National Survey of Injury and Poisoning on a Representative Sample Population of Koreans (우리나라 대표적(代表的) 표본인구(標本人口)의 연간(年間) 손상(損傷) 및 중독발생율(中毒發生率)과 역학적(疫學的) 특성(特性))

  • Despite the public health importance of injury and poisoning in terms of its high mortality and incidence, epidemiologic information to be utilized are scarce in Korea. This study was carried out in 1990 on a representative sample population (about 55,000 persons) along with the 6th National Tuberculosis Prevalence Survey in order to estimate the magnitude of injury and poisoning occurrence and to identify its epidemiologic characteristics which can be aided for establishing preventive strategy. Pre-tested and structured Questionnaire was used by trained interviewer to collect data including general information of the person, various information on the injury and poisoning during the past one year such as time and place of its occurrence, its nature and external causes, type of medical institute attended, duration of treatment and outcome of the accident occured. In analysis of the data collected incidence rates per 1000 persons by sex, age group and its nature as well as external causes, and relative frequencies were calculated. The result obtained are as followings; 1. The incidence rate per 1000 was 30 for both sexes, 39 for male and 22 for female, male being 1.8 times more frequent than female. Age adjusted incidences were not much different from the crude rates. Age group specific rate curve showed bimodal shape in both sexes, small peaks in preschool children and higher peaks in older ages. The incidence rate per 1000 people by area was highest in Jeon-bug province (57/1000) and the lowest in Daegu city(11/1000). 2. The place where the injuries occured were road in 46%, within the boundary of house in 25%, and working place in 12% The injuries and poisoning had occured more frequently during the months from March to August of the year than other months. 3. The relatively frequent injuries by its nature were contusion with intact skin surface (19%), fracture of upper limb (13%), open wound of head, neck and trunk (12%) and fracture of lower limb (11%) among males; contusion with intact skin surface (28%), sprains and strains of joints and adjacent muscle (14%), fracture of upper limb (10%) and fracture of lower limb (9%) among females. Higher incidence rate among males than females were fracture of skull (4.5 times), open wound and fractures of limbs ($2{\sim}3$ times). Age specific rate of injuries and poisoning by its nature showed increasing pattern by age in fractures of upper and lower limbs and sprains & strains of joints whereas the age group of 30's showed highest incidence in open wounds of upper limb. Fractures of radius and ulna in upper limb, fractures of tibia & fibula and ankle in lower limb were most frequent among fractures of upper and lower limbs. The frequent injuries among sprains and strains of joints and adjacent muscles were that of ankle, foot and back, and among open wound were that of head and fingers. 4. Relative frequency of injuries and poisoning by external causes showed following order : other accidents (25%), accidental falls (23%), motor vehicle accident (22%) and other road vehicle accident (14%) among males and accidental falls (37%), motor vehicle accident (24%) and other accident (18%) among females. The external causes revealing higher incidences among males than females, were other road vehicle accident (4.8 times), vehicle accident not elsewhere classifiable (4.4 times), accidental poisoning (4.4 times), accidents due to natural and environmental factors (2.8 times), and sucide & self-inflicted injuries (2.8 times). Age specific incidence by external causes for frequent injuries showed that incidence of other accident steadily increased from 10's till age 50's; motor vehicle traffic accident increased from age 20's and dropped after age 60's; on the other hand accidental fall increased strikingly by age. The most frequent external causes among motor vehicle traffic accidents was motor vehicle traffic accident involving collision with pedstrain (69%), pedal cycle accident (30%) and other road vehicle accident (71%) among other road vehicle accidents; falls on same level from slipping, tripping or standing (44%) and other falls from one level to another among accidental falls; accidents caused by machinary (32%) for male and striking against or struck accidentally by objects or person for female among other accidents. 5. Seventy nine percent of the injuries and poisonings were treated in general hospital or hospital/clinic. The duration of treatment ranged from a few days to 123 weeks; the majority(52%) took under 2 weeks, 36% for $3{\sim}8$ weeks and 4% over 21 weeks. 6. The accident resulted in full recovery of normal healthy state in 62%, residual functional defects in 21% and on process of treatment in 16%.

  • The availability of in-depth accident data is a prerequisite for each efficient traffic safety management system. Identification and definition of the relevant problem together with knowledge of the data and parameters describing this problem is essential for its successful solution. Comprehensive, up-to-date, accident data is needed for recognition of the scope of road safety problems and for raising public awareness. Reliable and relevant data enable the identification of the contributory factors of the individual accidents, and an unveiling of the background of the risk behaviour of the road users. It offers the best way to explore the prevention of accidents, and ways to implement measures to reduce accident severity. In this study, reviewing the existing iGlad and GIDAS system, KIDAS data format can be finalized through feasibility evaluation. The progressive approach is proposed to successful settlement of Korea in-depth accident study. As the initial stage of in-depth investigation DB construction, the KIDAS is not repetition of the current police based TAAS. It is essential part of improving vehicle safety and reduction of traffic fatality in Korea. 72 Contributing factors like road and traffic characteristics, vehicle parameters, and information about the people involved in the accident have to be investigated and registered as well in the KIDAS.

  • In this study, digital photogrammetry is made use of precision surveying of deformation parts that occurred in the traffic accident. So, deformation of the traffic accident, an essential basis in the traffic accident analysis, was analysed quantitatively by digital photogrammetry. If the study continue to build the basis of data, renew it, and consider the vehicle rigidity, a property of dynamics motion according to a various kind of cars, conditions of an accident, these deformation analysis will be able to not only decide the speed just before the collision, but also reappear the traffic accident and carry out an analysis more scientifically and effectively.

  • In the trend of increasing awareness of chemical accidents, hazardous chemical transport vehicle accidents are occurring every year. In this study, we analyzed improvement of accident prevention and countermeasures through statistical analysis of hazardous chemical transport vehicle accidents. A total of 383 chemical accidents between January 2014 and December 2017 were analyzed. During this period, number of transportation accidents was 83 cases, accounting for 21.67% of total chemical accidents. In the current system, despite the direct handling of hazardous chemical, it is out of regulation of damage prediction unlike the workplace. In order to effectively respond to actual accident, information on damage prediction is required and should be shared with related ministry. And it should be developed to real-time monitoring of hazardous chemical transport vehicle through integrated control tower.

Road Safety Message Providing Methodology for Considering the Elderly Walking Behavior (고령자 보행행태를 고려한 상충위험정보 제공방법 설계)

  • In this paper, we introduce a warning message providing methodology by considering the elderly's walking behavior in V2P(: Vehicle-to-Pedestrian) communication systems. Using the elderly's accident records in Kyounggi-do area from 2011 to 2014, the elderly's accident behaviors are analyzed by categorizing accidents as road type (single road/ crossing road), existence of traffic signal (with signal/ without signal), existence of crosswalk (crosswalk/ jaywalk), cause of accident (jaywalk/ signal violation/ carelessness accident/ Etc.). In addition, the elderly's behavior variable and vehicle speed are applied, then some threshold values are utilized in a warning message providing in conflict area. Finally, we propose a distance which can protect an accident depending on the elderly's walking speed, safety margin and vehicle speed. By applying the results of this research to the V2P/P2V communication based road safety message providing system with the elderly's walking behavior, it may be helpful to reduce accident rate of the elderly.

Analysis on the Auto Accident Risks of the Old (고령자의 자동차사고 위험도 분석)

  • After empirically investigating the vehicle accident risks by age groups, various programs and policies have been imposed to reduce the old's risks in other countries. In Korea, it is little known the risk level by age groups and no policy changes has been implemented even if the number of vehicle accidents occurred by the old has been rapidly rising while the total number of vehicle accidents has been decreasing. This study empirically investigates the vehicle accident risks by age groups and the results show that the old drivers over age 65 has the highest accident risk except for the young drivers below age 25. Thus, we emphasize the necessity of reinforcing the qualifications for reissuing the drive licence and programs for educating the old drivers in Korea which is facing the most rapid population aging in the world. On the other hand, various changes are needed reflecting the old drivers such as reforming the road signs, issuing a sticker and providing them incentives such that the old drivers use the public transportation instead of self-driving.

Traffic Accidents Scenarios Based on Autonomous Vehicle Functional Safety Systems (자율주행차량 기능안전 시스템 기반 사고 시나리오 도출)

  • Unlike conventional vehicle traffic accidents, autonomous vehicles traffic accidents can be caused by various factors, including technical problems, the environment, and driver interaction. With the future advances in autonomous driving technology, new issues are expected to emerge in addition to the existing accident causes, and various scenario-based approaches are needed to respond to them. This study developed autonomous vehicle traffic accident scenarios by collecting autonomous driving accident reports, CA DMV collision reports, autonomous driving mode disengagement reports, and autonomous driving actual accident videos. The scenarios were derived based on the functional safety system failure modes of ISO 26262 and attempted to reflect the various issues of autonomous driving functions. The autonomous vehicle scenarios derived through this study are expected to play an essential role in preventing and preparing for various autonomous vehicle traffic accidents in the future and improving the safety of autonomous driving technology.

Analytical Model in Pedestrian Accident by Van Type Vehicle (Van 형 차량의 보행자 충돌 사고 해석 모델)

  • The fatalities of pedestrian accounted for about 40.0% of all fatalities in Korea (2005 year). In pedestrian involved accident, the most important data to inspect accident is throw distance of pedestrian. The throw distance of pedestrian can be influenced by many variables, such as vehicular frontal shape, vehicular impact speed, the offset of impact point, the height of pedestrian, and road condition. The trajectory of pedestrian after collision can be influenced by vehicular frontal shape classified into sedan type, box type, SUV type and van type. Many studies have been done about pedestrian accident with passenger car model and bus model for simple factors. But the study of pedestrian accident by van type vehicle was much insufficient, and even that the influence of multiple factors such as the offset of impact point was neglected. In this paper, a series of pedestrian kinetic simulation were conducted to inspect relationship between throw distance and multiple factors with using PC-CRASH s/w, a kinetic analysis program for a traffic accident for van type. By based on the simulation results, multi-variate regression was conducted, and regression equation was presented.

  • In this study, safety evaluation scenarios on "cut-in" situation are presented to assess the performance of automatic emergency braking systems. The ASSESS project in EU is surveyed for derive efficient test scenarios for cut-in situation. The TASS database are also analyzed to find representative accident scenarios in Korea. With the results of the ASSESS and TASS, the safety evaluation scenarios in cut-in situations are suggested and the scenarios are tested with simulation software PRESCAN.

An Analysis on the Gender Differences in the Level of Accident Risk using Generalized Linear and Heckman Methods (일반화선형모형과 헤크먼모형을 활용한 성별 자동차사고 위험도 분석)

  • Women's roles have changed substantially in economically developed countries; subsequently, the ratio of female drivers has also increased. In such countries, there has been considerable interest in assessing gender differences in vehicle accident risks and reasons to explain the gender differences. This study investigates the gender differences in vehicle accident risk based on 500,000 drivers randomly selected from a population sample. A Heckman model is used for accident damage and a negative binomial model is used for the accident frequency. Empirical results show that male drivers are 8.3% riskier than female drivers in terms of accident damage; however, female drivers are 113% risker than male drivers in term of accident frequency. We can implement more practical policies to reduce vehicle accidents if we can understand the reasons for the gender differences.
