Study of Decision Making Procedures for Follow-up Management of Water-friendly Riverfront (하천 내 친수지구의 사후관리 의사결정 절차 방법 연구)

  • The reasonable decision making procedure for conducting follow-up management of water-friendly riverfront have been proposed in the national streams when the use of the level of usage for facility becomes degraded. It consists of two part usage: the selection of destination and the follow-up strategy with the alternatives. Considering the water-friendly riverfront grade derived from prior research, Grade IV and V were selected as candidates, and if the economic utility became low, it should be selected as candidates for the follow-up management. In addition, the basic plan for follow-up management was reviewed and alternatives suitable for the strategy could be derived considering the need for the operation of water-friendly riverfront in target site. The prior study on the follow-up decision making process of the water-friendly riverfront has not yet been confirmed, but since the life cycle of such facilities become almost expired, systematic procedures are needed to enable the use of administrative procedures for users' convenience and safety.

A Study on CFD Analysis to Investigate the Effects of Different Feed Rate into the High Temperature H2SO4 Transferring Pump at Fixed Frequency

  • In this study, to apply hydrogen energy to ship engine and to generate effective hydrogen production, we investigated the effects of high temperature $H_2SO_4$ feed rate and cooling water rate to pump parts with fixed frequency needed to reciprocate motion and a simulation was conducted at each condition. In the fixed frequency and cooling water inlet flow rate of 0.5 Hz and 3.9 kg/s, we changed the high temperature $H_2SO_4$ flow rate to 47.46 kg/s (it is 105 % of 45.2 kg/s), 49.72 kg/s (110 %), and 51.98 kg/s (115 %). Also, at 0.5 Hz and 45.2 kg/s of frequency and high temperature $H_2SO_4$ flow, the thermal hydraulic analysis was performed at the condition of 95 % (3.705 kg/s), 90 % (3.51 kg/s), and 85 % (3.315 kg/s). In overall simulation cases, the physical properties of materials are more influential to the temperature increase in the pump part rather than the changes on the feed rate of high temperature $H_2SO_4$ and cooling water. A continuous operation of pump was also capable even if the excess feed of high temperature $H_2SO_4$ of about 15 % or the less feed of cooling water of about 15 % were performed, respectively. When the increasing feed of high temperature $H_2SO_4$ of up to 5 %, 10 %, and 15 % were compared with base flow (45.2 kg/s), the deviation of time period rose to a certain temperature and ranged from 0 to 4.5 s in the same position (same material). In case of cooling water, the deviation of time period rose to a certain temperature and ranged from 0 to 5.9 s according to the decreasing feed changes of cooling water at 5 %, 10 %, and 15 % compared to a base flow (3.9 kg/s). Finally, the additional researches related to the two different materials (Teflon and STS for Pitch and End-plate), which are concerned about the effects of temperature changes to the parts contacting different materials, are needed, and we have a plan to conduct a follow-up study.

  • The Riparian Buffer Zone(RBZ) is a sustainable social-ecological system created in the middle zone between water and land. For the RBZ, close communication with the local community is important, and it is necessary to promote it as a communicative environmental planning process. In this study, for the RBZ project, three strategies are presented as a communicative act to understand and implement planning. First, government-led projects were avoided and improved to a process in which citizens and stakeholders participated together, centered on local partnership. Second, it was intended to introduce design criterias in terms of enhancing the function of ecosystem services that citizens can sympathize with, and to increase acceptance and awareness through the planning of preferred spaces and facilities. Third, after a balanced plan for habitats, water cycle-based ecological environment, ecological experience and open space, citizens felt the restoration effect and value as an ecological resources, and a system was prepared to participate in the operation and management. This study will work as a process model based on citizens's participation. In addition, it will be possible to provide lessons for the change of the policy paradigm for the RBZ and the implementation of similar projects in the future.

A Study to Develop Monthly Cover Management Factor Database for Monthly Soil Loss Estimation (월단위 토양유실가능추정치를 위한 지표피복인자의 산정 방안 연구)

  • Soil loss is an accompanying phenomenon of hydrologic cycle in watersheds. Both rainfall drops and runoff lead to soil particle detachment, the detached soil particles are transported into streams by runoff. Here, a sediment-laden water problem can be issued if soil particles are severely detached and transported into stream in the watershed. There is a need to estimate or simulate soil erosion in watersheds so that an adequate plan to manage soil erosion can be established. Universal Soil Loss Equation (USLE), therefore, was developed and modified by many researchers for their watersheds, moreover the simple model, USLE, has been employed in many hydrologic models for soil erosion simulations. While the USLE has been applied even in South-Korea, the model is often regarded as being limited in applications for the watersheds in South-Korea since monthly conditions against soil erosion on soil surface are not capable to represent. Thus, the monthly USLE factors against soil erosion, soil erodibility and crop management factors, were established for four major watersheds, which are Daecheong-dam, Soyang-dam, Juam-dam, and Imha-dam watersheds. The monthly factors were established by recent fifteen years from 2000 to 2015. Five crops were selected for the monthly crop management factor establishments. Soil loss estimations with the modified factors were compared to conventional approach that is average annual estimations. The differences ranged from 9.3 % (Juam-dam watershed) to 28.1 % (Daecheong-dam watershed), since the conventional approaches were not capable of seasonally and regionally different conditions.

New Environmental Impact Assessment Technology (신환경영향평가기술(新環境影響評價技術)의 개발방향(開發方向))

  • The purpose of this study is to identify the problems of environmental impact assessment(EIA) and to suggest new EIA technology. The problems of EIA in Korea can be summarized as follows. First, the EIA does not reflect the impact of policy, plan and program on environment. Second, the project EIA does not consider the cumulative impacts such as additive impacts, synergistic impacts, threshold/saturation impacts, induced and indirect impacts, time-crowded impacts, and space-crowded impacts. Third, the EIA techniques in Korea are not standardized. Finally, the present EIA suggests only alternatives to reduce adverse impacts. To solve above-mentioned problems, the development of new EIA technology is essential. First, the new EIA technology should be developed toward pollution prevention technology and comprehensive and integrated environmental management technology. Second, new fields of EIA for pollution prevention contain strategic environmental assessment, cumulative impacts assessment, socio-economic impact assessment, cyber EIA and EIA technology necessary after the reunification of Korean Peninsula. Third, EIA technology for integrated environmental management contains the development of integated environment assessment system and the development of packaged EIA technology. The EIA technology for integrated environmental assessment system contains (1) development of integrated impact assessment technology combining air/water quality model, GIS and remote sensing, (2) integrated impact assessment of EIA, traffic impact assessment, population impact assessment and disaster impact assessment. (3) development of integrated technology combining risk assessment and EIA (4) development of integrated technology of life cycle assessment and EIA, (5) development of integrated technology of spatial planning and EIA, (6) EIA technology for biodiversity towards sustainable development, (7) mathematical model and GIS based location decision techniques, and (8) environmental monitoring and audit. Furthermore, there are some fields which need packaged EIA technology. In case of dam development, urban or industrial complex development, tourist development, landfill or combustion facilities construction, electric power plant development, development of port, road/rail/air port, is necessary the standardized and packaged EIA technology which considers the common characteristics of the same kind of development project.

Using Tower Flux Data to Assess the Impact of Land Use and Land Cover Change on Carbon Exchange in Heterogeneous Haenam Cropland (비균질한 해남 농경지의 탄소교환에 미치는 토지사용 및 피복변화의 영향에 대한 미기상학 자료의 활용에 관하여)

  • Land use and land cover change (LULCC) due to human activities directly affects natural systems and contributes to changes in carbon exchange and climate through a range of feedbacks. How land use and land cover changes affect carbon exchanges can be assessed using multiyear measurement data from micrometeorological flux towers. The objective of the research is to assess the impact of land use and land cover change on carbon exchange in a heterogeneous cropland area. The heterogeneous cropland area in Haenam, South Korea is also subjected to a land conversion due to rural development. Therefore, the impact of the change in land utilization in this area on carbon exchange should be assessed to monitor the cycle of energy, water, and carbon dioxide between this key agricultural ecosystem and the atmosphere. We are currently conducting the research based on 10 years flux measurement data from Haenam Koflux site and examining the LULCC patterns in the same temporal scale to evaluate whether the LULCC in the surrounding site and the resulting heterogeneity (or diversity) have a significant impact on carbon exchange. Haenam cropland is located near the southwestern coast of the Korean Peninsula with land cover types consisting of scattered rice paddies and various croplands (seasonally cultivated crops). The LULCC will be identified and quantified using remote sensing satellite data and then analyzing the relationships between LULCC and flux footprint of $CO_2$ from tower flux measurement. We plan to calculate annual flux footprint climatology map from 2003 to 2012 from the 10 years flux observation database. Eventually, these results will be used to quantify how the system's effective performance and reserve capacity contribute to moving the system towards more sustainable configuration. Broader significance of this research is to understand the co-evolution of the Haenam agricultural ecosystem and its societal counterpart which are assumed to be self-organizing hierarchical open systems.

  • Purpose : This study has already started commercial Gated RapidArc automation equipment which was not previously in the Gated radiation therapy can be performed simultaneously with the VMAT Gated RapidArc radiation therapy to the accuracy of the analysis to evaluate the usability, Amplitude mode applied to the patient. Materials and Methods : The analysis of the distribution of radiation dose equivalent quality solid water phantom and GafChromic film was used Film QA film analysis program using the Gamma factor (3%, 3 mm). Three-dimensional dose distribution in order to check the accuracy of Matrixx dosimetry equipment and Compass was used for dose analysis program. Periodic breathing synchronized with solid phantom signals Phantom 4D Phantom and Varian RPM was created by breathing synchronized system, free breathing and breath holding at each of the dose distribution was analyzed. In order to apply to four patients from February 2013 to August 2013 with liver cancer targets enough to get a picture of 4DCT respiratory cycle and then patients are pratice to meet patient's breathing cycle phase mode using the patient eye goggles to see the pattern of the respiratory cycle to be able to follow exactly in a while 4DCT images were acquired. A study on the rainfall management target considering inter-event time definition (IETD) (무강우 지속시간(IETD)을 고려한 빗물관리 목표량 설정 방안 연구)

  • In urban areas, the impermeable area continues to increase due to urbanization, which interferes with the surface penetrating and infiltrating of rainwater, causing most rainwater runoff to the surface, deepening the distortion of water circulation. Distortion of water circulation affects not only flood disasters caused by rainfall and runoff, but also various aspects such as dry stream phenomenon, deterioration of water quality, and destruction of ecosystem balance, and the Ministry of Environment strongly recommends the use of Low Impact development (LID) techniques. In order to apply the LID technique, it is necessary to set a rainwater management target to handle the increase in outflow after the development of the target site, and the current standard sets the rainwater management target using the 10-year daily rainfall. In this study, the difference from the current standards was analyzed through statistical analysis and classification of independent rainfall ideas using inter-event time definition (IETD) in setting the target amount of rainwater management to improve water circulation. Using 30-year rainfall data from 1991 to 2020, methods such as autocorrelation coefficient (AC) analysis, variation coefficient (VC) analysis, and annual average number of rainfall event (NRE) analysis were applied, and IETD was selected according to the target rainfall period. The more samples the population had, the more IETD tended to increase. In addition, by analyzing the duration and time distribution of independent rainfall according to the IETD, a plan was proposed to calculate the standard design rainfall according to the rainwater management target amount. Therefore, it is expected that it will be possible to set an improved rainwater management target amount if sufficient samples of independent rainfall ideas are used through the selection of IETD as in this study.

Economic Feasibility Study of the Life Extension by Reactor Type of Nuclear Power Plant in Korea (우리나라 원자력발전의 노형을 고려한 계속운전의 경제성 비교 연구)

  • This paper evaluated the economic feasibility of the life extension of Kori unit 1 and Wolsong unit 1 according to the types of the nuclear power plants (NPPs) and the life extension period comparing to the levelized costs of energy (LCOE) of the new NPPs, coal-fired plants (CFPs), and combined cycle gas turbine (CCGTs) which proposed in the $7^{th}$ Basic Plan for Electricity Supply and Demand. The economic feasibility of the life extension of NPPs using LCOE method is affected by the types of NPPs, lifetime extension periods, discount rate, and capacity factor. According to the analysis results, the pressurized light water reactor (PWR) is more economical than the pressurized heavy water reactor (PHWR). Comparing the economical efficiency between the life extension of NPPs and other alternatives, the operation of the PWR for 20 years is more economical than the one of new NPPs and CFPs. However, 20 years of life extension of PHWR is more economical than the CCGTs, but less economical than new NPPs and CFPs. In summary, the 20 years of life extension of the NPPs seems to be more, especially for the PWR, which is more cost effective than other generation alternatives. Therefore, the government policy of the life extension of NPPs need to be a selective approach that simultaneously considers both safety and economics rather than closing all NPPs.

Comparative analysis of methods for sediment level estimation in dam reservoir (댐 저수지의 퇴사위 결정 방법에 관한 연구)

  • This study examined how to determine the optimal sediment level in dam reservoir for efficient plan and operation of dam. Currently, Korea is applying a horizontally accumulated method for sediment level estimation for the safety design of dam and so the method estimated relatively higher level than others. However, the sediment level of dam reservoir should be accurately estimated because it is an important factor in assessing life cycle of a dam. The sediment level in dam reservoir can be determined by SED-2D model linked with RMA-2, horizontally accumulated method, area increment method, and empirical area reduction method. The estimated sediment level from each method was compared with the observed sediment level measured in 2007 in Imha dam reservoir, Korea and then the optimal method was determined. Also, the future sediment level was predicted by each method for the future trend analysis of sediment level. As the results, the most accurate sediment level was estimated by the empirical area reduction method and the future trend of sediment level variation followed the past trend. Therefore, we have found that the empirical area reduction method is a proper one for more accurate estimation of sediment level and it can be validated by the results from a numerical model of SED-2D linked with RMA-2 model.
