Analyzing the Influence of Policy Measures for Growth Management Plan (성장관리방안 정책수단의 영향력 분석)

  • This study examined the effectiveness of policy measures in a growth management plan by analyzing empirically the influence of regulations and incentives in a non-urban growth management plan of Sejong City using the binomial logistic model. The parcel unit data related development location of Sejong City from 2012 to 2017 was used in the model. The analysis showed that time regulation in the growth management plan has a negative (-) impact on the spread of development, which means it is effective in slowing urban sprawl by lowering the profits of developers. The time regulation applied in Sejong City needs to be used actively in other cities in Korea to prevent urban sprawl. Nevertheless, floor ratio incentives had no influence in inducing development within the growth management area, which means a new incentive policy to meet the local characteristics is needed to strengthen the effectiveness of the growth management plan. This study is meaningful because it attempted an empirical analysis of the effects of the growth management plan at The National Territory Act, and this study could encourage further studies.

Application of the Cost-Distance Measures for Designating Zone Boundaries in DIF Zoning

  • The development impact fee (DIF) zoning is used to adequately provide the pre-planned urban infrastructures in those urban and regional sectors where significant urban sprawl has already taken place followed by the rapid population growth. The infrastructure installation fees are levied to those landowners whose properties belong to the DIF zone in which they enjoy the direct benefits that accrue from the installed infrastructures. While the law is deemed to be equitable in that the actual beneficiaries pay for their benefits, it is required to designate the zone boundaries accurately and consistently since they are the very dividers that differentiate the legitimate fee-payers and the free-riders. This study, especially, tries to test a seemingly advanced alternative, so-called the cost-weighted distance measure, as a potential candidate to replace the current air-distance measures to designate the zone boundaries. The statistics indicate that the coefficient of variation for major indices spread from 11.75 to 35.6 in the case of the latter method, it only ranges from 0.21 to 0.76 in the case of the former. The zonal outcomes also show much higher consistency in their shapes. It is hoped, in this context, that the study findings could possibly be adopted in the future research efforts expected soon to amend and improve the current DIF zoning law.

  • Landcover has been largely influenced by human activities, especially in recent days. The analysis of the change of land use by urbanized development is useful for determining development plan hereafter. This study aimed to the quantitative analysis about the urban sprawl within 12 years from 1985 to 1996, at Chonan, and for extracting the characteristics of change. For this purpose, this study performed land cover classifications using Landsat TM data . A hybrid classification method was used to classify satellite images into seven types of land cover. Road network digitied from 1:25,000 topographic map was rasterized and overlaid on the landcover map. A result of this study showed that area of forest and paddy decreased due to urban sprawl. Especially from 1993 to 1996, the change of land use progressed rapidly because of merging a city and a country in Chonan. The size of patch in forest had been smaller and irregular form. This explained how urbanized Chonan was and applied the suggeston of plan in landuse with the result of this study.

Evaluating the Effects of Sprawl on Evacuation Time: An Exploratory Analysis from Texas Coastal Counties (긴급재난 대피시간에 대한 도시확산 현상의 효과에 관한 연구: 미국 텍사스 해변 지역사례 연구)

  • The objective of this research was to test a hypothesis that sprawl increases congestion, and so the estimated evacuation time become longer. For this, sprawl was thought to be poor accessibility so that vehicle miles of travel become longer. This research shows that the daily vehicle miles per lane mile that are thought to be an accessibility index had a strong and statistically significant relationship to the estimated evacuation time, while urban population density has no statistically significant relationship to the evacuation time. The result of this research recommends that we should consider sustainable land use patterns that decrease traffic demand by providing good accessibility.

The Spatial Distribution Analysis of Coastal Wetland Vegetation in Sihwa Lake (시화호 연안습지 식생의 공간 분포 분석)

  • Human activity has been the major threat to wetlands. Agriculture, industrial development, and urban and suburban sprawl have caused the greatest losses of coastal wetlands. In fact, riceland agriculture, because of the flooding that goes with it, provides some additional wetland habitat not otherwise available. The biggest current source of loss for freshwater coastal wetlands is from urban sprawl. In this study, spatial analysis method such as landscape index were applied to Sihwa area in Ansan city. The SMA (Spectral Mixture Analysis) method using Landsat image showed the change distribution of wetland vegetation from 1996 to 2004. The southern part of Sihwa wetland have been changed with Suda japonica of 24% and reed vegetation of 34% on coastal wetland which were covered with tidal flat.

  • Kyoto, which was Japan's political and cultural capital for more than a millennium before the dawn of the modern era, shows distinctive characteristics formed in the process of urban modernization. A citizen plaza perfectly fit to a modern city is lying on the east side, but a delayed urban reconstruction in the city center due to a strong conservative self-government awareness, as well as a delayed modernization of tax system, caused disorderly urban sprawl to appear in the suburbs. Thanks to the enactment of urban planning law enacted in 1919 by the government (Ministry of Internal Affairs) and an increasing awareness about the necessity and rationality of urban planning projects, urban renovation took place at a rapid pace. In the meantime, new ways of urban design were sought for and experimented to conserve it as a historical city against the city' quickly changing landscape.

Evaluation of Urban Growth Management Policy using Urban Dynamics Model (도시동태모형을 이용한 도시성장관리정책의 평가)

  • This paper evaluate and compare effectiveness of urban growth management measures in Korea using system dynamics model. Simple urban dynamics model was used to compare urban growth management measures. Since the late 1960s, Korean government has been implementing various urban growth management measures without much success. In the 1960s, factories, universities, and public agencies were strongly encouraged to move out to local areas. During the 1970s, regulations on greenbelt area was adopted to prevent urban sprawl. Besides, regulations to prevent location of population inducing facilities, and promoting dislocation of those facilities were implemented simultaneously. During the 1990, regulations on total number of factories in the metropolitan area, development fees were adopted. These various method of urban management were compared. Simulation results shows that promoting decentralization of population, preventing population immigration, expanding greenbelt area are effectiveness ones compared to controlling total number of population inducing facilities, and preventing construction of new industries. Some implications of the findings were discussed.

Urban spatial structure change detection in land cover map using time-series patch mapping (시계열 패치 매핑을 이용한 토지피복도의 도시공간구조 변화 검출)

  • In this paper, we propose a system to detect spatial structures in land cover maps and to detect time-series spatial structure changes. At first, the proposed system detects patches in a certain area at different times and calculates their measures to analyse spatial structure patterns of the area. Then the system conducts patch mapping among the detected time-series patches and decides 6 types of patch changes such as keeping, creating, disappearing, splitting, merging, and changing in a mixed way. Also, the system stores the patch-based spatial structure patterns of time-series land cover maps in binary form to extract changes. This demonstrated that the proposed change detection system can be used as a basis for planning the reconstruction of the urban spatial structure by measuring the degree of urban sprawl.

  • Under the 「National Land Planning and Utilization Act」, Development Restriction Zones(DRZ) is one of the designated use district where the Minister of Land, Infrastructure and Transport deems it necessary to control urban development in order to prevent urban sprawl and conurbation and ensure a healthy living environment for citizens by conserving the natural environment surrounding metropolitan cities. DRZ was first designated around the Seoul Metropolitan city in 1971, and had been expanded to the 14 metropolitan areas across the country since 1977. The designated areas were accounted for about 5.4% of the total national land and its importance was demonstrated by contributing to control urban sprawl, curbing real estate speculation, and providing green space to citizens. However, DRZ has been repeatedly relaxed its regulations and allowed development under government. As a result, much of the green areas was damaged and several cities were merged and extended(conurbation). In particular, deregulation implemented for the purpose of securing land as part of national projects and local outstanding business(i.g. constructions of national rental housing, industrial complex, and international stadium) have caused continuous environmental damage around the metropolitan cities. In addition, the habitat fragmentation is in serious situation. Thus, the systematic plans for managing DRZ are necessary, since it is concerned that urban environment become deteriorate in the mid- to long-term. This study aims to continuously protect the urban environment from lifting DRZ. Therefore, firstly, we examined the environmental status through analyzing DRZ Management Plan which shall be drawn up by the Special Metropolitan City Mayor, the Metropolitan City Mayor or the Mayer/Do governor having jurisdiction, every five years to collectively manage DRZ. Secondly, we investigated the actual condition in DRZ based on the case study of Management Plan in Metropolitan areas(i.e. Seoul Metropolis, Gyeonggi-do, and Incheon Metropolis). Finally, we suggested the seven feasible improved political plan for managing DRZ.

  • Recent cities have been extended by the urban population's growth. But, despite the extension of the residence in the edge of metropolitan, the urban sprawl has appeared because of insufficiency of infra structure. Therefore this study implemented the survey of the resident consciousness, on the base of it, aimes to provide the data for developments.
