A Theoretical Research for the Conceptualization of Social Inclusion about the Disabled -From Social Exclusion to Inclusion- (장애인의 사회적 포함(Social Inclusion)의 개념화에 대한 이론적 고찰 -사회적 배제에서 포함으로-)

  • As the interests in social inclusion is increasing, researches on social inclusion in the welfare of the disability positively are being implemented lately. It is required to be the reconsideration on previous perspectives and suggestion of the necessity of a new concept for acquiring equal accessibility on rights and resources, etc as a citizenship. It is evaluated to be useful as the perspective or approach of social inclusion in suggestion of policies and practices tasks for enhancing quality of life of the disadvantaged including the disabled and for their participating fully in overall social scopes. Therefore, firstly on tried to make understanding in each concept, constituents, characteristic, usefulness and restriction, etc about both of social exclusion and inclusion fundamentally. On discusses how to conceptualize social inclusion of the disabled, and meanings in applying the concept or approach of social inclusion to welfare of the disability through the based mentioned results.

Revitalization through a Marketing Research Foundation of the Disabled (장애인 창업의 마케팅전략을 통한 활성화 방안 연구)

  • Purpose - There is a recent social trend that is focused on the revitalization of business-founding. Business-founding now has an important impact on the progress of the national economy because of youth unemployment and an increase in baby-boom generation retirees. However, the support and infrastructure required for business-founding of the disabled are very insufficient. Since most supporting policies are on youth or middle-aged business-founding, business-founding by the disabled and the socially weak is losing competitiveness. Accordingly, this study diagnosed the issues by analyzing the current status of business-founding by the disabled and suggested a fostering direction for the advance of business-founding by the disabled. An idea for the founding of various business items is required for the competitiveness of business-founding by the disabled and the establishment of a growth-model based on marketing is required so that business-founding by the disabled would advance toward commercialization with growth potential. Research design, data, and methodology - Regarding the study method, the existing study literature on the status and issues in business-founding was mainly explored. In addition, the existing literature on the status and issues in business-founding by the disabled was also studied. The support on business-founding by the disabled by policy enforced by the 'Welfare Service Agency for the Disabled'and the support of related agencies including financial support on the commercialization of business-founding by the disabled were also examined. Results - Existing studies on business-founding by the disabled are very insufficient. It is very difficult to study a viable business-founding by the disabled fostering policy without thorough learning on the difficulties of business-founding by the disabled. Therefore, this study suggested a direction for the resolution of various issues such as market, funds, item, operational matters, and service by analyzing the difficulties in business-founding by the disabled until now. Particularly, this study suggested that building a commercialization model from the aspect of marketing strategy and the effort to change the growth aspect of the disabled into competitiveness are essential. Conclusions - This study examined the aspect of developing an item-development process for the growth and founding of disabled-owned businesses and the requirement of a government support system by multiple policies. Since the number of studies on business-founding by the disabled is very small, it is expected that this study would become an important study in the field of business-founding by the disabled. The revitalization of business-founding by the disabled substantially contributes to the progress of the state of the economy and continuous interest is required from the viewpoint of equal advance in the society. Success models in business-founding by the disabled should be created continuously and active publicizing of them to the disabled business-founders by analyzing the success cases would also be required. In addition, it is believed that a market entry strategy by way of a win-win strategy and cooperative relation with big companies should be also developed in the future.

A Study on Empowerment Process through Independent Living Movement for the Disabled (장애인 자립생활운동에 나타난 임파워먼트 과정 연구)

  • Previous studies on empowerment have commonly noted that current practice of empowerment understands empowerment only macroscopically and limitedly without reflecting the true idea of empowerment. In addition, they are emphasizing lack of information on specific techniques for the practice. Thus, the present study purposed to examine independent living movement for the disabled, which have experienced structural and institutional changes and produced actual improvements in policies as their results, and the characteristics of empowerment observed in the development process. According to the results of this study, empowerment consists of a total of five stages, and among them, the stage of conscientization is very important for individual empowerment and the stage of organization for macroscopic empowerment.

Inconsistent Welfare Attitude and NOOMP (복지태도의 이중성 - '눔프'현상과 집단별 차이 -)

  • This paper is about the NOOMP(Not Out of My Pocket) phenomenon, the inconsistent welfare attitude for an expansion of welfare system and increase of financial resources. By analyzing the scale and influential factors of the NOOMP to the main welfare programs, focusing on the class, gender, and age group, the paper tries to investigate the relationship between the NOOMP and the inherent stratification structure of each programs. This paper uses the Additional Survey of Welfare Attitude in 2013 Korea Welfare Panel Survey. As a result of analysis, low level of NOOMP phenomenon has been observed in welfare programs for whole society members such as health policies, pension, employment policies, compared to those of targeted programs for the poor, aged, or disabled. In addition, high probability of each group of 'low incomer', 'female', and '20s or less'to the NOOMP phenomenon has been appeared, therefore, high relevance of the NOOMP and the stratification structure of welfare programs have been confirmed. These results indicate that the transition to the universal welfare programs and the improvement of welfare programs for more equal structure are needed to reduce the NOOMP phenomenon.

THE STATUS OF ORAL HEALTH BEHAVIORS AND DENTAL SERVICES IN THE KOREAN DISABLED (전국 시설이용 장애인의 구강보건의식행태에 관한 조사연구)

  • The purposes of this study were 1) to investigate the oral health problem of the disabled according to the handicapped types, 2) to collect the empirical data for developing and establishing the oral health policies for the handicapped, and 3) to find out the major obstacles against the dental services and oral health promotion. The handicapped subjects were collected by designed cluster sampling and interviewed with structured questionnaire in order to measure the oral health knowledge and behaviors. The subjects were attending the special schools and private or public welfare institutions for crippled disorder, encephalopathy disorder, mental retardation, visual disturbance, hearing defect, and developmental disorder. Oral examination was conducted by 13 trained dentists. 1,476 of handicapped people were finally surveyed. The results were as follows; The experiences of visiting dental office during the last one year in 18~64 year-old disabled people were 48.86% in crippled disorder, 52.50% in mental retardation, 58.24% in visual disturbance, 39.29% in hearing defect, respectively. To improve this challenging situation, we should find out the obstacles against the dental service and oral hygiene maintenance by the types of handicap, and develop the oral health policies which could support and advocate the Korean disabled.

A study on Korean welfare policy examined through Mokminsimseo (목민심서를 통해 한국적 복지정책에 대한 연구)

  • This study examined the specific contents of social welfare policies of the Joseon Dynasty through the analysis of Mokminsimseo, Aemin Sixjo and Jinhwang Yukjo, and identified the connection between them and today's social welfare policies. As a result, In the Care of the People, it contained the basic contents of the Elderly Welfare Act and welfare services for the elderly, and in the Freedom, it included welfare policy services related to infants and children, and the value system of welfare for the disabled through government affairs. The policy direction was confirmed, and it was found that disaster relief calls for social integration in response to social crises and disasters. This also confirmed that major areas of social welfare policy such as family safety, income security, health policy, and social integration have been emphasized through social welfare policy indicators. In addition, through the analysis of Qinhwangyukjo, it was found that it contains not only the basic ideology and values of the social security system and social insurance system in terms of visa, scale, and power, but also the details of specific policy implementation. Today's social welfare policies and social service policies, which are equipped with social welfare facilities and are implementing systematic social welfare services for each target, were able to confirm their foundation through the Qinhwangyukjo. This confirms that the emphasis on social integration and income security is prominent in the Qinhwangyukjo through the social welfare policy indicators of the current policy system.

The Medical Use of the Disabled Among Overusers of Medical Aid in Korea (의료급여 과다 이용 수급권자 중 장애인의 의료이용)

  • Objectives: In Korea, the top 10% of Medical Aid recipients represent nearly 60% of total payment, with the costs for those disabled for over 365 days representing approximately 30% of total payment. The purpose of this study was to compare Medical Aid use of the disabled with non-disabled recipients, and to identify contributing factors to the total payment in the top 2% of recipients identified as Medical Aid overusers. Methods: Subjects (n=2,211) selected were ${\geq}18$-years-of-age and received >1000 days of co-payment-free type I Medical Aid. Case managers (n=200) conducted interviews in December 2006, and collected data from Health Insurance Review & Assessment Service. Amounts over the 9 months from January September 2006 were analyzed descriptively and using Chi-square, ANCOVA, and robust multiple linear regression. Results: Disabled individuals (mean age 61.3 years) composed 36.6% of subjects; 44.8% of the disabled were male. On a monthly basis per capita, the disabled group averaged 10.5 outpatient days, total payment of 523,000 Korean Won(₩), inpatient payment of ₩359,000, and outpatient payment of ₩183,000. All values exceeded the monthly average for non-disabled individuals. Contributing factors were identified as male gender (₩82,000), elementary school or lower educational level (₩64,000), residence in a small city (₩82,000), lack of family support (₩61,000), kidney disability (₩673,000), intellectual disability (₩151,000), and multiple disabilities (₩119,000). Conclusions: The identification of contributing factors to Medical Aid use by those defined as disabled supports the adoption of comprehensive alternative policies such as strengthening of education and consultation services, provision of alternative facilities, and promotion of self-care.

Integration of Information Centers for the Elderly and Disabled Services (교통약자 서비스를 위한 정보센터 통합방안)

  • Today, our country is experiencing serious graying without parallel. The government is executing various services and welfare policies to solve this problem using ubiquitous technology. But the old and disabled people are not good for using the u-service and system, because it is made for ordinary people. The purpose of this study is to solve the graying society-problem and improve the eldery as well as disabled's quality of life by integrating each information centers based on ESB(Enterprise Service Bus). The results of this study can be divided by system architecture and communication system for the eldery and disabled. The research development results of this study can be used to build the integrated information center for u-service of the old people and disabled. It will contribute to realizing the Ubiquitous-society by promotion of young people's quality of life as well as the eldery and disabled.

An Overview of the ICF's Use in Korea

  • Purpose: The purpose of this study was to investigate the overview of the use of the ICF in Korea. Methods: An integrative literature review from its publication in 2001 to May, 2015 was conducted; studies published from 2001 to May, 2015 were searched using RISS, KISS, DBpia, KoreaMed, PubMed, and ISI databases. For inclusion in the review, a study had to be published as a scientific article, must have participation of Korean researchers and developed in Korea, and should provide use of ICF. Results: A total of 108 publications were identified, and 89 studies met the inclusion criteria. Most eligible studies were related to clinical fields (n=41) and areas with the disabled (n=32). Interestingly, several studies showed how to use and/or adapt ICF in clinical practice e.g. reviews and case studies, whereas in the area of the disabled, descriptive studies reported ICF concepts comparing with the current disability policies and laws in Korea. The usage of ICF was found to be at various levels: introducing the ICF concept and model, collecting data using the ICF checklist, coresets, as well as ICF codes itself and presenting results in the ICF framework, developing measurement tools based on ICF concepts. Conclusion: Since introduction of the ICF in 2001, the use of the ICF in Korea has increased in different professionals as well as in levels of its applications.

Study on Smartphone Addiction of the Disabled (장애인 스마트폰 중독 실태 연구)

  • This study purposed to analyse smartphone addiction characteristics of people with disabilities and suggested to establish related prevention policies for them. The analysis of 20-50 aged 494 disabled people resulted, that the smartphone addiction rate of the disabled people was 12.55%. Smartphone use-, mobile messenger-, SNS- and game time were nearly the same or higher than the potential and high risk group from the survey on internet overdependence 2015. In the question about the awareness of smartphone addiction they answered the smartphone addiction is severe in the society, and they are aware of smartphone addiction counseling center. But they will not get a service form the centers. That suggests, that the government should promote the policy of smartphone addiction for the disabled. It should provide institutional strategy and structural change for prevention of smartphone addiction for the disabled.
