The amount of irrigation water can be calculated based on the irrigation schedule in irrigation manual. At present, the maximum irrigation manual, which was developed in 1999 for the maximum yield with maxmum irrigation, is using. Now the water saving irrigation manual for red pepper, without decrease of crop yield, has been developded in 45 areas of korea. Among 45 regions, 9 regions which were selected respectively from 9 Provinces of Korea, were used for this study. The water saving irrigation manual has been used easily without soil sampling and measurement of soil water status. The objective of this study is to assess the possibility of the saving of irrigation water compared to the maximum irrigation manual. The average potential evapo-transpiration (PET) during 30 years in 9 region for the red pepper cultivation was a $2.69mm\;day^{-1}$. The saving amount of irrigation water for red pepper cultivation by saving irrigation manual compared to the maximum irrigation manual in a year was 309.4 mm, 303.3 mm and 309.5 mm in the soil of Sandy Loam (SL), Loam (L) and Silty Loam (SiL), respectively. The average saving amount of irrigation water for red pepper cultivation by saving irrigation manual compared to the maximum irrigation manual in a year was 307.4 mm.

A field study was performed to investigate the effect of water saving irrigation method on water use efficiency and rice yield. The field plot was 40a (40 ${\times}$ 100m) in size and located at Buryangmyun, Kimjae city, Chonbuk province. Field measurements were made during the growing seasons, May to September of the year 1998 and 1990. Irrigation water volume, drainage water volume, rainfall and ponding depth were measured. Irrigation water management practice employed was such that to keep the ponding depth about 3 to 4cm by intermittent irrigation with drying the soil surface until hair cracks emerge before the next irrigation. The amounts of water volume irrigated and drained were measured by pipe flow meter and ponding depth was observed by using a partly buried 120mm diameter PVC pipe. The results showed that the irrigation water depths, the rainfalls, and the drainage depths were 379mm, 458mm, and 448mm in 1988, and 274mm, 819mm, and 736mm in 1990, respectively. The average yield was 590kg per 10a. The water saving irrigation method saved irrigation water by about 20% with higher yield compared with the traditional method.
The Average daily PET (Potential evapotranspiration), evaluated based on the last 30 years meteorological data and the lysimeter experiment carried out by RDA during 11 years, of 9 regions in Korea for the tomato cultivated in greenhouse, was $3.41mm\;day^{-1}$. Two kinds of water saving irrigation standard (WSIS), deficit irrigation standard (DIS) and partial root-zone drying irrigation standard (PRDIS) that include the irrigation interval and the amount of irrigation water according to the region, soil texture and growing stage, were established. According to the DIS and PRDIS, the cultivator can save water up to 29.2% and 53.7%, respectively, for tomato cultivation in greenhouse compared to the full irrigation standard (FIS) which established in 1999. WSIS can be used easily by the cultivator without complicate procedures such as soil sampling and measurement of soil water status by expensive sensors. But the cultivator should care about irrigation method such as PRDI (partial root-zone drying irrigation) without yield decrease.
Very important factor for crop cultivation are water, nutrient and temperature. However, the essential factor for crop cultivation is water management. Water management is the most important and difficult problems in crop cultivation. The water saving irrigation manual can be used with easy to the farmer and who want automatic irrigation without soil sampling and any kinds of sensors measuring soil water status. The water requirement of red pepper cultivated in plastic film house is different according to soil texture, area as well as climate condition and growth stage. And, the measurement of potential evapo-transpiration (PET) and crop coefficient (Kc) to decide optimum irrigation schedule is very difficult. Results : The average PET during 30 years of northern region of korea for the red pepper cultivation was a $2.31mm\;day^{-1}$. The water saving irrigation manual as water saving is possible, those irrigation interval and amount of irrigation according to growing season and soil texture, are developed using the lysimeter experiments carried out by the RDA for 11 years about potential evapo-transpiration, Kc for the northern region of korea.

The objective of this study is to develop water saving irrigation method using water balance model in order to save rural water. Daily water balance components such as irrigation water, drainage water, effective rainfall, ET, and infiltration were measured in paddy fields. Model simulations were performed for different outlet heights and ponding depths. The outlet heights and the ponding depths are 2 cm, 4 cm, 6 cm, 8 cm, and 10 cm, respectively. Based on the simulation very shallow ponding depth of 2 cm with 10 cm outlet height showed the largest effective rainfall ratio and the smallest irrigation amount. Until the introduction of laser leveling dozer and automatic inlet control devices, it would be desirable to adopt 4cm ponding depth because of difficulty of land leveling and frequency of farmer's field visit. The results of this study will be applied in the paddy farming and can improve water use efficiency.

Along with climate change, it is reported that the extreme climate events such as severe drought could cause difficulties of agricultural water supply. To minimize such damages, it is necessary to secure the agricultural water resources by using or saving the amount of irrigation water efficiently. The objectives of this study were to develop paddy water management scenarios and to evaluate their effectiveness on water saving. Three water management scenarios (a) deep irrigation with ponding depth of 20~80 mm (control, CT), (b) no/intermittent irrigation until paddy cracks (water management A, WM-A), and (c) intermittent irrigation with ponding depth under 20 mm (water management B, WM-B) were developed. Water saving effects were analyzed using monitored data from experimental paddy fields, and agricultural water supply was analyzed on a reservoir-scale using MASA model. The observed irrigation amounts were reduced by 21 % and 17 % for WM-A and WM-B compared to CT, respectively, and mainly occurred by the increase of effective rainfall. The simulation results showed that water management scenarios could reduce irrigation by 21~51 % and total inflow by 10~24 % compared to CT. The long-term simulated water level change of agricultural reservoir resulted in the decrease of dead level occurrence for WM-A and WM-B. The study results showed that WT-A and WT-B have more benefit than CT in the aspect of agricultural reservoir water supply.

In order to improve the utilization of irrigation water resources of greenhouse tomatoes, a water-saving irrigation decision-making model based on genetic optimization T-S fuzzy neural network is proposed in this paper. The main work are as follows: Firstly, the traditional genetic algorithm is optimized by introducing the constraint operator and update operator of the Krill herd (KH) algorithm. Secondly, the weights and thresholds of T-S fuzzy neural network are optimized by using the improved genetic algorithm. Finally, on the basis of the real data set, the genetic optimization T-S fuzzy neural network is used to simulate and predict the irrigation volume for greenhouse tomatoes. The performance of the genetic algorithm improved T-S fuzzy neural network (GA-TSFNN), the traditional T-S fuzzy neural network algorithm (TSFNN), BP neural network algorithm(BPNN) and the genetic algorithm improved BP neural network algorithm (GA-BPNN) is compared by simulation. The simulation experiment results show that compared with the TSFNN, BPNN and the GA-BPNN, the error of the GA-TSFNN between the predicted value and the actual value of the irrigation volume is smaller, and the proposed method has a better prediction effect. This paper provides new ideas for the water-saving irrigation decision in greenhouse tomatoes.

To reduce water input by water-saving irrigation techniques a field study was carried out with three water managements, very shallow intermittent irrigation (VSII, 2cm), shallow intermittent irrigation (SII, 4cm) and traditional deep water irrigation (DWI, 10cm) for two years. Rice growth and grain yields of three water managements were not significantly different. However, when the water irrigation depth was decreased, the breaking and lodging resistance were increased and the roots were widely distributed into deeper paddy soil. More numbers of both annual and perennial weeds were occurred in VSII than in DWI at maximum heading stage and only the number of perennial weeds was three times in VSII than in DWI at heading stage. The total water inputs were 777, 654 and 527 mm in DWI, SII and VSII, therefore the water-saving rates of VSII and SII were $32.2\%\;and\;15.9\%$ compared to typical deep water irrigation. The water-productivity (Rice yield to water input) was highest in VSII as 0.94 and followed by SII as 0.76 and DWI as 0.63. In the face of water scarcity, it is very important to find or develope water saving irrigation system and find ways to increase the productivity of water used for rice cultivation.

This study was to design the optimal locations of the water level monitoring to quantify the agricultural water use in irrigation area supplied from an agricultural reservoir. In most of agricultural areas without TM/TC (Tele-Monitoring and Tele-Control) or monitoring network, irrigation water have been supplied on conventional experience and agricultural reservoir have been operated based on the operating simulation results by HOMWRS (Hydrological Operation Model for Water Resources System). Therefore, this study quantified the amount of agricultural water use in an irrigation area (Musu Reservoir, Jincheon-gun) by establishing water level monitoring network and analyzed the agricultural water saving effect. According to the evaluation of the economic values for water saving effect, the saving agricultural water of 1.7 million ton was analyzed to have economic values of 0.85 million won as water for living, and 1.78 million won as water for industrial use. It is identified to secure economic feasibility of the new water monitoring network by establishing one monitoring point in the entrance, irrigation area and endpoint through the economic analysis.
