  • GIS is essential to regional development and management in informatization age. But utilization of GIS in Korea remains still elementary area of automated mapping or facility management. In this paper, we suggest executable principles that are able to enhance and improve the efficiency of regional development affairs using GIS DB. In order to accomplish the role of planning support tool, GIS DB have to be plentiful geographic contents. Metadata DB, user-friendly application interface and compatibility of data between the public and the private must be constructed in GIS DB. And geographic information should be shared between the public and the private.

  • We developed the hybrid model coupled with predictive model and business rule model for administration of injury by utilizing medical data of the National Health Insurance in Korea. We performed decision tree analysis using data mining methodology and used SAS Enterprise Miner 4.1. We also investigated under several business rule for benefits (expense paid by insurer) and claims of injury in National Health Insurance Corporation. We can see that the proposed hybrid model provides a quite efficient plausible results.

As the fruits of this expansion of mobile environment and technology advance in wireless telecommunication, easy-to-carry smaller sized devices such as cell phones, PDA, and MP3 players represent the present times, while the future would be an 'era of wearing' in which kinds of electronic devices and systems are integrated into clothing. Thus in this study, concept of wearable computer seen in the 21st century's digital nomadism was reviewed, and figurativeness and anesthetic value of wearable computer were discussed in association with the change in high style image resulted from technology advance and change of life style. By drawing a justice from which, value of future fashion was also prospected.

  • This study analyzed the digital divide of Korean senior citizens through the preference for smart media. Targeting two media out of mobile internet and mobile social media, the media dependency ratio and the trend of people in their 20s-60s were verified. Regarding the dependency ratio of young people(20s) and senior citizens(60s), in case of mobile internet, people in their 60s were average 8.6% while people in their 20s were average 38.9%, so that the ratio of senior citizens was lower by 30.3%. In case of social media, people in their 60s were average 1%, which was 7.1% lower than people in their 20s(8.1%). And this divide was the digital divide shown in the informatization process through the trend of internet use of senior citizens in their 60s or up. Thus, as the policy measures for solving the digital divide of senior citizens, it would be required to continuously develop the digital cultural programs for senior citizens, to expansively perform the government subsidiary policies like additionally providing the essential information to senior citizens, and also to expand the smart-based infrastructure for senior citizens' participation in economic activities.

Regarding their dependence on TV, those in their 60s had 97.6% and those in their 20s had 63.7%, so that there was a wide gap of 33.9% on average. The smartphone penetration rate of those in their 60s was 61.3%(2015-2017) on average, which tended to rise. The elderly's dependence on traditional media featured Digital Divide which is found in the informatization process. Accordingly, in order to solve their digital divide, it is required to expand education in line with their knowledge level through remote online centers, develop inclusive ICT for convenience, and change philosophical policy paradigm in the dimension of quality of life.

  • The purpose of this study is to investigate a causal relationship between the mode of production and change of rural society. While dominant theories of social change have stressed variation of contingencies and periodical contexts, this theoretical paper drives a new insight paralleling diverse theoretical arguments of each mode of production with rural and urban changes. Investigating the drifts of intellectual ideologies of the mode of production, we get through diverse paradigm shifts of the production accumulation and its trigger effects on rural change. More specifically, the present study investigates change of rural society by way of investigating such fluctuations of societal changes as ancient society, slavery society, feudal society, industrial society, post-industrial society, and information society. We find that transportation and communication technologies have had a key role in the changes, however, the effects of the technologies on social changes have been different between rural- and urban-society. While we take it for granted that flexible accumulation in post-industrial society and time-space compression and informatization in information society will reduce developmental gap between rural- and urban-society, we also found that there have been big differences of actual application of the technologies between theory and reality in each era of mode of production.

  • In the growing digitalized world, the European Union implemented the General Data Protection Regulation(GDPR) to establish a comprehensive data protection framework across member states. Given the constitutional roots of GDPR, the EU's regulatory approach is different than other data protection regimes. The new regulation has strengthened individual rights to data protection, but it also introduced several obligations for businesses that collect and process personal data. We review the existing literature on privacy, particularly GDPR, from a policy perspective. The evidence outlines data regulation's effects on competition, innovation, marketing activities, and cross-border data flows. The discussion highlights the tradeoffs between increased regulation of data protection and its effects on the market.

  • The National IT Plan is formulated every 5 years in Korea. Each ministry formulates its own annual IT plans and budgets based on the National IT Plan. Presidential agenda, in addition to the Ministry plan usually come in the budgetary process. A budget view and an IT view are not always aligned consistently in the budgetary process. For more consensus and less conflict between the finance ministry and the IT ministry, it would be useful to have a common framework to examine and review the many IT plans submitted by many ministries. We offer an EA-based framework that considers various views and classifications on IT plans. This framework would make the National IT Planning more efficient and effective.
