Study on Urban Policies toward the Effective Disaster Prevention (실효성 있는 재해예방형 도시계획을 위한 개선방향 고찰)

  • This study aims to contribute to urban policy for more effective disaster prevention, as abnormal natural disasters are becoming more frequent. Up to now, the urban plan for disaster prevention in Korea merely includes basic principles and necessities of measures as an early stage. Furthermore, there are difficulties to make specific programs because the legal system, technical instruments, and financial supports are not sufficient. Therefore, this study figures out problems in the current plan related to urban prevention after analyzing the legal system and practices. Resulting from case studies in developed countries, the study draws significant implications, as follows: enhancing legally binding force; improving the procedures for the programs; establising technical infrastructure. It first suggests a way for the urban policy for disaster prevention by considering our local features comprehensively. It then defines the roles of central, local governemnts and research institutions, and the procedure for urban disaster prevention planning building on the individual roles. This study concludes that an emphasis should be placed on institutional tools necessary to publish technical guideline and establish the system so that urban planners more easily access to disaster risk information.

WATER RESOURCES POLICY AND CONFLICT RESOLUTION IN SOUTH KOREA : WIN-WIN STRATEGY

  • Since South Korea has uneven rainfall and deteriorating water quality, it is imperative to create a comprehensive water resources policy and management. This paper is to adopt a win-win policy for upstream-downstream local governments that have been in water rights-related disputer or conflicts in the process of allocating water and maintaining water quality. The Win-Win Policy can be an integrated river-basin approach. We define the win-win policy, introduce the win-win case of Delaware River and Colorado River in the United States, and suggest the win-win policy for Nakdong River in South Korea. Nakdong River is chosen for this paper because it has more serious problems in preserving water quantity and maintaining water quality.

Dietary Habits and Related Factors of Adults in Urban Community (일 도시지역 성인의 식이습관 행태 및 영향 요인)

  • Purpose: To understand the dietary habits and factors influencing the dietary habits in adults of an urban community. Method: The data were collected via questionnaires that investigated dietary habits, health behaviors, health-related factors, and general characteristics. A total of 302 subjects were selected from those who had visited an urban public center over a 2-week period. The data of 294 subjects were analyzed using descriptive analysis, t-test, ANOVA, and multiple regression, after 8 questionnaire were excluded due to incomplete data. Results: The degree of dietary habits was in the middle range. The most positive dietary habit was 'intake fibers from vegetables, fruits, and cereals', followed by 'not enjoy salty food and salt' and 'eating breakfast everyday'. The significant predictors influencing dietary habits were age, present smoking behavior, perceived health status, and drinking frequency, and these variables accounted for 27.3% of the variance in the dietary habits score. Conclusion: Health care providers should focus on health promotion planning regarding dietary habits and other health-related behaviors in combination and use integrated strategies regarding the factors that influence dietary habits and other health-related behaviors.

Strategic Management of the Policy for Seoul City's Hangang Renaissance (네트워크 분석적 의사결정방법(ANP)을 이용한 서울시 한강르네상스 정책의 전략적 관리방안)

  • This study was performed for the purpose of reviewing the strategic management direction and ideas of the policy for Seoul City's Hangang Renaissance. In order to accomplish this, levels were established for each step of the policy and the policy priority by level was derived. The policy priority by level was analyzed by a decision making model through the Analytic Network Process(ANP) and the priority would be the standard to judge the order of priority. The analysis results showed that there was not a big difference between the priorities of two basic concepts: restoration and creation. The fourth level, detail plan of the third level, showed priority that development by type for waterside city in case of reorganizing city space and diversification of land utilization, utilization of riverside space in water front town for public and composit purpose, establishment of comprehensive plan on constructions in case of improving the landscape of Hangang and unified design plan rose to important element in case of forming Hangang park with the me. Based on the results of priority analysis, we would like to propose for the direction about the policy on Hangang Renaissance project, the policies forming Hangang Park with theme through unified design plan and reorganizing city space have to be proceed preferentially and connected with other plans.

Jobs-Housing Mismatch and Wasteful Commuting in Seoul (직주불일치 현상과 낭비통근 : 서울시를 중심으로)

  • One of interesting issues in urban land-use and transportation policy is about an unproven belief that imbalances between employment and residential sites strongly influence urban commuting patterns. The purpose of this study si to find how spatial distribution of jobs and housing affects commuting distances in Seoul Metropolitan Area using 1990 Census O-D Data. This study estimates cost-minimizing required commuting distance, given the actual distributions of jobs and housing , and compares required commuting distances with actual commuting distances. One of findings is that the standard urban economic theory explains only 1/3 of actual commuting in the case study area. The policy implication of this study is that jobs-housing balance policy will have only a minor effect on the actual commuting.

  • PURPOSES : This study presents a specific methodology for air dispersion analysis of urban areas methodology in accordance with urban planning and transport policy. METHODS : This study performed three alternatives including development density and public transit applying integrated urban model for the Delft city on Netherlands. Based on this result, the two types of air pollutant emissions($PM_{10}$, NOx) were calculated and analyzed the emission dispersion on that City. RESULTS : As a result, the quality of air near the City is better than that of current conditions showed that approximately from 2.1 to 7.9% according to alternatives. CONCLUSIONS : Air quality assessment in urban areas can be reasonably performed by applying a methodology when urban development and transport policy are considered.

  • The purpose of this study is to derive and adapt the Valuation Factor of urban regeneration scientifically and synthetically, which is the basis of developing a rational plan for urban revitalization. For this, we have selected 37 factors relating to urban regeneration as outlined in preceding studies and inquiry about importance of factors. we analysed he Valuation factors influencing he importance of urban revitalization through a questionnaire which was completed by inhabitants and expert groups in Gwangju Metropolitan City. From he results of he Factor analysis using SPSSWIN(VER.14.0), it was found that the factors which influence the importance of urban regeneration are Environment, Function, Resources and Policy Factors. Environment Factor comprises amenity, culture, beauty and convenience, The while the Function Factor comprises interchange, information, complexity and security. This classification has credibility because of the high factor loading through the Varimax Factor Analysis and is due to a high Cronbach's coefficient. There is a strong correlation between the classified factors through correlation analysis. Finally, through AMOS (Analysis of Moment Structure) 16.0 it was found that the upper classification is credible because main suitability index confirms recommending an admission standard.

A Study on the Development Policy for Tradtional Market Reflecting the Locational Charateristics (지역입지특성을 반영한 전통시장의 개선방향연구)

  • A The purpose of this study is to analyze the locational characteristics of the traditional market. In Seoul, small Conventional markets are directly connected with the living of citizens and becoming an important role for organization of the urban functions in the residential area. For this study, 32 Traditional Markets located on Seongbuk, Kangbuk and Dobong-Gu, were analyzed based on GIS, and within 500m related areas of market were categorized and researched by the level of urban infrastructure state. The contents of this study are composed of following three topics, partially theoretical review, general consideration and case studies. The study found that there is in need of improving urban infrastructure in conventional market areas, which has been identified during the research of urban infrastructure. Also, the study shows that it is necessary to develop comprehensive plans by timing and phase in order to improve commercial environment of the areas related while providing essential urban infrastructure. In addition, from the perspective of conventional market regeneration policy, physical conditions of the areas concerned should be focused on the perspective of developing plans and urban infrastructure elements.
