국내 스마트폰의 사용자는 2천만 명에 도달하고 있고, Wi-Fi Zone과 3G망 뿐만 아니라, 4G WiBro와 LTE로 속도까지 향상 되어 스마트폰의 활용은 더욱 높아지고 있다. 또한 일부 스마트폰 사용자들은 본인의 스마트폰 단말기를 해킹과 루팅을 통하여 멀티미디어 콘텐츠를 불법으로 이용하고 있다. 이는 한 미 FTA체결에 저작권의 법적 문제제기가 있다. 또한 기존의 이동통신 2G, 3G 휴대폰들과 스마트폰은 휴대용 이용기기로서, 범죄에 사용되는 직간접 증거들과 관련성이 높아서, 휴대폰과 스마트폰에서 생성 저장된 디지털 증거에 대한 스마트폰 포렌식 적용에 대한 연구가 필요하다. 스마트폰은 휴대폰 보다 다양한 기능을 지원해주기 때문에 스마트폰의 사용정보에는 연락처, 통화기록, 인터넷, 메세지, 사진, 동영상 등의 많은 정보를 가지고 있으며 이러한 정보는 포렌식 수사 과정에서 사용자의 행위를 유추하는데 도움이 될 수 있다. 본 디지털 증거 수집과 분석을 위한 스마트폰 포렌식 적용에서는 법정에서 사용될 포렌식 증거의 수집과 분석을 위한 압수 수색 방법과 주의할 점을 연구하였다.

Recently, Development of high-speed internet networks can be a real-time video conference system. SD-quality still images using the software codec system exists, and two-way system with mobile systems, but in most video only send and receive video system. In this study, HD web-cam using the two-way live broadcasts simultaneously in the education system and the mobile system has developed an audible system. In the study using the H.264 standard video compression techniques were applied to high-bandwidth compression technology, smart phones, to develop a streaming server for broadcasting were applied. Video sharing, document, web-sharing was made possible in real time. In addition, the private IP for WiFi zone, available anytime, anywhere that can be converted to a public IP technology, IP tunneling technology applied.

Residents under hazard and disaster conditions should be evacuating to the pre-assigned nearest safety facilities, community hall, local schools, friend's houses, etc. in a safety zone, quickly as soon as possible. The small percentage of evacuees shows serious economy class syndrome after the quake, because those people are forced to a stressful dairy evacuee-life in scattered homes and/or in-vehicle, for instance. Then, we consider on supporting evacuees using heart rate variability, Geospatial Positioning System (GPS) and WiFi functions of a smartphone, and Web-server on the Internet to keep their health in good conditions.

In this paper, we propose a policy orientation for human effects on EMF according to the increasing number of devices which use electromagnetic waves. In particular, we conducted the analysis of the concept of the precautionary principle in advanced foreign countries and case studies which are being applied to the criteria more strict than international standards of protection for vulnerable groups. Futhermore, we analyzed the regulations of the EMF safety zone on KynungGi-Do Regional Council which is not valid in terms of constitutional principles such as superior constitutional and rerservations law principles. In conclusion, we propose to amend or modify any law for vulnerable groups and to implement the EMF-related policy on based Radio Wave Act.
