This paper aims to make an empirical comparison between the rural landscape planning and the urban landscape planning. The research method is a contents analysis about Jeollannamdo-province Landscape Base Plan and Suncheon-city Urban Landscape Plans, and Gaerangyi Village Rural Landscape Plan out of total 111 cases of Rural Landscape Plans. The findings are as followings: firstly, the only 14 villages out of 45 villages had the province-unit landscape base plan, the city/gun-unit urban landscape plan, and the rural landscape plan in sequence periods. Secondly, it was found that the Gaerangyi Village Rural Landscape Plan was relatively coordinated with the Jeollanam Province's Landscape Base Plan, but the former was not relatively coordinated with the Suncheon City Urban Landscape Plan. Thirdly, three hierarchical discordance may drive from the difference of applicable acts and authorities concerned. However, in Suncheon City, a rural-urban integrating city, both an urban landscape plan excluding rural regions and a rural landscape plan excessively emphasizing a rural village's unique characteristics, while its administrative district is unclear are hard to be seen as a good plan fully containing Suncheon-city's full identity.

So landscape planning correspond to land use planning was made out. Adjustment of Land use planning and Landscape planning was very important. After UNECD(United Nations Conference of Environment and Development) in 1992, ESSD (Environmental Sound and Sustainable Development) is an important concept of urban planning in Korea. The introducing environmental assessment system of urban planning and the district unit planning system were representative cases. In this process, Landchaftplanung(ecological landscape planning) was introduced from Germany. This study was executed for applying ecological landscape planning to Eunpyung New Town in Seoul city, and analyzing the problem to apply this system. The process of ecological landscape planning was followed to (1) the site survey, (2) the analysis and assessment of survey data, (3) the establishing ecological landscape planning. Three master architects participated in all investigations. The major fields of them were landscape architecture, architecture, and urban planning. Master Architects helped many aspects. In conclusion, ecological landscape planning was feasible to be applied to develop other New Town in Korea. However the mediation system is very weak, if different situations are confronted with ecological landscape plan and land use plan in the operative legal framework of Korea. Thus, the legislation of mediation system is necessary for an establishment of ecological landscape planning.
In this study, in order to induce landscape-friendly various development plans established at the district level, the contents of landscape plans appearing in domestic laws and systems and related previous studies are reviewed and comparative analysis is performed to advance the district-level landscape plan. The main focus was to explore the institutional methodology for this. The summary of the research results is as follows. First of all, as a result of analysis of the landscape plan content prescribed in the National Territory Planning Act and the enforcement decree of the same Act, the landscape plan content for natural elements and the landscape plan content for artifacts appeared mixed. To meet with the nation's policy of Green Growth, local governments are rushing to propose an ecological urban development plan. And although various studies stress on the need of ecological planning to harmonize development with preservation, we have come to a point in which a quantitative evaluation of how much ecological planning contributes to the environmental load is needed. Through the increasing tendency of making plans based on the development of IT technology, capability of gathering environmental data and scientific instrument, studies on ecological planning's effect towards environmental load has recently begun. This study aims to perform a quantitative evaluation on how ecological planning mitigate urban heat island in the region of Namyang-ju Wallsanli. Three theories were used to mitigate urban heat island ; White network, Green network and Blue network. As a result, the atmosphere temperature was reduced the whole site $1.1^{\circ}C$ and partly $7^{\circ}C$ and the mean radiant temperature was reduced the whole site $1.1^{\circ}C$ and partly $8.7^{\circ}C$ on the modified ecological landscape plan in summer. The PMV index is 0~1 in ecologically modified landscape plan otherwise almost 3 in landscape plan. This study has its limits on the fact that results may differ from the actual plan as the study was performed based on the land use plan and building plan. However, what is important is that it shows a quantitative result of the effect that ecological planning has on surrounding environment and reducing environmental load.
This study puts its purpose on presenting an integral system of representative urban landscapes, public design and colors, in practicing urban design in the context of local identity. An integral design of public design that successfully plans and executes local identity, and changes recognition of integral management of urban design, is suggested as followings. Firstly, when the catchment area is divided in metropolitan area, it should be reset according to the natural environment condition regardless of administrative area system like city and county. It is the method to classify the metropolitan area by researching and analyzing geographical condition, weather condition, soil and vegetation in detail and subclassify it by the visual commonness of natural environment. Secondly, it is necessary to access the urban landscape, public design and urban color from the overall aspect emphasizing the plan for each field and local identity. They should be practiced by the role and category of each field on the basis of consistent design strategy and instruction but the cooperation system is required as a process to reinforce and specify the mutual limit. Thirdly, the artificial structure is constructed through artificial adjustment depending on the urban formation process and the development time point. Therefore, it is necessary to pay attention to the rapid urban development, the change speed and the landscape formation of each age. As part of the housing policy on the concentration of large cities due to economic growth, large-scale construction was carried out for many years, but the focus of the quality improvement was largely on the quality supply. This study aims at conducting an awareness survey of three parties, namely, citizens, government officials, and developers for improvement of urban landscape and, based on the survey result, to suggest a direction to develop a landscape plan for improvement of urban landscape of Yong-in city in the future. The summary of this study is as follows. First, in case of Yong-in, the main drivers of forest landscape destruction were "residential complexes developed for apartment buildings" and "golf courses", the driver of river landscape damage was "the status of cleanliness of riverside and poor facilities", the driver of roadside landscape damage was "construction sites" that completely eliminate original natural landscape in both citizen and government official groups. When granting development-related approvals in the future, appropriate actions should be prepared such as developing a landscape management guideline or including a landscape plan in advance to assure plans and designs fully reflecting landscape. Second, citizens' commitment to participate in urban landscape creation and improvement was rated high at even willing to tolerate regulations including restriction of property rights. In the future, landscape improvement programs allowing resident participation should be developed proactively. The roles of government officials include preparing various criteria at a city level and convincing and guiding citizens to initiate landscape improvement project together with citizens and developers through proactive efforts by government officials. Third, the role of developers would be to realize development projects conserving local environment and/or harmonizing with local natural environment before preparing a development plan or launching construction rather than offering various considerations after executing development projects.
