Water Resources Planning for the 2S River Basin in Viet Nam

  • The Se San and Srepok river basins (2S) are the two major tributaries of the Mekong River, both of which originate in the territory of Viet Nam and flow to Cambodia to meet at Stung treng with the Sekong river (originating in Lao PDR) to form the 3S river basin before joining the Mekong mainstream. In the territory of Viet Nam, the 2S river basins are located in the Central Highlands including 5 provinces, arranged by geographical location from north to south namely Kon Tum, Gia Lai, Dak Lak, Dak Nong and Lam Dong. This is a region with a very important strategic position in terms of economy, politics and defense for the whole country with many potential advantages for economic development. However, the limited and vulnerable basin water resources are under the pressure of socio-economic development in line with increasing water demands for various sectors. In order to overcome the water management challenges, a long-term water resources planning has conducted to support the 2S River Basin Committee (RBC) in effective planning and operation as part of the WB Mekong-Integrated Water Resources Management (IWRM) Project. This paper introduces the outline and progress of the river basin planning using analytical DSS toolkits to analyze, evaluate and formulate the planning options.

통합수자원평가계획모형 K-WEAP의 적용성 Application of K-WEAP (Application of K-WEAP (Korea-Integrated Water Resources Evaluation and Planning Model))

  • 수자원개발의 한계와 수질의 오염으로 인해 제한된 수자원을 효율적으로 이용하고 수질을 보전하기 위한 통합수자원관리가 절실히 요구되는 상황이다. 최근 이를 위해 수자원을 통합적으로 평가하여 계획의 수립을 지원할 수 있는 통합수자원평가계획모형(K-WEAP)을 개발하였다. 본 연구에서는 3가지 부문에서 K-WEAP의 적용성을 평가하였다. 첫째는 수자원장기종합계획에 적용한 K-WEAP의 물 수급 전망 과정과 분석결과를 통하여 수자원 계획의 도구로서 K-WEAP의 유용성을 제시하였다. 둘째는 K-WEAP에서 제공하는 지표수-지하수 연계모의를 통해 보다 합리적이고 지속가능한 지하수이용 계획을 제시하였다. 마지막으로, K-WEAP의 수질모의 신뢰성을 평가하기 위하여 석화천을 대상으로 QUAL2E 모형의 결과와 비교하여 수량-수질 통합관리평가의 기능을 확인하였다.

Setting a Direction for United States Water Policy

  • The water resources of the United States are increasingly at risk and the nation's water policy is in serious difficulty. Water resources protection laws primarily passed since 1950 often contradict water resources development laws passed before 1950. These contradictions complicate efficient and effective responses to the nation's water resources challenges including climate change, our aging infrastructures, changing population dynamics, drought, floods, wetlands and aquatic species loss, ecosystem restoration and many others. In addition, water law and policy determination, management and enforcement are so broadly distributed between, local, state and federal responsibilities that effective responses again are difficult. For example, at the national level alone, more than a dozen federal agencies have water resources responsibilities including resource development, resource assessment, and resource protection. They are presided over by six cabinet (Ministerial) departments, at least 13 congressional (parliamentarian) committees and 23 subcommittees, and are funded by five appropriations subcommittees. Lastly, good science and the public accountability associated with it are often overshadowed by political considerations at local, state and federal levels. The United States approach to solving water resources challenges is ad hoc - we address problems as they appear or as they merit political support rather than using good science to address our long term water resources needs.

대청댐하류 오염물질 이송.확산

  • 본 연구에서는 금강유역전반에 걸친 수문 및 수질 현황을 조사 파악하였다. 또한 8회에 걸친 수질조사를 통하여 대청댐하류의 수질을 분석하였으며, 조사·분석된 자료를 바탕으로 일반수질항목에 대하여 기존의 수리·수질 모형을 개선하여 수질모의를 수행하였다. 또한 유해물질 유출사고시 조정지 댐에서의 적절한 방류시기를 결정하기 위한 주요지점에서의 도달시간을 산정하였다.
