  • The entry of aging society and the coming of (super) aged society need overall the elderly welfare policy and budget for quantitative expansion and qualitative increase to the elderly welfare services. However, financial limit to the elderly welfare and increase to elderly welfare services in local government rely on central government or private sector. This study is discussed the gap between demands and supplies of the elderly welfare services in Busan Metropolitan City and policy implications suggested by these results. The major findings of the study are summarized as follows. First, the rate of the poor elderly under minimum living standard and the elderly housing facilities in demand of the elderly welfare services is reduced, but other measuring indicators are generally increased. Second, a per 10,000 elderly welfare service officials and a per 10,000 elderly medical welfare facilities in supply of the elderly welfare services are generally increased, but other measuring indicators are reduced. The policy implications of the study is to reduce the poor elderly under minimum living standard, to expend the elderly welfare budget, and adequately to supply a variety of the elderly welfare facilities for reduce demand of the elderly welfare services.

  • The elderly in South Korea in 2012 to 11.8% now aging fast-paced world, which is older than most countries. That is, as long as the elderly people lack the time to respond on the issue could cause many problems. According to the principle of social solidarity, long-term care insurance was introduced for the elderly since July 2008 and facility and sanction salaries were supported for the level 1 (the most serious illness) - level 3 (serious illness) elderly. On the other hand, in the fields of architecture, it is difficult to receive the contents of the unified related articles when the design and construction of the elderly welfare facilities take propel commissioned. This paper not only presents the elderly welfare facilities operated according to the institution and policy of elderly welfare facilities in terms of architecture, but also provides the criteria summarized by building facilities in the field of construction of elderly welfare facilities planning, planning, design is intended to provide basic information. This study addresses are as follows: First, the aging population of South Korea and welfare facilities for the elderly are addressed. Second, in terms of architecture, the institution and policy of elderly welfare facilities in South Korea, are addressed. Third, the construction criteria of elderly welfare facilities is summarized to help architectural practitioners understand. Fourth, the future direction of the architectural design of welfare facilities for the elderly is presented.

The Spatial Distribution of Elderly Welfare Service in South Korea

  • Purpose: This study aims to not only measure the elderly welfare supply index but investigate spatial patterns and determinants of local elderly welfare services in South Korea. Research design, data, and methodology: The index for local elderly welfare services is measured by employing standardized scores for critical variables related to elderly welfare. The present study utilized the GIS technique and Moran's I index to examine spatial patterns of elderly welfare services. The determinants of local elderly welfare service are analyzed by a series of regression models using R. Results: Spatial imbalance and asymmetric distribution were serious in the supply of elderly welfare service. It was also confirmed that the factors affecting the level of welfare services for the elderly vary depending on the type of service. In particular, the higher the proportion of the elderly population and the social welfare budget, the lower the level of welfare services for the elderly. Conclusions: Given the circumstance of spatial mismatch between supply and demand for elderly welfare services, it is necessary to consider and provide policy tactics about how the economic benefits and welfare budgets generated in the region can contribute to strengthening the welfare service system for the elderly.

Comparative Study of Welfare Facility Policies for the Elderly in Korea and Japan (한국과 일본의 노인복지시설 관련정책의 비교 고찰)

  • The purpose of this study is to present our elderly welfare policy and welfare facilities for the elderly and to propose the future direction of policy for the elderly with comparison to that of Japan. The comparative study results of Korea and Japan are as follows: As the basis of elderly welfare, care insurance for the elderly is now fixated in the two countries. On the other hand, for quantitative expansion in Korea, the quality level has been gone down. Due to qualitative evaluation, the growth of facilities has slowed and material welfare providers was also a decline in the number of operators. Two countries in the field of community welfare in recent years has been actively promoting. It is the most important to solve the social welfare problem with local councils who know the area, which is a part of the future to focus and to support. Due to huge construction investment of facility, there is the burden of operators. This facility is appropriate for an extension of the home. However, it is in the hard economic times. Until now, the number of people in a room is at least four according to the legal standard of Korea, there are a few private rooms. On the other hand, in Japan, unit-care was phased since 2002 and private rooms have been expanded. In Japan, health center for the elderly plays an important role with special elderly nursing home among facilities for the elderly. Health center provides services that are recovering, nursing, and caring to support independence for the elderly after acute phase of treatment. As treatment and care, the aim of health center is to return the elderly to home. On the other hand, there are a few health centers for returning the elderly to home in Korea. Furthermore, in Japan, a project for preventive care has been begun. The project is needed in Korea.

A Study on the Current Situation and Distinct Features of the Housing Welfare Policy for the Elderly in Canada (캐나다의 고령자 주거복지정책의 현황과 특징에 관한 연구)

  • Canada is a democratic country, yet it keeps a social democratic system in which the government is in charge of welfare of its people. And this is one of the most significant features about the country. Her public and private pension system has been effective since the 1920s, securing its people's fundamental income. In particular, the public medical system applies to its every citizen and performs its role. This system is called the National Medical System as well as "MEDICARE" named after its related law. However, there has been a significant change in the national medical and welfare policy due to the budget deficit. In other words, the policy was mainly implemented to welfare facilities in the past, but the policy changed to a welfare policy for the elderly with a concentration on the support for self-reliance of senior citizens since the reform. The purpose of this study is to provide data and implications for Korea through the analysis of the current situation and distinct features of the housing welfare system in Canada. This study has researched the literature on the subject with an analytic focus on three aspects that are the fundamental frame of the system, essential content (support for self-reliance and facility composition), and distinct features of the housing for the elderly. In other words, they are, first, how the fundamental frame of the housing welfare system for the elderly is composed; second, how the service for self-reliance welfare and facility service are composed; and third, what their scale and distinct spatial features of general houses for the elderly with self-reliance are. A comparative study was conducted in detail on courses and characteristics of the housing welfare system for senior citizens in Canada and the USA of North America. In particular, it reveals the scale and distinct spatial features of public houses for the elderly with self-reliance in British Columbia (BC) which is one of the main provinces of Canada.

  • The purpose of this document is to provide the direction of the policy for welfare of the elderly, by identifying the problems and status of the welfare service for the elderly. The primary source of degrading the living standard of the elderly is the increase of the elderly population and life longevity. The Welfare service for the elderly to enhance the poor living level of the elderly population should be established, to compensate their former economic and social contribution in the society and also to promote the basic human right. The agenda to achieve this goal sums up like these : First, the basic living of the unhealthy elderly belonging to the low-income group, such as government-provided income and medical service should be provided. Second, for those with working ability, more opportunity for working and social activities should be given, focusing on expanding the employment rather than adding income. Third, for those with middle and high income, silver industry and pastime activities should be nurtured. Lastly, rather than institutional protection for the elderly, the welfare service for those staying home should be enforced, thus naturally leading to the family support for the elderly. There cannot be a sound policy for welfare and improvement of living standard ignoring the Well-being of the elderly population. The effort to better the welfare for the minority groups who compose the base of the social base will, eventually, result in the progress of the entire society.

Comparative Study on the Facilities for the Elderle Care (노인케어시설의 정책개발을 위한 국제비교연구)

  • This purposes of this study is to develope policies on the facilities for the elderly care in Korea. Methodology of this study adopts comparative analysis on the facilities for the elderly care in 6 countries which have experienced various problems on the elderly. These 6 countries are Japan, Sweden, America, Australian, England and Germany. Major issues for comparative analysis are the standard of care facilities, residence condition, finance of facilities establishment and expense, operating system, management, and the law and administrative structure about the facilities for the elderly care. The elderly people need various kinds of welfare services such as medical care facilities, nursing home facilities, home care facilities etc.. Thus the public policies for the aging population nations are compose of income maintenance program, health and medical care services and social welfare services. The policies of facilities for elderly care are very important since these policies include the characteristics of income maintenance, me\ulcorner미 care program and welfare program. This study willsupply basic data for the development of facilities for the elderly care in Korea, especially conceming the system and institutional device of the facilities.

Projections and Patterns of Welfare Service Demand for Elderly Dementia Home-Based Care in Kyungpook Area (재가치매노인 복지서비스 실태 및 수요전망 - 경북지역을 중심으로 -)

  • There are three main purposes in this study. First, we project the number of elderly dementia population in the future based on the projection of the elderly population in the Kyungpook area. Second, the demands of home-based care service and facility-based care for the elderly dementia are estimated. Thirdly, some policy implications for the improvement of welfare services for the elderly dementia are addressed. The findings of this study are as follows. Considering the size of the elderly dementia population, facilities for the elderly dementia are extremely insufficient and most of the elderly dementia patients rely heavily on home-based care. Although we expect that there will be a rapid increase in the number of the elderly dementia in the next two decades, the social welfare services for them in the future are very unreliable. Home nursing for the demented elderly needs to be recognized by law and financed by the government. In this context, we address some issues regarding the rapid growth of the elderly dementia population in the future and social welfare services for them as well. Finally we suggest some policy implications regarding this matter.

  • The purpose of this study is to derive periodical characteristics of the policy for the elderly in Japan by investigating the changes of social security system. The target period of 1946~2000 in Japan was divided into 3 periods for the understanding of periodical characteristics in the focuses of medical, welfare and pension system for the elderly; establishment of concept for the social security and welfare of Japan(1946,1950), appearance of social security system and the elderly problem(to late 1960's), infra construction for aging society(to late 1980's), development and reappraisal of practical policy for the elderly(to late 1990's). It is expected that this paper could provide basic data for the elderly-related policy making in our country.

  • In this study, it is considered how housing paradigm for the elderly has been changed from traditional societies to the current times in terms of welfare. Those changes could be necessary for establishing housing policies and implementing them concerning the characteristics of the elderly and their predictable problems related to welfare. It is intended that diverse housing issues for the elderly in relation to welfare are investigated. The welfare approach is appropriate for the consideration of elderly housing as one of the individual goals for the welfare. For the accomplishment of the purpose, the changes are considered in terms of social, physical, and policy aspects.
