Management Strategies to Conserve Soil and Water Qualities in the Sloping Uplands in Korea (한국의 경사지 밭의 토양 및 물의 보전 관리 전략)

  • Soils in the sloping uplands in Korea are subject to intensive land use with high input of agrochemicals and are vulnerable to soil erosion. Development of the environmentally sound land management strategy is essential for a sustainable production system in the sloping upland. This report addresses the status of upland agriculture and the best management practices for the uplands toward the sustainable agriculture. More than 60% of Korean lands are forest and only 21% are cultivating paddy and upland. Uplands are about 7% of the total lands and about 62% of the uplands are in the slopes higher than 7%. Due to the site-specificity of the upland, many managerial and environmental problems are occurring, such as severe erosion, shallow surface soils with rocky fragments, and loadings of non-point source (NPS) contaminants into the watershed. Based on the field trials, most of the sloping uplands were classified as Suitability Class III-V and the major limiting factor was slope and rock fragments. Due to this, soils were over-applied with N fertilizer, even though N rate was the recommendation. This resulted in decreases in yield, degradation of soil quality and increases in N loading to the leachate. Various case studies drew management practices toward sustainable production systems. The suggested BMP on the managerial, vegetative, and structural options were to practice buffer strips along the edges of fields and streams, winter cover crop, contour and mulching farming, detention weir, diversion drains, grassed waterway, and slope arrangement. With these options, conservation effects such as reductions in raindrop impact, flow velocity, runoff and sediment loss, and rill and gully erosion were observed. The proper management practice is a key element of the conservation of the soil and water in the sloping upland.

  • The riverbed areas have exposed to various natural disasters and the private use by neighboring residents have caused many problems. The research objectives are to survey the actual situation of riverbed areas in order to prevent landscape damage and private use. Drone and photogrammetry, orthophoto, DSM(Digital Surface Model), digital topographic map and cadastral information have been integrated by GIS technology. The flood and disaster vulnerable area has been surveyed and the land use and private use has been analyzed using cadastral information. The research results show that the analyzed data can be used for providing foundation data for management of river and also can be used for surveying actual situation of private use on the riverbed areas.

Designing Bigdata Platform for Multi-Source Maritime Information

  • In this paper, we propose a big data platform that can collect information from various sources collected at ocean. Currently operating ocean-related big data platforms are focused on storing and sharing created data, and each data provider is responsible for data collection and preprocessing. There are high costs and inefficiencies in collecting and integrating data in a marine environment using communication networks that are poor compared to those on land, making it difficult to implement related infrastructure. In particular, in fields that require real-time data collection and analysis, such as weather information, radar and sensor data, a number of issues must be considered compared to land-based systems, such as data security, characteristics of organizations and ships, and data collection costs, in addition to communication network issues. First, this paper defines these problems and presents solutions. In order to design a big data platform that reflects this, we first propose a data source, hierarchical MEC, and data flow structure, and then present an overall platform structure that integrates them all.

  • An understanding of importance of port has increased according to the in and out environment changes surrounding port. And the jurisdiction of physical distribution including port logistics integrated to Ministry of Land, Transport and Maritime Affairs. It is a good time for review the related port law once more. Present related port law has no problems itself. But because there are many laws about port, so overlap is shown in many aspects. According to this viewpoint, this study has focused to reduce the overlap in the contents of the laws and propose the improvement methods. So as to achieve this goal, I divided study fields into three aspects. The first is the subject of port management and second is the object of port management, the third is contents of port management. And also improvement plan provided in three aspects. Improvement plan is as follows. Firstly, the diversity of management subject is reduced considerably due to the integration of government organization but the problem which what laws among the various laws would adopt to same object is still remained. So it is necessary to make into one or two laws. Secondly, in the case of object of port management, it is essential to cover the port, port facilities and port hinterland with one comprehensive law. Therefore it is important to adjust the related clauses in various laws. Thirdly, in connection with the contents of port management, port development plan or other related port business and etc. described in various laws have to cordinated. At the same time, it is desirable that the similar terminology used in various laws would be unified.

A Geostatistical Block Simulation Approach for Generating Fine-scale Categorical Thematic Maps from Coarse-scale Fraction Data (저해상도 비율 자료로부터 고해상도 범주형 주제도 생성을 위한 지구통계학적 블록 시뮬레이션)

  • In any applications using various types of spatial data, it is very important to account for the scale differences among available data sets and to change the scale to the target one as well. In this paper, we propose to use a geostatistical downscaling approach based on vaiorgram deconvloution and block simulation to generate fine-scale categorical thematic maps from coarse-scale fraction data. First, an iterative variogram deconvolution method is applied to estimate a point-support variogram model from a block-support variogram model. Then, both a direct sequential simulation based on area-to-point kriging and the estimated point-support variogram are applied to produce alternative fine-scale fraction realizations. Finally, a maximum a posteriori decision rule is applied to generate the fine-scale categorical thematic maps. These analytical steps are illustrated through a case study of land-cover mapping only using the block fraction data of thematic classes without point data. Alternative fine-scale fraction maps by the downscaling method presented in this study reproduce the coarse-scale block fraction values. The final fine-scale land-cover realizations can reflect overall spatial patterns of the reference land-cover map, thus providing reasonable inputs for the impact assessment in change of support problems.

A Study on Quality Improvement through Analysis of Hub-reduction Failure Occurrence Mechanism for Military Vehicles (군용차량 허브리덕션 고장 메커니즘 분석을 통한 품질개선 연구)

  • For the tactical vehicles operated by the Korean army, the hub-reduction portal axle was applied considering Korea's topographical characteristics. Hub-reduction was applied to a Korean military vehicle to increase the vehicle body to secure ground clearance and improve the driving capability on rough roads, such as unpaved and field land by increasing the torque. The Korean military is operating tactical vehicles after various performance tests, including durability driving, but wheel damage occurred in one of the vehicles operating in the front units. Failure analysis revealed many damaged parts, including the hub, making it difficult to determine the cause. Therefore, an analysis of the failure occurrence mechanism for each damaged part was conducted, which confirmed that the cause of wheel breakage was a hub. Furthermore, the root cause of the hub breakage was a crack due to internal pores and foreign matters. In addition, a realistic improvement plan that can be applied throughout the design, manufacture, and shipping stages was presented using the fishbone diagram analysis. The derived improvement plan was verified through unit performance tests, including CAE and actual vehicle tests, and by reflecting this, the driving safety of Korean tactical vehicles was improved. Finally, it is expected that the proposed method for analyzing the failure occurrence mechanism will be used as reference material when analyzing the quality problems of similar military vehicles in the future.

A Study on Application Methods of the Transfer of Development Rights - Focused on Residential Areas of Gwangju - (개발권양도제 적용방안에 관한 연구 - 광주광역시 주거지를 중심으로 -)

  • This study applied the value of floor-area-ratio standard calculation method to case areas and analyzed them to overcome the limits of previous studies in calculation methods for area standards and land price (value) standard development rights. The results are presented as follows: First, criteria to select sending areas and receiving areas are needed. Second, calculation methods based on the value of floor-area-ratio standard can be widely used as standardized criteria in various areas. Third, for the connection of sending areas with receiving areas, the connections of 1:1, n:1, 1:n, and n:n are available and the location of possible dealing areas should be considered. Also, the choice of connecting unions that meet the purpose of TDR presented by local governments is available. Fourth, for Gwangju, as receiving areas downtown provide higher profits than previous renewal projects, the application of TDR is available. Application methods to overcome problems are presented as follows: First, criteria to select sending and receiving areas should be prepared and implemented in an order of priority. Second, in calculating development rights, methods based on the value of floor-area-ratio standard should be used. Third, the standards and principles of sending and receiving areas should be designated and possible dealing areas should not be limited.

  • A transmission designed with P.T.O(Power Take-Off) axle for agricultural work vehicles including multi-purpose vehicles has been developed. It is focused on the 4-wheel drive transmission of synchronous contact type for practical use in fruit tree households which is required for a large-sized agricultural vehicle. Concerning to the specification performed, the load capacity is from 500kg to 1,000kg and the safety should be secured for passengers. In addition, the driving condition should also be secured under bad situations of the topographic slope, swampy land and the rest. In order to carry out above tests, a prototype vehicle through strength analysis of transmission design has been manufactured. Consequently, optimal design conditions on the power transmission with multi-purpose vehicle for various jobs are proposed such as an indication of optimal RPM and torque at a certain work situation. The performance test through the prototype of multi-purpose work vehicle is performed and the related data base is achieved. Finally, it is improved on troubles by the analysis of the results of R&D and provided the solutions on problems occurring to mass production in the future.

  • Environmental pollution or contaminations caused by various kinds of pollutants have become one of most serious problems of our time. Environ mental pollution is the unfavoralble alteration of our surroundings, through direct or indirect effects of changes in energy patterns, rediation levels, chemical and physical constitution and abundances of organisms. These changes may affect humans directly or through their supplies of water and of agicultural and other biological products, their physical objects or possessions, or their opportunities for recreation and appreciation of nature. Pollutants that meet the criteria of this definition of environmental pollution are numerous: gases (such as sulfur dioxide and nitrogen oxides) and paniculate matter (such as smoke particles, lead aerosols, and asbestos) in the atmosphere; pesticides and radioactive isotopes in the atmosphee and in waterways; sewage, organic. chemicals, and phosphates in water; solid wastes on land; excessive heating (thermal pollution) of rivers and lakes; and many others. Some of these pollutants are introduced into the environment naturally, others by human actions, and most in both ways. Our major concer is with environmental pollution resulting wholly or largely as a by-product of human activities, because these can be controlled most readily. Environmental pollution cannot be solved by science and technology alone. It should be handled by an interdisciplinary approach with combined methods of science and technology as wen as social science disciplines for the better solution of this critical problem. In this respect, introducing "Environmental Science," a new scientific approach for the solution of environmental problems, which is now widely accepted by most developed countries of the world will be very helpful for systematization of theoretical basis for a new scientific approach to environmental pollution. Environmental science is "the study of all systems of air, land, water, energy, and life that surround Man. It includes all sciences directed to the system-level of understanding of the environment, drawing especially upon such disciplines as meteorology, geophysics, oceanography, and ecology, and utilizing to the fullest knowledge and techniques developed in such fields as physics, chemistry, biology, mathematics and engineering as well as many social science disciplines, such as economics, such as economics, law, political science and public administration." The components of this discipline are not new, for they are drawn from existing areas of science within biology chemistry, physics, and geoscience. What is really new about environmental science, however, is it siewpoint - its orientation to global problems, its conception of the earth as a set of interlocking, interacting systems, and its interest in Man as a part of these systems.

  • Various basic information is required to scientifically and rationally utilize and manage national territory. For this, a variety of informatization projects have on developed from public sectors. However, there are a lot of problems including weak linkage between individual information systems and databases and lack of the coordinating function in promoting national territorial informatization projects. This study aims to provide policy alternatives on the integration and linkage of basic information within national territorial planning system. These results will be applied to the planned utilization and environmental friendly management of national territory.
