  • Flextime system labor problem appeared by social issue going through a late 97s economic crisis. The most important thing among gravity is that act for factor who do to magnify gulf between rich and poor because do so that may polarize labor market at central part and neighborhood and makes preservation of society integration hardly social economy enemy of flextime system worker's spread. Furthermore, new economy surrounding has attribute that deepen uncertainty social bipolarization according as order by 21th century information-oriented society, globalization, knowledge base economy. Therefore, role of the country that control spread of flextime system in fixed level is more important first of all and application of employment insurance may do that have important meaning and social deliquescence.

Implementation of ISO45001 Considering Strengthened Demands for OHSMS in South Korea: Based on Comparing Surveys Conducted in 2004 and 2018

  • Background: According to the previous studies, the work-related accident rate decreased in Korea after the introduction of occupational health and safety management system (OHSMS), but there were several disasters in Korea such as subway worker's death at Guui station in 2016 and the Taean thermal power plant accident in 2018, which escalated the social demand for safety. In 2018, OHSMS became an international standard, as ISO45001 was announced. Methods: A survey was conducted to research the implementation status of OHSMS and changes in people's perception, and the results were compared with those of a past survey. Results: Enhanced social demand and various stakeholders' (not only buyer) needs, and social responsibility are perceived as the motivation for the introduction of OHSMS rather than legal compliance or customer demand. In the questionnaire about problems with the implementation of OHSMS, the factors with higher response rate in 2018 than 2004 were "excessive cost" and "complicated documentation management." In the questionnaire about how to promote OHSMS in organizations, most people answered "reduction of workers' compensation insurance rate" in 2004, but most people answered "exemption from health and safety supervision" in 2018. Conclusion: For the effective implementation of ISO45001, emphasis is placed on social demand, training to recognize health and safety as a part of management, and the reduction of certification and consulting costs to promote the introduction of OHSMS. Incentives such as insurance premium cuts and exemptions from health and safety supervision are needed.

  • If you examine the Industrial Disaster Analysis Content that occurs every year in the small and medium enterprise, industrial disaster occurs because of manager's lack of safety and worker's unprepared safety education. Therefore effective safety education systems are needed to offer adequate knowledge and technology to the workers. On this research, to give an effective education way to decrease industrial disaster we administered to the workers who are in charge of 300 workplace in Incheon area to search actual condition of industrial disaster and to disclose a link between industrial disaster and industrial safety education. We put in effect on frequency study and examined x2 using SPSSWIN 10.0. On the research, the results shows that the industrial safety education and training are in effect regularly and the satisfaction are low. But the manager's satisfactions are high through safety education. So it shows that we need to find a way to put in effect safety education to satisfy the workers.

CONSTRUCTION LOST-TIME INJURIES IN LAOS: AN EXPLORATORY STUDY

  • This paper presents a study on construction safety in the People Democratic Republic of Laos (PDRL). Fifty workers experienced certain injuries in their construction sites and 15 top managers were interviewed in twenty-six construction projects in Vientiane, the capital of PDRL. Research results show that stepping on and/or striking against objects (48%), struck by falling objects (24%), falling of persons (12%) are major types of construction injuries. The paper stresses that the ignorance of top managers about their crucial role in safety improvement, using safety incentive to raise safety performance, lack of thorough understanding about benefit from labor safety performance, and the willingness to cut off safety performance expenditures is considered as obstructions of safety improvement programs. The survey indicates that physical working conditions, relationship among workers, foremen behaviors and the monthly wage were influencing factors to worker's job satisfaction. The study also highlights afternoon as dominant time that led to a large number of injuries.

A Study on the Development of Industrial Robot Workplace Safety System (산업용 로봇 작업장 안전시스템 개발에 대한 연구)

  • As the importance of artificial intelligence grows rapidly and emerges as a leader in technology, it is becoming an important variable in the next-generation industrial system along with the robot industry. In this study, a safety system was developed using deep learning technology to provide worker safety in a robot workplace environment. The implemented safety system has multiple cameras installed with various viewing directions to avoid blind spots caused by interference. Workers in various scenario situations were detected, and appropriate robot response scenarios were implemented according to the worker's risk level through IO communication. For human detection, the YOLO algorithm, which is widely used in object detection, was used, and a separate robot class was added and learned to compensate for the problem of misrecognizing the robot as a human. The performance of the implemented system was evaluated by operator detection performance by applying various operator scenarios, and it was confirmed that the safety system operated stably.

Worker's Health Management and Health Promotion of General Hospitals in Korea (우리나라 종합병원 사업장의 근로자 건강관리 현황 분석)

  • Purpose: This study was conducted to understand the situation of general hospital worker's health management and health promotion. Methods: To investigate the current situation of health management in the hospital, structured questionnaires were sent to 122 occupational health providers by post. About 79% hospitals returned questionnaires. The data were analyzed using descriptive analysis, ${\chi}^2$-test by SPSS 12.0 program. Results: A quarter hospitals responded set up separated health care office for workers, 87.5% provided health educations, and 56.5% operated health promotion projects. In the contents of health promotion program embraced both health behavior practice and disease prevention, musculoskeletal disease control, infection control, smoking cessation, and exercise program were most commonly provided to the workers in order. Occupational health care provider chose the item such as budget limitation, manager's apathy, lack of employee's participation, cooperation provider, and so on as the reason of difficulty to run health promotion program in the hospital setting. Conclusion: Hospital managers need to construct infra to manage and promote worker's health. For example, establishing Industrial safety and health committee in hospital and arranging nurses who being fully responsible to worker's health. And occupational health care provider should advertise health promotion projects both managers and workers actively.

A Study of Causal Relationship between Worker's Participation & Communication in Industrial Accident Prevention Activities and Industrial Accident Reduction (근로자참여와 소통이 산업재해 감소에 미치는 인과관계 구조모형 연구)

  • This study was designed to analyse the performance and the mechanisms of workers' participation and communications in industrial accident prevention activities leading to the reduction of industrial accidents. This study also aimed to find out the causal relationship influencing the promotion of prevention activities of industrial accidents. Of the manufacturing businesses with more than 5 workers as the population of the survey, a questionnaire was conducted with 2,500 workspaces chosen by stratified sampling. Out of 2500 workspaces, 971 workspaces equipped with industrial safety and health committee were analysed in this study. According to the results of this study, the primary influential factors on safety activities were the management of industrial accidents and the cooperations between supervisors and workers on site. The secondary influential factor was the establishment of industrial safety and health committee. Regarding the effectiveness of industrial accident reduction, -0.01 was shown by workplace safety activities by themselves and -0.09 was shown by participation and communications through indirect safety activities. This indicated workers' participation and communications play an important role in the reduction of industrial accidents. By discovering the clue to the mechanism of the workers' participation and communications, this study is expected to stimulate the reduction of industrial accidents by emphasizing the importance of workers' participation and communications in resolving the safety and health problem in the workplaces.

Correlation Analysis between Fatigue and Performance Shaping Factor for Alternation Worker's (Focused on the Semiconductor industry) (교대근무자의 피로와 수행영향인자 간의 상관관계 분석 (반도체 산업을 중심으로))

  • For the past 25 years, Korean semiconductor has experienced enormous growth to be the highest production country in the world. Semiconductor industry is very time sensitive and driven by technology and process, and requires 24-hour full operation. The environment includes many different types of equipment, utilities, different gases and toxic chemicals as well as high voltage electricity. We have performed a survey with 3-shift engineers and workers in one line. The content of the questionnaire was about the correlation between fatigue and performance shaping factor (work type and work ability), and as a result we were able to deduce the correlation, p-value and the pattern of scatter plot. The shape of the model was made of 4 blocks for fatigue, 5 blocks for work type and 5 blocks for work ability, i. e. 14 blocks in total. As a conclusion to this findings, there was a correlation between fatigue and work type and work ability specifically in semiconductor industry, and we need some effort to reduce this.

Virtual Reality Safety Training on Multiple Platforms

  • A construction site is a highly complex and constantly changing environment, where hazardous areas are difficult to detect if workers lack sufficient knowledge and awareness. Thus, frequent worker safety training is required. Numerous studies on using virtual reality (VR) for safety training were published. While they demonstrate the potential for improving the skills necessary to avoid accidents in the construction industry, they remain difficult to apply at actual construction sites. VR requires specialized hardware and software, limiting workers' access and restricting workers' participation in training sessions. As a result, this paper proposes multiple platforms for immersive virtual reality safety training (VRMP) based on Industry Foundation Classes (IFC) and web technologies such as immersive web (WebXR). The VRMP is compatible with mobile and desktop devices currently by workers and demonstrates scenario models familiar to workers. Also, it reduces development time by utilizing Building Information Models (BIM). Additionally, The VRMP collects data from workers in a virtual environment to assess each worker's safety level, assisting workers in effectively and comfortably gaining a better understanding and raising their awareness. This paper develops a case study based on the VRPM in order to assess its effectiveness.

  • The purpose of this article is to empirically suggest the necessity of reconsidering the new aptitude factors such as the ability to withstand work stress, to handle unusual events, and to work independently, in the respect that the environmental change in railway safety-critical worker's job should be flexibly reflected in the current aptitude management system. Besides, several ways of reducing the stress level for the railway safety-critical workers were suggested as well.
