Value Recognition and Intention to Adopt Smart City Services: A Public Value Management Theory Approach

  • Smart city, which employs information and communication technology (ICT) to resolve urban problems, is gaining more research attention in the innovation research. However, most previous studies regard citizens as merely passive accepters of the smart city services, focusing on individual private values. The present study aims to expand existing limited perspectives by applying public value management theory. Drawing from the literature review, we developed a dual perspective that a smart city service should encompass: private and public value. Then we set up a causal relationship between the value recognitions and intention to adopt smart city services. We further related antecedent variables to the dual value recognition in terms of citizens' characteristics: prior knowledge, personal innovativeness, and citizenship. Two case subjects among currently operating smart city services in South Korea were selected to empirically investigate our hypothesis. Results confirm the recognition of both public and private value is significantly related to the citizens' personal characteristics and resultant attitude towards acceptance and support for diffusion of the smart city services. This study is expected to provide useful implications for a new angle for the recipient of the smart city services, value orientation of the services, citizen's participation, and method selection for promotion.

Current Status and Future Directions of Management of Hazardous Air Pollutants in Korea - Focusing on Ambient Air Monitoring Issues - (우리나라 유해대기오염물질의 관리현황과 개선방향 - 환경대기 모니터링 문제를 중심으로 -)

  • Recently, hazardous air pollutants (HAPs) have been of great concern in Korea, largely due to public awareness on the importance of their impacts on environmental health. A group of HAPs includes a large number of various chemicals such as VOCs, PAHs, PCBs, dioxines, furans, organochlorinated pesticides, and some heavy metals. These groups of pollutants are generally known to have genetic toxicity and to be persistent in the environment. In addition, most of chemicals belong to the category of HAPs are widely distributed not only in air, but also in water and soil environments, and has therefore undergone considerable scrutiny for the last three decades. In this article, environmental implications and management of HAPs in Korea will be reviewed, with a particular emphasis on the monitoring of HAPs in the ambient air. A number of field studies will be introduced, which were recently conducted in large urban and industrial areas. Based on the filed studies, eight pollutants have been suggested to be intensively managed as higher priority pollutants, which are benzene, 1,3-butadiene, formaldehyde, acrolein, trichloroethylene, benzo(a)pyrene, hexa-valent Cr, and $PM_{2.5}$. Finally, future directions for a mega scale project for comprehensive monitoring of ambient atmosphere in large urban areas will be suggested. Such an innovative project is believed to provide more realistic information on the nature of the population exposure, which can not be simply identified by emission inventories or source investigations. Therefore, any strategy for the management of HAPs should be developed by not only emission-based approaches, but also observation-based approaches.

Design Development of Street Furniture for Improvement of Urban Environment - Focusing on "Y" District, a part of the Seoul Design Street Project -

  • Under 'The Design Street' Project, one of the urban environment improvement projects of Seoul, the facilities on the street have been greatly varied in terms of design. In addition, the municipal authority has pushed each district to develop its own identity based on the integrated design of the city. This study was aimed to propose a design which could solve the current problem in street furniture in terms of environmental improvement through an analysis on current street conditions in "Y" District as a part of Seoul Design Street Project. It has attempted to propose 11 street furnitures based on the basic strategy of 'Soft City' which has been promoted by Seoul City in accordance with the Seoul Public Facility Guidelines as 1. Airy Design, 2. Integrated Design, 3. Collaborative Design and 4. Sustainable Design. Among them, for the total design in Seoul six facilities - kiosk, manhole, traffic signal controller, public phone, road sign and waste receptacle were proposed by Seoul City have been accepted. For local differentiation, on the contrary, five items - planter bench, bollard, lifter, bike rack and fence have been newly designed and proposed. Furthermore, it is essential to carry out systematic supervision and continuous management on the detail design and construction of current regional design development projects.

A Study on the Situation of Weekend Farm, Kleingarten, from the Perspective of Multi-habitation (복수 거주의 개념에서 살펴본 체재형 주말농장 클라인가르텐의 실태와 과제)

  • With the increase in individual income and leisure time, those urban residents who want to stay in farmland on weekend are being increased. On the contrary, rural economic situation is getting worse due to the lack of labor and income. For this, as a win-win strategy between urban and rural life, a Kleingarten(below 'KG') has been attracted by local government such as Kyunggi prefecture in Korea. This article exam the situation of KG, a weekend farm where one can stay the night in a log cabin, from the perspective of Multi-habitation. For this purpose, this study surveyed four KG areas; two cases at Yangpyung and Yeonchoen in Korea, the rest are at Kasama and Yachiyo in Japan. The findings are as following. First, a standard regulation for the application and management of users in KG should be established as soon as possible. Second, the exchange between users in KG and local residents around KG should be activated in terms of well organized exchange program. Third, a sufficient budget by public sectors or an economic scheme where private sectors can participate in this program should be arranged. Lastly, a use of post occupancy should be well managed by user themselves in KG and well monitored by supervisor of KG simultaneously.

Structural Characterization of Public Transportation Networks based on QAP Correlation (QAP상관분석을 통한 대중교통 네트워크의 구조적 특성 규명)

  • Public transportation systems play key roles in supporting dynamic activities and interaction between urban places. Especially, high efficient public transportation systems are required in order to support large traffic demands in urban areas. In this paper, we define a new metric, structural activation level (SAL), to replace the conventional transportation share ratio (TSR) measuring efficiency of public transportation systems. First of all, we access the Korea Transport Database (KTDB) and download origin-destination data by transport types to construct traffic networks with respect to transport types for each city. Then, we calculate the QAP (Quadratic Assignment Procedure) correlation between each traffic network and the total traffic network for each city to investigate SAL by comparing cities one another. The results of our investigation reveal inconsistency between TSR and SAL. In Daegu, TSR of public transportation systems is relatively low while SAL is high. In Deajeon, however, SAL is low while TSR is high. Therefore, we suggest to take into consideration SAL as well as TSR in order to investigate the degree of activation of public transportation.

Awareness of Urban Environment and LID for Expanding LID Application (LID 적용확대를 위한 시민의 도시환경 및 LID 인식)

  • The future water management needs decentralization of facilities, diversity of technology and integration of management to overcome the waste of financial resources and increase in scale of facilities that occurred from centralized water management. In addition, citizen's environmental awareness and participation is important because all infrastructure installed in the watershed where citizens live should have the function of water management. Therefore, the research was performed by investigating the citizen's recognition about urban environment와 LID application to analyze citizen's perceptions and analyze the feasibility and possibility of LID application. The LID awareness of citizens was about 59%, but only about 46% of citizens agreed on the extension of application. However, after contacting LID photographs and information, 90% of respondents agreed on the application of LID, and 94% of respondents were able to distinguish between grey infrastructure and LID infrastructure. Citizens appeared to have a tendency to recognize green spaces as multi-functional LID infrastructure or green infrastructure. If citizens recognize multi-functional LIDs only as landscapjng area, it will be very difficult to extend the LID on the city areas. Therefore, for the extended application of the LID facilities, it is necessary to use public relations strategy to utilize the results and visual data on the actual effect verification. In addition, as every social infrastructure is formed in watershed where citizens live, it is necessary to plan and manage the infrastructure through governance with citizen participation.

  • Historically, college campuses have played a role of a city, and the development pattern of various forms and functions of cities was found in the growth stages of campuses as well. In this way, campuses developed in close relationships with our lives and such a characteristic can be confirmed in a number of cases in and out of the country. The strategic concept of such expansion is shown in the strategic classification through a master plan. This research examines concepts of major universities in the metropolitan area of Korea for promoting campus expansion and proposes implications through them. The results drawn from the research are as follows. Firstly, various developmental directions should be sought in aspects of planning, programming and economics for campus expansion with the complex application of such factors. Secondly, the multi-campus strategy of past localization era is changing into the concept of forming a global campus materializing itself as the planning strategy of internal campus. Thirdly, the physical barrier is being dissolved as a way to promote the relationship with local communities, and particularly, the management strategy of constructing new buildings in connection with local communities is the leading measure of materialization. Lastly, the development of underground space is actively carried out due to the limitation of ground physical space through which a role of establishing new campus order along with securing space is pursued.

Optimization for Vehicle Routing Problem with Locations of Parcel Lockers (물품보관소 위치를 고려한 차량경로문제 최적화)

  • Transportation in urban area has been getting hard to fulfill the demand on time. There are various uncertainties and obstacles related with road conditions, traffic congestions, and accidents to interrupt the on-time deliveries. With this situation, the last mile logistics has been a keen issue for researchers and practitioners to find the best strategy of the problem. A way to resolve the problem is to use parcel lockers. Parcel locker is a storage that customers can pick up their products. Transportation vehicles deliver the products to parcel lockers instead of all customer sites. Using the parcel lockers, the total delivery costs can be reduced. However, the inconvenience of customer has to increase. Thus, we have to optimal solution to balance between the total delivery costs and customers' inconvenience. This paper formulates a mathematical model to find the optimal solution for the vehicle routing problem and the location problem of parcel lockers. Experimental results provide the viability to find optimal strategy for the routing problem as well as the location problem.

Ecological Diagnosis on Korean Red Pine (Pinus densiflora Seibold & Zucc) Stands in Isolated Urban Forest (도시(都市) 내(內) 고립(孤立) 림지(林地)의 소나무림(林)에 대(對)한 생태학적(生態學的) 진단(診斷))

  • The urban forest offer many opportunities to maintain and enhance local and regional biological diversity. Pinus densiflora stands in isolated urban forest in five areas of Seoul, Incheon, Daegu, Ulsan, and Cheongju were investigated by landscape and community ecological methods for diagnosis of current status and construction of conservation plan. Species composition of five study areas revealed regional characteristics. As the result of stand dynamics, absence of pine seedlings and saplings were observed. Cheongju, significantly, revealed highest species diversity (H'=1.86) and richness (24) among study areas, and the opposite was true for Daegu (1.35 for H', and 14 for richness). Ratio of alien species was highest in Daegu (15.8%) (F=5.05, p=0.0016). Based on landscape analysis, complexity of pine patch was higher in local city than metropolitans, but statistically not significant (p=0.133). Complexity of pine patch revealed significant positive correlation with diversity and richness, but not with percentage of aliens. Synthetically, ecological management based on community and landscape ecological information was recommended. Cautious artificial regeneration strategy was necessary to regenerate pine forest in urban area.

  • As the government announced Real Estate Policies on August 02, most areas except for Seoul cities face increasing business risks. Moreover, the government control over financial sectors' loan leads to the highly possible contraction of new distribution markets. The market trend could bring about the reduction of new demand in PF (Private Financing) business that large construction companies mainly concentrate on, and even the business already obtained has a high risk of being distributed, which could result in substantially low profitability. The currently unstable financial structure of most construction companies is caused by the hike of the prime cost of foreign plants except for that of a few construction companies. If PF (Private Financing) business also faces a difficult situation in such a financial condition, even large construction companies come to have the high possibility of a deficiency in credit rating. Accordingly, the major business that large construction companies concentrate on needs the sufficient business review. It is desirable to make a bid for business guaranteeing stability rather than business solely in consideration of profitability, when participating in a competition for a new construction contract.
