동물복지는 유럽의 소비자들과 시민들에게 상당히 중요하다는 것이 최근의 여론조사에서 확인되었다. 동물복지는 개별동물의 특성이라는 것 때문에 연구자들 뿐만 아니라 다른 사람들도 동물에 근거한 평가기준 (동물에서 측정된 척도, 예를 들면, 동물의 건강과 행동)이 동물복지의 타당한 표식이 될 수 있다고 오래 동안 제안해왔다. 그러므로 복지의 평가기준은 필수적으로 동물을 사용한 평가 척도에 바탕을 둘 수 있으며, 반면에 자원을 근거로 한 평가 기준은 위해요소들을 평가할 수 있는 능력을 제공한다. 이 계획의 첫 번째 목표는 복지를 감시하는 체계를 개발하여 복지의 척도를 접근 가능하고 이해할 수 있는 정보로의 표준화된 변환을 통하여 복지의 상태를 평가할 수 있게 하는 것이다. 한편 얻어진 정보는 동물시설 관리자들에게 제공되어 동물복지의 상태에 대하여 알게 하며, 또 다른 한편으로는 소비자와 소매상에게 동물 관련 제품의 복지 상태에 대한 정보를 제공한다. 두 번째 목표는, 유해한 행동적 및 생리적인 사태의 발생을 최소화하고, 인간과 동물간의 관계를 향상시키며, 그리고 동물에게 안전하고 흥미로운 환경을 제공함으로써, 동물의 복지를 향상시키는 것이다. 포함되어야 할 복지에 대한 다른 측정 가능한 양상들은 복지의 표준들로 변환된다. 이들은, 동물복지과학으로 이해되는 것처럼, 동물에게 의미 있는 것을 반영한다. 일단 동물시설에 대한 모든 평가척도들이 측정되면, 그 시설물의 동물복지에 대한 전반적인 평가를 수행하기 위한 상향식 접근이 있게 된다. 먼저 수집된 자료 (즉, 그 동물 시설에 대한 다른 척도로 얻어진 수치) 는 합쳐져서 표준 점수가 계산된다. 그리고 나서 표준점수는 합쳐져서 원칙 점수가 계산되며, 마지막으로, 얻어진 원칙 점수에 따라서 그 동물 시설에 대한 복지의 범주가 정해진다.

Background: Due to increased interest in animal welfare, there is now a need for a comprehensive assessment protocol to be used in intensive pig farming systems. There are two current welfare assessment protocols for pigs: Welfare Quality$^{(R)}$ Assessment Protocols (applicable in the Europe Union), that mostly focuses on animal-based measures, and the Swine Welfare Assurance Program (applicable in the United States), that mostly focuses on management- and environment-based measures. In certain cases, however, animal-based measures might not be adequate for properly assessing pig welfare status. Similarly, welfare assessment that relies only on environment- and management-based measures might not represent the actual welfare status of pigs. Therefore, the objective of this paper was to develop a new welfare protocol by integrating animal-, environment-, and management-based measures. The background for selection of certain welfare criteria and modification of the scoring systems from existing welfare assessment protocols are described. Methods: The developed pig welfare assessment protocol consists of 17 criteria that are related to four main principles of welfare (good feeding, good housing, good health, and appropriate behavior). Good feeding, good housing, and good health were assessed using a 3-point scale: 0 (good welfare), 1 (moderate welfare), and 2 (poor welfare). In certain cases, only a 2-point scale was used: 0 (certain condition is present) or 2 (certain condition is absent). Appropriate behavior was assessed by scan sampling of positive and negative social behaviors based on qualitative behavior assessment and human-animal relationship tests. Results: Modification of the body condition score into a 3-point scale revealed pigs with a moderate body condition (score 1). Moreover, additional criteria such as feed quality confirmed that farms had moderate (score 1) or poor feed quality (score 2), especially those farms located in a high relative humidity region. Conclusions: The developed protocol can be utilized to assess welfare status in an intensive pig farming system. Although further improvements are still needed, this study is a first step in developing a pig welfare assessment protocol that combines animal-, environment-, and management-based measures.
Background: A simple binary scoring system (SBSS) was developed and used to assess the welfare measures of commercial broiler chickens in South Korea. We also correlated welfare measures with environmental parameters of broiler house. Our measures of welfare included lameness, hock burn (HB) and foot pad dermatitis (FPD), whilst environmental parameters included air temperature, relative humidity, air speed, light intensity, air quality (in particular carbon dioxide ($CO_2$) and ammonia ($NH_3$) concentrations) and airborne microbes. Results: The effect of environmental parameters on welfare measures was apparent even on 10-day-old broilers. A non-parametric correlation analysis revealed significant correlations between environmental parameters and welfare measures. The key environmental parameters were relative humidity and light intensity. The results indicate that there is a need for proper control of environmental conditions on poultry farms, which could reduce health problems and subsequently reduce disease and mortality. Conclusions: In conclusion, the simplicity of SBSS makes it preferable over more complex scoring systems and allows a farmer to more easily assess the welfare measures on their own farm.
Organic farming is promoted financially in the Republic of Korea since 2000. The, entire segment shows a very dynamic development since that time. Now, a large bouquet of measures are offered which target the promotion of organic farming. This article presents a study about the Task and Valuation on farm animal welfare for Organic Livestock. Among the supports are grants for organically managed livestock farm, investment incentives, the promotion of organic livestock husbandry, the promotion of producer co-operatives, the development of farm animal right index for animal health and animal welfare, publicity measures and measures to raise consumer awareness as well as the support of training, extension and research in the field organic livestock farming. Government must ensure that necessary incentives and sanctions are in place to maintain and improve animal welfare standards and they must be delivered appropriately. Animal welfare legislation provides essential protection for economy, environment, animals and society as a whole, must be properly observed.
The purpose of this study is to present effective basic data for business management through analysis of importance and performance of personal information protection of the elderly welfare center workers. For this purpose, the questionnaire on the protection of personal information was reconstructed based on the diagnostic level of the personal information security management level of the public institution and the questionnaire was conducted on 105 employees of the elderly welfare center in Chungbuk area. Based on the responses to the importance and the degree of performance of the personal information protection of the elderly welfare center employees, technical statistics and corresponding sample T-tests were conducted and the importance-performance analysis (IPA) was used. Followings are the results of this study: First, there is a statistically significant difference between the importance and the implementation of the management system for the protection of personal information of the workers in the elderly welfare center, establishment and implementation of protection measures, establishment and implementation of infringement measures. Second, IPA analysis on the protection of personal information of the workers in the elderly welfare center shows that the establishment and implementation of protection measures are the areas to maintain good performance. Third, in IPA analysis of the sub-factors of the personal information protection of the workers in the welfare center of the elderly, in the construction and management of the management system, in performing the role of the personal information protection officer and establishing and implementing protection measures, The factors of prevention of information disclosure and exposure and the safe use and management of personal information processing system were analyzed as areas requiring intensive improvement. This study is meaningful as a basic research that can raise the awareness of the personal information protection of the workers in the elderly welfare center and induce the improvement of the related work.
Recently, increasing attention has been paid to the welfare of farm animals, which have been evaluated using behavioral and physiological measures. However, so far, the measures have almost always been used to estimate poor welfare. In this review, firstly we focus on how oxytocin (OT) relates to positive social behavior, pleasure, and stress tolerance, and second on which management factors stimulate OT release. OT induces maternal and affiliative behaviors and has an anti-stress effect. Further, OT is produced during enjoyable events, and has positive feedback on its own release as well. Therefore, to some extent, the relationship of OT to positive normal behavior was mutually beneficial-heightened OT concentration owing to comfortable rearing conditions induces positive social behavior, which in turn may increase OT concentration. Hence, studies on animal welfare should pay more attention to increasing comfort and the stress tolerance, rather than only focusing on when stress occurs in farm animals.

This study aims to explore improvement measures for the linkage system between the police and social welfare agencies in responding to domestic violence and child abuse issues in South Korea by comparing and analyzing the current systems in South Korea, the United States, and the United Kingdom. Despite the legal and institutional foundations for victim protection and perpetrator correction in each country, the effectiveness of actual cooperation faces several limitations. In South Korea, the level of cooperation is insufficient due to the lack of information sharing, role conflicts, and ambiguity of cooperation procedures. The United States and the United Kingdom operate more systematic cooperation programs, showing notable achievements in mental health crisis intervention and domestic violence response. To improve the linkage system in South Korea, this study proposes the following measures: (1) developing a clear cooperation protocol, (2) conducting regular education and training programs, (3) establishing an integrated information system, and (4) strengthening the victim-centered approach. Implementing these measures will contribute to more effective responses to domestic violence and child abuse issues, ultimately leading to a healthier and safer society by reducing social costs through victim protection and perpetrator correction.
The purpose of this study is to investigate the living reality of jjok-bang residents of Sipjeong-dong, Bupyeong-gu, Incheon, and find measures of community social work to support them. Based on the precedent research on jjok-bang's creation, characteristics, and lifestyle of its residents, this study presents the results of an interview survey addressed to 132 residents living in 216 Sipjeong1-dong, Bupyeong-gu, the largest jjok-bang area in Incheon. The research was conducted by ten members of the "Sunshine" Community Center of Sipjeong-dong with constructed questionnaire. Results indicated that 74.2% of the participants were female, and 56.1% aged over 60. Despite the poor living conditions, 77% of them hoped to reside in jjok-bang continually and the most urgent problems to be resolved were housing environment, economic problems such as unemployment and a shortage of welfare facilities. The study emphasizes jjok-bang as a place of home for the residents and advocating both individual and community efforts to ameliorate the local environment of jjok-bang.
Along with the development of IOT, the number of people using IOT devices has enormously increased and the IOT era has come. Especially, people using the IP cameras among Internet devices have been drastically increasing. It is because the IP cameras are well networked and comparatively cheap compared with CCTVs, and they can also be monitored and controlled in real time through PCs and smart phones for the purposes of general theft prevention and shop surveillance. However, due to the user's serious lack of security awareness and the fact that anyone can easily hack only with simple hacking tools and hacking sites information, security crimes that exploit those have been increasing as well. Therefore, this paper describes how easily the IP cameras can be hacked in the era of IOT, what kind of security incidents occurred, and also suggests possible government measures and new technical solutions to those problems.
본 연구는 저출산·고령사회에 따른 인구구조 변화에 능동적으로 대응하고, 노인복지에 대한 정책수립에 기여하도록 하기 위해 「노인복지법」에 대한 검토가 필요하다는 점을 전제로 하여, 「노인복지법」의 문제점을 찾아 이를 개선하는 방안을 제시하였다. 첫째, 「노인복지기본법」의 제정이다. 「노인복지법」 개선을 위한 제안으로서 노인복지법을 전면 개편하여 고령사회 노인복지에 관한 최상위법이자 기본법으로서의 지위를 부여하는 방안이다. 둘째, 노인 보건·복지 조치 및 노인복지시설 등에 관한 법률의 정비가 필요하다. 「노인복지법」을 재정비하여 노인의 보건복지 조치 및 노인복지 시설에 관한 법으로 그 법적 성격을 명확하게 개정하는 방안이다. 셋째, 「노인복지법」의 법률 체계를 재정비해야 한다. 현행 「노인복지법」에서 담고 있는 주요한 복지정책들의 내용을 그래도 유지하되 앞서 언급한 체계상의 문제점에 초점을 맞추어 개정하자는 방안이다. 결론적으로 현행 「노인복지법」은 제정 당시의 시대적 상황과 노인에 대한 기본적인 예우차원에서 이루어진 것으로, 저출산·고령사회에 대처하기에는 미흡한 점이 많다. 따라서, 본 연구는 인구구조의 변화에 따른 시대적 요청을 받아들일 수 있는 「노인복지법」의 개정 및 보완을 제시하는 바이다.
