  • To construct the stable back-up system between mini-hubs, we propose the plan of site diversity of asynchronous mini-hub by monitoring outlink carriers and error data. In this paper, we made hardware and software to control mini-hub system for site diversity back-up by switching SDBS equipment through communication between master mini-hub and slave mini-hub.

  • Foreign and domestic seawater desalination plant market investigation was performed to analyze the worldwide trend of seawater desalination plant market and to establish the activation plan for seawater desalination plant application. Water demand and seawater desalination related laws and regulations were investigated and analyzed for the activation plan. RO type and large scale plants are popular nowadays however there are only small plants in island region in Korea. There will be about $1 million\;m^3/day$ deficit in 2015 according to the water demand forecasting from Ministry of Environment and Ministry of Land, Transportation, and Maritime Affairs in Korea. Therefore, it is necessary to activate the domestic application of seawater desalination plant to secure stable water resources. To activate the domestic application of seawater desalination plant, first, we need to establish regulations, support system in the water service law for seawater desalination plant. Second, related Ministry should increase the support for the operation and management of seawater desalination plant and suggest the construction of seawater desalination plant for water resources security near seaside region.

  • Many port states such as New Zealand. the USA. Australia and Canada have strict regulations to prevent ships which arrive in their port from discharging polluted ballast water which contain harmful aquatic organism and pathogens. They are notified that transfer of polluted ballast water can cause serious injury to public health and damage to property and environment. For this reason. they perceived that the ballast exchange in deep sea is the most effective method. together with submitting the ballast management plan which contains the effective exchange method. ballast system and safety consideration. In this study, we make an effort to develop optimum ballast water exchange management and in result of that. it provide more convenient and stable process to prepare ballast water management plan for Bulk Carrier.

  • The purpose of this study is to propose a mid - range low - orbit water disaster monitoring satellite development plan to revolutionize water disaster management infrastructure through securing an independent and leading observation infrastructure and to secure safety against disaster prepared for climate change. Water and water disaster satellites should be able to detect changes in the surface of the ground and observe hydrological factors during daytime, nighttime, and bad weather. In addition, independent technology development should be possible. To do this, we selected C-band image radar payload considering domestic technology and water resources management, and suggested detailed development plan. In this way, it is reflected in the national next-generation mid-satellite 2-phase project plan to secure the basis for building a disaster monitoring system related to wide-area water.

A study on the evaluation system of climate policy measures in the water resource sector: A case study of Chungcheongnam-do's climate change adaptation implementation plan (수자원 분야 기후정책의 평가시스템에 관한 연구: 충청남도 기후변화적응대책 세부시행계획을 중심으로)

  • This study developed an evaluation system of adaptation countermeasures for climate change in the water resources sector using the Analytic Hierarchy Process (AHP), and the assessment procedures were applied to the Second Chungcheongnam-do Climate Change Adaptation Implementation Plan (Chungnam Implementation Plan). Firstly, the evaluation criteria are composed of two levels according to the hierarchical structure, and AHP gives priority to 4 evaluation criteria of the first level and 16 alternative indicators of the second level. Secondly, after the importance of the evaluation criteria or indicators has been determined, the significance of each measure was evaluated by applying it to the water-sector measures of the Chungnam Implementation Plan, and the effectiveness of the evaluation system was validated. The Chungnam case study shows that the evaluation system will be more effective and efficient when it is applied during development phase rather than after the implementation plan is finalized. It is also expected that the evaluation system will be used to evaluate and prioritize climate change adaptation policies in other regions, and then to compare the means of adaptation to climate change in various regions and to select recommendation policies.

Development of Standardized Water Balance Model for Applying Irrigation District in South Korea (용수구역 물 관리를 위한 표준화 물수지 모형 개발)

  • The objective of this study is to develop a standardized model for analyzing water balances in large scaled water basin by considering agricultural water districts, and to evaluate the hydrological feasibility of applying this model to several water districts such as Nonbul, Geumbok, Daejeon 1, Daejeon 2, and Cheonggang in Geum river basin. Ten types of stream network were considered in developed model. Using this model, streamflows were simulated by major stations and water balances were analyzed by water districts. Simulated streamflows and measured streamflows were compared at check stations such as Gapcheon and Bugang stations in which Nash and Schcliffe's model efficiencies were 0.633, 0.902, respectively. This results showed its applicabilities to national water resources plan, rural water development plan, and total maximum daily load plan in Korea.
