본 논문은 30 MHz 이하에서 동작하는 유도성 시스템과 전파통신 서비스의 공존을 위해서, 유도성 시스템의 간섭으로부터 전파통신 서비스를 보호하기 위한 보호 거리에 관한 것이다. 보호 거리 산출을 위해 유도성 시스템과 전파통신 서비스 간의 간섭 시나리오 모델을 제시하고 이를 기반으로 유도성 시스템의 방사 전력과 희생원의 허용 가능한 전계 강도를 비교하여 적용된 전파 모델에 따른 보호 거리를 산출하는 방법을 제안하였으며 이 방법을 적용한 RFID(Radio Frequency IDentification), PDP(Plasma Display Panel) TV의 간섭 분석을 통해, 30 MHz 이하의 전파통신 서비스 보호를 위한 보호 거리를 도출하였다. 제안한 방법은 2012년 6월 SG(Study Group) 1 회의에서 ISM 기기에 대한 결의 63과 관련된 ITU-R 권고서로 채택되어 유도성 시스템뿐만 아니라 무선전력 전송 및 전력선 통신 등에 의한 간섭 영향 분석에 활용될 전망이다.

Currently, many punitive damages (or statutory damages) and class action laws are discussed in relation to the consumer damage relief system. It is in the background of the argument that the introduction of such a victim relief system will solve many small and large consumer damages. There are many cases in which the punitive damages compensation or the class action system are introduced in relation to the food safety damage naturally. Although the introduction of such a system can clearly help the consumer to relieve large-scale damage, it can not solve all the problems at once because the company can reject the system despite the introduction of such a system. In particular, class action lawsuits should have the same type of damage, but most of the damage caused by food safety is accompanied by physical harm, resulting in various complications such as the physical characteristics of the victim, the health environment. The class action system may not provide a solution in that the content and type of the damage may be different. In this regard, this study aims to investigate the introduction of the food safety damage relief system through the introduction of an administrative dispute settlement system by an administrative agency that occupies an absolute position in the existing consumer protection from this point of view. In reality, the Food and Drug Administration, which is the largest among government agencies related to food, operates a passive attitude consumer protection system such as function like guidance, supervision and surveillance. And it is necessary to make a complementary proposal. In the current law, there is only a small part of the consumer protection work that is positively legal, and even after the damage is scientifically identified, it is not possible to present the solution to the damage suffered by the consumer through legislation. This is a fact that has been raised. In this paper, we propose a reasonable and rapid disaster relief procedure through a separate mechanism within the administrative agency, which is the administration agency, that the dispute settlement procedure due to food safety damage is insufficient by solving the case through the court through counseling, dispute adjustment and civil proceedings. In order to solve the problem of food insecurity and the food industry, various ways of rational solution of the problem were considered. The possibility of (1) Establishment of a food safety dispute resolution committee; (2) Establishment of a food safety disaster relief committee; and (3) Establishment of a food safety disaster relief committee was discussed. In addition, a plan for the creation of a food damage compensation fund was also proposed.

범죄발생시 초동수사는 범죄피해자보호에 매우 중요하다. 경찰은 초동조치메뉴얼을 만들고 112신고시스템을 통하여 현장초동조치를 수행하고 있다. 그러나 최근 경찰초동수사의 실패사례가 발생하였다. 범인검거에는 성공했으나 범죄피해자보호에 실패한 경찰에 대한 사회적 비난이 거세었다. 앞으로 이런 일이 발생하지 않도록 초동수사의 개선방안이 요청된다. 이에 따라 범죄피해자보호를 위하여 경찰 초동수사에서 지역경찰 인사제도개선, 신고체계개선, 112신고와 119신고의 통합, 압수 수색규정의 개선, 피해자배려, 범죄대응훈련강화가 필요하다.

스마트폰과 같은 모바일 기기가 널리 보급됨에 따라 사용자들은 모바일 기기 응용들을 사용하면서 빠른 응답성을 제공받기를 바란다. 하지만 모바일 기기 응용들은 종종 사용자가 기대하는 수준의 응답성을 제공하지 못한다. 응답성을 저해하는 주 원인들 중 하나는 과도한 페이지 폴트 발생에 따른 대화형 태스크 수행의 지연이다. 이는 대화형 태스크의 상주 페이지(resident page)들이 비대화형 태스크와의 페이지 캐시 경쟁에 의해 더욱 빈번히 희생될 페이지(victim page)으로 선정되어 스토리지로 쫓겨나기 때문이다. 이 논문은 이러한 문제를 해결하기 위해 프레임워크 지원 선별적 페이지 보호 기법을 제시한다. 제안한 기법은 프레임워크 레벨에서 대화형 태스크를 식별하고 이를 커널에 전달하여 페이지 replacement 시에 대화형 태스크의 페이지를 보호하고, 사용자 입력 처리 중에 발생하는 페이지 폴트를 줄인다. 실험 결과 제안된 기법은 기존 시스템에 비해 페이지 폴트 횟수를 37% 감소시켰고, 응답시간을 11% 단축할 수 있었다.

Since 2009, Morocco has had a law governing the processing of personal data, the law 09-08, and a supervisory authority, the CNDP (National Commission for the Protection of Personal Data). Since May 2018, the European General Regulation on the Protection of Personal Data (GDPR) entered into force, which applies outside the EU in certain cases and therefore to certain Moroccan companies. The question of the protection of personal data is primarily addressed to the customer. The latter may not only be a victim of crime linked to ICT, but also have to face risks linked to the collection and abusive processing of his personal data by the private and public sectors. Often the customer does not really know how their data is stored, nor for how long and for what purpose. This fact raises the question of satisfying customer requirements, in particular for organizations that have adopted a quality approach based on ISO 9001 standard.In order to master these constraints, Moroccan companies have to adopt strategies based on modern quality management techniques, especially the adoption of principles issued from the international standard ISO 9001 while being confirmed by the law 09-08. It is through ISO 9001 and the law 09-08 that these companies can refer to recognized approaches in terms of quality and compliance. The major challenge for these companies is to have a Quality approach that allows the coexistence between the law 09-08 and ISO 9001 standard and this article deals within this specific context.

ITU-R 권고 P.1546의 전파전파 예측, 지리정보시스템, 신호-간섭(S-I) 평면에 기반하여 최소커플링손실을 적용한 무선시스템 간의 간섭분석 방법을 제시하며, 또한 임의의 안테나 패턴에 대해 간섭원과 피해 수신기 간의 방위각 및 앙각을 산출하는 국부좌표계를 도출하였다. 제시된 알고리즘의 확인을 위해 지도상의 면적 $80{\times}60[km^2]$ 갖는 실제 육지-바다 혼합지역의 지리정보를 취하였다. 가정한 주파수에 대해 지도상에 위치한 고정무선시스템 및 레이더의 전계강도와 경로윤곽 및 최대허용간섭레벨을 갖는 보호비를 산출하였으며, 간섭원의 방위각 및 앙각의 변화에 대해 피해 수신기의 간섭전력을 계산하였다. VHF 및 UHF 대역에서 개발된 간섭분석 방법론은 상용 또는 군용 무선시스템 간의 상호 운용성 및 양립성 평가에 실제로 적용될 수 있을 것으로 여겨진다.

형사조정제도에 대해 우리나라에서는 2006년 4월 대전지검 등 3개청에서 범죄피해자지원센터 주관 시범 운영되다가 2007년부터는 전국57개 지방검찰청 및 지청에서 범죄피해자센터와 형사조정제도를 본격 실시한 이래 2016년 현재는 모든 검찰청에서 형사조정제도를 운영하고 있다. 한편 검찰에서는 2009년 10월 '형사조정 실무운영 지침'을 제정하고 2010년 9월에 "범죄피해자보호법"에 그 법률적 근거를 마련하였다. 이는 형사조정이 범죄피해자 피해 회복을 지원하는 방향으로 운영되어야 한다는 것을 담고 있다고 본다. 그러나 형사조정제도의 전반적인 인프라는 어느 정도 구축되어 있다고 볼 수 있으나, 본 필자가 2007년부터 2016년 현재까지 G검찰청 형사조정위원 활동을 통하여 경험한 바로는 아직도 형사조정실 신변안전에 대한 취약 등 몇 가지 문제점이 대두된바, 본 논문에서 그에 대한 문제점을 검토하고 형사조정 실무에 알맞은 형사조정제도의 개선방안을 제시하고자 한다.

본 연구는 아동학대문제를 사회문제로 보고, 이는 사회 전체가 해결점을 찾아야 할 사안임을 직시하고 그 해결방안을 제시하고자 한다. 본 연구 결과는 다음과 같다. 첫째, 법적 보완이 우선되어야 한다. 이는 관련 법률에 대한 입법 및 법 개정을 통한 법적 보완으로 해결할 수 있다. 둘째, 제도적 보완이 이루어져야 한다. 피학대아동에게 학교교육보다는 신체적 심리적 치료가 절실하다. 향후 아동복지시설은 양육시설보다는 가정에서 살고 있지만 문제행동을 하는 아동을 위한 아동상담소와 전문적 치료가 필요한 아동을 위한 치료형 보호시설을 확충해야 한다. 셋째, 학대피해아동에 대한 조치가 뒤따라야 한다. 피해아동을 대상으로 하는 조치결과에는 원가정보호, 분리보호, 가정복귀, 사망이 있다.

Objectives : The purpose of this study is to examine the effects of the characteristics of victim and sexual abuse on posttraumatic psychiatric symptoms in children and adolescents with a history of sexual abuse. Methods : A total of 137 children and adolescents were recruited from the Seoul Sunflower Children Center, a nation-funded sexual violence victim protection center, from January 2009 to December 2013. We collected the demographic data of the victims and the Trauma Symptom Checklist for Children (TSCC) from victims. We hypothesized victims' age, sex, and intelligence quotient, and the characteristics of sexual abuse as the affecting factors of posttraumatic psychiatric symptoms. Descriptive analysis and hierarchical regression analysis were performed for analysis of demographic data, TSCC scores, and psychiatric symptoms. Results : The victims' age and the characteristics of sexual abuse were significantly related to the traumatic distress of sexual abuse. R-square was 23% for anxiety, 39% for depression, 21% for posttraumatic stress, and 37% for dissociation on TSCC. Conclusion : This study suggests that victims' age, type, frequency and duration of exposure, and disclosure of sexual abuse are significant affecting factors on posttraumatic psychiatric symptoms in children and adolescents. Exploration of psychiatric symptoms other than posttraumatic symptoms, and relations between pretraumatic and posttraumatic psychiatric symptoms is needed through collection of larger samples.

Ethical considerations are essential in planning for and responding to outbreaks of infectious diseases. During the outbreak of Middle East respiratory syndrome coronavirus (MERS-CoV) in the Republic of Korea in 2015, serious challenges emerged regarding important ethical issues, such as transparency and the protection of privacy. The development of bioethics in Korea has been influenced by individualistic perspectives applied in clinical contexts, leading to a paucity of ethical perspectives relevant to population-level phenomena such as outbreaks. Alternative theories of public health ethics include the perspectives of relational autonomy and the patient as victim and vector. Public health actions need to incorporate clear and systematic procedures founded upon ethical principles. The MERS-CoV epidemic in Korea created significant public support for more aggressive early interventions in future outbreaks. This trend makes it all the more imperative for ethical principles and procedures to be implemented in future planning and responses to outbreaks in order to promote perceptions of legitimacy and civic participation.
