Recently (2010), South Korea's aging rate is 11%. and expected to be 32.3% in 2040, and Japan's aging rate in 2010 is 23%, and in 2040 is expected to be 34.5%. As aging progresses, it is increasing with the elderly person with dementia. However, elderly welfare facilities are insufficient. To take care stability of elderly people with mental and physical disabilities, we need to prepare a lot of welfare facilities for the elderly. Whenever physical conditions and service needs change of the disability elderly, Elderly are forced to move to the other facility. They move from familiar places, beloved local base to unfamiliar places. They are under a lot of stress in order to adapt to new environment. This research is to check out the possibility of the systems and the effectiveness of various services and the flexibility of management in Japan. Takurosyo is responsible for a variety function of elderly medical welfare facilities. Within a short time, our country, has entered into a super-aged society, elderly health and welfare facilities are needed. However, because it requires enormous financial, it is difficult to build a new building in reality, However, if remodeling existing buildings, We can build many low-cost small-scale multi-functional welfare facilities such as the takurosyo. Such that facility would be available to us.
At this point in time South Korea is rapidly metastasizing to a aging society. A major cause of aging can be summarized as increased life expectancy, decrease of nuclear family and birthrate, and South Korea's progress is faster than any other country. From the 1970s, western society has changed social welfare to deinstitutionalization and community care because of problems about economic reason and facilities protection, so the type of elderly social service has also changed from the facility welfare service which is accommodated old people in certain facility to community welfare service which provides various welfare services with living together. Public facilities for low income group which are supported by government are lower, 6.6%, than the United States or Japan, 50%. They are divided into private manage facilities and subscription elderly facilities. These subscription elderly residential facilities show poor administration because of focusing on development and market analysis for investment returns. Therefore, in order to vitalize the elderly welfare residential facilities in Korea, we need plans about systematic services facilities for welfare and phased medical treatments. Therefore, the purpose of this study is that (1) the types and functions of residents for community elderly residential facilities in elderly welfare policies of U.S., and supported policies are researched as a transcendental model, (2) data about operating system with the principles of the market is analyzed, and (3) basic data about welfare facility plan for community residential elderly people is provided.
The reasons for studying the case of Japan are as follows. First, the increases in the aged population is similar to the case of Korea, and consumers are aging as the population ages. Second, the structure of industry in Japan is very similar to Korea, which describes the fact that the share of the manufacturing industry decreases but the service industry (e.g., medicine, finance, and insurance) increases. Third, Japan is considered as the best predictive model for forecasting the future of closed schools in Korea because the GNI gross income per capita is relatively close to the one of Korea among the several neighboring countries. The purpose of this study is to analyze the current extent of utilizing closed schools in Japan and, based on the analysis, to provide basic data on the use of closed schools in Korea in the future. The types of closed schools can be classified into education facilities, social welfare facilities, cultural facilities, public sports facilities, income growing facilities, and others. Based on the classification, the analyses of the characteristics of each type for the facilities are presented. and When the utilization status of closed schools in Japan is analyzed, 363 schools were utilized (51.4%) in 2003, means the lowest utilization rate of the target year, after that 4198 schools (70.6%) were utilized in 2015. The utilization ratio is steady increased.

In Japan, the social welfare policies directed at caring for the elderly are mainly directed by the government: however, the private services tend to be more adroit at meeting the ever-changing demands of the elderly. Incidentally, the privately owned elderly homes of Japan are a major part of so called the "Silver Industries". The elderly home that are run by private corporations consititute 50 percent of all private institutions for the elderly. These homes tend tobe situated in a city, or near a city environment, serving 25 to 99 people. The types of such homes can be classified from A to D,E,F, reflecting the various services offered by such homes meeting the various demands by the elderly populatiov. Analyzing the social tred of Japan for theelderly, it can be said that the responsibility of the elderly should not only be relied upon the government, but to the society as whole, both public and private. The ever-changing demands of the elderly, wanting better qualities of life, can be better served by systematic analysis of the demands and the various solutions to such demands. Also, the necessary governmental policies in support of elderly welfare, will be needed.be needed.
It is estimated that the need to build health facilities for the elderly will grow in the near future as the Korean society is aging. Thus the study on the spatial composition of 22 facilities as well as on the cases of health facilities for the elderly in Japan, where public health and medicare for aged people are well taken care of, was conducted and the following are the results: 1. As of 2000, there was one facility for every 8,000 and 1,100 aged citizen under long-term care, and these facilities secured beds enough for $8\%$ of those who need long-term care. 2. The spatial composition was categorized into general living space, long-term care, management, provision, and home assistance, and housing was provided. Moreover, the space was divided according to their nature of use, the arrangement, the form of entrance into the building, moving line inside, the relationship with the health facilities and their characteristics are analyzed based on different users, managers, moving line including that of provision of food, the relationship between different spaces with different functions as well as on the relationship between locations of each space. 3. The total capacity, building area and actual area of the welfare facilities for the elderly are analyzed, and area per person, detailed area for each space, percentage of each living space for long-term care patients and characteristics of recuperation room are suggested.
The Japanese elderly welfare policy has focused on facility policy for the aged and preventive care service for healthy elderly people. This paper has conducted a comparative analysis on Geriatric Gealth Services Facility and Special Nursing Home for the Elderly. For this, each service function has been divided into six categories; daily life / nursing and caring / medical service / management / supply / miscellaneous. Then the change in real structure by category has been analyzed through a plan analysis on case facilities. In the Geriatric Health Services Facility, the biggest change was observed in 'livelihood' among six categories. In the Special Nursing Home for the Elderly, 'the nursing and care parts' and 'medical service part' are decreased since 1999. At that time, the facilities started to be individualized and divided into a unit. To pursue home-like care instead of unit care, there was a change in construction planning to help the aged with dementia live a self-sufficient life.
The study analyzed a diachronic distribution, social meanings and social evaluations of ROOJIN. 'Headline Database of Newspaper Articles' and 'Balanced Corpus of Contemporary Written Japanese' by KOKKEN were used as research data. There were 305 newspaper articles (About 0.2%) which contained the word ROOJIN at 'Headline Database of Newspaper Articles'. The number of newspaper articles related to ROOJIN started to increase in a rapid rate in 1972 and 1973. They were also increased in 1976, from 1981 to 1987, 1992 and 1993. The reasons of increasing of newspaper articles related to ROOJIN on those 4 periods of time could be summarized as follows. Firstly, there was a increasement of ROOJIN who are lonely, are not able to move about freely or live alone. Secondly, the understanding of a symptom of aging called BOKE was necessary. Thirdly, there were negative evaluations in a society towards ROOJIN. There were 453 cases which contained the word ROOJIN at 'Balanced Corpus of Contemporary Written Japanese' on the data since 2000. The most frequently used words were ones that are related to senior care facilities. There were 109 cases (24%) which contain those words. '~SISETSU', '~SENTA-', '~HO-MU' were presented as words related to senior care facilities. Among them, 78 cases contained the word '~HO-MU' which was similar to a home with family members. The second most frequently used words were ones that are related to 'welfare for the aged' and they are led by 'medical care for the aged'. They occupied about 8%. Institutionalization of medical care for the aged, medical expenses, nursing were presented as words related to 'medical care for the aged'. Words that were related to 'welfare for the aged' led by 'senior care facilities' and 'medical care for the aged' occupied about 32% of research data. As mentioned above, problems of the aged in Modern Japan such as negative evaluations in a society towards ROOJIN, ROOJIN who are lonely, are not able to move about freely or live alone, BOKE could be identified by analyzing the data. Also, The frequent usage of words such as 'Home for the aged', 'medical care for the aged' and 'nursing' could be identified. The outcome of analysis suggested that a family traditionally had a function of solving problems of the aged but that function was reduced in modern Japan. It also suggested that there was a tendency to outsource problems of the aged as much as possible.
Background: As South Korea enters an aged society, the government has emphasized the need for a soft landing of the older adults into the community after the acute and recovery periods under a national policy of "community care." However, the institutionalization of community rehabilitation services to implement this is insufficient. Japan had already entered an aged society when the Long-Term Care Insurance System was introduced in 2000. Thus, the case of Japan's institutionalization of the system is expected to have implications for us in supplementing a suitable system for the aged society. Objects: This study compared the institutionalization process of the Long-Term Care Insurance System in South Korea and Japan and the services currently being implemented in each country. Methods: To examine the institutionalization process and services of the system, related legal rules and regulations, government reports, and articles were reviewed. To examine the operation status of the system, statistical data provided by each country's government were analyzed. Results: Japan recognized the importance of community rehabilitation even before the enactment of Long-Term Care Insurance. Thus, community rehabilitation services, such as home-visit rehabilitation and health facilities, were already stipulated in the law. Under such institutional legacy, Long-Term Care Insurance was able to establish a service system, which balanced welfare and health-related services, including various types of services with enhanced rehabilitation functions. In South Korea, rehabilitation policies were not much considered in the process of institutionalizing the system; thus, it was composed mainly of services focusing on care and recuperation. Conclusion: In order to realize community care, rehabilitation services need to be developed in Long-Term Care Insurance System in various forms such as home-visit services, daily services, short stay, and facility services.
Purpose: This study aimed to suggest strategies for advancing local-government-based accreditation systems and surveyor training in long-term care facilities in Korea. Methods: A comprehensive review of the literature including research papers and official reports issued by governments from the United States, Australia, and Japan was conducted to explore domestic and international policies related to long-term care facility certification and accreditation systems. Results: The USA has two types of care quality assurance systems including mandatory certification (5-star rating system) by the Centers for Medicare and Medicaid Services and voluntary accreditation by the Joint Commission on Accreditation of Healthcare Organizations. Australia operates a government-based mandatory accreditation system for all long-term care facilities through the Australian Aged Care Quality Agency. Japan, particularly the Tokyo district, operates a third-party evaluation system that involves the voluntary participation of long-term care facilities. Conclusion: This study provides several strategies to enhance accreditation processes and surveyors'expertise. For instance, motivating facilities to voluntarily participate in accreditation is necessary by 1) providing sufficient and continuous consultations and feedback about how to improve care quality, 2) differentiating accreditation domains and indicators from the national health insurance certification system, and 3) actively utilizing accreditation results and providing incentives.

With the continuing aging of the population, especially the increase in the number of latter stage elderly, it is predicted that there will be an increase in the number of the elderly who are bedridden and suffering senile dementia. To ensure that these people will be able to continue living in the communities and homes they are accustomed to, surrounded by their families and neighbors, Japan substantially improve and expand in-home services. There were also long-term effort to reach the level of services outlined in the Gold Plan and the New Gold Plan within the decade between FY 1991 and FY 1999 in the field of health care and welfare. Under this plan, the most noticeable change was occurred in home care, home was permitted as the field of care and visiting nursing was established in law. Through this 10- Year Strategy for Promotion of Health and Welfare Services for the Aged, many problems have been improved and solved, but some problems remained such as inadequate service supply and consumption of medical insurance for the elderly.
