새로운 UN해양법 협약의 발효로 연안국 관할권이 확대됨에 따라 해양은 자유 이용의 시대에서 분할 관리의 시대로 전환되고 있다. 이와 동시에 우리나라의 수산업은 한ㆍ일, 한ㆍ중 어업협정의 체결로 인한 어장 축소, WTO체제에 따른 수산물 시장의 전면 개방, 자원관리형 어업을 위한 조업 규제의 강화, 해양환경 오염에 따른 수산 자원의 감소 등으로 큰 어려움에 직면해 있다. 전통적인 선박에 의한 광역의 어해황정보 수집 및 광역어장의 정확한 조업위치 파악은 한계가 있다. (중략)

WTO/TRIPS 협정 체결과 WIPO의 저작권 조약이 선진국의 주도로 성립된 뒤로 지적재산권 분야의 변화와 대응은 각국의 주요 이슈로 부각 되었다. 새로운 지적재산 체제는 경제는 물론 교육, 문화, 사회 전반에 걸핀 서비스영역까지 영향을 미치고 있다. 본 연구에서는 새로운 지식재산 시대에서 한국과 경제적, 문화적, 지정학적으로 비슷한 위치에 있는 대만의 과학기술 정책과 연구 개발 활동, 그리고 지적재산권에 대한 현황에 대해 살펴봄으로써 대만의 지적재산 관련 정책대응과 활동에 대해 알아본다.

In Korea, the quantity of waste is excessive as a result of increases in population and consumption following industrialization. This has resulted in urban environmental problems, a shortage of landfills and pollution around landfills. Thus, there is a need to conduct research in order to find an effective long-term alternative. In Japan, there are more landfills at sea than there are on land. Based on projections for Korea, on-land landfills in the metropolitan area will be filled to capacity by 2020 and then be closed. This research recommends the construction of landfill sites at sea as an alternative waste disposal method. Its findings show that the most the suitable sites for landfills within the Seoul metropolitan area are the regions around Jangbongdo Island and Mueido Island. It also suggests that the best way to transport waste is through the Kyungin Canal from the middle collection center to the lower Han River. The estimated cost of constructing an at-sea landfill to be used for 50 years is approximately two trillion won, with a total construction time of 10 years. In the future, further research related to this study will be conducted in order to ensure that environmentally-friendly landfills are built.

현재 대부분의 작물수확에 있어, 노지 재배를 탈피하여 시설재배면적이 증가하고 있다. 현재 원예산업에서 전체 농가 생산액 대비를 보면 95년 기준으로 38.9%를 점하고 있다. 이는 80년대 이후 해마다 증가하였고, WTO시대에 도래하여 세계 속에서 우리 농산물은 경쟁을 해야 할 때다. 원예산업 비중에서, 채소가 25.2%, 과수가 11.2%, 화훼가 2%를 차지하고 있다. 이중 시설채소 재배도 8.5%의 비중을 차지하고 있고, 통계청 자료에 의하면 오이의 재배면적이 97년에 268ha에서 98년에 420ha로 증가하였다. The liberalization of imports under the system of World Trade Organization (WTO) will provide a serious impact on Korean dairy industry when foreign competitive dairy products are introduced from any countries in the world. With the importation of dairy products, Korean dairy industry may bring about the limitation of raw milk production, decline of the working ration in facilities and loss of diversification of dairy products. Therefore, Korean dairy industry should prepare high quality dairy products to secure international competitions against the opening of importation. In conclusion, development of high quality and functional dairy products that are satisfied to consumers are the most important subjects to overcome the adverse circumstance as WTO. This report reviews the direction of the diversification of dairy products in the Era of trade liberalization.

Under the WTO, Bang-Wha country's agriculture is experiencing many difficulties and environmental changes. For overcoming this situation, some agricultural development strategy should be established in Bong-Wha county. First, special agricultural products adapt to local condition should be produced. Second, innovation technics should be developed in local agriculture. Third, marketing activities should be improved in local agricultural products. Finally, organic agricultural products' development should be activated.

올해는 정치, 사회적인 측면에서 대사건의 연속으로 그 어느해보다 다사다난했던 한해였다. 이러한 불안정한 상황가운데서 경제도 일단 우여곡절을 겪긴 했지만 지난해에 이어 호황국면이 지속됐다고 할 수 있다. 특히 정보통신산업은 WTO체제의 공식출범상황하에서 시장개방에 대비한 다각적인 노력이 전개되었다. 초고속정보통신 기반구축 사업의 본격추진, 통신시장의 경쟁체제도입, 케이블TV 및 지역민방 개국, 인터넷 및 PC통신의 확산, 무궁화 위성 발사 등과 같은 정보화사회로의 급진전이 이루어진 것도 그러한 노력에 따른 성과라 하겠다. 그러면 올해 정보통신산업 주요 부문에서 일어났던 의미있는 변혁과 발전을 돌이켜보므로써 향후의 발전방향에 대해 생각해보는 기회를 갖고자 한다.
