산악지역 소규모하수처리시설의 특성 및 동절기 운영방안에 관한 연구 (A Study on the Characteristics of Small-scale Sewage Treatment Plants in Mountain Area and Operation Plan for Winter Season)

  • 소규모 하수처리장의 경우 유입수량의 변동폭이 크고 하수관거 노후화로 인한 불명수 유입 등에 의해 하수처리 운영이 어려운 것으로 보고되고 있다. 특히, 동절기 수온저하로 인한 전반적인 운영문제가 많아 본 연구에서는 산악지역에 위치한 소규모 하수처리시설의 운영현황과 온도에 따른 수질변화를 분석하였다. BOD, COD, SS의 경우 온도에 따라 방류수 수질 농도가 크게 변화하는 것으로 나타났으며, 특히 COD가 많은 영향을 받는 것으로 나타났다. 이에 한시적으로 동절기 수온 저하 대책을 적용하고자 생물반응조 수위를 0.4m 상승시켰으며, 생물반응조 덮개를 설치하고 운영하였을 때 결과를 비교 분석한 결과 유의미한 개선효과가 발생하였다. 이외 동절기 생물반응조 처리효율 저하에 대한 개선방안을 생물반응조 체류시간 연장하는 방안으로 생물반응조 규격을 확대하는 방안, 유량조정조를 신설하고 외부반송하는 방안, 무산소에 산기장치를 설치하여 동절기 비상시 호기조로 사용하는 개선방안을 제시하였다. 본 연구결과는 동절기 소규모 하수처리시설 운영방안에 대한 기초자료로 활용될 수 있을 것으로 판단된다.

  • Typical highway infrastructure systems include roadway pavement, drainage systems, tunneling, and other hardware components such as guardrails, traffic signs, and lighting. Tunnels in a highway system have provided significant advantages to overcoming various natural challenges including crossing underneath bodies of water or through mountainous areas. While only a few tunnel failure cases have been reported, the failure rate is likely to increase as these assets age and because agencies have not emphasized tunneling asset management. A tunnel system undergoes a deterioration life cycle pattern that is similar to other infrastructure systems. There are very few agencies in the United States implementing comprehensive tunnel asset management programs. While current tunnel asset management programs focus on inspection, maintenance, and operation safety, there is an increasing need for the development of a comprehensive life cycle tunnel asset management program. This paper describes a conceptual framework for a comprehensive tunnel asset management program. The framework consists of three basic phases including a strategic plan, a tactical plan, and an operational plan to provide better information to the decision makers. The strategic plan is a basic long term approach of tunnel asset management. The tactical plan determines specific objectives and the operational plan actually applies asset management objectives in practice. The information includes operational condition, structural condition, efficiency of the system, emergency response, and life cycle cost analysis for tunnel capital improvement project planning.

최적화기법에 의한 농업용 저수지의 관개면적별 최적용수관리 (Optimal Water Management for Classified Irrigation Area of Agricultural Reservoir by using Optimization Programming)

  • In this paper, the study area is selected Sungju Reservoir which was constructed with an agricultural purpose and determined the optimal water management plan among the five cases of classified irrigation area by using Linear Programming. As a results of reservoir operation, the additional water quantity of classified irrigation area showed 16.036${\times}$10$\^$6/m$^3$3/year, 19.404${\times}$10$\^$6/m$^3$/year, 18.864${\times}$100$\^$6/m$^3$/year, 4.032${\times}$10$\^$6/m$^3$/year and 0.672${\times}$10$\^$6/m$^3$/year and the total water supply quantity showed 69.628${\times}$10$\^$6/m$^3$/year, 70.048${\times}$10$\^$6/m$^3$/year, 67.979${\times}$10$\^$ 6/m$^3$/year, 67.979${\times}$10$\^$6/m$^3$/year, and 69.939${\times}$10$\^$6/m$^3$/year respectively. Therefore, the case-II was adopted with water management plan of optimum. It is also known that the maximum irrigation area augmentation effect appears in the case which will use the additional water quantity in field irrigation of the case-II which was adopted.

통합수자원평가계획모형 K-WEAP의 적용성 Application of K-WEAP (Application of K-WEAP (Korea-Integrated Water Resources Evaluation and Planning Model))

  • 수자원개발의 한계와 수질의 오염으로 인해 제한된 수자원을 효율적으로 이용하고 수질을 보전하기 위한 통합수자원관리가 절실히 요구되는 상황이다. 최근 이를 위해 수자원을 통합적으로 평가하여 계획의 수립을 지원할 수 있는 통합수자원평가계획모형(K-WEAP)을 개발하였다. 본 연구에서는 3가지 부문에서 K-WEAP의 적용성을 평가하였다. 첫째는 수자원장기종합계획에 적용한 K-WEAP의 물 수급 전망 과정과 분석결과를 통하여 수자원 계획의 도구로서 K-WEAP의 유용성을 제시하였다. 둘째는 K-WEAP에서 제공하는 지표수-지하수 연계모의를 통해 보다 합리적이고 지속가능한 지하수이용 계획을 제시하였다. 마지막으로, K-WEAP의 수질모의 신뢰성을 평가하기 위하여 석화천을 대상으로 QUAL2E 모형의 결과와 비교하여 수량-수질 통합관리평가의 기능을 확인하였다.

우리나라 물환경 기준의 개선방향 (Future Direction of Water Quality Standards in Korea)

  • Ministry of Environment (MOE) of Korea has been implementing the water quality management policy to focus on the control of organic matters (BOD and COD) for 28 years since 1978 when the water quality standards had been established. However, the government and the public have begun to recognize the necessity of creating the best water environment for people and aquatic life, and also formulating the various measures of water pollution, Consequently, MOE of Korea is establishing the basic plan of water environment management, with the vision of "Clean Water, Eco River 2015." The major targets of water environment management plan are to maintain ecosystem health and to protect water quality from various hazardous substances in water bodies. In order to achieve the major targets, it is essential to amend the water quality standards, which bring about the systematic management of various pollutants and healthy ecosystem. Introduction of the new techniques of water environment assessment is also prerequisite to maintain sustainable water environment. These can be accomplished under the consideration of following suggestions in environmental quality standards. First, several criteria should be complemented in water quality standards; they include the improvement of the current water quality classification system, the strengthening and supplement of relevant parameters considering human health in the standards, the introduction of biotic indices, and management standards on eutrophication. Secondly, it should be considered to introduce the biological water quality standards using biotic indices and the management standards for sediments. Lastly, it needs to introduce or develop an ecological status classification which could be used in the assessment of the water environment as a whole.

수변구역 산림에 의한 수질정화기능 증진에 관한 고찰 (Investigation on the Enhancement of Water Purification Functions in Forest Watershed)

  • This study is aimed to review the previous research accomplishments with analysis of problems and to suggest the counter plan for the watershed management and the ongoing research strategy. Phytoremediation provides a cost-effective techniques having a merit of low investment and maintenance cost. It could be one of the best techniques, which is an alternative plan to overcome economical situation and lack of experts in our country. In forest watershed affected by waste water and heavy metal pollutants should be controlled by vegetative remediation system, but the disposal techniques of harvested plant materials should be developed. Also, high degree areas of natural vegetation as a key model to recover the vegetation should be well conserved. It is important to restore forest continuity between upper stream and lower stream basin with the restoration of damaged in forest watershed. It is established to integrated protection system for land use and management plan and to natural environment evaluation methods affected by projects such as erosion control and developments in stream and forest. In addition, I suggest the continuous environmental monitoring system to treat the pollutions concerned.

Landscape Planning for Shiwha Migratory Birds Habitat

  • Shiwha Lake is an excellent example of a body of water restored from a state of heavy pollution to a cleaner and more ecological state. This paper will explore techniques and methods available to landscape planning for the creation of new migratory birds habitats in Shiwha Lake. Because Shiwha lake is located adjacent to a new industrial site on reclaimed land, any planning effort aimed at restoring bird habitats must carefully consider the existing context. This plan had 3 goals; (1) to restore the coastal environment, (2) to create a habitat for migratory birds, and (3) to administer environmental education programs. To achieve these goals, several objectives were determined and planning criteria were proposed for topology, water environment(fresh, brackish and salt water swamps), zoning(for experts and general visitors), circulations, planting and mounding. The flora and fauna of the site was surveyed, and 5 alternatives were suggested and compared in several aspects. Planting species were carefully selected considering target birds and habitat requirements. In order to increase bio-diversity of the site, the plan proposed multi-staired mounds and extensive drainage systems. Bird watching facilities with natural materials, and the remote observing system using CCTV and the internet were some of the ecological techniques recommended by the plan. The bird watching trails are divided into two different zones for experts and general visitors.

충청남도 4대수계 주요 지류하천 수질 모니터링을 통한 유역 관리 방안 (Watershed Management Plan through Water Quality Monitoring for Main Branches of 4 Water Systems in Chungcheongnamdo)

  • This study aimed to develop a plan for effective performance of a watershed through correct identification of a river watershed by using the flowrate of the river and water quality data, which is the basis for the establishment of the water environment policy. The target river for water quality improvement was selected based on the monitoring result for 4 water systems in Chungcheongnamdo province in the recent 3 years. The result of analysis for the distribution of discharge capacity by a pollution source group for the water quality improvement target river showed that most of the target river has a high discharge capacity in the water system for living and livestock. Analysis for the density of the total discharge capacity of the whole watershed of Chungcheongnamdo indicated that the river that needs water quality improvement has high BOD concentration and high discharge load density at the point that this river is located. Thus, for efficient watershed management through selection and concentration, Chungcheongnamdo needs to improve the target river in priority. Stepwise planning is also required to establish and execute the water quality improvement in order to satisfy said target water quality, and establish the index for the water improvement rate for its evaluation.
