This study proposes the improvement of the present Total Maximum Daily Load (TMDL) management system of MOE (Ministry of Environment). The margin of safety (MOS) is calculated by a method using standard error and a method using variability and uncertainty. The allocation of pollutant loads are calculated using three methods, equal load reduction method, equal percent removal method and method using equity standards. This study applied the improved TMDL management system to the Anyangcheon watershed. Since MOS varies from 12% to 44% due to the high variability of measured and simulated data, it must not be ignored in the TMDL. The method using equity standards is the most proper in this application since the others produced unrealistic allocations. Area, runoff, water use quantity, population and budget are considered for equity standards. This study shows that this allocation method can be also applicable for the administrative units as well as the sub-watersheds. Finally, Hydrologic Simulation Program-FORTRAN (HSPF) with the allocated pollutant load was used to confirm whether it satisfy the water quality standard or not. This study will be helpful to improve the MOS and allocation system TMDL in the future.
In this study, WASP6 was used to predict the water quality of the reservoir and the lake. This can help the managers make the right choice of water quality policy. The results through studying are below. Raw pollutant load caused by the tourists in pollutant load of the study area takes 91.66% and 92.75% in total amount T-N, T-P. It showed high value when compared to raw pollutant load by land and stock farm and it seems that the main contamination is the population of tourists. From the result of the prediction model, BOD will increase about 1.5 times, T-N and T-P will be 1.5 times in 2012. It means that some counter plan is needed to reduce pollutant load. Enviroment grade of Suokjeong reserver is in I~II grade which is in good condition comparatively. However, the water contamination will be in poor as the year passes. when considering T-N T-P, which are the nutrients to control eutrophication, the concentrated administration about contamination sources is in urgent.
Urbanization from agricultural/forest areas has been causing increased runoff and pollutant loads from it. Thus, numerous models have been developed to estimate NPS loading from urban area and Long-Term Hydrologic Impact Analysis (L-THIA) model has been used to evaluate effects of landuse changes on runoff and pollutant loads. However, the L-THIA model could not consider rainfall intensity in runoff evaluation. Therefore, the L-THIA model, capable of simulating runoff using 10-minute rainfall data, was applied to the study areas for evaluation of estimated runoff and NPS. The estimated Nash-Sutcliffe coefficient (NSE) values were over 0.6 for runoff, BOD, TN, and TP for most sites and watershed. The calibrated model was further extended to other counties for pollutant load potential evaluation. Pollutant load potential maps were developed and target areas were identified. As shown in this study, the L-THIA 2012 can be used for evaluation runoff and pollutant loads with limited data sets and its estimation could be used in identifying pollutant load hot spot areas for implementation of site-specific Best Management Practices.

Annual total pollutant generating rate from Yeong-il Bay region are 202ton-BOD/day, 620ton-SS/day, 42ton-TN/day, and 16ton-TP/day, respectively. Particularly, the generating ration of the pollutant loads from the Hyeong-san River is greater than that of any other watershed of the Yeong-il Bay, of which BOd is about 78.2%, SS 88.5%, T-N 62.5%, T-P 73.1%, As calculating Tank model with input value of daily precipitation and evaporation of 2001 year in drainage basin of the Hyeong-san River, the estimated result of the annual river discharge effluence from this river is 830106㎥, As a result to estimating annual effluence rate outflowing at the rivers from each drainage basin. annual inflow pollutant rates are 10,633ton-BOD/year, 19,302ton-SS/year, 15,369ton-TN/year, 305ton-TP/year, respectively. The population congestion region of the Pohang-city is a greater source of pollutant loads than the Neang-Chun region with wide drainage area. Therefore, the quantity of TN inflowing into Yeong-il Bay is much more than T-P. The accumulation of pollutant load effluenced from on-land will happen at the inner coast region of Yeon-il Bay. Finally, We would make a prediction that the water quality will take a bad turn.

Flow and pollution load were monitored at 2 combined sewer outlets (C-1 and C-2) of urban watersheds during dry weather from September, 2004 to April, 2006 for 20 months. The objectives were to investigate the diurnal variation of flow and pollutant load and to find the proper sampling time that could measure representative flow and pollutant load. Pollution load closed to the average daily load at C-1 could be measured at 00:00 hour and by the mean of 15:00 and 18:00 hour measures, and 15:00 and 21:00 hour measures, respectively. In addition at C-2, it was 21:00 hour and the mean of 15:00 and 18:00 hour measures. This study concluded that arbitrary sampling of flow and water quality could cause large errors in the estimation of urban pollution load and recommended that urban combined sewers should be monitored when flow and water quality showed daily average and concentration.
As a basic study for establishing a countermeasure for an oxygen deficient water mass (ODW), we investigated the variation of ODW volume according to the enforced total pollution load management in Jinhae Bay. This study estimated the inflowing pollutant loads into Jinhae Bay and predicted the reduction in ODW by using a sediment-water ecological model (SWEM). The result obtained in this study are summarized as follows: 1) The daily average pollutant loads of COD, SS, TN, TP, DIN, and DIP inflowing into Jinhae bay in 2005 were estimated to be about 12,218 kg-COD/day, 91,884 kg-SS/day, 5,292 kg-TN/day, 182 kg-TP/day, 4,236 kg-DIN/day, and 130 kg-DIP/day. 2) The calculated results of the tidal current by the hydrodynamic model showed good agreement with the observed currents. Also, an ecological model well reproduced the spatial distribution of the water quality in the bay. 3) This study defined the ODWDI (ODW decreasing index) in order to estimate the ODW decreasing volume caused by a reduction in the inflowing pollutant loads. As a result, the ODWDI was predicted to be about 0.91 (COD 30% reduction), 0.87 (COD 50% reduction), 0.79 (COD 70% reduction), 0.85 (ALL 30% reduction), 0.66 (ALL 50% reduction), and 0.45 (ALL 70% reduction). The ODW volume was decreased 1.5 $\sim$ 2.6 times with a reduction in the COD, TN, and TP inflowing pollutant loads compared to a reduction in just the COD inflowing pollutant load. Therefore, it is necessary to enforce total pollution load management, not only for COD, but also fm TN and TP.
The characteristics of nonpoint source pollutant loads in upstream of Nakdong River were studied through analysis of pollutant loads of 10 sub-watersheds divided based on administrative district. The discharge and pollutant concentration of each sub-watershed were collected from Nakdong-River Water Research Institute and Daegu Regional Environmental office, respectively. Pollution items analysed in this study were BOD, T-N and T-P. The delivery loads of the nonpoint source pollutions of each sub-watershed were calculated after analysing the concentration of the pollution of each site. Several points were found from the results. Firstly, in general, city areas including Sangju, Andong showed higher degree of nonpoint pollution than country areas including Cheongsong, Yeongyang. The sub-watersheds located upstream side, such as Yeongju, Bonghwa, Necessarily show better water quality than the sub-watersheds located downstream side, such as Mungyeong, Uiseong. This result indicates that a given pollution condition within the watershed can be more sensitive than location factor to the level of water quality. Secondly, the delivery load and area of watershed were not necessarily correlated in the sense of water quality, while the discharge was shown to be highly correlated to the delively load of pollution. Lastly, sewage and waste caused from population and livestock, as well as landuse factor, were found to significantly contribute to the water pollution. Alternative solutions for controlling pollution source, therefore, should be provided to meet target levels of water quality in these regions.

The accumulation of pollutant load effluenced from on-land will happen on at the inner coast region of Yeong-Il bay, finally we would make a prediction that the water quality will take a bad turn.

Total Maximum Daily Loads (TMDLs) system was introduced to manage pollution load of watershed and to improve water quality of unit watershed so that it is possible to protect dringking water soureces. Load allocation observation is the most important factor in TMDLs system. Because if load allocation is not observed, it is difficult to achieve water quality goal of unit watershed. Also it is impossible to improve water quality of the drinking water sources. Therefore it is necessary to apply some kind of sanctions (penalty) in case of excess of load allocation. The sanctions have to be, however, applied differently based on various reduction plan types, i.e., using the reduction load planed in 2nd phase, delay the completion, additional reduction in 2nd phase, error of the pollution sources, etc. Moreover, the penalty load should be properly imposed, lest it should be overburden the provence. The reduction load trade inter province must be restrictively permmitted only the same unit watershed.
An integrated system of GIS and water quality model was suggested including the pollutant loads from the watershed. The developed system consists of two parts. First part is the GIS module. The geographic information system of the study area was built to provide the information on landuse and several surface factors concerning the overland flow processes of water and pollutants. Second part is the modeling modules which include storm event pollutant load model(SEPLM)., non-storm event pollutant load model(NSPLM), and river water quality simulation model(RWQSM). Models can calculate the pollutant load from the study area. The databases and models are linked through the interface modules resided in the overall system, which incorporate the graphical display modules and the operating scheme for the optimal use of the system. The developed system was applied to the Chungju multi-purpose reservoir to estimate the pollutant load during the four selected rainfall events between 1991 and 1993,. based upon monthly basis and seasonal basis in drought flow, low flow, normal flow and wet flow.
