Analysis of Management Unit on Forest Area for Active Mountain Villages - Case of Ishigawa-gen in Japan - (산촌 활성화를 위한 산림권역의 경영단위분석 - 일본 이시가와현의 예를 중심으로 -)

  • Using the principal component analysis and clustering Forest resources are consistently necessary in the future. It takes much time to produce and breed them. However it is difficult to do due to recent social situation. Considering global environment, forest policy should be considered as a global scale rather than a regional one. At least, the policy needs a national scale concern. In order to support forestry, elementary data are needed. In this study, forest characteristics in Ishigawa-gen province have been analyzed through main component analysis and clustering. The results are shown in fig.5 and fig.6.

  • This study identifies the ways of utilizing abolition schools and the problems possibly caused by amalgamating small schools in agricultural, mountain and fishing villages. This study aims to find ways to collaborate with the communities based on the characteristics of the districts where schools might be abolished, which can contribute to the development of the society. Following results are integrated by the theoretical framework, social and educational necessities, and analysis of the current situation about the utilization of abolition schools. First, alternative schools, characterized schools, specialized high school can be established as the result of abolition schools that are caused by lack of people in the city. Second, since it is easy for people to access to the agricultural, mountain, and fishing villages near cities, abolition schools in these areas can be used as experience facilities or training places for students and teachers. Third, in case of the abolition candidate schools in the agricultural, mountain, and fishing villages in the districts, students and village people can use the schools for education and social purposes. Fourth, when abolition schools are independently located from the agricultural, mountain, and fishing villages, they can be used as self-service places or local peoples' places for business.

  • The objective of this paper is to analyze the profitability of expanding the high-speed internet network and provide the strategy and policy for the government and telecommunication providers to fill the information gaps in rural areas. First, we analyzed the situation where the accessibility of high-speed internet networks is deficient and reasons why it is slow to build the communication network infrastructure in the remote agricultural and fishing areas. Then economic analysis was performed to find out how much it cost to make it possible for every village of rural areas to access the high-speed internet network as well as sensitivity analysis.

Theatricality of Absence: Male Identity and O'Neill's Self-reflection in Before Breakfast (부재의 연극성-『조식 전』에서 남성 정체성과 오닐의 자기반영)

  • Eugene O'Neill's one-act play Before Breakfast (1916) depicts a morning scene of a married couple who live in a slovenly flat at Greenwich Village. There is no apparent dramatic action occurring in the play. Instead, the play is full of Mrs. Rowland's incessant complaints about her husband Alfred's loafing around bars with artists friends, neglecting his role as breadwinner. An irony is that every morning she prepares breakfast for the good-for-nothing husband even in the moment of complaining. It is worth noting that Alfred is an 'unseen character' who is never directly observed by the audience but is only described by her wife. Deprived of all chances to speak and present himself on stage, he is kept in the room throughout the play. In contrast, Mrs. Rowland dominates the stage, monopolizing language and action. The audience has to listen to her, judge from her statements, and take her one-sided complaints. The accused husband, with zero chance of showing up and defending himself, has no choice but to be the sinner as the wife intends. Another irony is that the audience's feeling about the situation is quite different from what is expected. The wife's complaints are regarded to be unfair and groundless in the reason that the situation is monopolized by her. In case of the husband, in contrast, the loss of voice and presence stresses the injustice of his dead-lock situation. In other words, the 'absent' quality of Alfred works to evoke the audience's sympathy for himself and subsequently makes his presence recognized, not visually but emotionally, by the audience throughout the play. Discovered in this paradoxical moment where the spectators understand or 'see' the status of the unseen and the devoiced message is successfully conveyed to the listeners, is the theatricality of absence. Adding to the function as theatrical device, the 'unseen character' Alfred works as a device of self-reflection to mirror the author's own life. Alfred, the alter-ego of O'Neill, effectively exorcises the author's life-long feeling of guilty as the unfaithful husband and father in the unhappy first marriage, successfully evoking the audience's sympathy for himself.

A Survey on Kitchen Facilities and Present Meal Situation in the Chungnam Farm Village and Fishing Village (충남지역 농어촌의 부엌시설과 식사현황에 관한 실태조사)

  • 본 연구는 충남지역 농어촌의 부엌설비 및 식사현황의 실태를 조사하여 농어촌 부엌설비 연구의 기초자료로 삼고자 1992년 3월 16일부터 2주간에 걸쳐 설문지 조사법에 의해 조사되었고 빈도(N)와 백분율(%), 그리고 변인간의 상관관계는 x$^2$-test로 통계적 유의성을 검증하였다. 1. 부엌의 구조 및 설비 1) 본 연구대상 농어촌 가정의 부엌 구조는 입식인 경우가 43.9%로서 아직까지도 재래식 구조가 많이 남아있고 부엌의 형태는 일자형(34.1%)과 자형(32.1%)이 가장 많았는데 일자형은 동선이 길고 자형은 면적을 많이 차지하는 단점을 지닌다고 하겠다. 2) 부엌 바닥의 재료는 흙바닥을 그대로 이용하는 경우(38.6%)와 콘크리트로 부엌 바닥을 마감한 경우(39.8%)가 대부분을 차지하였다. 부엌구조가 점차 입식으로 이양되면서 합성수지 제품도 이용(18.7%)되기는 했으나 흙바닥은 어떤 형태로든지 마감처리를 해야 할 것으로 본다. 3) 취사용 열원으로 가장 많이 쓰이고 있는 것은 프로판가스(57.6%)이고 그 다음으로는 연탄(16.5%)과 전기(14.9%)로서 장작과 석유의 이용율은 점차 줄어들고 있었다. 4) 상수도와 하수도시설이 부엌 내에 갖추어져 있는 비율은 각각 64.7%와 48.9%로서 아직도 미흡한 상태라고 할 수 있겠고, 정수기의 사용율은 2.9%로 관심도가 극히 낮은 편이었다. 5) 쓰레기를 분리해서 처리하는 경우는 21.8%로서 분리처리에 대한 실천이 잘 안되고 있었으며 젖은오물 처리시 비닐봉지를 사용하는 경우는 61.4%로서 과반수 이상으로 나타났다. 6) 부엌설비 중 부엌바닥재료와 취사용 열원은 가정의 수입과 positive(+)의 상관이 있는 것으로 나타났다. 2. 가족의 식사현황 1) 주부가 식사를 담당하는 비율은 89.0%로서 높은 비율을 차지하였는데 이는 가족의 영양과 건강유지를 위하여 바람직한 일로 생각된다. 2) 식사장소로서 가장 많이 이용되는 곳은 안방(81.7%)이었으며 미비하기는 하나 그 다음으로는 부엌식당(15.6%)이었다. 이는 아직까지 농어촌지역에서 침식분리가 제대로 되어지지 않고 있다는 것을 시사해준다. 3) 가족이 모두 일주일에 5~7회 정도 식사를 함께 하는 경우가 아침식사시에는 55.1%, 저녁식사시에는 65.7%로 나타나 비교적 가족이 식사시간에 함께 모일 수 있는 여건이 마련되어 있는 것으로 여겨진다. 4) 가족의 외식횟수는 극히 적은편으로서 한달에 한번도 없거나 있어도 한번 정도인 경우가 대부분인 것(95.0%)으로 나타났다. 5) 가정내의 가공식품 이용도는 가끔 이용한다가 67.9%로 가장 많았고 주부의 직업이나 가정의 수입과는 negative(-)의 상관을 보임으로써 값싼 주식의 대용품이 많이 이용되는 것으로 사료된다. 이와 같이, 농어촌 가정의 부엌설비와 가족의 식사현황 문제를 조사해 본 결과 과거에 비해서는 좀더 합리적으로 변모하고 있다고 할 수 있겠으나 아직도 개선해야 할 점은 많은 것으로 사료된다. 그리고 앞으로 구체적이고도 현실적인 연구가 계속 이루어져야 할 것으로 기대해 본다.

A Study on Utilization Plan of 'Old Stone Wall' Registered as a Cultural Property Focused on an Old Stone Wall in Sang-Hak Village ('옛담장' 등록문화재의 활용 방안 연구 정읍 상학마을 '다무락'이 들려주는 이야기를 중심으로)

  • Recently old stone walls were designated as registered cultural properties that meant an extension of categories about cultural properties from a spot area to whole area. Moreover given the changing situation of residential pattern, which is due to rapid social change, this designation can be seen as a significant measure to keep as intact as possible traditional landscapes in agricultural and fishing villages. In this paper, I analyze the symbol system and meaning of old stone walls and attempt to pick out the cultural elements which are related to them. These days we have made efforts to various aspects for which make traditional cultural resources into cultural contents. But many studies had done before emphasized aspects for beauty only. Especially existing studies about an old stone wall was mainly focused on architectural interpretation and tourist route. So we need to build a plot around oral research and need a creative approach for sharing with tourists. Cultural contents combine the original form, potential and capabilities with media by detecting original form of culture and finding out the worth and meaning. In this paper examined the probability of using by investigating a stone wall in Sang-hak Village that is related with recovering of places to live in contemporary society and finding cultural contents. I suggest more creative ways to make cultural properties into tourist resources by considering the possibilities of place marketing using storytelling, based on an analysis of data gathered.

A Philosophical Analysis and Design of a New Paradigm of the Rural Policies in Korea (한국 농정(農政)의 철학적 분석과 새로운 패러다임(paradigm)의 설계)

  • In the situation of rapid industrialization based on the lopsided development of economy since 1960, Korean rural society has faced a crisis of disruption. As a result, the civilian government has tried a few actions to change the circumstance. However, it is said that the coral polices were not satisfactory. Those who were concerned with the rural problems of these days argue that it is necessary to adopt new policies and further to change the policymakers` philosophies concerning the matter. The arguments are certainly based on the beliefs that the sound policies come from the sound philosophies. This study aims to analyze the existing rural polices and their policymakers` philosophies and to design of a new paradigm. For the purpose, this study was set there specific objectives: First, to overview the moor points of Quantitative Utilitarianism of Jeremy Bentham and the Social Justice Theory of John Rawls, the contrasting frameworks of the moral philosophies; Second, to trace the major or trade of the rural policies since 1960s in Korea; Third, to analyze the policymakers` philosophies reflected on the rural policies; Fourth, to design a new paradigm of the rural policies. This study mainly adopted descriptive method based on the various source of government and non-government statistics, white papers and other researches. The major findings of this study may be summarized as follows: 1. The historical epochs of the rural policies in Korea was divided into the periods: (1) An organizational and institutional establishment for self-reliance of main crops and the New Village Movement $(1969{\sim}70)$; (2) An initiation of `open-door` policies to the foreign farm products $(1970{\sim}80)$; (3) Completion of the UR meetings and the recommendations of the Rural and Fishery Development Commission (1980-present). 2. It was found that the philosophical foundations of coral policies were directly reflected from the utilitarianism of the national development. Under the philosophy it was the modem sector of economy that was to spearhead the national development, and the rural sector was situated to the peripheral position and hardly in the spot-light. Therefore, it may be said that the present situation of the rural society was largely rooted in the model of economic development. 3. As a new direction of the coral policies, many studies were focussing on the NTC (non-trade concerns) functions of agriculture for the present and future society. The researchers argue that the cost of protecting and supporting agriculture and rural society may be higher than that of the burden which the nation should be bear in the case of failure of agriculture. Although it tray be true, however, it should be noted that the argument is another type of utilitarianism which prevailed in the past. As a philosophy of rural policies, utilitarianism is straight forward and persuasive, however, it has also limitations in terms of relativism in broad sense or social justice in specific manna. 4. This study suggests to set the philosophical foundations of rural policies on the basis of Rawl`s Theory of Justice mentioned earlier. It emphasizes the inviolability of social justice which was neglected for the national benefits timing the period of development dictatorship in 1960s and 1970s. The principles of social justice for coral people were identified as twofold; (1) The principle of the t equal liberty; (2) (a) Difference principle, (b) The principle of fair equality of opportunity.

A Study on the Settlement Environment and Life Satisfaction of Sub-Urban Residential Complex - Focused on the comparative analysis of Sub-Urban Residential Complex created by the government and the nongovernment - (농촌지역 전원주거단지 정주 실태 및 입주자 만족도 분석 - 전원마을조성사업지구와 일반전원주거단지의 비교.분석을 중심으로 -)

  • This study aims to present the policy issues and direction of sub-urban residential complex by analyzing the settlement environment and life satisfaction. For the purpose, 10 sub-urban residential complexes in Chungnam Province were surveyed for general situation, physical environment, social environment, economic environment. The results are as follows; 1) The satisfaction in the physical environment is more higher in case of the complex created by the public organization. 2) The physical environment is an important factor in the determinant of the settlement, while the economic environment have a relatively lower impact. 3) The residents community is the more active, the satisfaction in the social environment is the more improved. 4) The source of income or the activity of consumption doesn't have an effect on the satisfaction in the economic environment. On the basis of this study, three programs for improvement of sub-urban residential complex policy were suggested. First, the various information and counseling service should be provided to attract city dwellers. Second, the policy on the development of sub-urban residential complex has to consider residential preference factors and improve the quality of life. Third, to increase the life satisfaction, the residents community should be activated and especially the activation of community with residents in other village is very important.

On the Background and the Process of 'Japan Fisheries' Compilation ('일본수산지'의 편찬 배경과 과정에 대하여)

  • The aim of this study is to overview what changes happened on the maritime field during the early Meiji period, how the compilation of 'Japan Fisheries' linked to the changes, and when the 'Japan Fisheries' was launched, completed and published. The trilogy of Japan Fishing Method, Japan Fishery Products, and Japan's Useful Marine Products are called "Japan's Fishery." These were completed in 1895 for almost ten years since the compilation project was launched in 1886 at the Agricultural and Commercial Ministry. Japan Fishing Method selected, improved and recorded excellent fishing and fishing methods in various Japanese regions at that time whereas Japan Fisheries Products chose excellent fish products from various methods of manufacturing and recorded the enactment and sale of fishery products. Japan's Useful Marine Products is not currently passed on, so it is not known what kind of useful marine products are recorded. However, it can be assumed that the classification method of the "Japanese Fishing Classification Table" published in 1889 was based on the Japan Fishing Index. The cited texts in Japan Fisheries Products are up to 55 documents, including Engisiki and Wakansanzaizukai's "Report of the Great Japan Fishery Association," "Ariticle of the Fisheries Fair," "The Western Fishery Manufacturing Technique" and "Trade Situation with China." Completed with extensive research from old books to the latest fishery information, "Japan's Fishery" is Japan's best "Marine Products Encyclopedia" at the time. It is also a valuable literature that can trace fishing and fishing techniques and methods of manufacturing marine products in each Japanese fishing village before the end of the nineteenth century.

A Study on the Aerobic Digestion Treatment of Night soil (분뇨의 호기성 소화처리에 관한 고찰)

  • Environmental issues are getting imrx>rtant and the polluted environment is now c considered as one of the serious social problems which we have to face. As a result, most people hate an night soil-treating establishment to be built near their village. This paper is intended to reveal the present situation of Sanitary Environment Bureau in Iksan City and its treatment of night soil. The conclusions are as follows 1. The mean quantity of treated night soil per day was approximately 126kl In 1995, and the treated quantity per month was largest in the months from May to August, but smallest in January and February. The quantity of the largest month doubled the one of the smallest, and it is considered to be because the microorganisms are more active in the warm season than in the cold season, being a a ble to process more night soil. 2. The after-treatment sewage water is regarded as being in an optimalcondition because the examination of the water discharged from the establishment revealed the result of BOD 16.67mg/l and SS 14.78mg/l in 1995. 3. The expense for treating human waste was ₩19,582 in Iksan Sanitary Environment Bureau and it was considerably lower than the average expense through the nation, i.e. ₩22,000-25,000. But the cost should be expanded for keeping outworn equipments from the old age. 4. It is desirable for the Bureau to open the establishment so that any adult or student can come into it and watch all the treating processes. It will help the citizens understand the need for the establishment in spite of its nasty and ugly impression. Other cities or countries have to follow this model and try to provide their citizens with a cleaner environment by investing more fund technology for it.
