Recently Conformity Assessment Scheme has greatly played a role in development of domestic industry. But it has limits in responding to change of environment surrounding standard. Therefore management environment has been changed, standard has been more important, and new treaties as like WTO/TBT have been appeared. In these respects this research tries to analyze the policy trends of developed countries and problems of domestic institutions. And it tries to propose seven plans to progress Conformity Assessment Scheme including improvement of domestic standard system on the basis of analytical implications.

Presently the Korean grounding system uses TN system, multi-grounding method with TT independent grounding method. Nevertheless TN system can't exist with TT system in the technological terms. If they coexist, it causes ground-fault circuit not to operate, and brings about different electrical potential rise by customer system. It brings about serious problems for safety. This paper aims for improving method of grounding system based on the technical analysis on instances in foreign countries and Korea. Almost standards and construction manner were apt to be internationalized after WTO/TBT agreement was concluded. The internal grounding systems should meet the international criteria and reliability for safety, and be provided with technologically impeccable standards.

It is obvious that electrical safety cannot be secured soley by the efforts from public sector including government. With the global trend of deregulation as WTO/TBT agreement comes into effect, foreign countries strive to minimize unnecessary and inefficient regulations in every field by sharing responsibilities with the privae sector to secure international competency in trade. To this same end, in this paper 2 level approach plan is suggested to pave the way to the self-security system in electrical field by introducing self-reliance safety system by stage for pre-service inspection on the electrical installations for private use based on product requirements in terms of performance.

Most of the laws and standards relevant to technology in Korea bear a resemblance to those in Japan. Electricity was not introduced to Korea until Lighting ceremony in Kyong-Bok palace observed in 1887. Since Korea was annexed to Japan in 1910 and our public works were under Japan control we have applied Japanese laws and regulations made by Chosun government-general. Independently from Japan the power electricity accepted power plants of USA, codes of NESC, ASME / ANSI, NEMA. Our generation and distribution system takes American style while our consumer side takes Japanese style. As global trade system was transferred GATT into WTO, the harmonization of technological standards, certification construction testing in the trend of world. This paper is based on WTO / TBT agreement coming in effect after 12th, April, 1979. For Korea the distribution system has a strong resemblance to American system so that unconvertible because IEC 60364 originated from Europe while NEC originated from USA. This papers deals with the fundamental elements of electrical safety system with comparing IEC 60364 with NEC. This paper considers how engineers should apply NFPA 70(NEC) and IEC based on the comparison of NEC to IEC in relation to electrical installations.

Purpose - The purpose of this study was to expound the packaging framework system(PFS) under international trade rules. Design/methodology/approach - This study analyzed packaging framework system and packaging regulations and technical standards in international regulations and major countries and classified these in some standards Findings - First, the study provides packaging provisions associated with packaging regulations and technical standards (PRTS). Then, the basis of PFS in international trade rules was proposed; it is believed that the PFS was composed of packaging legal system in WTO institutional framework (WTO-PLS), international organization packaging standard system (IO-PSS) and major countries or regions packaging regulatory system (MCR-PRS). Secondly, this paper expounded relations and legal characteristics of the three packaging systems. Finally, This study investigated PRTS coverage under technical barriers to trade (TBT) and Sanitary and Phytosanitary measures (SPS). Research implications or Originality - The regulations associated with PRTS have played a key role in challenges to merchandise trade in international trade. This study has significance in classifying packaging related reticulations into several criteria unlike previous studies. Therefore it is hope that this study can provide a supplementary document for the existing research of PRTS.

미국과 유럽은 세계무역기구(WTO)의 무역에 대한 기술장벽(TBT)에 관한 협정 발효 후 TBT 협정과 조화될 수 있도록 관련 법규와 기술기준의 제정 및 개정에 전력을 기울이고 있다. 보일러 및 압력용기와 관련해서는 유럽이 먼저 압력기기(Pressure Equipment)라고 명칭을 통일하고 1997년 7월 9일 European Pressure Equipment Directive(유럽의 압력기기고시 : PED)를 공포하여 그 주도권 행사에 나섰다. 이에 당황한 미국이 일본과 공조하여 PED에 대한 대응책이며 대안으로 ''국제 압력기기 기술기준 시방서''라는 명칭으로 대부분 미국의 기술기준을 준용하고 있는 우리나라로서는 아주 민감한 사항이다. 그것의 제정경위를 요약 정리함으로써 우리의 대처방안 설정에 도움이 되었으면 한다.

기후변화 및 환경보호에 대한 관심이 커지면서 각국은 에너지절약, 탄소배출량 감축 및 환경보호 등을 명분으로 기술규제 도입을 확대하고 있다. 2011년도 전 세계 TBT(무역기술규제) 통보문 수가 1,101건에 달하는 가운데 에너지 환경 관련 기술 규제는 2004년 99건에서 2011년 200건으로 2배 이상 급증했다. WTO에 제출된 TBT 중 개도국 비중이 2004년 51.6%에서 2011년 81.2%까지 상승할 정도로 그 비중이 크게 높아졌다. 여기서는 에너지 및 환경 관련 전세계 규제동향을 조사하고 특히 올해 새롭게 시행 적용되는 각국별 환경 규제와 그 영향을 분석하여 우리 기업의 대응방안을 모색해 본다.

Food labelling rules reflect the interaction of a number of factors such as industry needs for marketing flexibility and minimal regulations, consumer's rights to know what is in the product and public health concerns. However, food labelling rules could apply to international trade as non-tariff barriers so it is necessary to make multilateral harmonization of food labelling rules. For this, GATT XX, SPS, and TBT of the WTO can serve as jurisprudence in agreements. Lgnoring the safety problems of GM food, which is currently a worldwide issue, it is a situation that needs international harmonization of GM food labelling methods, harmonization of technical terms which are used in Korean law, and clear interpretation criteria for GM food labelling methods and contents are vital for sustainable trade in agricultural products. Therefore, this study proposes interpretation criteria through major trade countries' GM food labelling methods and an examination of Korean law. Furthermore, this study proposes international harmonization guidelines for GM food in the future.

The purpose of this study is to research the situation of Technical Barriers of Trade(TBT) between Korea and China and analyze a pending issue such as a regular TBT notifications and specific trade concerns informed to WTO/TBT committee by Korea and China and seek the Countermeasures for Technical Barriers of Trade in Korea-China FTA. Generally, in case of a regular TBT notifications, "a protection of human health or safety" and "protection of the environment" are drawn a main articles from TBT committee data. And in case of a specific trade concerns, "international standard" and "transparency" are drawn a important factor from the said data. Henceforth those kinds of articles shall be an issuable matters for negotiation of Technical Barriers of Trade in Korea-China FTA. The results of the study indicate mainly that as Countermeasures of Korea for Technical Barriers of Trade in Korea-China FTA, Korean government level requires to withdraw an exclusive technical regulation of China and supports to improve Chinese technology for safety of products. Korean enterprises should develop products to meet an environment regulation and Korean government should support finance incentive, tax incentive to enterprises. Besides, regarding new international standard it is necessary for Korean side to dominate a relative regulation. First of all, it is important to secure a strength of capability and human resource for international standard activity. For improving a conveyance of notification information and transparency between Korea and China, it is efficient to establish a mutual direct network of notification.

Recently, standardization is essential strategic tool for a firm to preoccupy a market. Also WTO TBT(Technical Barriers to Trade) makes importance of standardization greater in telecommunication industry. Therefore countries, not to speak of firms, recognize standards essential strategy to preoccupy markets. In this paper, we will examine the standardization competition between a leader and a follower and their strategies through dynamic incomplete information game model.
