Evaluation of Onshore Wind Resource Potential According to Environmental Conservation Value Assessment (국토환경성평가에 의한 육상 풍력자원 잠재량 산정)

  • In order to analyze the effect of environmental protection on wind energy dissemination quantitatively, the onshore wind resource potential is estimated using Environmental Conservation Value Assessment Map and Korea Wind Resource Map. The onshore wind resource potential of 11 GW is calculated if wind farm development is prohibited within Class 1 area of Environmental Conservation Value Assessment plus 500 m buffer area. Therefore it is worried that environmental protection would be a practical barrier of accomplishing 4,155 thousand TOE target of wind energy dissemination until 2030.

  • The national goal of wind energy dissemination has to be determined rationally based on technically available wind resource potential. For an accurate and scientific estimation of wind resource potential, a wind map is requisite. This paper introduces the national wind map of Korea established by numerical wind simulation. Therefore, quantification of national wind resource potential is now possible and is anticipating to be used as a core index for policy and strategy building of wind energy dissemination and technology development.

  • The national goal of wind energy dissemination has to be determined rationally based on technically available wind resource potential. For a reliable and scientific estimation or wind resource potential, a wind map is requisite. This paper presents the national wind map of Korea established by numerical wind simulation. Prediction accuracy of the low-resolution wind map is Improved by nudging QuikSCAT data and is validated by comparing with marine buoy beacon and met-mast measurements. Therefore, quantification of national wind resource potential is now possible and is anticipating to be utilized as a core index for policy and strategy building of wind energy dissemination and technology development.

Long-Term Wind Resource Mapping of Korean West-South Offshore for the 2.5 GW Offshore Wind Power Project

  • A long-term wind resource map was made to provide the key design data for the 2.5 GW Korean West-South Offshore Wind Project, and its reliability was validated. A one-way dynamic downscaling of the MERRA reanalysis meteorological data of the Yeongwang-Gochang offshore was carried out using WindSim, a Computational Fluid Dynamics based wind resource mapping software, to establish a 33-year time series wind resource map of 100 m x 100 m spatial resolution and 1-hour interval temporal resolution from 1979 to 2012. The simulated wind resource map was validated by comparison with wind measurement data from the HeMOSU offshore meteorological tower, the Wangdeungdo Island meteorological tower, and the Gochang transmission tower on the nearby coastline, and the uncertainty due to long-term variability was analyzed. The long-term variability of the wind power was investigated in inter-annual, monthly, and daily units while the short-term variability was examined as the pattern of the coefficient of variation in hourly units. The results showed that the inter-annual variability had a maximum wind index variance of 22.3% while the short-term variability, i.e., the annual standard deviation of the hourly average wind power, was $0.041{\pm}0.001$, indicating steady variability.

The Study on the Mapping of Wind Resource using Moving Filter Technique at Udo, Jeju Island (무빙필터 기법을 적용한 제주 우도지역의 풍력자원지도 작성에 대한 연구)

  • In order to create a wind resource map, we need wind data, contour map and roughness map. Moving Filter technique was applied to Udo of Jeju Island to improve the accuracy and efficiency of creating roughness map based on the Land Cover Map of the Ministry of Environment. The Land Cover Map was simplified using moving filtering, and the roughness map was created with this Land Cover Map. The wind resource map was created using this roughness map. Finally, we verified the validity and application of moving filter technique for wind resource map. As a result, the wind map which was created using the roughness map with moving filtering showed bias values which were all negative. It means the wind map is underestimated to values of wind energy and RMSE values were also from 0.0237m/s to 0.0253m/s at 50m height. In other words, estimation of wind resource using image filtering provides reliable results at 80m height typically when the wind turbine is installed. Finally, we found that image filtering technique is very useful tool to make wind resource map.

Wind resource evaluation and verification of wind map with simultaneous observation at six offshore locations in Gunsan and Yeonggwang (군산·영광 해상 6개 지점 동시 관측을 통한 풍력자원 평가 및 바람지도 검증)

  • Floating LiDAR systems (FLSs) are used in many countries because they are easier to install than stationary weather towers, have low maintenance costs, and can be installed in deep sea areas. However, FLSs are rarely used in Korea due to a lack of clear evaluation criteria to verify the reliability and uncertainty of their measurements. This study is the first to verify the reliability of FLSs in Korea with one-year simultaneous observation of six lidar systems - two fixed and four floating systems - in sea areas of Gunsan and Yeonggwang. The reliability of FLSs measurement data was verified by comparison between fixed and floating systems. Moreover, differences between existing wind resource maps and the data observed from the six points were analyzed and wind resource maps were calibrated. The results show a return rate of more than 95 % of the observed data and strong correlations between fixed and floating systems (average R2 of 0.977). Additionally, errors in wind speed predictions to produce a wind resource map could be significantly reduced from 5.7 % to 0.6 % after calibrations with the observation data.

  • Promising onshore wind farm sites in Gangwon province of Korea were investigated in this study. Gangwon province was divided into twenty five simulation regions and a commercial program based on Reynolds averaged Navier-Stokes equation was used to find out wind resource maps of the regions. The national wind atlas with a period 2007-2009 developed by Korea institute of energy research was used as climatologies. The wind resource maps were combined to construct a wind resource map of Gangwon province with a horizontal spatial resolution of 100m. In addition to the wind resource, national environmental zoning map, distance from substation, residence and automobile road, Beakdudaegan mountain range, terrain slope, airport and military reservation district were considered to find out promising wind farm sites. A commercial wind farm design program was used to find out developable wind farm capacities in promising wind farm site with and without excluding environmental protection regions. The total wind farm capacities with and without excluding the protection regions were estimated to be 46MW and 598MW, respectively, when a 2MW commercial wind turbine was employed.

Preliminary Estimation of Wind Resource Potential in South Korea (남한 풍력자원 잠재량의 예비적 산정)

  • The wind resource potentials of South Korea are estimated as preliminary stage using the national wind map which has been being established by numerical wind simulation and GIS (Geographical Information System) exclusion analysis. The wind resource potentials are classifying into theoretical, geographical, technical and implementation potentials and the calculation results are verified by comparing to other countries' potentials. In GIS exclusion, urban, road, water body, national parks and steep slope area are excluded from onshore geographical potential while water depth and offshore distance from the shoreline are applied as offshore exclusion conditions. To estimate implementation potential, dissemination records of European countries are adopted which is about 1/8 of geographical potential. The implementation potential of South Korea would correspond 12.5GW which is 1.7 times of the national wind energy dissemination target until 2030.

  • To create a wind resource map, we need a contour map, a roughness map and wind data. We need a land cover map for the roughness map of these data. A land cover map represents the area showing similar characteristics after color indexing based on the scientific method. The features of land cover is classified by Remote sensing technique. In this study, we verified the application of the NDVI technique is reasonable after we created the wind resource map using roughness maps by unsupervised classification and NDVI technique. As a result, the wind resource map using the NDVI technique showed a 60% accordance rate and difference in class less than one. From the results, The NDVI technique is found alternative to create roughness maps by the unsupervised classification.

Study on the Power Performance on WindPRO Prediction in the Southeast Region of Jeju Island (제주 남동부 지역을 대상으로 한 WindPRO의 발전량 예측에 관한 연구)

  • In order to research the way to evaluate wind resource without actual Met Mast data, this paper has been carried out on the southeastern region of Jeju island, Korea. Although wind turbine has been an economical alternative energy resource, misjudging the prediction of lifetime or payback period occurs because of the inaccurate assessment of wind resource and the location of wind turbine. Using WindPRO(Ver. 2.7), a software for wind farm design developed by EMD from Denmark, wind resources for the southeastern region of Jeju island was analyzed, and the performance of WindPRO prediction was evaluated in detail. Met Mast data in Su-san 5.5Km far from Samdal wind farm, AWS in Sung-san 4.5km far from Samdal wind farm, and Korea Wind Map data had been collected for this work.
