농업환경지표가 OECD 회원국간의 농업환경 비교와 이를 통한 농업환경 개선과 농업정책 수립에 대한 권고의 수단으로만 작용을 하지만 이것이 향후 통상 무역과 연계될 것은 추측 가능한 사실이다. OECD 농업환경지표를 우리나라에 그대로 적용했을 때 얻어진 지표 값이 우리나라의 농업환경을 사실대로 반영하지 못한다면 우리가 받을 피해는 미래에도 작용할 것이므로 이에 대한 새로운 제안을 통해 우리나라에 적합한 지표를 설정해야 한다. OECD에 의해 제안된 농업용수 사용 강도 지표는 논이나 밭에서 이용되거나 배수 유출되는 물의 특성을 모두 반영한 방법이 아니므로 몬순 기후지대에 속하는 한국에 적당하지 않다. 특히, 여름철 집중호우시기에 년 강우량의 2/3가 내리는 강우 특성은 이를 담수해 저장하는 능력을 가진 농경지의 수자원 보유능과 기타의 농업적 특성을 고려한 계산방법으로 농업용수를 산정해야 한다. 논의 경우 강우가 내리거나 관개가 되었을 때 담수나 침투를 통해 물을 지하로 배수해 지하수를 형성하거나 지표의 배수로나 하천을 통해 강이나 저수지로 상당량의 물을 흘려보내 다시 이용할 수 있도록 해준다. 즉, 농업용수로 계산되어 있는 물의 상당량은 다른 농경지나 생활용수 또는 공업용수나 하천 유지용수로 다시 이용된다. 따라서, 물 사용강도에 이용되는 농업용수는 농경지에서 소모되지 않고 지하수로 흘러 들어가거나 하천으로 유입되는 배출수를 고려하여 계산하는 것이 합리적이다. 이렇게 계산하면 22.9%(2001년)로 OECD 계산방법으로 얻어진 47%보다 24.1%가 낮아진다. 합리적인 농업용수 스트레스 지표를 산출하기 위해서는 각 나라마다 다른 나라와 강을 공유하고 있는지의 여부와 농업을 위한 주 취수원이 무엇인지를 살펴보아 그 나라에 적합한 스트레스 지표를 산출하도록 유도하는 것이 바람직할 것이다. 그러나, 실제 물에 대한 스트레스는 강우량, 수계별 수자원 부존량, 사용가능량, 농업용수 총공급수량, 환경 유지용수를 위한 기준 갈수량 확보 가능성, 농업용수 관리현황 및 저수율 분석, 수계별 농업용수 사용 가능량 및 기상 등이 복잡하게 작용할 것이므로 이 모든 인자들을 포함한 지표를 만들기는 쉬운 일이 아니다. 따라서, 우리나라는 OECD의 스트레스 지표와는 달리 환경 위해성 판단이 필요 없고, 계산이 복잡하지 않으며 우리의 환경에 적합하도록 주 취수원인 농업용 저수지의 저수율로 농업용수 스트레스 지표를 산정 했다. 농업용수 사용 기술적 효율지표는 작물의 재배 생리특성 및 이용특성과 지역마다 차이가 나는 기후의 특성을 반영하지 않은 계산의 결과이다. 그러므로 이러한 특성들을 반영하는 기술적 물 이용효율 지표를 만들기 위해서는 각 지역 또는 나라마다 작물별로 기준이 되는 물 소요량을 산정한 후 그 소요량에 대한 공급된 양의 비율로 WUTE를 결정하는 것이 합리적이다. 지역별, 작물별 특성을 포함해야 하는 농업용수 사용 경제적 효율 지표는 소비된 물을 분모로 삼아 계산에 이용하는 대신에 농업용수 사용 기술적 효율에서 제안한 각 지역 또는 나라마다 작물별로 기준이 되는 물 소요량을 산정한 후 그 소요량에 대한 공급된 양의 비율을 계산식의 분모에 적용하고, 벼의 경우는 생산물의 가격 대신에 지하수가 되는 양과 하천수가 되는 양에 대한 경제적 평가에 더해 논에 많은 양의 물이 관개됨으로서 발생하는 수변 생태계에 의한 환경유지 기능과 온도와 습도가 높은 한국의 기후 특성에서 전체 에너지 밸런스를 유지하는데 기여하는 관개수의 가치에 대한 평가와 더불어 생산물의 가격을 포함하는 것이 합리적일 것이다.
The purpose of this study is to develope a indicator for agricultural water use. Agricultural water is challenged by the increase of water use in the sectors of urbanization and industry and social pressure to use water in sustainable and environmentally sound way. The development of agricultural environment indicators is divided into 13 sectors, among which agricultural water use indicators include amount and intensity of agricultural water use, efficiency of agricultural water use, shortage or surplus of water use, water stress, etc.. Agricultural water use indicators provide basic data for sustainable and environmentally sound agricultural development, and also help policy decision makers to solve water shortage problems through water policy and water management measures by making the most of the total available water resources.
In this study, an indicator and assessment system for evaluating the monthly hydrological cycle was prepared using simple factors such as the landuse status of the watershed and topographic characteristics to the dynamic water balance model (DWBM) based on the Budyko framework. The parameters a1 of DWBM are introduced as hydrologic cycle indicators. An indicator estimation regression model was developed using watershed characteristics data for the introduced indicator, and an assessment system was prepared through K-means cluster analysis. The hydrological cycle assessment system developed in this study can assess the hydrological cycle with simple data such as land use, CN, and watershed slope, so it can quickly assess changes in hydrological cycle factors in the past and present. Because of this advantage is expected that the developed assessment system can predict changes in the hydrological cycle and use an auxiliary tool for policymaking.
Agricultural water for crops are faced with the need to improve the use efficiency due to the impact of climate change. Water productivity (WP) is known as a good indicator for assessing resources efficiency. This study was conducted to assess WP of rice and potential water consumption (PWC) as new indicator for water use efficiency assessment. The average of WP was 0.7 kg/㎥, and Jeonbuk had the highest WP as 0.83 kg/㎥. Kangwon and Kyungbuk had the lowest WP as 0.59 kg/㎥. PWC showed the same trend because of rice consumption per capita, but Total PWC considering population living in each province showed the different trend with PWC. Every year, the changing patterns of WP was increasing little by little, and the patterns of PWC was decreasing greatly than WP. These results mean that WP has been slowly improved through breed development and irrigation techniques, and PWC was affected by reduced rice consumption and WP increasing. PWC could also be useful as an indicator to compare the water use efficiency between provinces or nations.
경제수준의 증대로 인해 국민 삶의 질 제고에 대한 요구가 높아지는 상황에서, 하천의 주민 친화적 이용 및 관리에 대한 필요성이 커지고 있다. 본 연구에서는 일반주민이 체감할 수 있는 하천의 다면적 기능에 대한 성과를 측정하는 지표를 개발하고자 하였으며, 특히 주민들의 주관적 만족도를 측정할 수 있는 지표개발을 주요 목표로 하였다. 관련 선행 연구 및 사례분석을 바탕으로 하천의 치수, 이수, 환경, 친수 기능을 포괄하는 지표체계 초안을 구축하였으며, 설문조사와 PCA추출법, VARIMAX 회전법을 채택한 요인분석법을 통해 3개 영역, 6개 세부영역, 24개 평가항목으로 구성된 성과지표 체계를 도출하였다. 또한 개발한 지표를 대전 내 국가 및 지방하천에 적용하여 비교분석을 통한 시사점을 제시하였다.
BACKGROUND: The water footprint (WF) is an indicator of freshwater use that appears not only at direct water use of a consumer or producer, but also at the indirect water use. As an indicator of 'water use', the water footprint includes the green, blue, and grey WF, and differs from the classical measure of 'water withdrawal' because of green and grey WF. This study was conducted to assess and estimate the water footprint of the soybean and Chinese cabbage. METHODS AND RESULTS: APEX model with weather data, soil and water quality data from NAS (National Institute of Agricultural Sciences), and farming data from RDA (Rural Development Administration) was operated for analyzing the WF of the crops. As the result of comparing the yield estimated from APEX with the yield extracted from statistic data of each county, the coefficients of determination were 0.83 for soybean and 0.97 for Chinese cabbage and p-value was statistically significant. The WFs of the soybean and Chinese cabbage at production procedure were 1,985 L/Kg and 58 L/Kg, respectively. This difference may have originated from the cultivation duration. The WF ratios of soybean were 91.1% for green WF and 8.9% for grey WF, but the WF ratios of Chinese cabbage were 41.5% for green WF and 58.5% for grey WF. CONCLUSION: These results mean that the efficiency of water use for soybean is better than that for Chinese cabbage. The results could also be useful as an information to assess environmental impact of water use and agricultural farming on soybean and Chinese cabbage.
Nowadays, the environmental conservation has become a hot issue. Also the sustainable city issue is recognized as one of the most important tasks to be solved urgently for urban development. Therefore, the current indicator for sustainable city has been analyzed only as a segment of the environmental indicator which is one kind of branch of social indicator. However, considering the degree of pollution and heightened concern, it is time to develop a new and improved framework for the analysis of the sustainable city indicator. This study aims for the development of sustainable city indicator and the examination of practical method for the use of them. Urban sustainable city indicators are based on the "Pressure-State-Response (PSR) framework" which has been adopted by Organization for Economic Cooperation and Development (OECD). The indicators suggested in this study is composed of the following categories: 1. Indicators of natural environment itself, such as land structure (available land use index etc.), bio-species (bio-diversity index etc.), environment resources (water quantity index etc.) 2. Indicators of relationship between man and environment, such as sustainability of using material (recycle of water index etc.), pressure size (pressure index on air etc.), effort of prevention (environmental basic facility index, etc.) 3. Indicators of environmental state, such as landscape and culture (historical & cultural index etc.), environmental pollution (air pollution index etc.) A sustainable city environment is necessary and obtainable, yet its realization seems to be difficult. The urban pollution problems have become more serious than ever before thus requiring much interest. Therefore, this kind of study is meaningful for the establishment of policy objective, and the development and management environmentally sound and sustainable cities.
본 연구는 유역의 물이용 취약성을 평가하는 지표 기반 접근법을 개발하고 이를 한강유역의 단위유역에 적용하였다. 평가 지표는 기후뿐만 아니라 사회 경제 환경적 측면을 고려하여 총 16개를 선정하였으며, 취약성 정의에 따라 노출, 민감도, 적응능력으로 구성하였다. 이는 다기준 의사결정기법(Multi-criteria Decision Making, MCDM) 중 TOPSIS (Technique for Order Performance by Similarity to Ideal Solution)를 적용하여 유역에 대한 취약성을 도출하였다. 지표 자료는 2010년을 기준으로 수집하였으며, 국가 통계 자료 및 SWAT (Soil and Water Assessment Tool) 모형의 모의 자료를 활용하였다. 또한, 각 지표에 대한 가중치는 전문가 설문조사를 통하여 산정된 주관적 가중치(Subjective weight)와 자료 기반 엔트로피(Entropy) 개념을 활용하여 산정된 객관적 가중치(Objective weight)로 구분하여 적용하였다. 수도를 포함하고 있는 한강 유역에 대하여 표준단위유역별 취약성을 평가하고 우선순위 비교 및 순위상관 분석을 실시하였다. 취약한 유역들은 대부분 용수사용량이 많고 상수도 누수율이 높게 나타났다. 가중치 적용 방법에 따른 취약성은 일부 지역에서 차이를 보였으나, 전반적으로 북한강유역의 취약성이 가장 높았다. 본 연구 결과를 통하여 보다 신뢰도 높은 물이용 취약성 평가를 위해서는 다양한 가중치 방법론을 활용하는 것이 중요함을 확인할 수 있었다.
A "Scenic Site" is an official heritage category legally defined as a "scenic site of outstanding artistic value with excellent scenic views." However, the subjective interpretation of the term causes several problems. This study suggested a systematic, organized process of designating a listed area as a scenic site after careful and detailed quantitative and qualitative analysis. Indicators were identified for each of the two analyses, and then scored and weighted. Quantitative indicators were distributed within 5 points for each indicator. Water, which is a natural indicator, based on distance from river boundaries. Forest landscapes were assigned in consideration of forest physiognomy and age class. Land use was allocated in consideration of land cover type and, in case of development site, '-' score was assigned. Cultural heritage conservation area, which is historical and cultural indicator, was distributed by distance within a maximum of 500 meters. Visibility, an indicator of landscape value, was assigned according to the frequency of visibility. The weight of each indicator was calculated by considering the value of each item. The weight of distribution of cultural resources is relatively high, while other items were set the same. In case of land use, however, '-' score was given according to the grade. Qualitative indicators, on the other hand, were considered terrain, landscape zone, ownership, intellectual boundary, and land category. The applicability of the proposed process and method was examined by applying the existing methods and criteria used for designating scenic spots. Opinions of subject-matter experts were incorporated in the identification of the indicators and in the result review stage. In the future, it is necessary to apply this method while designating scenic sites so as to establish an objective, scientific designation process.
In terms of water meter reading, the majority of 16 million houses use mechanical water meter in korea. So, a member of the utility's staff needs to access periodically the water meter and the value of the metered volume. However, due to the use of mechanical water meter, many issues have been appeared as cost, time, errors, accessibility, and readability. To settle these issues, we developed the walk-by meter reading system of digital water meter and outside indicator based on ubiquitous. And we could get the characteristics and the economical efficiency for water meter reading system. Thus, this study shows that the system can be widely used to the block system and the meter reading system for stable water supply.
