어업자원 관리수단으로서의 해양보호구역제도에 관한 연구 (A study on Marine Protected Areas as Fisheries Management Tools)

  • Marine protected Areas(MPAs) are specially designated zones of the sea that are designed to secure operation of ecosystem function and to restore marine ecosystem to the original state by excluding all detrimental human activities. MPAs have been proposed in many countries as means of realizing sustainable fisheries and recently MPAs are newly receiving attention as precautionary measure for global warming and climate change. The purpose of this paper is to examine the possibility of MPAs as fisheries management tools through a wide range of literature analysis and to suggest necessity of fisheries purpose of MPAs in Korea. Establishment of marine protected area can accompany various economic benefits such as restoration of marine environment, preservation of habitats, promotion of marine tourism and so on. Especially, a lot of case studies suggested that MPAs may bring out benefits to the fishing industry as a result of enhanced stocks. Fisheries benefits of MPAs on targeted species include increased abundance, increased mean individual size and age, increased reproductive output, enhanced recruitment inside and outside refuge, maintenance of genetic diversity of stocks, and enhanced fishery yields in adjacent fishing grounds, so called spill-over. MPAs for ecosystem conservation and protection of coastal wetland have been applied appropriately and effectively, however, the Korean MPAs system is still detective due to absence of fisheries purpose MPAs. Finally, suggestions for Korean MPAs can be summarized as following four recommendations; to establish number of small-scale MPAs rather than few large MPAs, to designate island and its surrounding areas as reserve, to consider MPA design with stock enhancement program, and to undertake co-management with Eochon-Gye, the traditional coastal community in Korea.

Connectivity and Effectiveness of Marine Protected Areas on the West Coast of Korea within the Yellow Sea Large Marine Ecosystem

  • This mini review examines the habitat connectivity and effectiveness of Korean Marine Protected Areas (MPAs) in the Yellow Sea Large Marine Ecosystem (YSLME) region. We first reemphasize that the Korean region of the YSLME is a single ecosystem (ecoregion) given the biophysical distribution patterns. The MPAs within the YSLME contribute about 50% to the total MPAs in Korea, accounting for about 10% of the territorial sea waters of Korea and 20% of the waters of YSLME on the Korean side. By area, national parks account for nearly 45% of the MPAs, followed by the wetland protected areas at 25%, with other types of MPA comprising the remaining 30%. Large MPA (> 100 km2) is the dominant type of MPA, accounting for 90% of the total area. We find that MPAs in the region are connected physically and perhaps also genetically. However, the level of protection was found to be low, and a no-take zone is rarely implemented. In addition, interrupted freshwater discharge caused by river-mouth dams poses a major hindrance to the physical connectivity of the MPAs. Restoration of the river-mouth dams and strengthened regulation on MPAs, with further expansion of MPAs in line with the current development of post-2020 global biodiversity frameworks, should be priorities for better management of marine resources. The newly revised law incorporating the concept of "Marine Ecosystem Axis Management" would reinforce the processes, and their effectiveness together with overall management of MPAs in Korea should be evaluated by designing appropriate measurement tools.

HGM 적용을 통한 하도습지의 기능평가 제고 방안 연구 (Improvement of Functional Assessment for Riverine Wetlands using HGM Approach)

  • 본 연구는 유수역에 적용 시 효율성을 높일 수 있는 HGM(Hydrogeomorphic) 기능 평가 틀을 제안 하였고, 이와 더불어 유수역에 적합한 기준습지를 습지보호지역 중 유수역에 해당되는 곳에 적용함으로써 기준습지의 활용성 제고를 목적으로 하였다. 기능평가는 기존의 HGM 평가 틀을 기반으로 하였으나, 유수역의 특성을 반영하여 수문학적, 생지화학적, 식물서식처, 동물서식처 기능에 따른 총 10개 항목의 기능지수(Functional Capacity Index, FCI)를 산정하였다. 유수역에 적합한 기능평가 틀의 각 항목별 지수를 하도 습지보호지역인 2개소의 습지에 적용해 본 결과 인공호안 하도습지인 담양하천습지는 제외지내 식생 분포 면적비율, 단위면적당 식물종수, 버드나무 분포 면적비율 등의 값이 높게 분석되었고, 이들 변수 값이 반영된 양분 순환(947,668.00), 식물종풍부도 및 특징적인 식생 군집 유지(6.39), 서식처의 공간구조적 유지(11.00) 등의 기능지수 값이 상대적으로 높게 분석되었다. 자연호안 하도습지인 한반도습지는 담양하천습지에 비해 하천 규모가 크고, 생물종다양성과 관련된 변수값이 높았으며, 이와 관련된 에너지 감쇄(17,805.16), 지표하 저류(0.54), 이입된 원소와 화합물 제거(103,052.73), 잔재생체량 유지(2.31), 산포 및 연결성 유지(6.50), 저서성무척추동물의 종다양성(1.60), 척추동물의 종다양성 및 종수(2.52/ 151.50) 등에서 기능지수 값이 상대적으로 높게 분석되었다.

축산단지 비점오염물질 저감을 위한 자유수면형 인공습지 적용 (Application of Free Water Surface Constructed Wetland for NPS Control in Livestock Watershed Area)

  • 금강수계의 논산 양지리에 위치한 인공습지는 축산폐수처리시설에서 방류되는 처리수의 추가처리와 함께 강우시 유역에서 유출되는 비점오염물질을 처리하기 위하여 설치되었다. 본 시설은 2008년 설치된 이후부터 시설검증을 위한 모니터링을 수행중에 있으며 본 연구결과는 시설의 설치 직후로부터 1년간의 모니터링 결과를 정리한 것이다. 모니터링 결과, 평균 오염물질 저감효율은 TSS가 86%, BOD가 60%, TN은 45%, TP의 경우 70%로 산정되었다. 대부분의 모니터링에서 입자상 물질과 인의 평균 저감효율이 60% 이상의 높은 저감효율을 보이는 반면 질소의 경우 축산폐수의 높은 질소농도에 비해 낮은 유기물 농도에 의하여 낮은 저감효율을 나타내는 것으로 분석되었다. 따라서 유출수내 질소제거능 향상을 위해서는 긴 수리학적 체류시간 및 추가적 DO공급이 필요한 것으로 평가되었다.

시설원예단지와 논습지의 조류서식 및 다양성 비교분석 연구 (The Comparative Studies on the Avian Diversity in Protected Horticulture Complex and Paddy Wetland)

  • We examined the impact of paddy wetland's avian-diversity on the development of the protected horticulture complex. The results of this study were made to propose ecological protected horticulture complex and development direction suitable for avian habitat. The total number of species surveyed was analyzed as 1168 individuals in 11 orders 26 families and 36 generic 48 species. Type average was analyzed as paddy $17.25{\pm}4.83$ species and $74.50{\pm}38.08$ individuals, glass $10.00{\pm}0.82$ species and $46.75{\pm}2.06$ individuals, single $13.75{\pm}7.27$ species and $59.50{\pm}35.34$ individuals, multi $8.75{\pm}0.96$ species and $36.75{\pm}9.29$ individuals. Paddy showed higher species diversity than protected horticulture complex. The average number of species surveyed for one year was glass $14{\pm}2.83$, multi $12{\pm}1.41$, single $18{\pm}11.31$, and paddy $26{\pm}11.31$. The diversity difference was identified as paddy> single> glass and multi. Statistical analysis showed statistical difference of Ciconiiformes. Development of protected horticulture complex causes loss of avian habitat. The diversity index was glass $1.73{\pm}0.07$, multi $1.68{\pm}0.14$, single $1.91{\pm}0.47$, and paddy $2.29{\pm}0.17$. Paddy has a higher species diversity than the protected horticulture complex. For the purpose of ecological protected horticulture complex, detention ponds, artificial wetlands and habitats should be reflected in the design. This should be applied to reclamation areas or large-scale protected horticulture complexes.

복원대상습지 선정 사례 연구 - 2016년 전국내륙습지 모니터링 결과를 중심으로 - (A Case Study on Selecting Sites for Wetland Restoration - Focusing on the Research Survey of National Inland Wetlands Monitoring in 2016 -)

  • 본 연구는 습지를 대상으로 추진하는 복원사업 시, 사업대상지 선정에 필요한 의사결정 기초자료 제공을 목적으로 진행하였다. 2016년에 실시된 전국내륙습지 모니터링 결과를 바탕으로 훼손습지 현황을 파악하고, 복원 필요성 판단을 위해 소실 원인과 생태적 보전가치 및 법 제도적 보전가치를 평가하였다. 2016년 전국내륙습지 모니터링 결과, 훼손습지는 총 20개소로 확인되었고, 생태 및 법 제도적 가치와 현장 검증을 거쳐 복원 가치가 높다고 판단되는 1개소를 도출하였다. 본 연구의 과정은 다수의 훼손습지 중 우선적으로 복원해야 할 필요성이 습지를 선정하는 데 필요한 정책적 의사결정 기초자료로써 활용될 수 있을 것으로 판단된다. 한편 우리나라의 경우 보전가치가 높지만, 보호지역으로 지정되지 않은 습지의 경우 법 제도적으로 보호할 수 있는 수단이 없어 이를 보완할 수 있는 법 제도 마련이 필요하다.

갯벌복원의 함의와 복원추진체계 구축에 관한 연구 (Multiple Implications of the Restoration of Coastal Wetland Ecosystem and the Establishment of a Strategic Restoration Framework)

  • Korean society has been recently promoting the restoration of coastal wetlands. These efforts might become the basis of a policy framework that compensates for the limitations of a regulation-oriented policy such as the designation of Marine Protected Areas (MPAs). The shift in government policy could contribute to strengthening the socioeconomic infrastructure of coastal development through the accumulation of ecological capital. Although our scientific efforts and social demands in regard to the ecological restoration of the coastal wetlands have increased during the past years, the bases for restoration in Korea requires that scientific, technological, financial, social and legal aspects be enhanced. The present study re-examined the concept and attitudes behind coastal wetland restoration in the light of changing circumstances in Korea. Herein, we first defined coastal wetland restoration as "An act of recovering the functions of the ecosystem of coastal wetlands to a state that resembles conditions prior to being damaged." Next, this study discussed the limitations and future directions of such restoration efforts based on the descriptive analyses of recent restoration practices from social, economic, and technological aspects. Finally, we suggest future policy directions regarding coastal wetland restoration on the basis of a PFST (Policy, Financial, Social, and Technological) analysis; 1) re-arranging legal mechanisms, 2) setting multi-dimensional restoration goals, 3) establishing a multi-discipline- and convergence based R&D system, 4) linking spatial management and local development to the restoration, 5) building restoration governance at the local level, 6) implementing an ecosystem service payment system, and 7) applying test-bed projects in accordance with proper directions.

낙동강유역 침수범람에 따른 홍수터관리 방안 연구 (A Study on the Floodplain Management Plan due to Inundation of Nakdong River Basin)

  • The local storm occurred Nakdong river basin from August 4 to 11 of the year 2002, resulting in a record 500-600mm rainfall. The heavy rain continued for more than 10 days and especially between 3 to 4 am of August 9, 50mm per hour local storm occurred in Hanrim-myun area, Kimhae. 8 days after the storm, the water level of Nakdong river rose rapidly and the river flowed backward the branches. T he draining of the protected low wetland was unable and the water level of the inner bank area rose suddenly, causing the inundation in several areas. Baeksan bank of Nam river, Gahyun(Samhak) bank of Hwang river, and Kwangam bank of Shinban river, where the draining facilities were under construction or constructed recently, were failed by the piping around the draining culvert. This study analyze the cause of the damage in Nakdong river banks and suggests the countermeasures for future improvement. The damaged spot of the river bank was surveyed, and the rainfall and the fluctuation in the water levels were reviewed. Finally for the flood inundation prevention at the inner bank area, new floodplain management plan as the protect of low wetland established.

생태성 평가를 통한 토지매수시스템 개발 - 동강유역을 중심으로 - (Development of Land Purchase System by Ecological Evaluation - Focusing on the Donggang Basin -)

  • 국제적으로 기후변화에 대한 대응 및 생물다양성 증진 방안이 대두되면서 국내 정부 및 공공기관에서는 수변구역 등 법정 보호지역 내 생태계를 보전하고 수질개선을 위해 사유지를 매수하여 보전·복원사업을 추진하고 있으나, 매수시스템 체계가 미흡하여 다양한 문제점을 초래하고 있다. 이에 본 연구에서는 동강유역 생태·경관보전지역을 중심으로 생태성 평가를 통한 효율적이고 체계적인 토지매수시스템을 개발하였다. 생태성 평가는 필지단위의 평가와 권역별 평가를 통합하여 생태성 평가모형을 개발하고, 생태기능 종합등급을 설정함과 동시에 현장검증을 통해 최종 등급화 하였다. 88필지의 매수토지에 대해 검증한 결과, 85.2%이상의 비교적 높은 일치성을 보였으며 불일치한 필지는 생태성 평가와 현장검증시 계절의 차이로 식생 고사, 경작물 수확 등 영향이 있었던 것으로 나타났다. 매수시스템은 멸종위기종과 핵심생태계에서의 거리를 기준으로 생태성 평가등급에 따라 1순위에서 9순위까지 순위를 선정하였으며, 동강유역 거운리, 문산리, 덕천리, 운치리, 귤암리, 가수리의 사유지를 대상으로 총 68필지에 대해 현장 검증 결과, 5순위까지 매수 우선순위가 체계적으로 도출되었다. 본 연구는 생태평가에 기반한 체계적인 토지매수시스템을 구축 및 제안함으로써 향후 보호지역 내 매수토지의 보전과 복원 및 생태적 관리에 일조할 것으로 기대된다.

Seasonal fluctuations and changing characteristics of a temperate zone wetland bird community

  • Background: The composition of wild bird populations in temperate zones greatly varies depending on phenological changes rather than other environmental factors. Particularly, wild birds appearing in wetlands fluctuate greatly due to the crossover of species arriving for breeding during the summer and for wintering. Therefore, to understand the changes to species composition related to phenology, we conducted this basic analysis of populations to further the cause of the protection of wetland-dependent wild birds. Methods: It is wrong to simply divide a wild bird population investigation into seasons. This study identifies species composition and indicator species that change along with seasons. Wetlands to be surveyed are protected by natural monuments and wetland inventory and are in a state close to nature. In order to identify as many species as possible in wetlands, a survey was conducted in both shallow and deep wetlands. The water depth varied in these areas, ranging from 0.2 to 2.0 m, allowing for both dabbling and diving ducks to inhabit the area. Surveys were conducted using line-transect and distance sampling methods and were conducted at intervals of 2 weeks. The survey was conducted under the following three categories: the eco-tone and emergent zone, the submergent zone, and the water surface. The survey was conducted along a wetland boundary by observing wild birds. A PC-ord program was used for clustering, and the SAS program was used to analyze the changes in species composition. The data strongly indicates that day length is the main factor for seasonal migration periods, despite the fact that climate change and increasing temperatures are often discussed. Results and conclusions: The indicator species for determining seasons include migrant birds such as Ardea cinerea, Alcedo atthis, Anas penelope, and Poiceps ruficollis, as well as resident birds such as Streptopelia orientalis and Emberiza elegans. Importantly, increases in local individual counts of these species may also serve as indicators. The survey results of seasonal fluctuations in temperate zones shows that spring (April to June), summer (July to September), autumn (October), and winter (November to March) are clearly distinguishable, even though spring and summer seasons tend to overlap, leading to the conclusion that additional research could more clearly identify fluctuation patterns in species composition and abundance in the study area.
