Assessing the Habitat Potential of Eurasian Otter (Lutra lutra) in Cheonggye Stream Utilizing the Habitat Suitability Index (서식지 적합성 지수를 이용한 청계천 수달의 서식지 평가)

  • The Eurasian otter (Lutra lutra) is an apex predator of the riparian ecosystem. It is a keystone and an indicator species; consequently, its presence suggests a sustainable water environment. Otter is a keystone species as a predator at the top of the food web in the aquatic environment and an indicator species representing the health of the aquatic environment. Although Eurasian otters disappeared from the Han River urban water system because of anthropogenic activities like habitat destruction, poaching, and environmental pollution in the 1980s, the species were sighted in the Cheonggye Stream, Jungrang Stream, and Seongnae Stream, which are urban sections of the Han River, in 2016 and 2021. Therefore, it is pertinent to assess the habitat potential in the area for conservation and management measures to ensure its permanent presence. However, existing studies on otter habitats focused on natural rivers and reservoirs, and there is a limit to applying them to habitats artificially confined habitats in narrow spaces such as tributaries in urban areas of the Han River. This study selected the Cheonggye Stream, an artificially restored urban stream, to evaluate its potential as a habitat for Eurasian otters in urban water environments using the habitat suitability index (HSI). The HSI was calculated with selected environment attributes, such as the cover, food, and threat, that best describe the L. lutra habitat. According to the results, the confluence area of Seongbuk Stream and Cheonggye Stream and the confluence area of Cheonggye Stream and Jungnang Stream were suitable otter habitats, requiring appropriate conservation efforts. The HSI model suggests a valuable method to assess the habitat quality of Eurasian otters in urban water environments. The study is crucial as it can help rehabilitate the species' populations by identifying and managing potential Eurasian otter habitats in highly urbanized areas of the Han River basin and its tributaries.

A Plan of Graffiti Utilization as Convergence Design on Urban Cultural Contents (그라피티(Graffiti)를 활용한 도시 문화콘텐츠 융합 디자인 방안)

  • This study discusses on the city-culture contents convergence design strategy which can be linked to the identity of the city through applying the graffiti on old-town of Dongducheon. First, the background and cultural asset of Dongducheon were researched. Second, the places revealing the identities were investigated. Third, the interviews with the college students in the city were performed. As the result, we found that using graffiti gains positive reaction as the reinforcement factor for the city identification. The exotic image made up by US military presence is evaluated as an important factor for the city identification. The Rock Festival is a representative cultural event derived by the cultural influence from the US military and is one of the crucial elements for the city identification. In this study, graffiti was proposed as the visual expression which can be harmonized with this culture and be reinforced for the city identity. Results of the study concludes with the strategy for the application of graffiti with the expectation for the improvement of city image of Dongducheon through the change of identity, urban regeneration, and making of pollution-free culture.

Development Strategy and Application of New Pyeongtaek Port City Based on Strategic Decision-making Methods (전략적 의사결정기법을 활용한 평택항 배후도시 개발전략과 응용)

  • In order to respond dynamic changes in the global distribution system, the City of Pyeongtaek hope to expand port facilities and its hinterlands. In specific, it plans to designate these areas as free economic zones(FEZ), synthesizing the whole procedures from the development proposals to the operation and management. This paper examines the proposed urban development strategies focused on Pyeongtaek port which still reveals critical weakness as a gateway port backed up by the Seoul Metropolitan Areas. In order to enhance the global competitiveness of Pyeongtaek port, theoretically it depends on Geo Coyle's ACTIFELD methods. In addition to the traditional quantitative data, Coyle's ACTIFELD methods emphasize qualitative approaches, all of which would facilitate structural and systemic analyses of complex social phenomena. Applying ACTIFELD methods, this paper proposes that the City of Pyeongtaek should focus on three alternatives. That is, Pyeongtaek's policy priority should be given to ts he port city based on the key concepts of Supply Chain Management(SCM), Co-opetition supporting city, and waterfront-initiated urban development.

Evaluation and Direction of the New Town Development in Korea (우리나라 신도시 개발의 평가 및 발전방향)

  • With regard to the new town developments which have supplied lots of houses in a short period of time in Korea this study aims to evaluation and finding out problems of the developments finally to suggest the direction. A new town's competitiveness model set in the previous paper takes a role of research frame to recognize the problems and to show the direction. The model explains that new town's competitiveness is composed of 4 factors; Self-sufficiency, Innovativenss, Identity and Sustainability. Problems of the developments are as follows; incongruity of spatial structure especially in the capital region, deficiency of self-sufficiency resulted from single-use development, restriction on mixed development by a number of regulations in capital region, low business value, grand scale of land compensation, house oriented planning guidance, unfair share of infrastructure fee, and physical structure depending mainly on fossil energy. Based on this recognition this study conclusively suggests corresponding direction such as role performance as a means of urban growth management, promotion of quality of life by accumulating social capital, introduction of socially sustainable management program for the new towns, discovery and creation of town's value, reexamination of self-sufficiency's meaning or target, selective deregulation of metropolitan development, institutional strategy for cost reduction, changeover from house index to urban function oriented index, and pursuit of low-carbon green town.

Emergency-response organization utilization of social media during a disaster: A case study of the 2013 Seoul floods

  • A growing number of studies have examined the relevance and impact of social media in building organizational resilience, which the ability to recover from a crisis, in the field of emergency management. However, few studies have assessed how these emergency response organizations perceive their own use of social media in crisis situations. In attempting to fill this gap, this study conducted a structured survey with emergency-response organization representatives in Seoul, South Korea, to examine how such organizations evaluate their utilization of social media in an urban emergency situation and how their social media uses are related to promoting organizational resilience during adverse events such as a flood. Overall, the findings imply that organizations are not yet taking full advantage of social media. Respondent evaluations of their own social media use in all three assessment areas-information provision, information dissemination, and emotional messages-were not satisfactory. However, their perceptions of how well they utilize social media were positively related to how they view their organizational resilience. Therefore, it may be that these organizations realize the powerful role of social media in building organizational resilience but lack the knowledge and experience to make the best use of social media services.

A Study on Optimized Placement of Green-Gray Infrastructure for Effective Flood Mitigation (효과적인 도시 홍수 저감을 위한 그린-그레이 인프라 위치 설정에 관한 연구)

  • Urban flood management(UFM) strategy ought to consider the connections and interactions between existing and new infrastructures to manage stormwater and improve the capacity to treat water. It is also important to demonstrate strategies that can be implemented to reduce the flow at flooding sources and minimize flood risk at critical locations. Although the general theory of spatial impact is popular, modeling guidelines that can provide information for implementation in real-world plans are still lacking. Under such background, this study conducted a modeling research based on an actual target site to confirm the hypothesis that it is appropriate to install green infrastructure(GI) in the source area and to take structural protection measures in the impact area, as summarized in previous studies. The results of the study proved the hypothesis, but the results were different from the hypothesis depending on which hydrological performance indicators were targeted. This study will contribute to demonstrating the effectiveness of strategies that can be implemented to reduce the flow at flooding sources and minimize the risk of flooding in critical locations in terms of spatial planning and regeneration.

  • With the rapid development of information and telecommunication technologies, the adoption of ubiquitous technologies is increasing for the realization of new effective u-City services. u-City is defined as a next-generation informatization city that can innovate a city's various functions, such as improving the welfare of the citizenry, ensuring safety based on systematic urban management, improving the quality of lives, and increasing convenience in city life, by merging cuttingedge information and telecommunication infrastructures and ubiquitous information services with urban space. There is therefore a need to recognize that a successful u-City implementation strategy involves developing the previous UIS into a ubiquitous technology-based UIS and integrating UIS's various urban informations with effective u-City services. In this paper, for UIS-based u-City implementation, the intelligent integration model of urban spatial information based on interoperability is proposed.

  • From 1990, Seoul Metropolitan Government has established an urban master plan for the efficient city management by introducing the central place structure with a multi-tiered hierarchy. In the plan, Seoul City uses the strategy of developing the station influence area around the urban railway, in order to form the central place structure, effectively. . Therefore, reviewing impacts of urban railway is the most fundamental study for understanding changes in the spatial structures of Seoul. In the study, we have analyzed the changes in the central place structure of Seoul City with the public land price changes in station influence area around the urban railway at each year of 2000, 2005, and 2010. As a result, we could easily recognize the changes in the hierarchical central place structure by analyzing the time-series changes of public land price in station influence area.

Water-Quality Analysis for Gokgyo Stream in Chonan Asan Region and Pollution Source Control Strategy Using GIS (천안/아산권역내 곡교천의 수질분석 및 지리정보체계를 이용한 유역 오염원 관리방안에 관한 연구)

  • Chonan and Asan city have been a focal point due to rapid development as the first station for Express Railroad and key cities West Coast Development Region. Gokgyo stream adjacent to the cities plays an important role as a drainage channel for an agriculture and a discharger of urban storm water. Waster quality of the stream has been deteriorating caused by pollution sources such as a untreated wastewater discharge and runoff from the watershed. In the study, we conducted 4 surveys in April, May, July, and September to understand the current state of water quality for the stream and to make it possibe to predict future water-quality variation for future development. The system runs on a personal computer under the windows enviroment and provides extensive graphic user interface(GUI) for user-friendly assessment. Using the pull-down menus provided by the GUI panel, the user is able to operate the system by pointing and clicking the icon to identify the state of water-quality at locations concerned. Furthermore, we developed an integrated watershed management system. The constructed system could be a useful tool as a decesion maker for pollution source control strategy.

Cyber Security Considerations and Countermeasures for UAM Air Traffic Management Infrastructure (UAM 항공교통관리 인프라의 사이버보안 고려사항 및 대응방안)

  • In this paper, we aim to propose cyber security considerations and countermeasures for infrastructure and services in the UAM(Urban Air Mobility) Air Traffic Management field, which is one of the key elements of the UAM market that has not yet bloomed. Air traffic management is an important factor for safe navigation and social acceptance of UAM. In order to realize air traffic management, infrastructure and services based on solid network connectivity must be established. And for industries where connectivity is the core component, it can become an infiltration route for cyber threats. Therefore, cyber security is essential for the infrastructure and services. In detail, we will look into the definition of the existing air traffic management field and the cyber threats. In addition, we intend to identify cyber security threat scenarios that may occur in the newly designed UAM air traffic management infrastructure. Moreover, in order to study the cyber security countermeasures of the UAM air traffic management infrastructure, there will be analysis of the UAM operation concept. As a result, countermeasures applicable to the infrastructure and service fields will be suggested by referring to the cyber security frameworks.
