In modern society, there are diverse sorts of VIPs including a king and individuals. Some like a king or president are in need of professional secret services, and others become VIPs by being guarded by a bodyguard company at their own request. The former is called a public guard, and the latter is a private one. In the field of the public guard, the nation should be furnished with a guard system in consideration of political circumstances to protect VIPs. That is, the parliamentary cabinet system and presidential system call for a different guard system, and the guard system's professional features vary to some degree with political situations and cultural climate. If the ultimate goal of guard is to protect the chief of the democratic and open state in a most efficient and safe manner, it's mandatorily necessary to set up a professional and specialized guard organization to provide democratic and efficient secret services. It's desired that the domestic presidential guard division should be staffed with not only expert guards but other personnels dispatched from the military and police. In the police, guard mission is splitted among various guard and security agencies, including the National Police Agency's public security bureau or the Seoul Metropolitan Police Agency's public security division, 101 security unit, mobile police and 22 special guard division. As a chain of command is separated and it's difficult to manage such organizations effectively, the National Police Agency should be exclusively in charge of VIP guard and security. In the area of private guard, the private police system has shared national security task as a middle organization between the private police and private guard. But now its intent has gradually weakened, and its mission should be redefined. In addition, the way people look at private guard should change, and they should be well informed that it could serve to prevent possible crimes, protect them against crimes and get rid of their inconveniences. To make a good impression on people, the guard associations and businesses should put their efforts into reinforcing publicity activities, and the government, academic circles and press should team up with them as well.

It is believed that the Koryo dynasty era is the period which has very special meaning with regard to the history of the VIP guard system. The guard system in the early Koryo dynasty time focused on the official protection for kings and their families with absolute royal authority. On the contrary, the guard system in the late Koryo dynasty time, especially military regime period, conducted providing private protection for military rulers and increasing their power. The official guard troops named 2Gun6Wii became just perfunctory organizations at that time. That is the reason why this study develops the discussion only about the guard system of the early Koryo time. The official VIP guard organizations under the government structure of the early Koryo period were Naegoonbu, Byeongbu and Joongchoowon. This study particularly reviewed the Joongchoowon with thorough research. In the meantime, the guard organizations under the military chart of the early Koryo period were 2Gun6Wii, Gonghakgoon, Geonryonggun and so on. 2Gun consisted of ungyanggun and yonghogun. They were the royal bodyguards. This study especially tried to review the substance of the Gonghakgoon, Geonryonggun with different point of view from other theories. The Gumowwii, one of 6 Wii, conducted many official duties such as royal palace protection, capital city Gaesung defence, area patrols, criminal apprehension and disturbance prevention. It also accomplished crowd control and convoy mission at the streets to respond emergency cases while carrying out VIP protection roles for kings and Chinese diplomats. Many bibliographies verified that the Chunwoowii was the royal bodyguards which helped kings during state ceremonies and grand meetings held by kings. Consequentially, it is true that this study discovered, analyzed and evaluated various references and research materials related with the guard system. It is meaningful that this study newly reviewed the organizations and functions of the guard system as one structure.

Protection sciences are new science. therefore, protection martial arts sciences are will studied be based on study of protection in order to supply high level by request. Moreover, It is reconstruction that protection martial arts masters education, systematic manage, certificate system, protection martial arts recognition certificate, protection martial arts equipment, practice of protection martial arts. Protection martial arts occurs on the unforeseen accident and body guarding, therefore martial arts concept of protection martial arts different general martial arts and sport. In order to develope of protection martial arts First, scientific thesis need of protection martial arts learning. Especially, aims of present protection martial arts is not protect oneself, protect the VIP to safely from all dangers is different thing with aims of general martial arts. Instinct that VIP protect rather than oneself should study and develop. Second, techniques and model of protection martial arts spread to who in connection with security service by systematic and organized. Preferentially, study of protection martial arts Techniques and model possible the protection martial arts learned society, found laboratory and endowed protection martial arts society organize and prevention for random of protection martial arts and must make the original protection martial arts. Third, protection martial arts official certificate and license system must organize in order to training and manage of protection martial art master, Match director(First Second), life physical director(First, Second, Third) is systematically manage by Ministry of Culture & Tourism Republic of Korea. Like this protection martial arts also classify the certificate by scholarship and experience. Fourth, In union to university, private security service company, public institution, police and system that possible leaning to protection martial arts certificate course important. In addition, destroy the commercial character of present martial arts and cultivate the pure martial arts mind, should develop to martial arts in order to improve the humanism and temperament of right body guard.

These days our society, no matter it is individual or community or nation it has diversity big and small trouble and Terrorism, disaster that gives national crisis in many different ways. Before we dont think disaster is big problem in nation crisis but now we have to think seriously and put the disaster problem in nation crisis. Also security terrorism is important in national crisis just same as security of nation and disaster in national crisis management. Specially, attacking national sovereign and the head of the government are still increasingly and if deadly terror happens than nation will get big crisis and can get aftereffect. Accordingly way of development about crisis control in security terrorism, first of all, for make confrontation system because of crisis management, need judical revision about escort law and prevention of terror. Second of all, need exclusion of guard danger element for strengthening guard safe action. Third of all, strengthening education to people so increase ability of conquest in the scene. Finally, security terror not only directly purpose also indirectly purpose increase, need to development about guards way and need a strong will to reduce terrorism, also put emphasis on prevention guards action and before the fact make perfection more perfect in crisis control to removal element of terror.
