  • In this paper, we propose a data envelopment analysis (DEA) and analytic hierarchy process (AHP) integrated model to improve the selection process in the acquisition of a weapon system which is the key component to the success of the project. In particular, we applied DEA in the first stage to choose a frontier group among the candidates in the selection process of the next-generation fighter system (the 3rd FX) in Korea. Then, by using the Delphi technique, we surveyed military experts and applied AHP to determine the best choice among the candidates. The results of the study match the actual decision made by the Korean government in the weapon system acquisition. The results of the proposed DEA-AHP integrated method in the selection of the next-generation fighter systems in Korea demonstrate the usefulness of the method. In this paper, we also discuss the future implications of the proposed model.

  • The weapon system acquisition for national defense is too costly, risky and requires high quality result. Because of these characteristics of the weapon system acquisition, the modeling and simulation is a prerequisite process for enhancing the effectiveness and efficiency of weapon system acquisition. We call the process as SBA (Simulation Based Acquisition). However the modeling and simulation entails costs of model development, execution and analysis. Thus, the SBA's effectiveness analysis is needed. Especially, we developed 4 types of index which represent the effectiveness thoroughly and we applied them to various weapon systems' acquisition process. This work presents the necessity of SBA by showing the application of suggested effectiveness index in various defense weapon system acquisition cases.

  • This work describes a study on the Analysis of Alternatives (AoA) based defense decision making. Future battle-space is transformed into a System of Systems (SoS) concept which is accomplished missions and their functions through network based battle management systems under forming their grids of various sensors and shooters in a single theater. The acquisition process is, therefore, changing over from single system requirements to capabilities based acquisition of SoS. AoA help to justify the need for starting, stopping, or continuing an acquisition program. AoA identify potentially viable solutions and provide comparative cost, effectiveness, and risk assessments of each solution to a baseline. The decision making must consider not only cost-effectiveness, risk, and military worth, but also domestic policy, foreign policy, technological maturity of the solution, the environment, the budget, treaties, and a host of additional factors. In this point of view, this paper analyzes AoA template which are critical elements of the defense decision making. From results of this analysis of AoA template for Korean acquisition environment are presented.

  • The requirement verification is the integral part of the weapon system R&D to reduce cost and schedule. And, a systems engineering is an interdisciplinary engineering management process that evolves and verifies an integrated, life-cycle balanced set of system solutions that satisfy customer needs. Therefore, this study analyzes the national defense need and acquisition management process, investigates the systems engineering verification activity. Through the requirement verification example in terms of technical evaluation this study presented the requirement verification approach in the weapon system R&D.

  • The problem of establishing weapon system safety especially during the development process has been one of the very important fields related with public safety in advanced countries such as USA, UK and so on. These countries have launched strong policies on system safety to reduce the chance of accidents. However, the Republic of Korea (ROK) has limited experiences and application of the system safety on domestically produced weapon systems. Therefore, it is imperative that the government starts a comprehensive and systematic policy on system safety to reduce the occurrence of potential accidents during the development of weapon systems. In this paper, we analyze system-level activities needed through the life-cycle of the weapon systems and provide a suggestion for application of the system safety.

  • Purpose: To derive key requirements and key technologies for weapon system acquisition business by using Qualify Function Deployment (QFD), and to reduce business cost by setting the target performance and key expense of weapon system. Methods: We propose a QFD methodology that can induce rational decision-making by translating analyst's subjective opinions into quantitative values when analyzing requirements at the initial stage of weapon system development project. Based on QFD methodology, QFD application model combining house of quality, value engineering, and analogy cost estimating technique is presented. Results: It was possible to analyze the specific requirements necessary for the development of the weapon system, to solve the communication problem of the participants, to set clear development direction and target. Conclusion: By applying the QFD application model at the early stage of the weapon system acquisition project, it is possible to reduce the business cost by establishing clear development direction and goal through the procedural analysis process.

  • In counterfire warfare, it is important to detect and attack enemy targets faster than the enemy using sensing and shooting assets. The artillery assets of North Korea are mostly mine artillery and much more than those of South Korea. To cope with sudden fire attacks from North Korea, we need to improve capability of our artillery. In this paper, we discuss issues and problems of our counterfire warfare systems and processes to overcome numerical inferiority and defend against the mine artillery. We develop a simulation model for counterfire warfare and analyze effectiveness of our counterfire weapon systems and operations based on various counterfire warfare scenarios. Finally, we propose methods of tactical operations and acquisition strategies of counterfire weapon systems, including detaction, firing, and protection assets.

  • The complexity of modern weapon systems using the intelligence technology demands that rapid and effective transition from force requirements to deployment and fielding. Thus this paper deals with the integration of development procedure, evolutionary acquisition, integrated test and evaluation, improvement of the requirements decision process, use of commercial products of high quality and low cost, specification deviation, and the effective use of dual use technology. In general, decisionmakers, and military field users shall first consider the moving technology rapidly into use. This study is aimed to improve the defence acquisition management directive for timely force integration of weapon system.

  • This research describes the ConOps(Concept of Operations) of sea-based guided weapon systems. The ConOps describes how the proposed system is to be used and is more descriptive than technical in terms of various stakeholders. It should be prepared to support the concept of the life cycle stage of the system. Developing ConOps plays an important role in ensuring that operational/maintenance, maintenance, and acquisition and development areas are better understood by users' needs and expectations. In this point of view, this work presents the process of deriving ConOps and aims to derive operational concept of maritime guided weapon system by using tools.
