The Adoption of Risk Assessment Methodology in Exposure Assessment (근로자 노출평가제도 내 위험성평가 방법론의 적용)

  • Objectives: Exposure Assessment for workplace hazards where the exposure level is below occupational exposure limits(OELs) has been performed without considering either the degrees of risk or exposure levels and has failed to lead to intervention in many cases. The objective of this study was to suggest and test an application framework for risk assessment methodology under the current exposure assessment system in Korea. Materials: First, we investigated the exposure assessment systems in Korea and other countries. To adopt some risk assessment techniques, we also analyzed risk assessment systems and compared them to exposure assessment systems. A few suggestions were made. We held a public hearing during an industrial hygiene conference and took surveys using a questionnaire. Results: The first suggestion was to implement the risk assessment and exposure assessment through a "one-stop" system. In that case, one expected question would be who has been doing the jobs so far. In most cases, industrial hygiene consulting services or laboratories have been performing exposure assessment for business owners. Business owners are required to perform risk assessment. As two different groups of people will be required to implement two things in a one-stop system, they need to share information. As an information vehicle to share information, commonly filed survey checklists were suggested. The second suggestion was to categorize exposure level into four groups instead of the current binary divisions based on OELs. In the risk assessment system, exposure level is divided into four groups utilizing the cut-points of 10%, 50%, and 100% of OELs. The same schema can be adopted in the exposure assessment system and different levels of requirements can be assigned for each group. The third suggestion was regarding the regulation system. To provide the suggestions some thrust toward being implemented in the field, changes should be made in the legal system. Two different types of new exposure assessment result reporting forms were suggested. Some investigations such as an ergonomic survey are officially accepted as risk assessment under the current legal system. A few items were suggested to be included in the exposure assessment result reporting to be accepted as risk assessment. A pilot study in two small factories was performed and pointed out the strengths and weakness of our suggestions. Conclusions: Discussions and studies on the improvement of the exposure assessment system have been held for decades and no tangible changes have yet been made. We hope this result can help realize healthy lives for workers in Korea.

A Study on the infringement of privacy of unmanned aircraft : Focusing on the analysis of legislation and US policy (무인항공기의 사생활 침해에 대한 법적 대응 : 미국 정책.입법안 분석을 중심으로)

  • An unmanned aerial vehicle (UAV), commonly known as a drone and also referred to as an unpiloted aerial vehicle and a remotely piloted aircraft (RPA) by the International Civil Aviation Organization (ICAO), is an aircraft without a human pilot aboard. ICAO classify unmanned aircraft into two types under Circular 328 AN/190. Unmanned aircraft, which is the core of the development of the aviation industry. However, there are also elements of the legal dispute. Unmanned aircraft are manufactured in small size, it is possible to shoot a record peripheral routes stored in high-performance cameras and sensors without the consent of the citizens, there is a risk of invasion of privacy. In addition, the occurrence of the people of invasion of privacy is expected to use of civilian unmanned aircraft. If the exposure of private life that people did not want for unmanned aircraft has occurred, may occur liability to the operator of unmanned aircraft, this is a factor to be taken into account for the development of unmanned aircraft industry. In the United States, which is currently led by the unmanned aircraft industry, policy related to unmanned aircraft, invasion of privacy is under development, is preparing an efficient measures making. Unmanned aircraft special law has not been enforced. So there is a need for legal measures based on infringement of privacy by the unmanned aircraft. US was presented Privacy Protection Act of unmanned aircraft (draft). However Korea has many laws have been enacted, to enact a new law, but will be able to harm the legal stability, there is a need for the enactment of laws for public safety of life. Although in force Personal Information Protection Law, unmanned aerospace, when the invasion of privacy occurs, it is difficult to apply the Personal Information Protection Law. So, it was presented a privacy protection bill with infringement of privacy of unmanned aircraft in the reference US legislation and the Personal Information Protection Act.

Analysis of Social Trends for Electric Scooters Using Dynamic Topic Modeling and Sentiment Analysis (동적 토픽 모델링과 감성 분석을 활용한 전동킥보드에 대한 사회적 동향 분석)

  • An electric scooter(e-scooter), one popularized micro-mobility vehicle has shown rapidly increasing use in many cities. In South Korea, the use of e-scooters has greatly increased, as some companies have launched e-scooter sharing services in a few large cities, starting with Seoul in 2018. However, the use of e-scooters is still controversial because of issues such as parking and safety. Since the perception toward the means of transportation affects the mode choice, it is necessary to track the trends for electric scooters to make the use of e-scooters more active. Hence, this study aimed to analyze the trends related to e-scooters. For this purpose, we analyzed news articles related to e-scooters published from 2014 to 2020 using dynamic topic modeling to extract issues and sentiment analysis to investigate how the degree of positive and negative opinions in news articles had changed. As a result of topic modeling, it was possible to extract three different topics related to micro-mobility technologies, shared e-scooter services, and regulations for micro-mobility, and the proportion of the topic for regulations for micro-mobility increased as shared e-scooter services increased in recent years. In addition, the top positive words included quick, enjoyable, and easy, whereas the top negative words included threat, complaint, and ilegal, which implies that people satisfied with the convenience of e-scooter or e-scooter sharing services, but safety and parking issues should be addressed for micro-mobility services to become more active. In conclusion, this study was able to understand how issues and social trends related to e-scooters have changed, and to determine the issues that need to be addressed. Moreover, it is expected that the research framework using dynamic topic modeling and sentiment analysis will be helpful in determining social trends on various areas.

Structural Behavior of Mixed $LiMn_2O_4-LiNi_{1/3}Co_{1/3}Mn_{1/3}O_2$ Cathode in Li-ion Cells during Electrochemical Cycling

  • The research and development of hybrid electric vehicle (HEV), plug-in hybrid electric vehicle (PHEV) and electric vehicle (EV) are intensified due to the energy crisis and environmental concerns. In order to meet the challenging requirements of powering HEV, PHEV and EV, the current lithium battery technology needs to be significantly improved in terms of the cost, safety, power and energy density, as well as the calendar and cycle life. One new technology being developed is the utilization of composite cathode by mixing two different types of insertion compounds [e.g., spinel $LiMn_2O_4$ and layered $LiMO_2$ (M=Ni, Co, and Mn)]. Recently, some studies on mixing two different types of cathode materials to make a composite cathode have been reported, which were aimed at reducing cost and improving self-discharge. Numata et al. reported that when stored in a sealed can together with electrolyte at $80^{\circ}C$ for 10 days, the concentrations of both HF and $Mn^{2+}$ were lower in the can containing $LiMn_2O_4$ blended with $LiNi_{0.8}Co_{0.2}O_2$ than that containing $LiMn_2O_4$ only. That reports clearly showed that this blending technique can prevent the decline in capacity caused by cycling or storage at elevated temperatures. However, not much work has been reported on the charge-discharge characteristics and related structural phase transitions for these composite cathodes. In this presentation, we will report our in situ x-ray diffraction studies on this mixed composite cathode material during charge-discharge cycling. The mixed cathodes were incorporated into in situ XRD cells with a Li foil anode, a Celgard separator, and a 1M $LiPF_6$ electrolyte in a 1 : 1 EC : DMC solvent (LP 30 from EM Industries, Inc.). For in situ XRD cell, Mylar windows were used as has been described in detail elsewhere. All of these in situ XRD spectra were collected on beam line X18A at National Synchrotron Light Source (NSLS) at Brookhaven National Laboratory using two different detectors. One is a conventional scintillation detector with data collection at 0.02 degree in two theta angle for each step. The other is a wide angle position sensitive detector (PSD). The wavelengths used were 1.1950 ${\AA}$ for the scintillation detector and 0.9999 A for the PSD. The newly installed PSD at beam line X18A of NSLS can collect XRD patterns as short as a few minutes covering $90^{\circ}$ of two theta angles simultaneously with good signal to noise ratio. It significantly reduced the data collection time for each scan, giving us a great advantage in studying the phase transition in real time. The two theta angles of all the XRD spectra presented in this paper have been recalculated and converted to corresponding angles for ${\lambda}=1.54\;{\AA}$, which is the wavelength of conventional x-ray tube source with Cu-$k{\alpha}$ radiation, for easy comparison with data in other literatures. The structural changes of the composite cathode made by mixing spinel $LiMn_2O_4$ and layered $Li-Ni_{1/3}Co_{1/3}Mn_{1/3}O_2$ in 1 : 1 wt% in both Li-half and Li-ion cells during charge/discharge are studied by in situ XRD. During the first charge up to ~5.2 V vs. $Li/Li^+$, the in situ XRD spectra for the composite cathode in the Li-half cell track the structural changes of each component. At the early stage of charge, the lithium extraction takes place in the $LiNi_{1/3}Co_{1/3}Mn_{1/3}O_2$ component only. When the cell voltage reaches at ~4.0 V vs. $Li/Li^+$, lithium extraction from the spinel $LiMn_2O_4$ component starts and becomes the major contributor for the cell capacity due to the higher rate capability of $LiMn_2O_4$. When the voltage passed 4.3 V, the major structural changes are from the $LiNi_{1/3}Co_{1/3}Mn_{1/3}O_2$ component, while the $LiMn_2O_4$ component is almost unchanged. In the Li-ion cell using a MCMB anode and a composite cathode cycled between 2.5 V and 4.2 V, the structural changes are dominated by the spinel $LiMn_2O_4$ component, with much less changes in the layered $LiNi_{1/3}Co_{1/3}Mn_{1/3}O_2$ component, comparing with the Li-half cell results. These results give us valuable information about the structural changes relating to the contributions of each individual component to the cell capacity at certain charge/discharge state, which are helpful in designing and optimizing the composite cathode using spinel- and layered-type materials for Li-ion battery research. A Research on the Characteristics of EEG Information on Drive Behavior (운전거동에 따른 운전자 뇌파특성에 관한 연구)

  • In this study, human is the subject of driving a car, the actual EEG is a biological information in a number of reactions that are displayed while driving the vehicle by using a measuring device, occurs during travel of the road EEG to be collected, number of experiments the collected material on the basis of changes associated with running time, extracts the factors such as changes due to road geometry, and analysis was performed. The required changes in the EEG occurring during traveling experiment analysis alpha (${\alpha}$) waves, beta (${\beta}$) wave, after the primary extraction in the form of gamma (${\gamma}$) faction, the brain wave frequency of the entire period of the experiment change rate extracts, to calculate the change in frequency in response to EEG characteristics by applying the regression model to observe a learning effect in response to an increase in the number of experiments, as a result, depending on the number of experiments, EEG changes due to individual differences. The show, by repeatedly driving a section like this, it was possible to verify that comfortably travels driver accustomed in accordance with the stored road geometry and signal, safety facilities.

An analysis on invasion threat and a study on countermeasures for Smart Car (스마트카 정보보안 침해위협 분석 및 대응방안 연구)

  • The Internet of Things (IoT) refers to intelligent technologies and services that connect all things to the internet so they can interactively communicate with people, other things, and other systems. The development of the IoT environment accompanies advances in network protocols applicable to more lightweight and intelligent sensors, and lightweight and diverse environments. The development of those elemental technologies is promoting the rapid progress in smart car environments that provide safety features and user convenience. These developments in smart car services will bring a positive effect, but can also lead to a catastrophe for a person's life if security issues with the services are not resolved. Although smart cars have various features with different types of communications functions to control the vehicles under the existing platforms, insecure features and functions may bring various security threats, such as bypassing authentication, malfunctions through illegitimate control of the vehicle via data forgery, and leaking of private information. In this paper, we look at types of smart car services in the IoT, deriving the security threats from smart car services based on various scenarios, suggesting countermeasures against them, and we finally propose a safe smart car application plan.

A Rebroadcasting Approach for Reliable Broadcast Message Dissemination in Urban Environments (도시 환경에서 신뢰성 높은 브로드캐스트 메시지 전파를 위한 브로드캐스팅 방안)

  • Fast and reliable message broadcasting is critical for safety critical applications of VANET due to the urgency and/or significance of the messages for passengers and drivers. For reliable message delivery, a mechanism for checking the reception of message at the neighboring vehicles and retransmitting it if necessary is required. Especially, in urban environments, where the traffic density tends to be high, mechanisms that minimize control message overhead such as beacon are appropriate in order to minimize the message collisions. Furthermore, broadcast delivery is especially difficult at the intersection due to the road side obstacles such buildings, and hence, a mechanism that enables effective and efficient delivery across intersections is required. In this paper, we propose a beaconless reliable and efficient broadcast approach which specifically taking into account the urban streets. The proposed approach checks the message reception of neighboring vehicles implicitly by taking into account the broadcast of message by next vehicle as the acknowledgement. When retransmissions is necessary around the intersections, vehicles located within the intersection area, where the chance of successful signal propagation toward every branch of the intersection is higher due to less signal attenuation caused by road side obstacles, are to do the retransmissions. Simulation results show that the proposed approach can provide better reliability while consume less resources than the existing approaches.

  • These days automotive markets are launching models that include a variety of IT technologies. Tesla's Tesla model S and Google's unmanned automobiles are emerging one after another. This type of automobile with IT technology provides various convenience to the driver and the driver is getting benefit by various conveience services. on the contrary, it is also true that defects for errors in electronic components cause accidents that threaten the safety of drivers. There is a sudden unintended acceleration among these accidents. The cause of the accident is not clear yet, but the claim that the ECU device caused by the magnetic field causes accident of the car due is the most reliable. But, in Korea, when occur a car sudden unintended acceleration accident, the char maker often claims that an accident occurred due to driver's pedal malfunction. Also most drivers are responsible for the lack of grounds to refute. In this paper, the pedal operation image of the driver is acquired and the sensor is attached to the control part such as the excel and brake so as to discriminate whether the vehicle sudden unintended acceleration accident is the driver's pedal operation error or the fault of. i have implemented a system that can do this.

Security Credential Management & Pilot Policy of U.S. Government in Intelligent Transport Environment (지능형 교통 환경에서 미국정부의 보안인증관리 & Pilot 정책)

  • This paper analyzed the SCMS and pilot policy, which is pursued by the U.S. government in connected vehicles. SCMS ensures authentication, integrity, privacy and interoperability. The SCMS Support Committee of U.S. government has established the National Unit SCMS and is responsible for system-wide control. Of course, it introduces security policy, procedures and training programs making. In this paper, the need for SCMS to be applied to C-ITS was discussed. The structure of the SCMS was analyzed and the U.S. government's filot policy for connected vehicles was discussed. The discussion of the need for SCMS highlighted the importance of the role and responsibilities of SCMS between vehicles and vehicles. The security certificate management system looked at the structure and analyzed the type of certificate used in the vehicle or road side unit (RSU). The functions and characteristics of the certificates were reviewed. In addition, the functions of basic safety messages were analyzed with consideration of the detection and warning functions of abnormal behavior in SCMS. Finally, the status of the pilot project for connected vehicles currently being pursued by the U.S. government was analyzed. In addition to the environment used for the test, the relevant messages were also discussed. We also looked at some of the issues that arise in the course of the pilot project.

  • In recent years, with the rapid development of large and medium-sized urban rail transit in China, the total operating mileage of high-speed railway and the total number of EMUs(Electric Multiple Units) are rising. The system complexity of high-speed EMU is constantly increasing, which puts forward higher requirements for the safety of equipment and the efficiency of maintenance.At present, the maintenance mode of high-speed EMU in China still adopts the post maintenance method based on planned maintenance and fault maintenance, which leads to insufficient or excessive maintenance, reduces the efficiency of equipment fault handling, and increases the maintenance cost. Based on the intelligent operation and maintenance technology of PHM(prognostics and health management). This thesis builds an integrated PHM platform of "vehicle system-communication system-ground system" by integrating multi-source heterogeneous data of different scenarios of high-speed EMU, and combines the equipment fault mechanism with artificial intelligence algorithms to build a fault prediction model for traction motors of high-speed EMU.Reliable fault prediction and accurate maintenance shall be carried out in advance to ensure safe and efficient operation of high-speed EMU.
