비영리민간단체를 대상으로 한 주거복지 의식조사 연구 (Non-Governmental Organizations' Perception on Housing Welfare Policy and Local Governance)

  • Today, Non-Governmental Organizations (NGOs) are considered to be an important actor in the policy process. Based on this fact, this study aims to analyze the perception of the housing-related NGOs in Korea. Questions were prepared around two main themes: housing welfare policy and local governance. The data were collected in 11 cities where multi-party talks on housing welfare were held in April and in May 2007. The results are as follows. When it comes to housing welfare policy, housing supply should be combined with rehabilitation policy of low-income households. The roles of local government are strongly emphasized. Stabilization of housing market is important, but concrete measures should be necessary to help those who cannot participate in housing transaction. Concerning local governance issues, local government is expected to play a great role in setting up a productive policy network; NGOs are inclined to rely on public aid; An emphasis is put on professional and academic education which can make housing welfare delivery system more effective. With the questionnaire survey results, evolution and characteristics of the NGO movements in the Korean housing sector and the recent change of housing policy orientations are explained. And, strengthening communication channel between central and local actors, participation of NGOs in the various housing surveys, establishing a regular forum on the local level, and so on, are proposed in the conclusion.

예술인 복지법 시행에 따른 영상제작 종사자의 복지 (Welfare of Video Production Professionals in Accordance with Enforcement of Artist Welfare Act)

  • "예술인 복지법"이 2012년 11월 18일부터 시행되고 있다. 기존의 문화예술 분야에 해당하는 예술인들은 새로 출범한 한국예술인복지재단을 통해 다양한 정책의 대상이 되고 있지만, 연예 분야에 명시된 영상제작 종사자의 대부분은 관련 법의 시행을 인지하지 못하고 있거나 그 법적 위상에 있어 모호한 상황에 처해 있다. 이 연구는 영상제작 종사자의 열악한 복지문제를 제기하고 그 방안을 모색하고자, 현재 시행 중에 있는 "예술인 복지법"의 주요 내용 및 사회적 쟁점을 살펴보았고, 이 법의 예술인 정의에 따른 영상제작 종사자의 법적 위상을 고찰하였다. 이를 위해 영상제작 종사자와의 심층면접을 통해 "예술인 복지법"의 인지 여부, 당사자와의 관계, 쟁점에 관한 의견 등을 분석하였다. 이 연구는 "예술인 복지법"의 개정이 영상제작 종사자의 복지를 폭 넓게 반영할 수 있는 방향으로 이뤄져야 하며, 무엇보다 예술인 복지를 실현할 수 있는 예술기금 마련을 위한 방안이 선행되어야 함을 주장하였다.

  • 이 연구는 세계화라는 맥락에서 신자유주의, 사회복지 축소, 제3의 길이라는 상호관련된 주제들을 분석하고 있다. 통합된 세계경제체제에서 이루어지는 자유화, 규제 철폐, 민영화로 정의되는 신자유주의적 세계질서는 국제 금융자본의 세계질서를 강화함으로써 개별 국민국가의 자율성과 사회복지적 개입, 그리고 민주주의 원칙을 불가능하게 만들고 사회복지정책을 경제정책에 예속시킨다. 더욱이 서구 복지 선진국들은 복지와 성장, 축적과 정당화라는 상충적 요소의 공존이 필연적으로 위기를 만들어내며, 이 위기는 어느 한쪽을 완전히 포기하지 않고는 해결되지 않는다는 분석이 있다. '생산적 복지', '노동하는 복지'를 강조하는 제3의 길은 신자유주의의 변형에 지나지 않는다는 비난에도 불구하고 영국과 독일 등의 좌파 정부들이 채택하고 있는 노선이다. 그러나 세계화를 배경으로 한 우리나라의 경제위기는 대량의 실업과 빈곤의 양극화를 심화시켰고 빈약한 사회복지는 이를 더욱 악화시키고 있다. 유럽과는 상이한 역사적 과정과 정치경제적 환경을 배경으로 하고 있는 우리나라에서 제3의 길에 대한 논의와 성급한 복지위기 논쟁은 결코 수용될 수 없을 것이다.

Research on Policy Measures to Activate Sports Welfare

  • Purpose: The purpose of this study is to suggest the policy and scope of the concept of sports welfare and to present a systematic model enhancing sport welfare of the society. Research design, data, and methodology: In order to induce idea for welfare policy and conceptual sport welfare model, this study reviewed a literature discussing the functions and mechanism of sport in enhancing a sense of life quality and thus rebuilding welfare of community. Results: The study suggests these. First, sports welfare ensures the rights of sports of all citizens and has the main purpose of providing social services, creating environments against inequality, improving the quality of life and happiness for everyone to enjoy, and the range should be continued from the right to live, environments against inequality, to the improvement of life and happiness. Second, since the integrated perspective was first suggested, sports integration development will be researched as well as the direction of the development of policies of the integrated model. Basic research of indicator development will need to be proceeded to execute and evaluate the integrated model. Third, the improvement of treatment of sports welfare instructors is urgent. Namely, compared to sports-related budget and the enhancement of facilities, the poor environment of sports welfare instructors needs to be improved. Instead of only testing physical fitness and prescription, the business needs to be continued by connecting to the participants' continuous participation in sports. Conclusions: Whether sports welfare succeeds depends on the need for an active beneficiary, identification of demand, a beneficiary that can discover potential to join offline and online into one, the establishment of sports policies to promote competency development, and a direct progression is needed.

Perception and use of gait measures among physical therapists in South Korea

  • Objective: The purpose of this study was to investigate the physical therapists' perception of the use of gait measures, the frequency of the gait measures used, and also to identify the barriers that limit the use of these assessment tools. Design: Cross-sectional study. Methods: Physical therapists from the Seoul, Gyeonggi area from March to July 2016 were included in the study. Over the course of 18 weeks, a cross-sectional study was conducted with a self-report questionnaire. A total of 700 questionnaires were distributed and 350 questionnaires (50%) were collected, however with the exclusion of 140 questionnaires due to non-consent, a total of 210 questionnaires (30%) were analysed. Results: Out of the 10 standardized assessment tools, the therapists showed the highest perception for the timed up and go test (TUG [n=153, 72.9%]) and they also had high perception for the 10 meters walk test (10MWT [n=149, 71.0%]), and 6-minute walk test (6MWT [n=123, 58.6%]). The respondents answered that the TUG (n=116, 55.2%), 10MWT (n=100, 47.6%), and 6MWT (n=51, 24.3%) was used the most often. On the contrary, only four (1.9%) therapists have used the Chedoke-McMaster stroke assessment and the Rivermead Mobility Index. The lack of time was considered as the most important barrier to the use of assessment tools in clinical practice. Conclusions: Through this study, it has been shown that the domestic physical therapists used the TUG and the 10MWT mainly due to high recognition and evaluation status; however, the lack of time was the greatest impediment to the clinical application of the gait assessment tools.

  • Article 10 of the Constitution All citizens have dignity and values as humans and have the right to pursue happiness. There is a need for support measures such as a means to realize the respect of dignity and values as humans, and how to efficiently maintain policies on welfare for the elderly classified as the socially disadvantaged. It was considered necessary to develop an elderly-friendly city for economic, physical, and social life. Dasan Jeong Yak-yong's respect for adults was to practice the ideology of Confucianism, so this was the most important thing in the past Joseon Dynasty. In particular, it was considered important to think of adults first in practicing filial piety.This study focuses on the long-term care insurance system for the elderly, one of the welfare policy measures for the elderly. The significance of implementing the long-term care insurance system for the elderly is to benefit not only the elderly, but also all generations, including the middle-aged and children who were in charge of long-term care. To this end, the government should properly manage the factors of the social insurance financial crisis caused by the low birth rate and aging population.In addition, concerns about health insurance are high, so it is necessary to secure an appropriate level of government budget for health insurance financial management and minimize unnecessary non-benefit. In addition, it is necessary to induce appropriate medical use through connection with construction medical insurance.

복지국가의 재정적 지속가능성 결정요인 (The determinants of Fiscal Sustainability of Welfare State)

  • 본 연구는 조세구조에 주목하여, 재정적으로 지속가능한 복지국가의 제도적 특성을 규명하는 것을 목적으로 한다. 분석에서는 복지국가의 재정적 지속가능성이 복지지출에 영향을 미치는 것은 물론 장기적으로 복지지출에 영향을 받을 수도 있으므로, 복지국가의 재정적 지속가능성과 복지지출 수준을 각각의 종속변수로 하는 동시방정식 모형(3단계 최소제곱법 활용)을 추정한다. 분석 결과, 대체로 조세부담 수준을 높이는 것은 복지국가의 재정적 지속 가능성에 정적 영향을 미친다. 반면에, 능력자 부담 원칙과 관련해, 과세원 간의 격차가 확대되는 것은 복지국가의 재정적 지속가능성을 저해한다. 수익자 부담 원칙 차원에서 사회보장기여금과 민간기여의 확충은 복지국가의 재정적 지속가능성 제고에 긍정적으로 기여하는 바 사회보장재원을 다원화하는 것이 장기적으로 복지국가의 재정적 지속가능성 확보에 긍정적인 영향을 할 수 있다.

  • 본 연구는 사회복지공급체계의 불평등 현상의 한 단면을 보여주고 있는 공간접근성에 대한 착목으로부터 출발한다. 본 연구는 실증연구로서 사회복지 서비스를 제공하는 사회복지시설의 공간접근성을 측정하고 분석하였다. 특히, 공간접근성 측정에 있어 거리측정과 시간거리측정을 실시하여 이에 대한 비교분석을 실시하였다. 그리고 사회복지조직을 분석단위로 하여 향후 사회복지조직의 실천적 노력을 모색하였을 뿐만 아니라 공간접근성에 대한 실증연구를 통한 정책제언을 한다는데 본 연구의 의의가 있다. 주요한 연구결과로는 공간접근성 개입의 대상으로 이동 취약계층인 장애인뿐 아니라 노인, 그리고 이동수단이 취약한 사회복지시설을 포함해야 함을 알 수 있었다. 또한 사회서비스공급과 교통체계가 취약한 소도시와 농촌지역에서 공간접근성의 불평등 현상을 관찰할 수 있었다. 무엇보다 공간접근성을 파악하는데 거리측정법을 통해서는 현재 서비스 공급현황의 지역적 불평등을, 시간거리측정법을 통해서는 시간적 노력을 요구해야 하는 서비스 대상을 발견하게 하였으며, 이러한 연구결과는 공간접근성 향상을 위한 사회복지실천 개입에 유용성을 제공할 것이다.

A Dynamic Price Formation System and Its Welfare Analysis in Quantity Space: An Application to Korean Fish Markets

  • As policy makers are often concerned about dynamic effects of demand behavior and its welfare analysis by quantity changes, the paper shows how dynamic price formation systems can be built up to analyze the effect of policy options to the markets dynamically. The paper develops dynamic model of price formation for fish from the intertemporal optimization of the consumer choice problem. While the resulting model has a similar form of the error correction types of dynamic price formation system, it provides the rational demand behavior contrary to the myopic behavior of error correction demand models. The paper also develops appropriate tools of dynamic welfare analysis in quantity space using only short-run demand estimates both theoretically and empirically as a first attempt in the literature of price formation and fisheries. The empirical results of Korean fish markets show that the dynamic model and the welfare measures are reasonably plausible. The methodology and theory of this research can be applied and extended to the commodity aggregation, dynamic demand estimation, and dynamic welfare effects of regulation in the similar framework. Thus, it is hoped that this will enhance its applications to the demand-side economics.

농어촌 청소년 복지시설의 문제점과 해결 방안 (The Present Conditions of Rural Youth Welfare Facilities and Policy Measures for Development)

  • Rural youth welfare was defined to provide the preventive services as well as the protective and curative services such as education, job training, youth activity, delinquency prevention, etc. for rural youth who live in rural society, including who go out to metropolitan city for study. Based on this concept, the rural youth related facilities and problems were investigated in the area of education, culture and leisure, career, and problematic behavior. The results were identified that the efforts of government and rural related institutions were in sufficient to establish and improve the facilities for rural youth, and the gap between rural and urban youth facilities was extended increasingly, in spite of seriousness of those rural youth problems. Some of policies and programs were proposed in order to improve rural youth welfare; 1) To establish at least one activity facility in every Eup ; 2) To convert the public culture facilities such as museums, fine art museums, exhibition facilities, etc. into the culture and art facilities for rural youth; 3) To establish rural youth job information center in the agricultural technology and extension center; 4) To convert school to rural youth education and cultural center; 5) To establish the comprehensive welfare facilities for rural youth in metropolitan city.
