Appraisal of Lands Using Their Availability (농경지 및 임야지의 유용성과 감정평가)

  • This paper shows that the value of land can vary based on the future availability of the land. According to the Korean principles of land appraisal by the Ministry of Land, Infrastructure, and Transport (MOLIT), the value of a piece of land is derived mainly from the latter's fertility level or local environment. In practice, however, the values of lands may vary even though their fertility level is invariant. This paper investigates a fundamental question for many professional appraisers who argue that appraisal practices are different from the principles of appraisal. It highlights the appraisal practices for agricultural and forestry lands, which have similar agricultural productivity levels or environmental conditions. It is shown in this paper that even though the fertility level of lands is invariant, the values of lands may vary based on their locations. Therefore, this can complement the principles of land appraisal. In this paper, real cases in local areas in Gapyeong County, Kyounggi province are investigated. It can be seen from the cases in the local areas that two agricultural lands may have different values based on their locations even though they have almost similar fertility levels (e.g., their physical distance from each other is less than 0.5 km but their values differ by around 19%). This paper thus argues that the value of a piece of land can be determined by its availability.

An SQL Function for the Construction of Recursively Structured XML values from the Relational Data (관계 데이터로부터 재귀적 구조의 XML 값을 생성하는 SQL 함수)

  • SQL:2003 standard provides SQL/XML publishing functions to publish the result of an SQL query as XML values but it does not provide any SQL/XML publishing function that can publish the result of a recursive query as recursively structured XML values. Therefore, for the relational tuples which are connected directly or indirectly according to given conditions, to publish both the contents of them and the relationship among them as XML values with the use of appropriate SQL/XML publishing functions, we have to write a nested SQL query. Writing that query, however, is not easy provided that the depth of the connections is deep even if we know the depth of them and is not possible once the depth of the connections is not known in advance. In order to resolve that problem, we propose a new SQL function XMLNEST that can publish the result of a recursive query as recursively structured XML values.

Fish fauna and characteristics of Misgurnus anguillicaudatus and Aphyocypris chinensis populations in environmentally friendly and conventional paddy fields (관행 논과 친환경 논의 어류상 및 미꾸리와 왜몰개 개체군 특성)

  • Paddy fields are important habitats for maintaining the biodiversity of agricultural ecosystems. Recently, as the need for safe food and biodiversity conservation has increased, the rice cultivation methods have undergone changes. This study was conducted to investigate the fish fauna in Environmentally Friendly Paddy fields (EFP) and Conventional Paddy fields (CP), and compare the characteristics of Misgurnus anguillicaudatus and Aphyocypris chinensis populations in EFP and CP. A total of 2,703 fish were collected and classified into six families and 13 species. Our results showed that there was a difference in the proportion of fish populations in the two paddy fields, and the number of individuals in EFP was higher than in CP. The weight values of M. anguillicaudatus were higher in EFP than in CP, and the total length, body length, and weight values of A. chinensis were higher in EFP than in CP. Conditional factor(K) values also showed similar trends in EFP and CP. Our results indicate that the farming practices in paddy fields have a significant effect on the characteristics of M. anguillicaudatus and A. chinensis populations, and the results of this study can be used as basic data for securing biodiversity in future agricultural ecosystems.

Workers' perceptions on the experience education for occupational safety and health in community: Focused on the values and affecting factors (지역사회 산업안전보건 체험교육에 대한 근로자의 인식: 체험교육의 가치와 영향 요인을 중심으로)

  • Objectives: The purposes of this study was to describe workers' perceived values and the affecting factors (pros and cons) of the experience education for occupational safety and health and to suggest the strategies and future directions to improve the experience educational quality. Methods: A total of 8 male workers taking the safety and health education of the 7 safety experience education centers involved in this study (5 centers managed by Korea Occupational Safety and Health Agency (KOSHA), 2 centers of large commercial companies). This study used Photovoice, a qualitative method, as the study method. We conducted the photovoice-based in-depth interview with the SHOWeD questions and strategy and used the taxonomical analysis. Results: The study participants' perceived values of experience education were strengthening self-efficacy of the safety and health practices, providing practically useful information, and enjoying refreshing experiences different from daily jobs. Positive affecting factors of the experience education (pros) were providing the educational environments and opportunities of direct experiences, teaching practical safety and health contents for the participants, and the trainer's instruction competencies. Negative affecting factors of the experience education (cons) were learner's negative or standing postures during trainer's lecturing, insufficient exercise conditions and facilities for education, and difficult and theory-oriented lecture far from the practical jobs in reality. Conclusions: Major values of exercise education were direct experiences, useful contents and interesting opportunities from the education participants' perspectives. To improve the exercise education quality, overall educational environments such as convenience facilities as well as exercise facilities should be modified altogether. This study partially and conveniently used the photovoice method as the study limitation.

Some Patterns of Confucian Literati's Daily Lives in the Joseon Dynasty Analyzed from a Perspective of Ritualization (조선시대 사족(士族) 일상생활의 유교적 의례화 양상)

  • In the Joseon Dynasty, Confucian literati sacralized their daily lives through ritual practices across the three dimensions of time, place, and humanity. 1) In the dimension of time, they cultivated in their personal lives by accepting and thoroughly practicing the ethical principles of the Elementary Learning (『小學』). These practices of self-cultivation developed into ritualized practices of daily routine from the perspective of neo-Confucianism. 2) In the spatial dimension, local public schools (鄕校), local private academies (書院), and village private schools (書塾) were constructed as the symbolic places for disseminating Confucian norms through intensive seminar activities and collective learning sessions (講會). These places were also used for the pious recitations of selected Confucian proverbs that had been ritualized by Confucian literati. 3) In the dimension of humanity, pious consciousness, reinforced by the ritualized practice of periodic sacrifices or intensive reading, was subconsciously deepened and projected onto dreams individuals reported of their deceased fathers or teachers. According to the Confucian ritualization process, people were seen as being able to sanctify their daily lives by thoroughly internalizing and effectively realizing Confucian values.

Evaluation of SWAT2000 Model Application for Estimating Delivered Nutrients Load for the Gap Stream Watershed (갑천유역의 영양염류 유달부하량 산정을 위한 SWAT2000 모형의 적용성 평가)

  • In order to estimate delivered nutrients load from non-point sources in the Gap stream watershed in Daejeon, a distributed watershed model SWAT2000 was used so that it could predict the impact of land management practices on water, sediments and chemicals yields in large complex watersheds with varing soils, land uses and management condition over long period of time. The SWAT2000 was applied to the Daejeon (Indong), Yudeung (Boksu) and Gap (Hoeduck) streams for TMDL (Total Maximum Daily Load) of nutrients. The observed water quality and streamflow data of the year of 2002 and 2003 were used for calibration, and those of the year 2004 and 2005 were used for validation. Simulated results were evaluated by Estimation Efficiency Analysis (COE), Regression Analysis $(R^2)$ and Relative Error (R.E.) for the nutrients amounts on the monthly and yearly basis by comparing observed load with estimated load obtained by using SWAT2000 simulations. The COE value fur T-N was ranged from 0.59 to 0.78, $R^2$ values for T-N ranged from 0.65 to 0.84, and R.E values fur T-N load ranged from 4% to 20%. COE value far T-N was ranged from 0.59 to 0.73, $R^2$ values for T-P ranged from 0.67 to 0.82, and R.E values for T-P load ranged from 3% to 25%. Estimated results of SWAT2000 simulation for 3 sites (Indong, Boksu, Hoedeok) were reasonably satisfactory. This study indicated that SWAT2000 model could be applicable to estimate the nutrients load from the Gap stream watershed in Korea.

Exploratory Analysis of AI-based Policy Decision-making Implementation

  • This study seeks to provide implications for domestic-related policies through exploratory analysis research to support AI-based policy decision-making. The following should be considered when establishing an AI-based decision-making model in Korea. First, we need to understand the impact that the use of AI will have on policy and the service sector. The positive and negative impacts of AI use need to be better understood, guided by a public value perspective, and take into account the existence of different levels of governance and interests across public policy and service sectors. Second, reliability is essential for implementing innovative AI systems. In most organizations today, comprehensive AI model frameworks to enable and operationalize trust, accountability, and transparency are often insufficient or absent, with limited access to effective guidance, key practices, or government regulations. Third, the AI system is accountable. The OECD AI Principles set out five value-based principles for responsible management of trustworthy AI: inclusive growth, sustainable development and wellbeing, human-centered values and fairness values and fairness, transparency and explainability, robustness, security and safety, and accountability. Based on this, we need to build an AI-based decision-making system in Korea, and efforts should be made to build a system that can support policies by reflecting this. The limiting factor of this study is that it is an exploratory study of existing research data, and we would like to suggest future research plans by collecting opinions from experts in related fields. The expected effect of this study is analytical research on artificial intelligence-based decision-making systems, which will contribute to policy establishment and research in related fields.

Comparison of the Democratic Concepts of the People in Mainland China and Taiwan: Support and Understanding

  • Through an empirical comparative analysis, we found that people in mainland China and Taiwan demonstrate strong similarities in their support for democracy, based on democratic suitability, efficiency, preference, and priority. There are also differences in beliefs about democratic values. Compared to people in mainland China, the Taiwanese have a deeper and more widely shared belief in the principles of participation and pluralism, while the differences between their beliefs in the principles of equality, freedom, and checks and balances are narrow. Furthermore, people in mainland China and Taiwan have a strong similarity in their understanding of democracy, that is, they all present a mixed democratic understanding based on substantive bias. Overall, although the differences between mainland China and Taiwan's democratic practices are reflected in the level of value identification from the perspective of democratic support and democratic understanding, the popular democratic political culture in mainland China and Taiwan still has a relatively broad consensus. Thus, the integration and development of cross-strait relations not only has an increasingly profound social and economic foundation but also considerable consensus and mass support on the political and cultural level.

Rukun and Adat in Javanese Villages: A New Territorial Model for Understanding Javanese Culture (자바 마을의 루꾼과 아닷: 자바 문화 이해를 위한 영토성 모델 제안)

  • Javanese culture has been perceived as peace-oriented and conflict-avoiding in both academic studies and local people's discourses, and this perception has been crystallized in the "rukun model" for understanding Javanese culture. But in reality, although the rukun values have been internalized in Javanese mindset, violence has never ceased in Javanese society and even seems more widespread in the Indonesian reform era. Based on this understanding, this paper reveals the limitations of peace-oriented rukun model which cannot explain conflict and violence, and instead suggests an alternative "territorial model" which can involve both peace and conflict. For that purpose, the author examines aspects of territoriality embedded in three components of Javanese villages: people, territory, and adat, and argues that territoriality works as the principle of organizing and managing Javanese society, as shown in their social stratum and various cultural practices as well as the way morality and justice are defined. By theorization of territorial model, we can understand rukun values and adat from a new perspective and thus achieve a more complete understanding of Javanese culture.

A Case Studies on the Sustainable Fashion Trend and Design as ESG Practice in the Post-Corona New Normal Period (포스트코로나 뉴노멀 시대의 ESG 실천 방안으로서의 지속가능한 패션경향 및 디자인 방향성 연구)

  • This study aims to discuss sustainable fashion trends and sustainable design directions that fashion companies are practicing with ESG in the post-corona new normal era. As a research method, this study examined sustainable fashion trends and ESG practices through empirical case studies focusing on each fashion brand's website, including previous research and literature research, using materials such as newspapers and magazines. As for ESG practice plans, they were divided into four categories: technology orientation, design orientation, consumption orientation, and social value pursuit orientation. The sustainable fashion trends were also divided into four categories. First, the trend exhibits cyclical sustainability using pro-environmental materials, such as pro-environmental fibers, recycled fibers, biodegradable fibers. Second, high sensitivity and rare value sustainability were shown using reuse and upcycling. Third, consumption-oriented trends were promoted through slow fashion. Fourth, in order to realize eco-friendly sustainable fashion and ESG as practical ways to pursue social values, there is a trend of integrating sustainability through changes in perception considering people, society, and the environment. Beyond spreading concern about value consumption trends and the environment, it presents a direction for future industries concerning core values with social roles, responsibility, and ethical awareness from various perspectives.
