서울 지역 건강·복지담당자가 인식하는 취약계층 고령자를 위한 지역사회 식사·식품지원서비스 실태 (Meal and Food Provision Services for Community-dwelling Vulnerable Older Adults Perceived by Health & Welfare Service Providers in Seoul)

  • The purpose of this study were to identify the dietary practices of vulnerable older adults and to assess the foodservice and food provision service programs perceived by the health and welfare service providers in the community. A survey was conducted on health and welfare service providers working in outreach community centers and community health centers in Seoul. A total of 260 nurses and social workers participated in the survey and 224 responses were used for data analysis after excluding significant missing data. The respondents consisted of nurses (58.5%) and social workers (41.5%). In terms of the dietary life of the vulnerable older adults, they perceived that the food cost was burdensome to the older adults and poor dental conditions prohibited them from eating various foods. The health and welfare service providers rated highly for 'home-delivered meal and side dish services are effective for checking older adults' conditions' but rated low for availability of menu choices. In targeting vulnerable older adults for food and nutrition service programs, the home-delivered meal service was found to be suitable for older adults living alone, those over age of 80 years, those with mobility difficulties, and those with economic difficulties. The food provision service was appropriate for older adults living with their spouse or other family members. Vulnerable older adults are a heterogeneous population with diverse needs related to food and nutrition. Home-delivered meal/side dish service and food provision services will achieve their goals when they reach the correct targets with a customized service.

취약계층 아동을 위한 보건소 예방접종사업의 장애요인과 해결방안 (Barriers and Solutions of Immunization Programs for Children among Vulnerable Classes in Community Health Centers)

  • Purpose: To explore the barriers and solutions of immunization programs for children among vulnerable classes in the position of service providers in Community health centers. Method: Data were collected through focus group interviews with 3 groups (17 providers), and were analyzed according to the analytic method of Morgan (1998) and Krueger (1998). Results: The following five categories were identified: difficulties in obtaining a list of children among vulnerable classes, difficulties in first contact with them, difficulties in up-to-date immunization, various difficulties according to the types of vulnerable family and suggestions of solution. These results indicated that there are many difficulties in providing expanded immunization service for children among vulnerable classes in terms of manpower, cooperation of departments in public health centers and linkages between health and welfare. Finally, the characteristics of the types of vulnerable family need to be elucidated. Conclusion: To increase immunization rates among children of vulnerable classes, policies need to be prepared at the public health organization itself and the linkages between health and welfare and need for hiring additional personnel.

사회적 취약계층의 사회적 배제에 대한 문화복지 프로그램의 기능 - 문화복지실천가 대상 질적연구 - (A Study about the Function of Culture Welfare Programs for Dissolving Social Exclusion about the Social Vulnerable Classes - A Qualitative Research Focused on the Culture Welfare Practitioners -)

  • 본 연구는 문화복지프로그램을 통한 사회적 취약계층의 사회적 배제 해소가능성을 탐색하기 위한 것이다. 이를 위하여 본 연구에서는 문화복지실천가 대상 인터뷰를 토대로 기노시다(木下康仁)에 의해 창안된 수정근거이론(Modified Grounded Theory Approach)을 활용한 질적 분석을 시도하였다. 분석결과 문화복지프로그램은 사회적 취약계층에게 다양한 문화향유기회의 제공을 통해 이들의 잠재적 역량과 자존감을 증진시켜줌으로써 주체적 변화를 통한 사회적 배제 해소가능성을 보여주었다. 문화복지프로그램은 다양한 창작체험기회 제공, 과정중심의 비정형적 프로그램 운영, 프로그램 참여자의 주체화, 공동체활동 등의 접근전략을 통하여 참여자들의 창의적 역량과 자존감을 증진시키고 공동체적 연대의식을 강화시키는 기능을 하는 것으로 나타났다. 실제로 사회적 취약계층은 문화복지프로그램을 통하여 정서적 충족감을 느끼고 가족 및 대인관계의 향상, 긍정적 자아상 확립, 역량강화, 공동체활동 참여 등 삶의 변화를 경험하는 것으로 나타났다. 이러한 결과는 사회복지서비스가 취약계층의 사회적 배제를 해소시키기 위해서는 기존의 선별주의적 사회복지프로그램에 문화를 접목시킨 보편적 사회복지 프로그램으로의 전환 필요성을 시사해 주고 있다.

농어촌 독거노인 공동생활주거 실태조사 연구 - 충남지역 시범사업을 중심으로 - (Research on the Actual Condition of the Group Homes for the Elderly Living Alone In Farming and Fishing Villages - With Focus on Demonstration Projects in the Chungnam Region -)

  • Due to rapid decrease in population of farming and fishing villages and drain of young rural manpower to the cities, aging is being intensified, and the conditions of housing and welfare of elderly households are inadequate. Currently, group home is being discussed as part of specialized housing and welfare support policy for the people in the vulnerable class with poor self-supporting abilities such as the aged living alone in farming and fishing villages, and aged farming and fishing households. So the purpose of this research is to present the basic data for proposing the policy of supplying group home through examining the realities of housing and welfare of the people in the vulnerable class in farming and fishing villages. Survey was conducted on the 4 regions -Cheonan-si, Gongju-si, Yesan-gun, and Seosan-si - whose apartments were all occupied by the residents among the group homes for the elderly living alone in Chungcheongnam-do and the following results were derived from the analysis on the data collected from the survey. First, great effects can be attained at small costs by reorganizing and utilizing the public facilities that are unused or little used and the existing houses that are exposed to risks due to improper maintenance. Second, it can be pointed out that the residential environment of the vulnerable members of society was improved without impairing the existing village landscape. Third, housing welfare was enhanced without investing a large sum of money and the system to promptly cope with negligent accidents and emergency can be built and operated. Fourth, the cases promoted to solve the problems of the poor, unhygienic, and unsafe housing of the elderly and the vulnerable members of society were very positive and well worthy of being presented as planning direction of future group homes in farming and fishing villages. Finally, if they are operated entirely for free, it will cause the lack of the sense of ownership and the problems in securing the budget, so the ways of paying minimum individual housing expenses should be examined. The alternatives of housing welfare for the vulnerable members of farming and fishing villages are needed and the ways of constructive planning and researches should be continuously made. Also, the government's support policy should be actively promoted.

저소득 가정 아동의 건강불평등과 건강 복지 (Health Disparity and Health Welfare among Children from Low-Income Families)

  • Children from low income families are vulnerable to physical problems including obesity, asthma, hypertension and psychological problems including depression, anxiety. This study was done to identify trends in welfare policy for children from low-income families and future direction for solving health disparity problems. Dream Start is a government-sponsored project that offers services for vulnerable children, ages 0 (include pregnant woman) to 12 years and their families. The Korean Government has made an effort to alleviate health disparity through the 'Health Plan' by establishing health objectives. However, in spite of these efforts by the Korean government, health disparity has worsened in Korea. In order to strengthen family function as well as promote growth and development for vulnerable children, experts in child care need to be significantly involved in identifying neglected children in the community.

한국 복지체제 발전과 윤석열정부 복지정책의 방향, 사회보장정책을 중심으로 (Korean Welfare System and the Welfare Model of Yoon Seok-yeol government, focusing on social security policies)

  • 이 연구는 윤석열정부의 복지정책을 정책적 및 이론적 측면에서 분석한다. 이론적 측면에서 이 연구는 윤석열정부가 이전 정부와는 확연히 다른 복지제도 모델을 구축하고 실행하고자 했음을 보여준다. 새 정부는 한국 보수 정당의 복지이념인 자생복지에 바탕을 둔 약자복지모델을 제시하였다. 윤석렬정부가 직전 문재인정부의 정책을 계승한 것은 취약계층을 위한 복지 확대와 가족지원의 확대 분야에 국한되었고, 나머지 정책에서 이전 정부와 뚜렷이 다른 방향을 추구하였다. 정책적으로 이 연구는 윤석열정부의 복지정책이 한국 복지체제에 광범위하게 걸쳐있는 복지 사각지대 문제를 해결하기에 불충분하다는 것을 보여준다. 윤석렬정부의 정책에서 복지 사각지대 해소에 기여할 수 있는 정책은 기초보장 개선, 부모수당 도입, 상병수당 도입 추진과 같이 소수의 분야에 제한된다.

도시재생사업에서의 사회복지사업 유형 및 내용 분석 (A Study on Typology and Contents of Social Welfare Programs in Urban Regeneration Projects)

  • 본 연구는 도시재생에 대한 기존의 물리적 접근의 한계를 극복하고자 추진 중인 최근 도시재생의 흐름속에서 사회복지적 접근의 실체를 파악하고 사회복지 기법의 정착과 확대에 필요한 제안 사항을 고찰하고자 하였다. 이를 위하여 도시재생 선도지역과 주거취약지역의 사업계획서에서 내용분석의 방법을 적용하여 사회복지 사업을 추출하였으며 사업들을 특성과 형태에 따라 유형화하였다. 분석 결과 도시재생 지역의 사회복지사업은 경제적 기반마련, 복지중심 주거환경개선, 지역사회통합추구, 사회서비스제공의 4가지 유형으로 나타났으며, 각 유형은 다시 12개의 세부 유형으로 분류되었다. 연구 결과를 토대로 향후 도시재생사업에 사회복지기법이 안정적으로 운영되기 위하여 지역특성에 맞는 일자리 연계, 사업수행과정에서 당사자의 적극적 참여, 지역사회통합을 위한 역량 강화, 사회서비스 확대 제공이 필요하다는 시사점을 제시하였다.

지방교육 복지재정의 실태 분석 연구 -부산광역시교육청 교육비특별회계를 중심으로- (Local Education Welfare Financial Analysis - Focused on Busan Metropolitan City Office of Education Special Account)

  • This paper is to analyze the size of Busan Metropolitan City Office of Education Special Account and Educational finance Changes based on the welfare types from 2009 to 2013. It also identifies the impact on welfare finance education programs that target low-income students. The size of Education welfare finance was increased to 355.3 billions (2013) from 90.9 billions (2009), with the last 5 years average annual growth rate as high as 41.9%. But there has been relative decrease in the size of selective welfare budget for low income students such as tuition assistance & IT support to low-income and vulnerable groups, rural schools support to improve facilities, education welfare priority program. The finding suggests that the size of selective welfare budget should not be decreased due to universal education welfare policy. If it is to expand the universal education welfare, then there should be redesigning of local educational finance and further revenue for local education finance to keep the budget for the education welfare target groups.

국내 소규모취약시설 안전점검 데이터기반 안전 및 유지관리 수준 평가 (Assessment Level of Safe and Maintenance Based on Safety Inspection Data of Small Vulnerable Facilities in Domestic)

  • 최근 국내 소규모취약시설은 시설물의 노후화가 가속되고, 다양한 안전사고 발생 및 이용빈도 증가 등에 따라 안전 및 유지관리에 대한 새로운 접근과 인식의 필요성이 제기되고 있다. 특히 대부분의 사회복지시설을 포함하는 소규모취약시설은 안전취약계층의 다수가 이용하는 시설로 안전관리의 중요성이 매우 높다. 이에 본 연구에서는 국내 소규모취약시설을 대상으로 최근 13년간(2008년~2020년) 수행한 안전점검 결과(총 31,114개소)를 토대로 다양한 현황을 조사하였고, 데이터기반의 분야별 특성과 안전 및 유지관리에 관한 성과수준을 평가하였다. 이는 향후 국내 소규모취약시설의 안전기준 개선, 유지관리 전략 등 기초자료로 활용하고자 하며, 취약계층 대상 이용시설의 안전관리 강화에 대한 정책적 방향성을 제시하고자 한다.

농촌지역 취약계층 주거실태 조사연구 - 충북 진천군 진천읍·백곡면 사례를 중심으로 - (Research on Housing Conditions of the Vulnerable in Rural Area - With Focus on the Cases of Jincheon-eup and Baebok-myeon, Jincheon-gun, Chungbuk -)

  • Korea is moving toward an aging society faster than the other advance countries such as the U.S. and France. Such aging phenomena are posing greater problems in rural areas than in urban areas, and particularly, decrease in productivity caused by aging population leads to economic difficulties and hinders the improvement of housing life. The purpose of this research is to examine and identify the housing conditions of the vulnerable in rural areas and to present ways to improve the elderly housing and the housing environment in rural areas and to provide basic data for materializing the policies to enhance the quality of life. The results of this research are as follows. First, the elderly in rural areas were found to receive relatively smooth supports for services related to clothing and food through the government and social organizations. But for the housing problems, it was found that there were not any supports. Second, the poor housing environment may cause diseases to the elderly with weak immunity, so ways to remedy these problems are urgently needed. Third, the vulnerable in rural areas can hardly bear the burden of improving the housing environment, so supports from the government and social organizations are needed. Fourth, ways to support the vulnerable such as households receiving basic living subsidies and to support the poor who are not receiving such subsidies should be explored.
