공원녹지기본계획의 운영체계 및 계획내용에 관한 연구 - 런던, 뉴욕, 베를린, 시드니, 서울 사례를 중심으로 - (A Study on Operational Systems & Planning Contents of Parks & Green Space Plan - Focused on London, New York, Berlin, Sydney, Seoul -)

  • 최근 도시정책에서 도시공원이 차지하는 비중은 확대되고 있다. 좋은 도시공원체계 확보를 위해서 공원정책 및 계획에 대한 중요성이 커지고 있다. 이러한 상황에서 세계 주요도시의 공원녹지 관련 계획의 운영체계와 계획내용을 비교하는 것은 의미가 있다. 본 연구는 도시적 차원에서의 공원녹지기본계획의 운영체계 및 계획내용에 관한 비교연구이다. 연구대상지로는 영국 런던, 미국 뉴욕, 독일 베를린, 호주 시드니, 국내 서울을 선정하였고, 분석자료는 각 도시별 공원녹지 관련 기본계획 및 전략보고서를 중점적으로 분석하였다. 분석의 틀은 운영체계와 계획내용으로 구분하여 설정하였고 결과는 다음과 같다. 첫째, 공원녹지계획을 관련자원과 연계된 오픈 스페이스 계획으로 수립함으로써 자원의 통합적 관리 및 형평성에 대한 실천에 이바지하고자 한다. 둘째, 공원녹지계획이 초기의 양적 공급에서 질적가치의 향상으로 더 나아가 재활성화 및 재생에 이바지하는 방향으로 전환하고 있다. 셋째, '공급중심의 계획'에서 '수요에 기반한 평가' 모델로 전환함으로써 인구학적 변화, 트렌드 변화, 선호도 변화에 유연하게 대응하는 계획 모델로 수립되고 있다. 넷째, 계획의 주체, 수립단계별 참여 기회 확대, 참여구성원의 다양화를 통해 수동적 참여에서 적극적 참여계획으로 전환되고 있다. 공원녹지기본계획의 실천성을 제고하기 위해서는 공원녹지에 관한 새로운 인식변화를 적극 수용하고, 공원 거버넌스를 수용을 도입하며 상황에 기민하게 대응하는 유연한 계획접근이 필요하다.

도시가로녹지의 개선을 위한 녹화환경평가 연구 -전주시를 대상으로- (A Study of Evaluating Streetscape Green Environments to Improve Urban Street Green Spaces - A Case Study of Jeonju City -)

  • The purpose of this study is to propose an evaluation method to assess green environments of streetscapes to improve urban street green spaces in Jeonju City. Through a rapid assessment of urban street green spaces, we suggest an objective basis for expanding street green space as well as for adopting sustainable maintenance and improvement measures. We choose 12 sections of streetscapes (roads and sidewalks) to investigate existing street conditions which have more than four lanes and function as major road axes. Six large roads and six medium roads of Jeonju City center area are investigated as pilot assessment study sites. Site inventory checklists consist of environmental characteristics of streetscape, street tree status, and planting condition evaluation. Environmental characteristics of streetscapes are composed of physical and neighborhood factors. For instance, items for physical factors are types and width of road/sidewalks, paving materials, tree protection materials, and green strip. And surrounding landuse is a neighborhood factor. Assessment items for street tree status are street plant names (tree/shrubs/ground cover), size, and planting intervals. Planting condition evaluation items are tree shape, damage, canopy density, and planting types with existence of adjacent green space. Evaluation results are classified into three levels such as A(maintain or repair), B(greening enhancement), and C(structural improvement). In case of grade A, streetscapes have enough sidewalk width for maintaining green strip and a multi-layered planting(in large road only) with fairly good growing conditions of street trees. For grade B and C, streetscapes have a moderate level of sidewalk width with a single street tree planting. In addition, street tree growing conditions are appeared poor so that green enhancement or maintenance measures are needed. For median, only grade B and C are found as its planting growing foundations are very limited in space. As a result, acquiring enough sidewalk space is essential to enhance ecological quality of urban street green. Especially, it is necessary to have green strip with reasonable widths for plant growing conditions in sidewalks. In addition, we need to consider native species with multi-layer plant compositions while designing street green.

  • Green and plants, as it symbol the life and depute the nature, always give human an easy comfort psychologically. The paper is a brief analysis to the idea frame of urban construction and reform of Kunming through our practice about ten years. On which three main principles should be carefully considered. One is that the green-space composed of plant system is of the important infrastructure of a modern city as it can not be instead of by any other factor in the ecological system of the city. The other is that in the course of planning and construction the local feature as well as its culture tradition in history should be pied more attention. In order to create a distinguish character of itself the third may be more important that to coordinate each key elements of it such as green, water, light, building, road, etc., to get a harmonious sphere of human and nature. A modern city should be a green city in which nature and man co-exist harmoniously.

도시 녹지기반 특성에 따른 강우 유출수 비교 분석 - 성남시 분당신도시를 사례로 - (A Comparative Analysis of Stormwater Runoff with Regard to Urban Green Infrastructure - A Case Study for Bundang Newtown, SungNam -)

  • The study was aimed at analyzing the relationship between the characteristics of urban green infrastructure and stormwater runoff in a small urban watershed composed of 22 drainage basins. The green areas of which soils are not sealed and allow water infiltrate, were examined for different types of green spaces. In a comparative study for drainage basins of which green spaces are 15.5% and 34.4%, respectively, runoffs were not different with the size of green space. It was attributed to that the increase of runoff by greater road area offset the advantage of greater green area. Another comparative measurement of runoff for drainage basins with similar green area size showed that runoff decreased with greater permeable area (school ground area) and smaller road area. The runoff measurements could address that runoff rates are affected not only by green area size but also by the type of green area and other land covers related to permeability and flow into drainage. It implicated that the improvement of urban green infrastructure as a functional unit for water infiltration and interception is important for stormwater runoff management.

ESSD개념을 도입한 대구시 녹지보전등급 설정에 관한 연구 (A Study on Establishment of Green Space Conservation in Taegu Based on the Concept of Environmentally Sound and Sustainable Development)

  • The purpose of this research is to establish a green space conservation grade for sustainable urban development of Taegu metropolitan city using GIS and RS methods, together with the valuation items of green spaces centered around ecological, useful, and socio-cultural factors. The results of this study are as follows: 1. According to the ecological factor, the first grade is $81.4km^2$ and then Kachag-myun, Dong-gu in order, have needs of sustaining conservation policy of urban environment improvement and protection of the wild habitats. 2. According to the usefulness of urban parks, the first and second grade which is over 150 $persons/km^2$ in population density of the catchment areas, were Talsung park, Sinam park, Yongsan park and etc., the areas of those parks consists of 0.7% of the whole urban parks. 3. According to the socio-cultural factor, the first grade is located in urban natural parks, and the second grade is which are composed of Green Belt and agriculture in Talsung-gun. 4. Analyzing these results synthetically, the first grade conservation is 18%, as the forest in the upper zone of Mt. Palgongsan, Mt. Bisul, and Mt. Daeduck, these regions needed to preserve absolutely. This research is a basic step to show the methodology for all-round evaluation of green space using GIS and RS. Hereafter, it is necessary to consider general evaluation index of green spaces, and to consider the quantitative and qualitative aspect.

환경공간정보를 활용한 도시녹지의 탄소흡수량 추정 -안산시를 대상으로- (Estimation of Carbon Sequestration in Urban Green Spaces Using Environmental Spatial Information - A case study of Ansan City-)

  • This study estimated the carbon sequestration from urban green spaces in Ansan City using environmental spatial information. We examined study results of carbon sequestration from existing urban green spaces, using a land cover map (level 3). In particular, the carbon sequestration of trees by land use and the IPCC Global default value were linked with the land cover map level 3. Domestic research showed that carbon storage in urban green spaces in Ansan City was 17,927.2 tC, and the annual carbon sequestration was calculated as 2,680.5 tC/yr. On the other hand, applying the IPCC Global Default value resulted in annual carbon sequestration of 5,287.8 tC/yr, which was 2,607.3 tC/yr more that the domestic research value. This resulted from difference in detailed methodologies such as background data, sample size for on-site investigation, and measurement of tree species. The study presented a consistent assessment method to assess the sequestration of carbon from municipal urban green spaces. Furthermore, we provided basic data that could be useful in urban green space policies.

Joint Development of Park and Green Space - A New Pattern and Key Points for Developing Parks and Greens Space in Shanghai-

  • Nowadays the parks in Shanghai tend to develop towards two directions. Small and medimn parks are being gradually transformed from closed management to open management, while large ones emphasize their nature of theme and nature of functions. Simultaneously, the number of large and open public green spaces has been significantly increased. Although the public green space does not adopt the management pattern for parks, there is almost no difference between public green space and ordinary parks so far as the functions and scales are concerned. Due to the fact that there is no obvious boundary between a public park and a public green space, this paper raises a suggestion to coordinate continuously their management and functions so that the distribution of and the connection between the urban green spaces can be more rational and more definite and a sound green network can be formed. Starting from the viewpoint of emphasizing accessibility to green spaces and enhancing the angle of linking green spaces, we aim at transforming a park system to a multifunctional green system, extending the effects and service radius of large green spaces, and strengthening the internal connections with the surrounding areas so that a high-quality green space can be formed with the connection of the green space network.

  • Decision progress, plan content and planning division title of the master plan of the green in Kamakura City Japan were described. Conservation of the green and various effectiveness of the measure for realizing the green creation plan and the future development were discussed. It was indicated that the cooperation between citizens land owners and administration of the country, prefecture and city was important.

Study of Urban Land Cover Changes Relative to Demographic and Residential Form Changes: A Case Study of Wonju City, Korea

  • In many very high density cities in Asia in which there is limited area to expand, growth is forced upward as well as outward. Densely packed detached houses and low-rise buildings are replaced by lower density high-rises, leaving open spaces between high-rise buildings. Through this process, areas that formerly did not have much green space gain valuable green spaces, and new ecological corridors and patches are created. In this study, the demographic and housing-type changes of Wonju City were delineated using land use maps, aerial images, census data, and other administrative data. Green area changes were calculated using land cover data derived from multi-year Landsat TM satellite imagery. The values were then compared against demographic and housing-type changes for each administrative unit. The overall results showed a decrease of forested area in the city and an increase of developed area. Urban sprawl was clearly visible in many of the suburban areas. However, as expected, we also detected areas in which greenness did not decrease when the population greatly increased. These areas were characterized by residential building complexes of ten or more stories. If an equal number of housing units had been built as detached houses, these areas would not have kept as much green space. Our research result showed that high-density and high-rise residential structures can offer an alternative means to protect or create urban green spaces in high-density urban environments.

대구 도심에 위치한 대규모 녹지공간의 냉섬 강도: 계절변화와 기상조건에의 관련성 (Cool Island Intensity in a Large Urban Green in Downtown Daegu: Seasonal Variation and Relationship to Atmospheric Condition)

  • Cool island intensity urban green space was investigated based in Dalsung Park, that is one of the largest parks in Daegu. Cool island intensity(CII), which is defined as the temperature difference between the green space and its surrounding built-up areas, shows time variations. A through-year measurement(2008-2009) of ground level air temperature revealed seasonal variation and relationship to the atmospheric condition of CII. The temperature variation in the park and the reference downtown Daegu was as same order as CII. The noontime CII is larger in summer than that in winter due to the leaf fall of the park trees. On the other hand, seasonal variation of nighttime CII is not so clear. The nighttime CII was larger under the stable atmosphere.
