The Role of Public Developer in Urban Regeneration Projects

  • With the passing of Special Act on Promotion and Support for Urban Regeneration (will be hereafter referred to as the Urban Regeneration Special Act) in December 2013, urban regeneration projects have begun in full scale. 13 regions including Jongno District, Seoul were selected as the urban regeneration leading area in 2014 and 33 regions as urban regeneration general regions in 2015 to push ahead a nationwide urban regeneration front supported by government funds. However, it is not clear if these urban regeneration projects will be revitalized by the sole means of government's financial support. Above all, cooperation among all interested parties including the central government that is propelling urban regeneration, local governments, state corporations, private entities, and citizens is urgent. In an urban regeneration project, delegation between state and private entities is absolutely crucial. The central government and the pertinent local government must provide their support by forming new policies and repairing old institutions that are right for urban regeneration, securing the necessary subsidy, and outsourcing government-owned land development. A state corporation must play its part in every aspect that requires public character such as an overall project management of an urban regeneration project, cooperation with the local government, and infrastructure installation. The private stakeholder must share his private capital and know-hows as a construction investor and a development businessman to make possible a successful urban regeneration project. In order for these public and private entities to cooperate with one another, it is necessary to reestablish the role of a public developer and contemplate running an urban regeneration project that permeates public character through a public developer.

공동주거단지 개발에 따른 주변 거주자의 생활권 인식변화특성 연구 - 광주광역시 사례를 중심으로 - (Study on the Changes in Residents’ Perception of Neighborhood in the Surrounding Area after the Housing Complex Development - Focused on the cases in Gwang-Ju -)

  • This study aims to examine how residents' perception of Neighborhood in the surrounding area changes to the spatial configuration changes due to co-residential area development in old urban area, and find out the characteristics of the perception changes. The research findings are as follows: First, the results of the spatial configuration changes analyzed by Space Syntax Model show that the integration value is between 0.5 and 0.7, which implies that the development in the old urban area does not contribute to the establishment of hierarchy. When the development takes place with the renewal of streets with consideration of the urban context, however, the integration improves relatively. Second, the actual distance and accessibility due to the street network appear to influence the residents' perception of Neighborhood. After the development, the residents' scope of perception increases on average. Third, the changes in the integration value of the streets after the development appear to influence the residents' scope of perception of Neighborhood. It turns out that there are frequent changes in the residents' scope of perception in the surrounding area around the streets with large increase in integration value, and the perception scope also moves to the center.

  • The purpose of this study is to actualize the planning method of the Mixed-use Housing. Enter in 2000 years, contruction of Mixed-use Housing is rapidly increasing with acrovill and tower palace as its starting point. Mixed-use Housing is topology that mix function of residential and business and commercial facilities by kind of mixed-use development. And, Mixed-use Housing which is located in busy urban commercial strict should meet the demand not only as functional city. And it is a type of urban housing that located in busy urban commercial district demands function of residential. As for locational situation and types of public space researched and analyzed in this thesis, those space were left alone with short analyzation on main consumers level as well as short recognition of public space for all of the six combined facilities of dewelling and commercing

시설연계형 주택사업방식 활성화를 위한 제도 유연화 방안 (The Legal Flexibilization Method to Vitalizing Housing-Facility Correlated Developments)

  • Recently housing demands are going to be diversified, and many suggestions are driven for the housing consumer's right of choice and expectation for welfare services. These require the policy change from the clear division between houses and facilities toward more market-oriented concept capable of mixed-use development of houses with facilities. The research explores the possibilities to provide various types of mixed-use developments of houses and facilities in the level of architectural design and political implication. Major case studies focus on the elderly welfare housing with serviced residence with the comparison of similar cases in Japan. The policy implications are, first, expanding the production of elderly housing with more elderly care services, second, challenging time-sharing residence composed of serviced residence and small dwelling units, third, activating the production of small scale housing development with small public facilities. The simulation shows the merits and demerits of this concepts and the efficacy of the policy implications.

예비 수요자 주택선호특성을 고려한 유형별 고령자주택 개발방안에 관한 연구 -수도권을 중심으로- (A study of the elderly housing type development plan considering the Preconsumer Housing Characteristic -focused on Seoul metropolitan area-)

  • 산업화와 도시화를 경험한 사회는 인구통계학적변화를 경험하고 있다. 이러한 변화는 세계적으로 고령화 인구를 점차 증가시키고 있으며, 이러한 현상이 세계적으로 확산되고 있다. 한국도 2000년에 고령화 사회에 접어 들어들었으며, 2018년에는 고령 사회가 직면할 것으로 예상된다. 따라서 이러한 현상에 대비한 고령자주택의 개발 등의 노인의 라이프 생활을 고려한 주택개발이 강조되고 있다. 본 연구의 목적은 고령자 주택에 입주하기 원하는 예비 수요자의 특성에 따른 결정요인을 분석하는 것을 목적으로 한다. 이를 바탕으로 본 연구에서는 유형별로 보다 세분화하여 이항 로지스틱 회귀분석을 통한 고령자 주택의 선택의사에 미치는 영향요인을 세분화 하였다. 이를 통해 개선방안 및 시사점을 도출하였는데 이에 대한 시사점으로, 첫째, 고령자주택은 개발 유형별로 선호하는 특성이 상이하게 도출됨을 알 수 있었다. 둘째, 개인특성에 따른 지표가 가장 많은 부분을 차지하고 있어 고령자주택의 수요조사가 우선적으로 시도되어야 함을 알 수 있었다. 셋째, 도심형 고령자주택 개발 시 원활한 개발을 위해 지자체 차원의 지가를 고려한 토지확보 방안이 필요하다. 넷째, 교외형 고령자주택 개발 시 경기도권에 수요층이 자연스럽게 고령자주택으로 입주하고 생활할 수 있도록 근교에 생활환경기반을 마련해야 할 것이다. 마지막으로 전원형 고령자주택 개발 시 다양한 생산, 여가 등의 프로그램의 도입되어야 할 것으로 판단된다.

  • The purpose of this study is to examine the transforming characteristics of village at the urban fringe, which are influenced by the urbanization. Three areas in the urban fringe are selected for the case study. The changed conditions in the spatial structure of those areas are reviewed through following factors : street system, an entrance of village, a boundary of village, community facility, development density, housing type, building use. The transforming characteristics are analyzed as a result of the research. In result, the community facility, development density, housing type and building use are changed largly in the transforming characteristics.

A Comparative Housing Policy and Policy Transfer between Countries with Respect to Low-Income Housing in Korea

  • Korea has experienced a remarkable economic achievement since the 1960s. However, behind this facade of growth and progress, a chronic housing shortage in the capital region, declining owner-occupation, rising housing costs, and polarization in housing conditions between the better-off and the worse-off clearly illustrate the impasse and crisis in housing that Korea now faces. In addition, the IMF crisis and the late global financial crisis shocked the Korean housing market. The Korean government has made significant policy changes to improve housing security for less-privileged groups. In order to achieve housing policy development, the Korean government has tried to employ of advanced countries. What are the benefits(merits) and dangers(demerits) of housing policy transfer between countries? This paper emphasizes that we must recognize about 'differences' rather than 'commonalities' between countries with respect to policy transfer. It also maintains that the government should play a main role as an enabler rather as a provider of 'low-cost' housing.

국내신도시 사례를 통해서 본 뉴어바니즘 도시설계요소 분석 -서울시 은평뉴타운 1구역을 중심으로- (An Analysis of New Urbanism Urban Design Factors in New Town -Case Study on Eunpyung New Town District 1 in Seoul -)

  • The design principles of new urbanism (NU) have been adopted for new towns-in town projects for inner city neighborhoods in Seoul, Korea Since 2000. Here, ten NU principles were matched to four urban design categories: streets, land use, housing and buildings, and public open spaces. These elements were analyzed for Eunpyung New Town project. Through the case, the applications and implications NU principles are explored. The principles of connectivity, quality architecture and urban design, increased density, green transportation, sustainability, and quality of life were positively and successively adopted for streets, land use, housing and buildings, and public open spaces. The principles of mixed-use and diversity and traditional neighborhood structure were only partially applied in land use, housing and buildings, and public open spaces. It should be note that the walkability principle is intended not for job-housing proximity, but for pedestrian-friendly street design.

Neoliberalism and Low-income Housing in Japan

  • Over the past three decades, neoliberalism has been pervasive and even normative in reorganizing housing systems, encouraging a decline in low-income housing. However, the way in which neoliberal prescriptions have impacted on housing processes has not necessarily been the same but has rather differed according to the indigenous social, economic, political, and institutional contexts of particular countries. In the case of Japan, neoliberalization has effectively combined with a traditionally residualized public housing to affect housing circumstances surrounding low-income people. This article explores transformations in low-income housing in Japan to demonstrate the importance of specific housing contexts in particular societies, in terms of looking at the impact neoliberalism has had on housing processes.

중소도시 택지개발지구내 근린형 복합용도건물의 건축적 특성에 관한 연구 - 김천시 부곡택지지구를 중심으로 - (Architectural Characteristics of the Neighborhood Mixed-use Buildings in the Housing Development District of Small Cities - Focused on Bugok Housing District in Gimcheon -)

  • This study does try to proceed on the assumption that complex buildings can vitalize urban life of modern society from contemporary complexity and cases of past failure, and intend to propose future planning guidelines and directions of the neighborhood mixed-use buildings in the housing development district of small cities. For this purpose, thirty buildings which had been built on Bugok housing district in Gimcheon from 1999 until 2007 were chosen and investigated in urban and architectural dimension. The scope of this investigation is that site size is below 400 square meter and the number of stories on the ground below 5 floor, and the method of that is through field investigation, field photographs, and recordings and drawings on those. Investigative contents could be divided and analysized into physical and functional elements in urban and architectural dimension. On the basis of these results, the future planning approach of complex buildings in medium and small cities will be considered as planning principles.
