Watershed Management Plan through Water Quality Monitoring for Main Branches of 4 Water Systems in Chungcheongnamdo (충청남도 4대수계 주요 지류하천 수질 모니터링을 통한 유역 관리 방안)

  • This study aimed to develop a plan for effective performance of a watershed through correct identification of a river watershed by using the flowrate of the river and water quality data, which is the basis for the establishment of the water environment policy. The target river for water quality improvement was selected based on the monitoring result for 4 water systems in Chungcheongnamdo province in the recent 3 years. The result of analysis for the distribution of discharge capacity by a pollution source group for the water quality improvement target river showed that most of the target river has a high discharge capacity in the water system for living and livestock. Analysis for the density of the total discharge capacity of the whole watershed of Chungcheongnamdo indicated that the river that needs water quality improvement has high BOD concentration and high discharge load density at the point that this river is located. Thus, for efficient watershed management through selection and concentration, Chungcheongnamdo needs to improve the target river in priority. Stepwise planning is also required to establish and execute the water quality improvement in order to satisfy said target water quality, and establish the index for the water improvement rate for its evaluation.

Total Load Control System(TLCS) and Pollutant Loading Estimates from Watershed using BASINS (새만금 유역에 있어 BASINS 적용가능성 검토 (만경유역 유출량을 중심으로))

  • After the legal foundation for the Total Load Control System (TLCS) process is embedded in integrated water management counterplan for 4 major river basins (1998), Kyunggido Kwangju City prepared the implementation plan of TLCS at first time. There is little difference between TLCS and TMDL(Total Daily Maxium Loading; U.S.A). TMDL is applied only when mandatory effluent limitations are not stringent enough to attain any water quality standard. But object of TLCS not only attain water quality standard at distributed watershed but also consider development of area at non-distributed watershed. For applying of systematic and consistent TLCS, we need to establish a system integrated watershed and point source, non-point source and assessed massive database easily. Now we are study on applicable possibility of BASINS on Korea, we think that BASINS's tool and many models are more easily apply to TLCS, so we recommend TLCS will be applied using BASINS.

Characterization on the Pollution Discharge Load at the Unit Watershed for the Management of Total Maximum Daily Loads - in Guem River Basin (수질오염총량관리 단위유역별 오염물질 배출부하량 특성분석 - 금강수계를 대상으로)

  • Water quality management should be focused on the pollution concentrated area so that the improvement of water quality can be achieved effectively for the management of Total Maximum Daily Loads (TMDLs). It is necessary to consider discharge characteristics in the TMDL plan. This study analysed discharge characteristics such as pollution generation and discharge load density, and reduction potential by each unit watershed, and categorized the unit watershed into four groups according to its discharge load characteristics. This analysis can be used as helpful information for the prioritization of pollution reduction area and selection of pollution reduction measures in the development of TMDL plans.

Evaluation and improvement of forest watershed management projects in Korea

  • A forest watershed management project was introduced in 2004 to develop ecologically sound forest watersheds. It includes landslide prevention and erosion control, water resource management, landscape development, and forest resource management. However, it has been managed fragmentarily and inefficiently, far from the original intents. This study investigated current status, problems, and improvement measures of the project. Literature reviews were conducted on forest watershed management in Korea and other countries, and surveys were conducted on 201 erosion control experts. When introduced, the forest watershed management project was well planned and implemented as intended. It later turned to focus only on disaster prevention such as erosion control dams and stream conservation measures. The survey results showed that a majority (89% and 86%) of surveyees wanted increases in the project period and budget. They also responded that conflicts with local residents (51%) and determining project locations (32%) were the most difficult tasks when implementing the projects, and only 36% kept project records. To plan and implement the projects as intended, the following suggestions should be considered: (1) establishment of a solid legal foundation and improvement of the erosion control practices law; (2) increase in the project period (from 1 to 2 - 3 years) and budget; (3) development of a manual for project site selection and guidelines; (4) monitoring and systematic information management; and (5) development of spatial analysis tools for watershed analysis and management.

Strategies for utilizing Urban Ventilation Corridor considering Local Cold Air in Watershed Areas - A Case Study of Uijeongbu and Gwacheon - (유역의 찬공기 특성을 고려한 도시 바람길 활용 전략 - 경기도 의정부 및 과천 일대를 사례로 -)

  • This study aims to analyze cold air characteristics in the watershed areas and to suggest strategies for utilizing them in urban ventilation corridor plans. For this purpose, the Jungnangcheon watershed and Uijeongbu-si in the northern part of Gyeonggi province, and Anyangcheon watershed as well as Yangjaecheon Tancheon watershed and Gwacheon-si in the southern part were selected as study areas. We used KALM (Kaltluftabflussmodell), a cold air simulation model developed in Germany and identified both the cold air flow and the height of cold air layer generated during 6 hours at night. Uijeongbu City is located on the main stream of the Jungnangcheon watershed, and the local cold air from the southern outskirts is an important part of Uijeongbu-si's overall ventilation corridor planning. In addition, the cold air generated in the vicinity of Mt. Sapae flows into the central business district near the city hall and plays a major role in regulating the thermal environment of the city. But, the cold air flows in the eastern part of Uijeongbu-si was not smoothly. The cold air flow generated in the east of Gwanak Mountain and in the west of Cheonggye Mountain was the most active in the northern part of Gwacheon-si. This flow is also a major ventilation corridor in Anyangcheon watershed as well as Yangjaecheon Tancheon watershed. But, the southern part where the cold air flow is not smooth is planed to be developed as 'Gwacheon Knowledge Information Town Public Housing District', so rapid development is expected in the future. Hence, it is suggested that an additional ventilation corridor plan should be established based on the detailed local wind flow analysis.

The Management Planning of Pollutant Loading Allocation in the Kumho River Basin (금호강 유역의 오염총량 관리 대책 수립)

  • This study was performed to plan pollutant loading allocation by sub-watershed at Kumho river basin located in the north Kyeongsang province. HEC-geoHMS which is extension program of ArcView was used to extract sub-watershed. To simulate water quality, Qua12eu model was calibrated and validated. BOD was simulated under several scenarios to evaluate reduction effects of pollutant loading. Uniform treatment and transfer matrix method was considered. Effects of headwater flow rate and efficiency waste water treatment plant were also considered.

Prediction on Safety Time of Water Intake at Paldang Reservior According to Scenarios of Water Pollution (팔당 유역 수질사고 시나리오에 따른 취수 안전시간 예측)

  • In this study, the behavior of pollutant was calculated at Paldang reservior according to several scenarios of the accidental water pollution by means of the numerical models for forecasting water quality. Also managemental plans for situation of the accidental water pollution happening at Paldang watershed were simulated. According to the simulating results, a plan of increase of discharge at Cheongpyeong dam reduced the peak concentration of pollutants, whereas extended the time for stopping water intake. Another plan, drop of water elevation at Paldang dam, decreased seriously the time for stopping water intake although there were a little effect to decrease the peak concentration. Thus it was concluded that appropriate combinations of the plans for the increase discharge and the dropping water elevation should be used to deal with the accidental water pollution at Paldang watershed.

  • In this report, we first introduce the plan of the Japanese Council of University Experimental Forests to establish Long-Term Forest Hydrological Network, and propose the cooperation between Japan Society of Hydrology and Water Resources (JSHWR) and Korean Water Resources Association (KWRA) to fulfill the plan. Then we introduce our hydrological researches conducted in a non-managed artificial forest watershed of Kyushu University Forests in 2002. Though hydrological phenomena have not sufnciently investigated, we introduce the hydrological aspects obtained in 2002 to initiate cooperative researches on Forest Ecosystems with KWRA.

  • The purpose of this study is to evaluate landscape characteristics of watersheds in the Nakdong River Basin for identifying the groups of watershed with similar landcover patterns by using Geographic Information System and statistical technique. According to the results based on the cluster analysis using cluster analysis tool in the ArcGIS 8.3 program, 22 sub-watersheds were classified into three types; "Forest watershed", "Agriculture watershed", and "Urban watershed". In the forest watershed that has the least potential of ecological disturbances by human, a forest management approach based on geographic conditions and coverage types, etc., should be developed to sustain the ecological and environmental functions of forest. For the agriculture watershed, environmental-friendly agricultural techniques should be performed in the particular enhancement of riparian buffer zone to the prevent direct inflow of soils, fertilizers, and other chemicals into the stream network. Finally, in the urban watershed, an environmental-friendly plan that may increase the ratio of pervious surface and amount of green-space to should be reserved.

The Allocation Methods for Economical Efficiency Using an Optimized Model (최적화 모델을 이용한 경제적인 총량관리 할당기법 연구)

  • In Korea, Total Maximum Daily Loads(TMDLs) has been enforced to restore and manage water quality in the watersheds. However, some assesment of implementation plan of TMDLs showed that the achievement of the target water quality is not related to the proper allocation loads because difference of flow duration interval. In the United States, the discharge loads are determined by water quality modeling considering standard flow conditions according to purpose. Therefore, this study tried to develop the allocation method considering economical efficiency using water quality model. For this purpose, several allocation methods being used in the management of TMDLs is investigated and develope an allocation criteria considering regional equality and uniformity. Since WARMF(Watershed Analysis Risk Management Framework) model can simulate the time varying behavior of a system and the various water quality variables, it was selected for a decision support system in this study. This model showed fairly good performance by adequately simulating observed discharge and water quality in Miho watershed. Furthermore, the scenario simulation results showed that the effect of annual average water quality improvement to remove 1kg BOD is more than 25 times, even if point pollutants treatment facility is six times more expensive to operate than non-point pollutants treatment facility.
