  • Under the powerful influence of economical and social transformation, namely Post-Industrialization since the 1980's, old industrial cities in western europe faced a severe urban crisis such as high unemployment rates, demographic decline, urban slums, lack of infrastructures and economic shocks. In order to overcome their urban decline, They had to attempt to find a creative re-modelled and re-imaged Urban Development Strategy for the future. Thus Urban Regeneration has been a serious issue of debate in europe. First of all, Urban Regeneration based on cultural strategy have played an increasingly important role in the Post-Industrial cities and regions since 1980's. The purpose of this study is to find out the organized characteristics of Urban Regeneration based on Cultural Strategy by analyzing successful overseas case "Landesgartenschau in Ruhrgebiet, Germany, where has been changed from an old industrial city to a Culture-Service- based City significantly over last several years. It's inner-city old industrial areas with amount of derelict under-used industrial Heritages have been remodelled and reimaged to a creative and attractive public spaces involving Arts and cultural activity by Urban Regeneration based on Cultural Strategy, namely, "Landesgartenschau".

Analysis of Social Network Change Characteristics of Participants in Urban Regeneration Project Using NetMiner : Focused on the Urban Regeneration Leading Area in Suncheon-City (NetMiner를 활용한 도시재생사업 참여주체의 시기별 소셜 네트워크 변화 특성 분석 : 순천시 원도심 도시재생선도지역을 중심으로)

  • Suncheon City Regeneration Project is known as the concept of cultural residents. Through the previous projects, the residents' capabilities have been improved, and the projects have been carried out according to their strategies. For this reason, participants in urban regeneration projects are important. The purpose of this study is to actually identify the 'rescue center' and 'direct relationship' with the analysis utilizing the characteristics of social networks NetMiner solution of the participants, who led the project, Suncheon. Surveys and interviews were conducted for participants, and the characteristics of social networks were analyzed in time series to quantify and visualize the results. As a result of the analysis, social networks were changed among the participants before and after the urban regeneration project. Initially, loose networks were denser over time, and initially networks formed only around participants were expanded over time. Network analysis has revealed that the system is strengthening with urban regeneration projects in the form of public and public-private cooperation. This highlights the need for a city-centered urban regeneration strategy centered on people and shows that a dense network of participants can be a success factor.

  • The purpose of this study is to suggest diagnosis indicators and checklist for urban regeneration projects by Korea Land & Housing Corporation(LH). There are already deprivation indices in the Urban Regeneration Act but not any additional guidelines in the practical aspect. In order to use the diagnosis indicators, the central government should supply more specific checklist to the actors in the regeneration field. The key actor of many stakeholders is LH as an operator and implementer in the regeneration projects. So far, LH has developed housing and cities and there haven't been any obvious changes to realize public benefit in the deteriorated area. From now on, It has to plan, implement, and manage a lot of regeneration projects entirely. Therefore, It is necessary to develope and apply the diagnosis indicators and checklist based on projects. This paper came up with the 6 factors related with LH business field : housing, urban infrastructure, public service, private service, environment, and smart city. For these, 32 diagnosis indicators and 72 checklists were selected that can include both physical and qualitative indicators. These can be used not only for the selection of regeneration projects but also for the process monitoring such as planning and implementation.

  • This study is significant by suggesting the plan of urban regeneration strategy, selection of vitalization area and build basic DB for establishing a plan of urban regeneration vitalization and draw measures to evaluate and monitor as urban regeneration project is promoted in earnest. For the process of study, basic DB and evaluation monitoring index were examined based on collaboration proposal of 13 leading areas and (the agenda of) the plan of urban regeneration vitalization in 4 areas(Seoul, Changwon, Busan, Yeongju). This study can be concluded as follows; First, general information system which can support regeneration strategy vitalization plans for smooth promotion of the project and manage regeneration vitalization project and all kinds of city maintenance projects systematically are necessary. Second, monitoring of regeneration project should be firstly institutionalized. thrid, it's necessary to secure that city or county foundational management plan and the relations during the establishment of strategic vitalization plan. Finally, it's necessary to introduce and evaluate modularized plan suitable for Bottom-up regeneration project.

  • Libraries are one of the essential living infrastructures in urban regeneration. Beyond its meaning as a basic living infrastructure, it is necessary to first understand the role, nature and forms of participation in existing urban regeneration projects in order for libraries to perform their functions and roles effectively as participants of urban regeneration. Therefore, this study investigates the contents related to libraries in the contents of the strategic plan related to urban regeneration projects, and considers them in terms of the role of the library and the form of participation. Through this, the city's library would seek to maximize its role and function as a participant in urban regeneration. As a result, the library in urban regeneration is expected to improve the quality of living environment, Urban vitality, culturally, educationally, socially/welfare role closely related to life, and the role of community as a hub. In addition, the types of library participation could be largely divided into regional and geographical libraries, hybrid libraries combined with various services, libraries based on community cooperation and linkage, and regional community hub libraries based on community participation. In the future, the library needs to promote a more active role change based on the five roles expected as participants in urban regeneration. In addition, more detailed discussions on librarians, services, and programs, which are the main subjects of library services, will be needed in developing urban regeneration plans in order for libraries to successfully fulfill their role as urban regeneration centers.

  • This research is aimed at identifying the perception associated with urban regeneration and predicting policy implications of future directions by analyzing the trend of urban regeneration depicted in the mass media by utilizing SNA (Semantic-Network Analysis) techniques. As the number of articles has increased, it is noted through analysis that the interrelationships between social phenomena and issues have combined to form the meaning of urban regeneration. Overall, 'urban' and 'regeneration' keywords also appeared at different periods, with 'urban' closely related to 'regeneration' starting in 1970 when urbanization was becoming more prevalent. It was analyzed that the frequency of 'urban' appeared more frequently in the early 1990s, while the frequency of 'rural' decreased sharply. Until the 1990s, the slums and the recession that appeared as side effects of urban problem-solving policies were mostly concentrated in cities. Policy discussions were conducted with the goal of improving the physical environment of cities rather than concentrating on the surrounding rural areas. The distributions of the keywords 'development' and 'regeneration' have increased quantitatively since the 1970s, and urban polarization has exploded due to the development of the external growth of cities, mirroring the trend of accelerated environmental threats. In particular, the keywords for 'regeneration' emerged mainly related to environmental problems, which led to the need for urban regeneration, and environmentally and ecologically friendly development. The emergence of "urban," "regeneration" and "environment" as keywords having to do with urban regeneration grew in the 1990s. This suggests that urban regeneration is now linked to "environment", as that has become a social issue.

  • Recently, there has been considerable talk about urban regeneration support centers that are currently promoting urban regeneration projects. The reason is that the role and authority are unclear, and the experience of each local government center is not accumulated, resulting in many trial and error and side effects. This study analyzed the current state of operations of urban regeneration support centers in Chungcheongbuk-do to find desirable ways to operate them in the future. The main findings are as follows. First, the role and division between metropolitan and basic centers and field centers of urban regeneration support centers in Chungcheongbuk-do are unclear. Second, the limitations of the center's operation methods, operational autonomy, and independence are not secured. Third, as a participant in urban regeneration, it has relatively low authority and status compared to administration. Fourth, the lack of professional manpower related to urban regeneration and the instability of staff employment were derived as overall problems.

A Study on Major Differences between Urban Regeneration Projects' Execution Methods and Future Policy Improvements Propositions - Centering around a Comparative Analysis of the Seoul Metropolitan City-MOLIT Urban Regeneration Project Execution Cases - (도시재생사업 추진방식의 차이점과 정책적 개선방안 - 서울시와 국토부 도시재생사업 사례를 중심으로 -)

  • This study aims to review the differences in urban regeneration independently implemented by the government (Ministry of Land, Infrastructure, and Transport, MOLIT) and Seoul based on related laws and ordinances, and to draw out the implications of Korean urban regeneration's directions. The results are as follows. First, Seoul has constantly responded to the revision of the Urban Regeneration Act by adjusting and specifying the contents of ordinances, and especially, there have been efforts to enhance regional characteristics suitably for the circumstances of Seoul. Second, in the urban regeneration of Seoul, the budgets including the matching ratio of national and local subsidies shall be changed according to the standards of the MOLIT in changing designating places after the selection of the urban regeneration by the ministry, and this procedure and these implementation methods cause confusion to Seoul and local governments. Third, there were differences in the results of comparing the budgets and support methods of the "Gaggum Housing Project" of Seoul and "New Deal Housing Repair Project" of the MOLIT, which caused conflicts due to the differences in the project implementation and support standards, and the arbitrary interpretation of the guidelines. Although the urban regeneration greatly contributed to the revelation and conservation of regional characteristics, it might be necessary to establish systems that can enhance citizens' awareness and compensate the efficient contents needed for each region in the future.

  • The purpose of this study were to examine the deterioration of the old downtown in the southern area of Pyeongtaek City and derive suggestions for an urban regeneration project in South Pyeongtaek City. To do so, the researchers investigated the researchers investigated the deterioration and current status of the downtown from a multifaceted perspective based on previous in depth. It was found that in Pyeongtaek City, problems unique to the southern, Pyeongtaek, and Paengeong areas interplayed in a complicated manner. Accordingly, for the urban regeneration project to be effective, continuous participation of experts and community residents with intimate knowledge of the regional features is essential. This study focused on identifying the reasons why the old downtown has deteriorated and suggesting ways to revitalize it. The study is of significance in that it derived urban regeneration strategies based on regional features.

  • In the Urban Regeneration Project, the scale becomes huge and the composition of participating organizations is complex. It is necessary to establish the master plan fast and effectively harmonize conflict options and interests in the early stage of the project. However, the master planner, who is tasked to establish the master plan, and the master planning team, are difficult to establish the master plan fast while effectively considering various and complex information related to regeneration. The Urban Regeneration Project is composed of various types of computer files like HWP, EXL, PDF, DWG and others. When the master plan is established, it is necessary to link the information items and physical files of urban generation in order to effectively save the files in storage for easy search and utilization. This study developed a prototype system to support participating subjects of the Urban Regeneration Projects. It will effectively utilize the information items in the physical computer files using information blocks and Metadata. The developed system provides the base to effectively manage large amount of documents in the early stage of the Urban Regeneration Project and make effective decision-making using the concept of data warehouse.
