The efficient utilization of VTS console functions in terms of user helps carry out VTS tasks successfully. All the console functions for VTS operation have been surveyed. The default functions used in current VTS console are evaluated by VTS operation, Most popular functions are categorized, and the other functions for the advanced VTS services are suggested. The result of research expect application possibility when designing of GUI.

In recent years, VTS system was developed in Korea through a government R&D project for domestic manufacturers and operating authorities. The field test of the developed system in a real environment was constructed at the Gunsan VTS center. Testing was conducted for certain new IT convergence technology with VTS, such as traffic analysis, pilotage etc. So, we described some functions and advantages with tested VTS in real environment.

In the VTS, the predictions of vessel mobility and situation awareness of maritime environment are basic function. In recent years, pilotage information is an essential aware element of VTS personnel for vessel traffic management. So, we designed the structure of pilotage information service with VTS and tested in real environment. In the future, similar pilotage information can be used as a useful VTS service.

IVEF(Inter-system VTS Exchange Format)은 VTS(Vessel Traffic System)간에 데이터를 교환하기 위해 설계된 프로토콜이다. IVEF는 VTS간의 데이터 교환을 위한 표준 포맷으로 향후 구축될 VTS 시스템에 반드시 적용되어야 하는 기술이다. IVEF에는 선박에 현재위치, 선명, NMSI 등 여러 정보들이 포함되어 있어 다양한 형태로 활용가능하다. 이에 본 논문에서는 IVEF를 이용하여 다양한 플랫폼에서 활용할 수 있는지 확인해 보고, 특히 안드로이드 단말기에서 IVEF 포맷을 활용할 수 있는 방안에 대해서 제안해 보고자 한다.

말하기는 곧 행위라는 주장이 화용론의 핵심명제이다. VTS 대화는 선박들의 효율적이고 안전한 항해를 위해 이루어지는 언어적 상호작용 행위이다. 본 연구에서는 모든 VTS 화행은 항해행위의 수행에 따른 부수적인 요소가 아니라 필수불가결한 요소라는 점에 주목하고자 하였다. 먼저 화용론에서 다루는 대화의 협력원칙, 공손원칙, 명령화행 및 약속화행의 적정성, 최소대화의 원칙을 VTS 대화 상황에 적용하여 VTS 화행의 특성을 정립하고자 하였다. 그리고 실제 발생했던 해양사고에서 선박 간 담화 또는 대화를 분석함으로써 화용론적 실패가 충돌사고에 어떻게 영향을 끼치는지를 검토해보았다. VTS 상황에서 이루어지는 담화 또는 대화분석을 통해 해양사고의 원인을 심도 있게 분석하는 방안과 이의 결과를 항해사 및 관제사 교육에 활용하는 방안을 제시하였다. 덧붙여서 co-Navigation 개념이 항해안전의 새로운 패러다임이 되어야 한다는 것을 주장하였다.

The International Association of Marine Aids to Navigation and Lighthouse Authorities(IALA) model course recommends specific aspects of basic curriculums for Vessel Traffic Services(VTS) operator education such as modules, course hours, contents, etc. Most domestic training programs for newly appointed VTS operators comply with such recommendations. The objective of this study is to determine whether such modules for VTS operator training recommended by the current IALA model course correspond to the actual opinions of VTS operators who are currently working in the field. To this end, the relative importance of basic modules for vessel traffic services operator training was analyzed using the Analytic Hierarchy Process(AHP) method. A questionnaire was designed to include 8 modules recommended by the IALA model course, and the survey results of 52 individuals working at 5 VTS centers were analyzed. The result showed that, unlike the assumption by the IALA, domestic VTS operators viewed Nautical Knowledge as the most important modules, followed by Emergency Situations, Traffic Management, Language, Equipment, VHF Radio, Communication Co-ordination, and Personal Attributes, in that order.

우리나라 첫 연안VTS인 진도 연안VTS의 운영 성과를 분석하고, 운영 사례를 조사하여 연안VTS기능에 관하여 실증적으로 분석하였다. 연안VTS는 관제구역이 넓어 해상교통 특색이 장소마다 상이하며, 집중 관제를 필요로 하는 곳이 많았고, 통항선박 중어선과 같은 비관제 대상 선박이 다수를 차지하여 이들의 관제가 중요한 것으로 조사되었다. 그리고 선박 운항자의 집중도가 항내보다는 떨어지므로 인적과실에 의한 사고 개연성이 높은 것으로 분석되었다. 연안VTS는 항만VTS와 같이 정보제공, 항행지원, 교통관리의 역할을 주로 하고 있지만, 수색구조 지원, 해상 보안, 해상치안 업무, 해양오염 대응, 비관제 대상 선박 업무 및 수상레저 안전관리 등의 기능을 강화되는 것으로 나타났다.

최근 국내외 여러 사건들로 인하여 VTS의 중요성이 대두되고 있는 바, 보다 더 안전한 해상 환경을 조성하기 위해서는 VTS 여러 부분의 개선과 발전이 필요하다. 여기서는 VTS의 발전을 위해서 필수적으로 요구되는 비용에 관한 부분을 해결하고자, VTS 사용료 제도에 관한 다른 비슷한 성격의 항만 요금과 외국의 VTS Fee 사례에 대하여 검토하고 비교해보고자 하였다. VTS 사용료로 인하여 여러 가지 기술적 개발을 이루어 원활하고 효율적인 VTS 관제가 이루어질 수 있도록 모색하고자 한다.

해양경찰청은 지난 '10년도 국내 연안VTS 확대구축에 관한 기본 계획을 수립하여 현(現) 진도 여수 연안VTS 인수 구축업무를 성공적으로 완료하였으며, 오는 7월 통영 연안VTS 센터가 경남권역 연안해역의 통항선박 안전을 위해 개국예정이다. 이에 제1단계 사업의 종료시점이 도래됨에 따라 서해권역 연안VTS 확대구축 전(前) 기 운영 중인 국 내외 연안VTS 운영방법을 토대로 해양경찰 연안VTS 관제구역과 VHF 통화 채널의 효율성을 분석하여 향후 이용자 편의성 도모 및 해양환경 보호에 이바지하고자 한다.

국내에 구축된 VTS는 해상안전을 위한 세계적인 기술흐름을 따라가기 힘들고, 향후 e-Navigation을 구현하기 위한 신기술을 VTS 센터에 적용하기에는 많은 기술적 제약이 따르며, 새로운 개념을 제안하더라도 마땅히 시험할 기반이 없는 실정이다. 이에 e-Navigation이라는 국제적인 추세에 대응하고, 새로운 기술이 접목된 한국형 VTS를 개발하고자 "해양 안전 실현을 위한 차세대 VTS(u-VTS) 기술개발"이라는 연구를 진행하고 있다. 이번 연구에서는 국내의 해상교통환경에 적합하고, 효율적으로 운영할 수 있는 차세대 VTS 시스템에 적용될 운영소프트웨어의 기능을 연구했다.
