  • The provision of welfare services to the disabled in Korea are still insufficient to meet the demand and the delivery system of the service is organized largely from the viewpoint of the suppliers. In order to guarantee the user right to choice, the shift of the policy paradigm supporting autonomy, self-directedness and the right to control of the users appears to be important. The present study explores the theoretical discussion in the field of the welfare of the disabled about user involvement. Then it investigates the German case of 'personal budgets' aimed to strengthen the user involvement and draws some policy implications for Korea. The study confirms that the introduction of 'personal budgets' aimed to realization of the self-determination of the disabled has contributed for the reinforcement of user involvement in welfare policies for the disabled. This new policy program 'personal budgets' based on the idea of the realization of the right to self-determination appears to transform the general nature of the welfare system for the disabled in Germany by transforming the payment methods.

  • The objective of this study is to explore the characteristic of welfare for the disabled on the focus of 'Welfare Law for the Disabled' through multiple paradigm of disability. A proper understanding of disability theory requires more than a distinction between individual and social model approaches. It is also helpful to distinguish between materialist and idealist explanations. These two dimensions are used to generate a four-fold typology. In 'Welfare Law for the Disabled of 1981', individual materialist position was dominated. In 'Welfare Law for the Disabled of 1989', individual idealist position dawned to appear. In 'Welfare Law for the Disabled of 1999' which expanded diverse community services, individual idealist position was strengthened and social creationist position started to appear. Several characteristics are found out after analysis of 'Welfare Law for the Disabled of 1999'. Individual materialist position, individual idealist position, and social creationist position are mixed. Though the goal of the law is based on social creationist position, the central policies and measures are based on individual materialist position and individual idealist position. So it is necessary to amend 'Welfare Law for the Disabled' in the direction of including social creationist position and social constructionist position.

Research analyzed organizational tasks and policies for Ministry of Culture, Sports and Tourism, Planning Group for Library and Information Policy and the policies for libraries. First, library service for alienated class was centered in short term period projects. Second, it is hardware oriented such as building small libraries, places for disabled person, multi-cultural libraries. Due to the decentralization of policies for the groups with alienated information, and lack of public supportive policies for private library for the disabled, developing cooperative system is difficult. Third, we revealed that policies for quantitative production of alternative material were achieved. So, this study suggested professional policy in integrative cooperation in accordance with each domain and creation of a separate welfare library policy department and its activity.

To this end, the discourse was analyzed by applying Fairclough's framework of critical discourse analysis. The subject of analysis is a news article on the de-facility of the disabled on the N portal site, and the analysis period is one year, from January 1 to December 31, 2022. First, as a result of the study, the surface meaning of the news discourse on the de-facility for disabled people was ideological through the seriousness of the problem for disabled people, the poor environment, and the policy of de-facility for disabled people separated from reality. Second, the social meaning of the de-facility news discourse for disabled people appeared from a realistic perspective, such as the structural cause of the problem for disabled people and the need for sensible government policies and measures to practice de-facility for disabled people. Finally, the socio-cultural practical implications of the de-facility news discourse for people with disabilities proposed the development of a systematic and realistic de-facility management manual for the disabled, practical government policy support, and changes in self-support perception for disabled people. The results of this study are expected to help find an alternative direction to reduce the gap between actual policies for de-facility for disabled people and practice in the field in the future.

  • The progress of industrialization in Korea has led to increase social participation by females and also a transition toward a nuclear family based system. As a result of it, Korea is nowadays confronted with the issue of childcare, which is emerging as a social problem. In Japan, both combined nurturing facilities and the exclusively dedicated facilities for disabled children are institutionally maintained on a consistent basis. In addition, the enactment of the Children Welfare Act has subsequently given birth to the establishment of the 'Minimum Standard Requirements for Children's Welfare Facilities'. With such act and standards in place, much attention is now paid to a physical improvement of disabled children nurturing facilities, too. In order to make the requirements for such facilities more complete and substantial, local governments have enacted their own ordinances on the basis of the major policies regarding the universal designs for the disabled, such as the Heart Building Act. As Japan has a cultural background similar to that of Korea and is equipped with the nurturing facilities systemized in accordance with the symptom and degree of disabilities, it is believed that a study on the current standards for disabled children in Japan will help to provide our domestic standards applicable to such facilities.

  • The history of rehabilitation of disabilities in Korea began with the foreigners and missionaries who were interested in it after Korean War. In 1981, Disabled Persons Welfare Act was enacted and the 88 Paralympics brought the nations attention to the welfare and rehabilitation of persons with disabilities. Since then, the facilities and the services for the disabled persons have expanded rapidly and the rehabilitation treatment and nursing intervention are drawing more attention. Against this background, the survey on the current status of disabilities, welfare service, facilities, and rehabilitation nursing was conducted. The results of this survey are as follows. 1. According to the 2000 census of disabilities, the number of persons with disabilities in Korea is estimated at 1,449,500, or 3.09% of the entire Korean population, 0.74% up from 2.35% in 1995. 2. Disability Types in 2000 The 2000 census showed that the persons with disabilities numbered 1,449,496 out of the total population and 1,024,371 persons are registered for disability, making up 70.7% of the estimated disabled population. Among them, physically disabled persons accounted for the largest 41.7% (605,127) and mentally retarded persons stood at the smallest 9% (13,481). 3. Percentage of Disability Presence The survey showed that more than 90% of disability were acquired. However, 44.8% of mental disability and 61.4% of hearing/speaking disability were not acquired after birth. This means that these disabilities happened by congenital cause or birth accident. 4. Yearly Figure of Registered Disabled Persons In 1989, 218,601 persons registered for disability and, in 2000, the number increased by 4.7 times to 1,024,371. These figures are different from the actual number of disabled persons. According to the 1995 census, 1,053,486 were disabled persons but only 378,323registered for disability. And, in the 2000 census, 1,024,371 out of the 1,449,496 of disabled persons registered for disability. 5. Welfare Service for Persons with Disability 62.6% of the total disabled people are registered and physically disabled persons accounted for the highest percentage of 96.7%. 26.5% of non-registered disabled people said that they didnt know the registration procedure. The rest of them replied that they didnt think they were disabled or that registration didnt seem to give any benefits. 6. Welfare Policies for Disabled Persons The welfare benefits given to the disabled are as follows: Issuance of disabled sign for car drivers, Permission to use LPG fuel, Communication fee reduction, Tax exemption related to cars, Reduction of public facility fees, Household allowance, Tax reduction or exemption, Medical allowance and education subsidy for children, and Housing. 7.
