A Study on Planning Aspects & Detaild Techniques of the Eco-school (Eco-School의 계획측면과 세부수법에 관한 연구)

  • The fields of green building and ecological design have much to offer to those who are seeking to improve the ecological impact of schools and school grounds. These well established disciplines are particularly useful to existing schools considering renovations to make them more energy, water, and resource efficient as well as healthier places to work and play, Green building and ecological design principles and techniques are also very effective, of course, if incorporated into the design for brand new school buildings. The major concept of the Eco-school plan is to understand that the school consists of an ecosystem, so the design concept should focus on minimising impact but at the same time maintaining close contact with the environment. T his is becoming the basic concept in applying the Eco-school design to the new 21st century school building. This thesis is an analysis on the methods of application, based on careful examination of case-studies from the U.S.A about detailed plan element and design method, through the following six aspects ; (1) site use plan, (2) green plan, (3) water system plan, (4) materials and recycling of resources, (5) energy use plan, (6) indoor environment plan.

  • Water reuse plays significant role in water saving and water environmental protection, and it helps alleviate the shortage of water resources. China's water reuse was put into practice since 1980s by means of pilot and promotion in National Fifth-year Plan and other strategies. The effects of water reuse is beneficial in both economic, social and environmental aspects. But some shortcomings still undermine future development of water reuse in China. To overcome and boost water reuse, Ministry of Water Resources conducted a successive survey across China. The aim of this study is to demonstrate the current condition of water reuse in China in construction, funds, legislation, planning, policy aspects, to summarize problems and its reasons underneath, to make suggestions for further development. Basically, in 2010, China's water reuse is 2.83 billion cubic meters and the utilization rate is 10.35%. Water reuse in China has four major characteristics: the first one is water reuse differences in amount occur national-widely and North of China has the main percentage as 47.3%; the second one is water reuse is mainly in environment maintenance (42.1%) and industry cooling (29.8%); the third one is funds for water reuse station and pipe construction is main in non-fiscal budget which take percentage as 56.8%; the fourth one is progresses of administrative system, political system, price management, standard system and technologies go rapidly recently. The problems of water reuse such as lack in water reuse station, delay in pipe constriction and limits on water reuse amount still exist due to some reasons. As a think tank of Ministry of Water Resources, we give some suggestions: firstly, water reuse needs to be integrated with traditional water resources allocation; secondly, public budgets need to be strengthened and income mechanism should also be constructed; thirdly, water resources integrated administrative of city and county should be boosted and roles as water reuse need to be clear and precise; fourthly, national, provincial and regional water reuse planning should be made in time; fifthly, regulations on water reuse should be programmed as soon as possible.

Review and Discussion on Policy and Legal System for River Environments Management in Korea (국가 하천환경관리 체계의 검토와 고찰)

  • This study was carried out to review the guidelines being used by law and national policy concerned on river environments management and suggest the applicability of newly developed river environment assessment system. In the current legal system, the national river environment management system is insufficient in securing an independent status in the legal institutional system which is separated to the Ministry of Land, Transport and Infrastructure and the Ministry of Environment. And the river environment assessment system of the national standard, which is a core matter, has not been established yet. In particular, there is a lack of integrated approach between the upper and lower plan or related plans on water resources, water quality, river environment and aquatic ecosystem management. In addition, the consistency and effectiveness as the process of planning and design according to the current status and comprehensive analysis and evaluation of the river environment were not secured either. To integrate national river environment management system and improve efficiency, I proposed the establishment of hierarchy and connection between national river plans, and the adoption and application of developed assessment system based on characteristics of river environment in Korea. Finally, I proposed the separated application with dividing the developed assessment system including the naturalness of river environment and suitability of water friendly activity into both assessment method for management plan of water resources of river basins & basic river plan respectively.

  • In this study, Types of irrigation water development in islands district were classified. The types were reservior, fleshwater lake, pumped storage, etc. Most of islands district has delveloped reuse irrigation system as a pumped storage system. But. Irrigation water-reuse ratio doesn't define a basis clearly and the value of measurement for water-reuse ratio doesn't exist so far. so, we measured Irrigation water-reuse to clarify for water-reuse ratio in a pumped storage system. Also, we need to develop hydrologic analysis and water balance method with characteristic factor of islands district. that make use of plan about security of agriculture water efficiently in islands district.

Comparison of Water Supply Reliability by Dam Operation Methods (댐 운영방식에 따른 이수안전도의 비교)

  • A water supply reliability is mainly influenced by water demand, reservoir storage, and inflow change caused from drought. The water supply reliability can vary depending on the method of dam operation. In Korea, the deficit-supply method which complements water deficit as water shortage occurs in downstream areas has been used for the national water resources master plan using K-WEAP, but the prime flow method, an alternative approach, would show different results of water supply reliability in comparison to the deficit-supply method. The objective of this research is to compare and analyze differences in water supply reliability according to dam operation methods. These results can be used to re-evaluate water supply reliability of dam in a circumstance considering steady dam release for instreamflow in downstream and hydroelectric power generation.

Impact of Non-point Source Runoff on Water Resource Quality according to Water-Level Changes (수위 변화에 따른 비점오염의 상수원 수질 영향 분석)

  • This study evaluated the effect of water level of water resources on water quality in Ulsan. Two reservoirs, Sayeon Dam and Hoeya Dam, were selected and water quality of chemical oxygen demand (COD), total nitrogen (TN) and total phosphorus (TP) were analyzed from 2012 to 2014. And the characteristics of precipitation were also analyzed for 70 years (1945~2014) because runoff of non-point pollutant was strongly affected by precipitation. As a result, water deterioration of Sayeon Dam and Hoeya Dam were affected in accordance with lowering water level. For example, the concentrations of COD and TN was negatively correlated with the water level when the water level of Sayeon Dam was gradually decreased in 2013. The TN concentration was increased to 1.432 mg/L from 0.875 mg/L while the lowest water level of Sayeon Dam was recorded 45 m in 2014. Additionally the concentration of COD and TN was sensitively increased with 0.213 mg/L/m and 0.058 mg/L/m on account of non-point pollutant runoff. It is indicated that hereafter a control of non-point pollutant runoff is the critical factors to maintain water resources because the contribution of non-point pollutant is expected to increase due to the frequent heavy rain events. Therefore, it is necessary to map out a specific plan for non-point pollutant control based on analyses of runoff characteristics, water pollution sources and reduction plans in water pollutants and to establish a water modelling and database system as a preventive action plan.

  • The water resources information system of a watershed should be set up to understand the water management problems with reflecting basin characteristics for the effective water use. This study is to develop a watershed management system to be operated in water resources and water quality management. In order to promote effective utilization of this system, the various kinds of information data are collected, and this system could be utilized as a valuable tool for maximum uses of them. The information system developed in this study is constructed with GUI(graphic user interface) system using Arc-View and Visual Basic at the circumstances based on the PC. The integrated GIS and Remote Sensing based system is directed to the need for more detailed information on watershed management. The ability to present system clearly provides an indispensable tool for a river basin development and water management plan.

A Study on the Method of Urban Planning for Adaptation to Climate Change (기후변화 적응을 위한 도시계획 방안 연구)

  • This study aims to understand abnormal climate caused by impacts of climate change and to suggest the direction of urban planning focusing on adaptation to climate change. The study consists of theory consideration and case study(Chicago, Philadelphia, Seattle). As a result, the main impacts of climate change faced by urban areas are heat wave, precipitation, and drought. To prevent these impacts, it is important to prepare methods of urban planning as followings: planning for land use, park and green considering the climate patterns, establishing and managing water resources systems similar to the nature, securing renewable energy resources, and transportation facilities and exterior space with proof against climate. It is especially necessary to introduce infrastructures related to storm water, green roof, shading tree planting, green space, and permeable pavement. Finally, in order to realize urban planning for adaptation to climate change, it is needed to make the detailed and specific goal and strategy for the climate change adaptation plan and to extend the scope from the goals to an action plan, a detailed plan, and a design guideline.

  • The competition for water for municipal, industrial and agricultura and agricultural uses is growing keener as the world fooe and energy crises are intensifying. It is therefore becoming important how systems engineering techniques can be used to plan effectively for the future development of water supply and waste water management systems in a regional area. The feasible direction method and the out-of-kilter algorithm enable us to find the least-cost mix of alternative allocation networks. The interaction between land use patterns and urban water resources, and the environmental impact of alternative policies are discussed.
