The creation of marine protected areas is an important aspect of marine ecosystem sustainability. However, South Korea has not achieved its Aichi Biodiversity Target to designate 10% of its sea as marine protected by 2020. Local residents have strong opposition to the designation of protected areas in South Korea; there has been little trust in the government since the 1970s, when residents felt that their property rights were being ignored in favor of creating national parks. Here, we present a case where creation of a marine protected area was led by residents of TongYeong City. The success of a participation income project to remove marine debris in the city seems to be an important factor that led to the designation of the marine protected area. The case of TongYeong City is compared with that of nearby Geoje City, where an ecologically important stream has not been designated as a wetland protection area, although a similar participation income project enrolled the city's residents. The comparison provides a tentative assessment of the conditions needed to increase trust among residents. The results suggest that, if the projects are well-designed and well-managed, participation income projects to remove marine debris can be effective in building trust among stakeholders in potential marine protected areas.
본 연구는 김해 화포천습지 보호지역에 분포하는 관속식물상의 특성을 조사하여 습지생태계 보전과 관리를 위한 기초정보를 제공하는데 목적이 있다. 관속식물상은 81과 221속 315종 9아중 12변종 2품종 등 339분류군으로 요약되었다. 희귀식물은 쥐방울덩굴, 자라풀 등 7분류군이며, 식물구계학적 특정종은 32분류군이고, 침입외래식물은 66분류군이며, 생태계교란종은 11분류군이었다. 수생식물은 29분류군이며, 정수식물은 16분류군, 침수식물은 3분류군, 부유식물은 4분류군, 부엽식물은 6분류군으로 나타났다.
Systematic management of wetlands should be a priority to build the data for the extent and distribution of wetlands all over the country. However there are no clear guidelines for the wetland boundary delineation, so researchers have to determine the boundary of wetlands in each different way. As a result, it is very difficult to identify the extent and distribution of wetlands. This study proposes applicable criteria of setting boundary of wetlands which consider their wetland vegetation and geographical characteristics, according to wetland classification. The proposed site in this study is selected wetlands that represent each wetland type and have been ecologically well preserved like the wetland protected areas. GIS data for setting the boundary of wetlands selected were land-cover maps, aerial photographs, high resolution satellite images, and digital topographic maps. In this study, 'wetland unit determination' of the Washington State Wetlands Rating System(WSDE, 1993) and the concept of 'Wetland and Deep-water Habitats' was suggested by Wetland Delineation Manual(USACE, 1987) were used as criteria for setting the boundary of wetlands. As a result, it was found that the boundary of wetlands could be, in general, set consistently. Also, it seemed possible to set systematic and standardized boundary of wetlands and to provide more objective data for establishing national wetland policies, if maps of wetlands are made and an investigation of wetlands is implemented according to the criteria.
Understanding the factors relevant to endangerment and the patterns of habitat locations in relation to protected areas is critically important for the conservation of rare species. Although 64 plant species have recently been listed as endangered species in Korea, this information has, until now, not been available, making appropriate management and conservation strategies impossible to devise. Thus, we collected information on potentially threatening factors, as well as information on the locations in which these species were observed. The potentially threatening factors were classified into seven categories. National parks, provincial parks, ecosystem conservation areas, and wetland conservation areas were defined as protected conservation areas. Korean digital elevation model data, along with the maps of all protected areas were combined with the maps of endangered plant species, and analyzed via Geographic Information Systems (GIS). Excluding the category of "small population", endangered plant species in Korea were associated more frequently with extrinsic factors than intrinsic factors. Considering land surface only, all conservation areas in Korea totaled 4.9% of the land, far lower than International Union for Conservation of Nature and Natural Resources (IUCN)'s 10% coverage target. At the species level, 69% of the endangered plant species were detected in conservation areas, mostly in national parks. However, this result demonstrates that 31% of endangered species inhabit areas outside the conservation zones. Furthermore, at the habitat level, a large proportion of endangered species were found to reside in unprotected areas, revealing "gaps" in protected land. In the face of rapid environmental changes such as population increases, urbanization, and climate changes, converting these gap areas to endangered species' habitats, or at least including them in habitat networks, will help to perpetuate the existence of endangered species.
우리나라 연안과 해양에 소재한 보호구역은 1990년대 중반 이후 지정개소와 면적이 급속도로 증가하여 전국에 425개소, $10,666.8km^2$가 지정되어 있다. 그러나 보호구역제도의 외형적 실적(output)에도 불구하고 지정기준의 객관성 부족과 모호성은 다른 관리문제점인 갈등발생, 지정 후 관리대책 미비, 중복지정 등의 원인으로 기능하고 있다. 연안 해양생태계 보전을 위한 효과적인 정책수단으로 보호구역제도가 기능하기 위해서는 지정과정에서 나타나는 문제점을 해결할 필요가 있는데, 이를 위해서는 현재의 보호구역 지정체계를 개선해야 한다. 지정기준에는 자연환경 요소뿐만 아니라 사회경제적 요소를 포함해야 하며, 세부지표 별로 가중치를 부여하여 항목별 중요도를 반영할 필요가 있다. 이 연구에서는 대표적인 연안 해양보호구역인 '습지보호지역'과 '해양보호구역'을 대상으로 자연환경뿐만 아니라 사회적 여건과 같은 관리적 요소를 고려한 지정기준을 제시하였다. 또한 계층화분식과정(AHP) 기법을 활용하여 개별 지정기준 항목의 가중치를 산정하였고 이를 보호구역 대상지역 평가에 활용할 수 있는 체계를 개발하였다.
This study is aimed at using the grasped problems of protected areas in Korea as the basic data for management planning and system improvement of protected areas by grasping realistic problems through the interview with the persons in charge on the basis of general problems of domestic protected areas. To this end, this study deducted major problems in urgent need of improvement, and improvement direction through the survey of the persons in charge of protected areas. This study result is as follows: The major problems, which should be preferentially improved, were found to be shortages of management infrastructure, cooperation between interested parties, and threat factors in protected areas, etc. Such problems are interconnected with each other, thus coming up complexly; therefore, it's necessary to make a comprehensive approach to the problems after confirming the causal relationship of the identified problems. In addition, for the purpose of effective management of a protected area, it's necessary to implement priority management of major problems through different management intensity from the planning phase. Also, it's important to enhance the effectiveness of planning by considering a possible potential threat factor in the outside of protected areas, and referring to the contents of the development plan for the relevant area in time of management planning. Lastly, there is the need for systematic improvement of an institution through thorough status review of the actual state of management planning fulfillment in order to increase the effectiveness of planning in a follow-up study hereafter.

The objective of this study was to provide basic data for the conservation of wetland ecosystems in the Civilian Control Zone and the management of Yongyangbo wetlands in South Korea. Yongyangbo wetlands have been designated as protected areas. A field survey was conducted across five sessions between April 2019 and August of 2019. A total of 248 taxa were identified during the survey, including 72 families, 163 genera, 230 species, 4 subspecies, and 14 varieties. Their life-forms were Th (therophytes) - R5 (non-clonal form) - D4 (clitochores) - e (erect form), with a disturbance index of 33.8%. Three taxa of rare plants were detected: Silene capitata Kom. and Polygonatum stenophyllum Maxim. known to be endangered species, and Aristolochia contorta Bunge, a least-concern species. S. capitata is a legally protected species designated as a Class II endangered species in South Korea. A total of 26 taxa of naturalized plants were observed, with a naturalization index of 10.5%. There was one endemic plant taxon (Salix koriyanagi Kimura ex Goerz). In terms of floristic target species, there was one taxon in class V, one taxon in Class IV, three taxa in Class III, five taxa in Class II, and seven taxa in Class I. Three invasive alien species (Ambrosia trifida L., Ambrosia artemisiifolia L., and Humulus japonicus Siebold & Zucc) were observed. For continuous conservation of Yongyangbo Wetlands, it is necessary to remove invasive alien plants and block the inflow of non-point pollutants.
본 연구에서는 습지보호지역 보전계획을 달성할 수 있도록 습지보호지역의 생태계 보전관리 도구로서 시민과학연구 방법론을 제시하고 2022년부터 주민역량강화 사업이 추진되고 있는 습지보호지역 3개소(광주광역시 장록, 경남 고성 마동호, 고창 인천강하구 습지보호지역)를 대상으로 적용성을 검토하였다. 본 연구에서 제안한 시민과학연구 방법은 습지보호지역 보전계획에서 제시하고 있는 보전·이용·관리 목표에 근거하여 습지보호지역의 이해당사자와 그들의 주요 관심사 및 정보수요 파악 후, 각 주체별 정보 수요를 충족할 수 있는 성과물을 도출할 수 있는 연구 활동을 수행하고 시민과학자를 포함한 이해당사자에게 연구 성과를 환류 및 확산하는 절차이다. 본 연구에서는 해당 방법론을 적용하여 3개 습지보호지역에서 생태계 모니터링(생태계교란 식물 등 식물 모니터링, 육상곤충 및 포유류 흔적 조사, 신규 습지 발굴)을 실시하고 식물 16종, 육상곤충 43종, 멸종위기야생생물 I급 수달, II급 삵을 포함한 포유류 5종의 서식현황 정보를 취득하였다. 시민과학자들이 수집한 모니터링 정보를 활용하여 생태계교란 식물 분포지도 제작 후 소관 환경청 및 지자체에 관리 근거자료로 제공하여 시민과학연구의 정책 활용성을 제고하였다. 향후 본 연구에서 제안한 시민과학연구 방법론이 습지보호지역의 보전관리 도구로 정착하기 위해서는 시민과학연구 자료 축적, 정책수요에 부합하는 연구 성과의 도출과 함께 성과물의 정책 활용성과 사회·경제적 파급효과에 대한 검토가 면밀히 이루어져야 할 것이다.
습지보호지역인 전북 고창 운곡습지의 현존식생에 대한 군락분류와 군락분포를 규명하였다. 전통적인 식물사회학적 방법과 국제식생명명규약에 따라 단위식생을 분류하고 명명하였다. 서식처 기반의 식생 다양성은 침수식생으로부터 연목림식생에 이르기까지 7가지 상관식생형에서 총 88분류군으로 이루어진 12가지 단위식생이 분류되었다: 버드나무-골풀군락, 선버들-이삭사초군집, 달뿌리풀-갈퀴덩굴군락, 갈대군집, 매자기군집, 애기부들-나도겨풀군락, 골풀-별날개골풀군락, 나도겨풀군집, 마름-어리연꽃군집 (전형아군집과 네가래아군집(신칭), 가시연꽃변군집 포함), 연꽃군락, 참통발군락, 말즘군집. 축척 1 : 5,000의 지형도를 바탕으로 현존식생도를 제작하여 식생 공간분포를 기재하였다. 산간 선상지 습지를 포함한 배후습지와 원수대식생역의 서식처-단위식생 대응성에 관한 본 연구의 결과는 운곡습지 생태 관리의 바탕 정보를 제공한다.
상주 공검지는 8세기에 축조된 고대 유적 저수지로서 습지보호지역으로 지정되어 있다. 이곳에서 지속가능한 보전 전략을 수립하는데 필요한 기초자료를 수집하기 위하여, 현존 식생을 분류하고 식생도를 작도하며 식생의 구조적 특징을 파악하고 환경과의 관계를 규명하였다. 공검지 습지보호지역에서는 저습지, 하천, 산림, 초지, 농경지, 과수원 식생에 속하는 총 26개 식물군집이 분류되었다. 탈경향대응분석 (detrended correspondence analysis) 결과에 따르면 습지 식생의 구조는 주로 수심과 인간 교란에 따라서 영향을 받았다. 저수지 습지에서는 통발, 마름과 같은 부수식물과 연꽃, 부들류와 같은 정수식물이 수면을 완전히 피복하고 있었다. 2014년 이후에 점차 정수식물과 습생식물의 분포 면적이 늘어나는 육역화가 빠르게 진행되고 있었다. 습지보호지역의 지속가능한 보전과 복원을 위하여, 지형과 식생을 복원하고, 수문 체계를 회복시키며, 습지로부터 산지까지의 생태계 연결성을 회복한 것이 필요하다고 생각된다.
