At present, there are various standards used as the governing law of contracts for establishing, implementing, and resolving disputes between the parties to international sales contracts, called "Forum Shopping." Uncertainty and increased transaction costs, which may arise from these various norms, may hinder the activation of international commerce. This study examines the process of enacting and examining various international unification norms that have emerged through international organizations to eliminate trade barriers caused by choice of governing law concerning parties involved in the international sale of goods. Issues regarding the positive and negative perspectives are discussed to identify obstacles to international unification norms. In particular, by comparing and analyzing the differences between the regulations of the CISG and PICC, the representative international unification norms on international sales contracts, the possibility of unification of the norms on international sales contracts are reviewed. Direction for the establishment of a single international regulation is presented for reducing the transaction costs and uncertainties in the international sale of goods.

Korea has been managed HACCP with food and livestock products separately, but it was incorporated into food and livestock product safety management certification standard in 2015. Currently, the notification is unified, but food sanitation act and the livestock products sanitary control act are not unified. These differences are leading to complaints from food and livestock corporation. In this review, the food sanitation act, enforcement regulations of the food sanitation act, the livestock products sanitary control act and enforcement regulations of the livestock products sanitary control act were compared and analyzed to identify the part which requires unification. As a result of the survey, the thirteen clauses were proposed to unify in the food sanitation act and the livestock products sanitary control act. The nineteen clauses were proposed to unify in enforcement regulations of the food sanitation act and enforcement regulations of the livestock products sanitary control act.

For establishment of post-Unification fisheries program, this research has opened a fisheries Act system for South and North Korea and searched a policy direction to make new Fisheries Act for future South and North Korean fisheries program. In addition, North Korea's present fishery industry must be accurately understood and acknowledge in its point of issues in order to develop and improve to rational direction and to overcome the present South and North's fishery industry. As a level to prepare for future unification, reform and reaction of long-termed and well organized South and North's fisheries program must be arranged. Consequently, fishing permits of South and North, licensing system, fisheries resource management system, fisheries adjustment system, foreign fishing regulations system will be compared in this research, and also find an improvement on North Korea's fisheries related act in preparation of future unification.

This study suggests that the system improvement priority of the Natural Conservation Zone of the Metropolitan Area Maintenance Planning Law, which was enacted for about 37 years. First of all, through the precedent research and the consultation meeting, the improvement plan was divided into the short term and the mid(or long) term. Important findings and implications are as follows. The short-term priority results were 'Improve water quality regulation', 'Strengthen individual location regulations of factories and induce multi-use plan position', and 'Improvement of waterfront area regulation', which were both critical and urgent. The mid-term(or Long-term) priority results were 'To integrate development and environmental duplication regulations', 'Abolition and unification of environmental laws', and 'Adjustment and resetting of natural conservation areas', which were both critical and urgent. On the other hand, 76.4% of the residents and 64.5% of the experts are concerned about the necessity of improvement of the Natural Conservation Zone system. Both residents and experts seem to be aware of the necessity. Opinions about Improvement and mitigation of regulations on Natural Conservation Zone that were constantly raised. In the past, there was a temporary and fragmented institutional mitigation of the government. However, with the rapid development of eco-friendly technologies since 2010, Our Country Conditions is in a transition period. This study has significant implications for the improvement and mitigation of metropolitan area regulations.

The study aims to examine the achievements and shortcomings of adult political education that had been conducted in former Eastern Germany following German unification. More specifically, the study focuses on drawing some policy suggestions and implications for carrying out adult political education for North Koreans in a unified Korea. In fact, former East Germans after German unification needed to receive political education to adjust to a new social system and get related various informations that they had never experienced before. In this context, former East Germans were provided with political education on democratic political system, capitalism, and various laws and regulations that they need to know to get used to a new social system. However, the results of the study indicate that adult political educational system in the former Eastern Germany shows some shortcomings regarding former East Germans' indifference about political education, educational contents which was not cut out for East Germans, and absence of proper methodological approaches. Furthermore, the study points out that North Koreans' educational background and their experiences in North Korea should be considered when selecting subjects and contents of political education for North Koreans in a unified Korea.

Purpose: This study identified the standardization activities from the early stage of acquisition to disposal during the materiel life cycle and proposed the improvement of standardization process. Methods: Through improvement of duplicated deliberation for the revision of military specification, unification of technical change proposal reception organization, and resolution between the conflicting parts of laws and regulations, simplifying the standardization procedure and strengthening linkages between the civilian standards were gained. Results: We have redefined the concept of the standards and standardization in the field of defense and proposed the standards-driven documentary standards as a measurement standards and reference standards to expand the activities. Conclusion: Through a standardization survey, we came to conclusion that we need to change the concept of standardization in the field of national defense from making the specification to using the means of efficient management of military resources.

The purpose of this study is to diagnose the changes, complexity and ill effects of the public library administrative system in Korea, to analyze its previous research and improvement issues, and to suggest reform plans and subsequent action. To do so, the author has proposed a unification model for the library administrative system, the library status in the local administrative organization, and the library management plan of the local government. And the author has suggested various subsequent actions for the unification of the library administrative system, that is, the transfer of property, relief of the financial burden, removal of the disadvantages caused by the status change, adjustment of the library director's position, improving the personnel system of librarianship, and amendments to the relevant laws and regulations.

This study is to propose the improvement of security related regulations to reinforce security activity and actualize constitutionalism in the National Assembly. For the purpose, some improvements could be considered as followings; First, legislating of regulations including some articles on the scope of security activity such as order preservation at assembly hall, facility security, security agents' right and protection of personal is necessary. Second, changing the organization and command system of security management is necessary for the unification of security activity and efficiency of the job. Also clear definition of terminology on the security job is need. For the shake of above object, one officer in charge of situation management and three section such as the personal protection section, facility security section and order preservation section could be substructured under security department. Third, elimination of unnecessary article on the arrest of red handed criminal in the assembly hall and on the physical checkup of audience by security agent is need. Also legislating of regulations on the hoarding of person who could disorder is necessary. Forth, legislating of regulations on the cooperation with government branch, judicial police power, carry and use of weapon and uniform and equipment to reinforce practical efficiency of security activity. For the proper legislating of the regulations, comparition with other public organizations such as presidential security Service, police, private security could be considered.

Biosafety has become quite sensitive issues according to dramatic development of biotechnology and LMO(Living Modifying Organism) is one of the key issue in biosafety. This study is an exploratory research for investigating the activation strategy of biosafety training management in LMO research field. Based on the survey data, main results are derived through various statistical analysis methodology such as descriptive analysis, factor analysis, reliability analysis, analysis of variance and regression analysis. According to the analysis results, some activation strategies are required to reach the target such as extension of specialized biosafety training program, enhancement of safety consciousness from the undergraduate courses, introduction of appropriate safety regulations, unification of safety management and establishment of safety management system.

In this study, we wanted to investigate and analyze the current status of international joint research conducted on researchers who have actually conducted or are doing international joint research and to identify difficulties in promoting international joint research based on this study and propose ways to promote future international joint research. As a result, autonomy of research subjects needs to be guaranteed for the revitalization of international joint research, establishment of international joint research guidelines and contract legal infrastructure, simplification and unification of administrative work system and supplementation of performance-related regulations will be necessary.
