blot, and cell growth was detected by MTT assay. In comparison to the controls, a significant increase in the expression of miR-451 was associated with significantly decreased expression of CAB39, LKB1, AMPK, AKT, PI3K and Bcl2. The capacity of cell proliferation was significantly decreased by miR-451 expression, which also inhibited cell growth. Our study confirmed that miR-451 has a repressive role in CRC cells by inhibiting cell growth through down-regulating the P13K/AKT pathway.

This paper has two purposes. The first is to suggest the new and simple method to derive a regional input-output model from the national input-output table published by the Bank of Korea. The interregional input-output table has not been devised in spite of its potential use while the national table has been made every five years with the revised version during each five years. Second, this paper aims to derive Kangwon interregional input-output model from the national model using the regional supply proportion of industry and to analyze the effect of medical tourism industry on the regional economy of Kangwon Province. The paper measures, in particular, the effect of medical tourism industry on the financial self-sufficiency of Kangwon Province using the estimated output elasticity of tax revenue with the autoregressive distributed lag scheme ADL(1,1) in which the dependent variable and the single explanatory variable are each lagged once.

In Korea, the transportation & telecommunication service industry is composed of public sector entities, such as public transportation and the postal service, and private sector entities. The public sector may be regulated in terms of pricing or is guaranteed a normal profit. Markup can be a subject for regulation. This paper is to set up the markup equation, estimate the industrial markup, and analyze the markup determinants by estimating the factor price elasticities of markup in the Transportation & Telecommunication industry. The factor price elasticities of markup were estimated to be -0.07 in wage rate, -0.45 in import price index, and -0.13 in interest rates. We suggest that import price and interest rate are major factors to be considered first of all in regulating the transportation & telecommunication industry.

In this paper, an Adaptive Nonlinear Constrained Model Predictive Control (ANCMPC) is presented for a pH control in a fed-batch bio-reactor. The pH model is represented with Hammerstein Model. The static nonlinear part of Hammerstein model is described with the static pH model, and the dynamic linear part of the Hammerstein model is described with the CARIMA model. The parameters of the CARIMA model is estimated on-line with the input and output measurements of the system using a recursive least squares type of identi�cation algorithm. The e�ectiveness of the proposed controller is shown through simulations.

This paper describes a indirect sensing method for the rotor flux position of interior permanent magnet (IPM) brushless DC motors. The phase inductance of an IPM motor varies appreciably according to the rotor position. The waveform characteristics of the terminal voltage of IPM brushless DC motors is analysed and a simple and practical method for indirect sensing of the rotor position is proposed. A compact sensorless drive is implemented and tested using a 87c196mc 16-bit microcomputer. The experimental results show the validity of the proposed method and the drive works well from 500 to 7,200rpm.

Participant observations, in-depth interviews, and analyses of documents were used for collecting data. Children separated from their parents were living with grandparents because their parents were working abroad. Results included socio-cultural and psycho-social factors. (1) The socio-cultural grounded factors or the common characteristics of young children's family life in both living circumstances included early childhood academic achievement orientation, demands of responsibility and obedience, limited opportunity for social development, and societal phenomenadeveloping wide family concept affected by China's Confucianism and Korean-Chinese social culture. (2) Psycho-social grounded factors included the present care-givers' perceptions of the child's agency and their beliefs in the importance of play and friendship. This affected interactions between child and care-giversand child's self-esteem and friendships.

Inventory Management has become a very important issue in supply chain management, because inventories may be used as a means to accomplish the certain strategic goals in company decisions. RFID(radio frequency identification) technology is used to help manage inventories. It is known that the ideal control of inventories is to replenish item by item. This paper points out several misinterpretations from the Wal-mart report presented in '07 Seoul Forum and suggests the new direction of RFID application. In this paper we consider RFID as not 'identification technology' but 'information technology.' The 'RF-Kanban' suggested here is adopted from the'Kanban'concept of TPS(Toyota Production System). The RF-Kanban system shows the easier control for replenishing various items in boxes. Lots of inventories can be reduced through RF-Kanban System. This work develops the protocol of RF-Kanban and introduces the case study for easier understanding.
