Advanced Korean Industrial Safety and Health Policy with Risk Assessment

  • This article describes a systematic roadmap master plan for advanced industrial safety and health policy in Korea, with an emphasis on. Since Korean industries had first emergence of industrial safety and health policy in 1953, enormous efforts have been made on upgrading the relevant laws in order to reflect real situation of industrial work environment in accordance with rapid changes of Korean and global business over three decades. Nevertheless, current policy has major defects; too much techniques-based articles, diverged contents in less organization, combined enforcement and punishments and finally enforcing regulations full of commands and control. These deficiencies have make it difficult to accommodate changes of social, industrial and employment environment in customized fashion. The approach to the solution must be generic at the level of paradigm-shift rather than local modifications and enhancement. The basic idea is to establish a new system integrated with a risk assessment scheme, which encourages employers to apply to their work environment under comprehensive responsibility. The risk assessment scheme is designed to enable to inspect employers' compliances afterwards. A project comprises four yearly phases based on applying zones; initially designating and operating a specified risk zone, gradually expanding the special zones during a period of 3 years (2010-2012) and the final zone expanded to entire nation. In each phase, the intermediate version of the system is updated through a process of precise and unbiased validation in terms of its operability, feasibility and sustainability with building relevant infrastructures as needed.

중차량 비에 따른 편도 2차로 고속도로 공사구간 도로 용량 추정 (Estimation of Road Capacity at Two-Lane Freeway Work Zones Considering the Rate of Heavy Vehicles)

  • 본 연구는 2개 차로 중 1개 차로를 차단하고 공사를 시행하는 고속도로 공사구간의 중차량비에 따른 도로 용량을 추정하는 것을 목적으로 한다. 이를 위해 영동고속도로와 중부내륙고속도로 공사구간의 CCTV 영상자료를 수집하고, 고속도로 상류부 지점의 정체를 관찰하였다. 상류부 정체 이후 차로차단으로 인해 생성되는 병목구간의 통과 교통량을 측정하는 방법을 활용하여 고속도로 하류부 지점의 통과 교통량을 분석하였다. 공사구간의 도로 용량 추정을 위해 관찰된 차두간격을 활용하여 이론적인 차종별 차두간격의 확률분포를 추정하고 적합성 검정을 통해 도로 용량을 산정하였다. 이를 통해 공사구간을 통과하는 중차량 비에 따라 적합한 용량 값과 추정식을 제시하였다. 추정된 도로 용량은 영동고속도로의 경우 중차량의 비에 따라 1,181~1,422pcphpl, 중부내륙고속도로의 경우 1,475~1,589pcphpl로 산정되었으며 중차량의 비가 증가할수록 도로 용량이 점차 감소하는 것을 확인하였다. 이러한 연구 결과는 편도 2차로 차단 공사를 수행하는 공사구간에 대한 적합한 도로 용량 추정과 효율적인 교통운영 및 관리에 기여할 수 있다.

  • There are complicated and big shear zone which is about several tens meter in the middle of the cutting slope in this study area. And slope stability analysis is very hard because many fault zones are gathered in the shear zone. This study furnish imformations of scrutinized geological survey, numerical stability analysis, reinforcement work analysis and computation of ground mass properties. Then this offer rational slope stability analysis, rock mass decision and counterplan.

  • A quasidimensional model is developed with the surrogate mechanism of isooctane and n-heptane to predict knock and emissions of a homogeneous GDI engine. It is composed of unburned and burned zone with the latter divided into multiple zones of equal mass to resolve temperature stratification. Validation is performed against measured pressure traces, NOx and CO emissions at different load and rpm conditions. Comparison is made between the empirical knock model and predictions by the chemistry model in this work.

  • Transitional zones, one of the typical weak area of earthworks, require lasting a maintenance work due to a differential stiffness of substructures. It is very difficult problem that transition zone was perfectively prevented against a differential settlement. The transitional zone will deteriorate at an accelerate rate. This may lead to pumping ballast, swinging or hanging sleepers, permanent rail deformations, worn track components, and loss of surface and gauge. In this study, it is performed that settlement behavior in transitional zone was compared with small model test.

다구획 작업환경에서의 오염농도 예측을 위한 이론적 모델의 개발 (Development of a Theoretical Model for Predicting Contaminant Concentrations in a Multi-zone Work Environment)

  • To predict contaminant concentrations within a multi-zone work environment, an air quality model in the work environment was developed. To do this, airflow equations on the basis of orifice equation were solved by using the Conte and De Boor scheme, and then equations for the conservation of mass on contaminant were solved by using the fourth-order Runge-Kutta algorithm. To validate the accuracy of simulated results, this model was applied to the controlled environment chamber that had been tested in 1998 by Chung KC. The comparison of predicted concentrations by this study with measured concentrations by the Chung KC indicated that the average deviations were 2.66, 3.35, and 3.15% for zone 1, zone 2, and zone 3, respectively. Also, this model was applied to a working plant with four zones. Thus, the results of contaminant concentration versus time were predicted according to the schedule of the openings operation, and case studies were done for four cases of the openings operation to investigate the interaction of airflow and contaminant concentration. The results indicated that opening operation schedules had a significant effect on contaminant removal efficiency. Therefore, this model might be able to apply for the design of ventilation schedules to control contaminants optimally.

ACHIEVING CONSISTENCY IN LIGHTING SCHEMES FOR CONSTRUCTION WORK ZONES THROUGH LIGHTING SIMULATION

  • Nighttime construction is being adopted by many state DOT's as a way to mitigate the impact of construction operations on the traveling public. Although a number of states have developed standard specifications for nighttime lighting, these standards are usually in the form of generic requirement statements that only specify minimum illuminance levels. The lighting standards do not include specific ways to achieve this illuminance level such as lighting arrangements and configurations for various work zone plans and construction operations. This leaves confusion between the traffic engineers and the contractors and does not guarantee consistency in those plans, thus affecting productivity and safety (lighting conditions account for 18% to 28% of work zone accidents). The main objective of this study is to utilize three dimensional animation and lighting analysis software to study and model lighting conditions of a construction site. This is expected to increase the safety and productivity of construction operations by achieving consistency in work zone lighting schemes. A computerized model was developed, called Nitelite. Various lighting schemes can be studied using the software to provide for typical applications including lighting fixture's locations, luminance, mounting height, tilt angle, and fixture type. The results from the developed software tool were validated through comparisons with previous research conducted using field measurements.

Phenotypic Diversity of Shea(Vitellaria Paradoxa C. F. Gaertn.) Populations across Four Agro-Ecological Zones of Cameroon

  • Vitellaria paradoxa commonly called shea is an important agro forestry and fruit-bearing species present in four agro-ecological zones of Cameroon. The goal of this work was the morphological characterization of certain populations of V. paradoxa which will serve as a necessary step for a subsequent genetic study of the species. Morphological observations related to 20 agronomic traits, studied on 8-13 trees selected from each of the eight shea populations across four different agro-ecological zones located in four provinces of Cameroon were studied. The study showed that there was a variation between the populations, related to the traits measured on the trunk, fruit, nut, and leaf. Three shapes of the tree(ball, broom, and trained), five shapes of the fruit(round, oblong, reversed pear, ovoid, and oblong), three colors of the nut(clear brown, dark brown, and blackish brown) were identified. The principal component analysis(PCA) carried out on the quantitative characters revealed 72% of the total variance expressed on the first and second main axis. This variation was essentially explained by the traits measured on the fruits and on the nuts. The analyses showed that only the traits of the fruits and the nuts were discriminative. The shea populations studied were structured into two distinct groups using these discriminative traits.

  • Construction work in island areas requires the materials to be transported by ship and plane, and it causes an increase in the construction costs. In addition, the construction work near marine zones may produce the marine pollution due to the harmful substances in the cement. Recently, nature-friendly construction materials are increasingly used, and there is a need to select and develop appropriate construction materials. In this study, the compressive strength, tensile strength, flow and chloride content of the mortar mixed with cement and muddy tidal flat were measured to reduce the amount of cement by applying the natural materials, muddy tidal flat and marine sand, and the results were provided as the basic construction material data.

  • 위험도분석은 철도사고해석에 주로 사용되는 이론이다. 위험도 분석의 목적은 전설공사전체 과정에서 주요사고부 사고요인과 잠재적인 원인 및 기여정도 등을 조사 분석하는 것이다. 본 논문은 건설공사 현장에서 발생하는 사고원인과 패턴을 분석하고 사고빈도와 심각도를 고려한 위험도 지수를 계산하여 상대적인 위험도 평가를 제공하고자 하는 것이다. 이를 기반으로 사고 위험도 지수의 일관성을 유도하고 위험도 평가를 위한 정량적인 기준을 제공하고자 하였다.
